The financial problems of the Mangaung Metro and its inability to fulfill its duties are growing year on year, despite senior officials being appointed in key positions.
Odwa Dudu, head of the AuditorGeneral’s (AG) office in Bloemfontein, presented a bleak picture on the financial situation of the metro and Centlec for the financial year that ended on 30 June 2024. In the report presented at a
council meeting on Friday, 31 January, Beukes Boshoff of the AG’s office mentioned a wide array of concerns, including the eroding of funds and future obligations.
One of the biggest concerns is the R297 million in conditional grants that was witheld by the National Treasury due to the slow implementation of projects.
Another huge concern is that 45% of next year’s budget will pay for expenditures incurred in previous years.

Plan for the Mangaung Metro, were fully implemented during the financial year in question.
Unauthorised expenditure has skyrocketed to R1,34 billion, irregular spending stands at R277 million, and fruitless waste totals R122,5 million.
“These funds should have been allocated to critical services, but have instead been squandered through corruption and incompetence, leaving residents and businesses paying for services they are not receiving,” says Dirk Kotzé, DA councillor, in response to the report.
He said this mismanagement results in widespread frustration and discontent amongst citizens.
“Water and sanitation projects are perpetually delayed or abandoned; roads are ridddled with potholes and prone to flooding; and waste collection services are failing again since Tuesday, 28 January,”
Dr Elizabeth Snyman-Van Deventer of the FF Plus commented in her response to the AG report that it is concerning that only 2% of the metro’s expenditure was for repairs and maintenance of critical service delivery.
Kotzé said the DA vowed to take decisive action to rescue Mangaung from financial mismanagement and poor service delivery.
“The report paints a damning picture of a municipality in crisis. The report reveals staggering financial mismanagement, including material misstatements, procurement irregularities, and widespread noncompliance with financial regulations.
“Investigations into fraudulent overtime payments, irregular tenders and unauthorised contract payments have yielded nothing but inaction.”

Ondanks die drie brandbestrydingstenks wat by hul hoewe in Vleistraat, Hope Valley, net buite Bloemfontein gestaan het, is groot skade aangerig tydens ’n brand op 12 Desember.
Chris van Zyl, voorsitter van die Leeuwberg- landelike vereniging en GPF Sektor 6, sê nege eiendomme in die hoewegebied, insluitend sy eie, het deurgeloop en skade van miljoene rande is aangerig tydens die brand wat by ’n buurman begin is om vullis te brand.
Van Zyl sê die brand het blitsvinnig deur die droë gras versprei en by hom al die inhoud van ’n pakkamer, ’n watertenk, sonpanele en waterpompe vernietig voordat dit ook skade aan hul woonhuis aangerig het. Dié brand het skade oor sowat 100 ha aangerig. Die waarde van die skade net by sy perseel was sowat R800 000, waarvan die versekering nie eens ’n kwart uitbetaal het nie.
Van Zyl sê hoewel hulle voorbereid is op brande, het die brand so vinnig versprei dat hulle nie eers kans gehad het om by die brandblussers uit te kom nie. “Die brand het binne 19 sekondes van my hoewe na die buurman s’n versprei.”
Johann Breytenbach van die Mangaung-brandbestrydingsvereniging (MAFPA) sê daar was van Junie tot Oktober tydens 2024 se brandseisoen 1 192 brande in die Mangaungomgewing. Altesaam 27 349.11 ha het gebrand. ’n Bykomende ongeveer 4 000 ha het in November en Desember gebrand. “Brande is wel nou minder en die
intensiteit is laer omdat daar groen gras in die veld is, maar wanneer daar vir twee weke ’n hittegolf is soos wat ons nou gereeld beleef, is die veld droog genoeg om te brand.”
Die veldbrande maak dan baie rook soos die veldbrand wat Maandag naby Tierpoort gewoed het.
Breytenbach sê daar is nou baie organisasies en individue wat wil help om brande saam met die Mangaungbrandweer te bestry. “Dit is egter belangrik dat al die betrokkenes onder een sambreel saamwerk om elke brand te bestry.”
Breytenbach sê dit is elke grondgebruiker se verantwoordelikheid om brandbestryding op sy perseel en eiendom te verhoed.
“Mense besef nie altyd hoe maklik droë veld brand nie. Die veld brand ook meestal nie omdat mense dit aspris aan die brand steek nie. Meer as 90% van veldbrande is weens nalatigheid.”
Hy verduidelik dat hoewegebiede onderhewig is aan munisipale regulasies sowel as die Veld en Bosbrandwet. MAFPA is ’n statutêre liggaam waar eienaars van hoewes kan aansoek doen om ’n permit om byvoorbeeld binne bepaalde riglyne vullis te verbrand.
“Die uitneem van ’n brandpermit is nie daar om moeilik te wees nie. Dit is daar om mense te beskerm. Daar is ook bepaalde tye wanneer die brandgevaarindeks baie hoog is, wanneer niemand ’n oop vuur mag maak of werk op ’n plaas of hoewe mag doen wat vonke kan veroorsaak nie.
“Deur proaktief te wees en basiese planne gereed te hê, kan die risiko van skade aan eiendom en gevaar vir gesinne verminder word,” sê Breytenbach.

AfriForum se Bloemfontein-tak het die metro op terme geplaas oor die volgehoue swak bestuur van vullisverwyderingsdienste. Dit volg nadat meer as 700 inwoners in die Bloemfontein-omgewing aansoek gedoen het vir vrystelling van die metro se vullisverwyderingsdienste.
AfriForum het dié aansoeke asook ’n finale aanmaningsbrief op 31 Januarie aan die metro gestuur.

“Die afvalbestuurskrisis vereis veral dringende aandag en die metro se versuim om op te tree, is onaanvaarbaar.
“AfriForum moedig inwoners, wat nie meer van
dié munisipaliteit se vullisverwyderingsdienste gebruik wil maak nie, aan om aansoek vir kansellasie daarvan in te dien. Inwoners sal gevolglik in staat wees om van private diensverskaffers gebruik te maak.” AfriForum tree nie net as ’n diensverskaffer op nie, maar veg ook aktief vir sy lede se regte.
“Inwoners en belastingbetalers in die Mangaungmetro het die reg om te kies watter dienste hulle wil gebruik. Hulle verdien ’n vinnige en doeltreffende oplossing vir die uitdagings wat hulle ondervind,” sê Groenewald.
Indien die Mangaungmetro nie teen 14 Februarie ’n bevredigende reaksie op AfriForum se brief lewer nie, sal AfriForum verdere stappe ingevolge die Wet op die Bevordering van Administratiewe Geregtigheid oorweeg.

Die Du Toits se eerste donkiekarlisensie is toe op Saterdag 25 Januarie amptelik aan Hendrikus Steyn (2) oorhandig.
Madeleine sê hy was besonder trots op sy lisensie.

Her innovative research into plant cultivation has earned a learner of the Hoër Meisieskool Oranje a fourthplace prize in Taiwan.
Jana Swanepoel (14) and teammate Aradhya Kaushik (15) of the Bryanston High School in Johannesburg participated in the 2025 Taiwan International Science Fair (TISF). Both were honoured at the fair’s awards ceremony on Saturday, 25 January, held at the National Taiwan Science Education Center in Taipei, winning fourth-place prizes in their categories.
Jana, who presented her research project “Plantastic Pods: The Grow Stick Rooting Revolution for Seeds and Cuttings,” expressed pride in receiving recognition for her work at such a prestigious science fair, emphasising the value of the experience over the prizes. “I am grateful to have had the opportunity to learn so much from other young people who share the same interests as me. Every day was an adventure and joining more than 600 young scientists from 27 countries around the world was overwhelming, but exciting. I especially enjoyed the Ceramics Museum of Taipei, the traditional buildings like the Palace
Museum, and the variety of delicious traditional foods,” she said.
Aradhya, who showcased her research project titled “AI-Based Customer Sentiments Dashboard,” described winning an award at the Taiwan fair as one of her greatest achievements.
She left the fair feeling extremely grateful and motivated.
“Taiwan is rich in culture, traditions, and wonderful people. A standout moment at the TISF for me was the amazing cultural night, where I had the opportunity to interact with participants from other countries and learn about their impressive projects. I loved the music and performances that night. This experience helped me appreciate how remarkable science truly is. I thoroughly enjoyed participating in the fair for all the experiences and knowledge it provided me,” she said.
While encouraging her peers to take an interest in science, the 15-year-old said: “As learners, we should prioritise science because it represents our future. Science goes beyond what we learn in school; it opens a wide range of possibilities for a better future. I believe that if you work hard, stay committed, and have confidence in your ideas, you can achieve something significant.”

’n Oudleerling van Greykollege het begin om sy stempel af te druk op die musiekbedryf, en droom groot oor die toekoms.
Wiesner Hechter se debuutenkelsnit “Mia, jy” is ’n energieke liedjie met ’n vars perspektief op die einde van ’n verhouding.
Sedert skool het hy deelgeneem aan musiek, en klavier en kitaar gespeel. Hy was ook deel van die skool se boereorkes en die marimbaorkes.
Ná matriek in 2020 en tydens sy studie in ingenieurswese aan die Noordwes-Universiteit (NWU) het daar ’n nuwe wêreld van moontlikhede oopgegaan.
Wiesner vertel sy eerste enkelsnit het ontstaan ná ’n uitdaging om ’n treffende lied met ’n meisie se naam in die titel te skryf.
“Ek kon nie dink aan ’n meisienaam wat kon werk nie, maar ’n vriend van my se woonstelmaat op Stellenbosch
se hond se naam is Mia. Toe ek die hond se naam hoor, het ek sommer die naam van my liedjie gehad.”
Hy het saam met MJ Nel van The Hit Lab Studio gewerk om die enkelsnit op te neem. Sy tweede liedjie “Ver van die huis af” is klaar geskryf en hy hoop om teen die einde van die jaar so sewe of agt liedjies gereed te hê vir ’n album. Wiesner geniet Afrikaanse musiek wat wegbreek van die tipiese kommersiële liedjies. Dit is musiek van groepe soos Spoegwolf, Zaan Sonnekus en die Heuwels Fantasties wat hom inspireer.
Hy het selfs onlangs voor ’n vertoning van Spoegwolf opgetree en al vertonings in Pretoria en by die Oktoberfest in Potchefstroom gelewer. Hy sê dit is vir hom lekker om die musiek te skryf, maar dit is optredes wat hy die meeste geniet.
Wiesner se beplanning is om so tussen die studies te reis en sy musiek met meer gehore te deel. Sommer lekker vooruitsigte vir dié man met sy passie vir die lewe en musiek.

Ondanks verkoue wat haar effens olik laat voel, gaan dit goed met Janique Venter (7) wat verlede week ’n groot operasie ondergaan het in ’n hospitaal in Memphis, Tennessee, waar ’n gewas uit haar nek gesny is.
Janique se ouers, Nadine Mukheibir en Jacques Venter, wat by hul dogter waak, het wel geskrik toe Janique ’n dag ná die operasie op Woensdag 29 Januarie ’n noodoperasie in die St. Jude-hospitaal moes ondergaan weens swelling. Dit gaan nou egter goed met dié klein vegtertjie.
Die familie het in Desember gehoor dat spesialiste in Memphis kans sien om die tumor in haar nek te verwyder.
Die spesialiste het op Dinsdag 28 Januarie Janique se regterslagaar permanent afgebind sodat dit nie aan die bloei sal gaan wanneer hulle die tumor verwyder nie.
Janique het dus verlede week drie operasies ondergaan.
Nadine sê Janique het Sondag regop in die bed gesit en ’n prentjie geverf. Sy is Maandag uit die hoësorgeenheid na die kindersaal in St. Jude’s oorgeplaas.
Sy sê haar dogter kry steeds pynmedikasie en is naar weens ’n verkoue, maar sy word elke dag beter.

Dit is onseker hoe lank die gesin nog in Memphis moet bly.

“Die mense is lus vir hardloop,” sê hy.
“Ek het selfs navrae uit ander provinsies gekry. Ek glo die Mimosa Mall-marathon gaan gouer ’n nasionale wedloop word as wat ons beplan het.”
Danksy die personeel van Mimosa Mall, Jaco en die span van Bloemfontein Striders is planne reeds goed op dreef vir die vier wedlope op 1 Maart. Bykomend tot verlede jaar, toe meer as 1 000 hardlopers en stappers deelgeneem het, is daar vanjaar ook ’n marathon (42 km) wat saam met die halfmarathon (21 km) ’n roete deur die stad sal volg. Daar is ook ’n 5 km- en 10 km-roete.
Die marathon is ’n provinsiale kwalifiseringswedloop vir die Comrades. Dit is ook die laaste geleentheid om te kwalifiseer vir die Twee Oseane-ultramarathon en -halfmarathon, op onderskeidelik 5 en 6 April in Kaapstad.

“Die wedloop bied vanjaar soveel meer as toe dit verlede jaar die eerste keer aangebied is. Dit is regtig lekker om te sien hoe dit groei. Dit is ook wonderlik dat die halfmarathon deel van die Vrystaatkampioenskap vorm,” sê Coetzee.
“Daar is vanjaar ook meer wedlope, om meer opsies aan hardlopers te bied.” Aanlyn inskrywing is reeds oop, maar daar sal ook nog geleentheid wees vir deelnemers om hulle op 27 en 28 Februarie in die hoof-atrium in Mimosa Mall in te skryf. Registrasie vind op hierdie
twee dae van 14:00 tot 19:00 plaas. Deelnemers aan die 5 km- en 10 km-roete het ook nog ’n heel laaste kans om hulle die oggend voor die wedloop van 05:00 af in te skryf, maar deelnemers aan die halfmarathon en marathon se inskrywing moet teen 28 Februarie afgehandel wees.
Elke deelnemer kry ’n bederfpakkie, asook ’n medalje. André Rossouw, bemarkingsbestuurder van Mimosa Mall, sê hulle is gereed om die registrasie, asook laat inskrywing, op die twee dae voor die wedloop te hanteer. Pryse van R32 500 is op die spel. Daar sal ook die gelukstrekkings wees, en atlete en toeskouers sal stalletjies en die fisioterapeute daar kan besoek. Skryf in deur vandag nog mimosamall.co.za te besoek.

Die skool sou nie die skryfbehoeftes kon bekostig nie en het groot waardering vir die skenking.

The St Andrew’s School will be hosting its Invitational Squash Festival from Friday, 7 February, until Sunday.
As always, the main objective of this tournament is to provide an opportunity for the young Free State Squash players to play against other top squash players in the country.
In doing so, they will obtain the necessary exposure and experience they require in order to compete successfully with the other provinces.
This is the 31st consecutive year the event will be hosted.
The festival was established in
1995 when resources were limited.
The Morgan and Deutschmann families set out to lay the foundations of a hugely successful festival with sponsorship from First National Bank, which continued for 28 years.
This is the third consecutive year that Standard Bank has been on board to support the event.
Nine school teams and one invitational team attended the inaugural festival in 1995. The participating schools included: Dale College, Graeme College, Grey College, Maritzburg College,
