Past decisions weigh on Matjhabeng Municipality haunted

The perceived dictatorship and witch hunt of employees and black-owned businesses (referred to as the top-six saga) by the executive mayor of Matjhabeng has cost the municipality millions of rands through court rulings.

Thanduxolo Khalipha’s wrongful decisions, made without council approval, and his perceived persecution

of officials has led the cash-strapped municipality into deep financial decline.

Ntoampe Thobela, former executive director of infrastructure, was forced into constructive dismissal after a falling-out with Khalipha.

Council advised against his unlawful suspension, but Khalipha insisted that it must be carried out.

Thobela challenged his suspension and despite taxpayers’ money wasted by the municipality to challenge the ruling made in Thobela’s favour, Mat-

jhabeng has been ordered to pay him R1,5 million in compensation.

The same thing was done to Tumelo Makofane, who is the director of policy and monitoring.

The ANC caucus and legal department advised that the director should be placed on paid leave, but the mayor defied this advice and ordered that the director should be put on unpaid leave, and ultimately dismissed.

Subsequently, Mafokane won his case and the court ordered the municipality to pay him R1,3 million.

Another director, Lauretta Williams, won her case against Matjhabeng, yet Khalipha forced the municipal manager to still issue a warning to her, even after she had won the case.

Next was the director of human settlement, Morakane Mothekge. Khalipha alleged that she had sold land illegally.

The ANC caucus and legal department advised that Morakane’s signature was not on the papers involved, and that it would be illegal for the mayor to force the then municipal

mayor (MM) to dismiss the director. The mayor defied the advice of the caucus.

The top six-saga involves a group of businessmen from Matjhabeng who were owed less than R300 million by the municipality, and the municipality made payment arrangements.

The mayor stopped this, and the court then made an order to have a payment of R200 million made.

Due to accrued legal fees, the municipality now has to now pay R300 million.

One of the men allegedly assaulted by the executive mayor of Matjhabeng, Thanduxolo Khalipha, in 2024 has been unsuccessful in having his charge investigated.

Velly Ntsuku (46) has been trying in vain to have his justified assault and intimidation charge against Khalpiha being made an official investigation.

Ntsuku was addressing a group of residents in ward 13, Thabong, in 2024 when he was allegedly assaulted by Khalipha.

“Khalipha threatened to kill me and

my family at our home. He pointed his finger at my chest in an aggressive way.

A large group of people witnessed the attack, and a photograph was taken the exact moment this happened. It was published in the newspaper and on social media, which distressed my 16-year-old son,” says Ntsuku.

On 17 May 2024, he laid the initial case of assault and intimidation at the Thabong Police Station.

The case was then transferred to Bloemfontein as “political cases” are not investigated in Welkom, he was told on enquiry.

police on provincial level, citing the case numbers.

A year on, Ntsuku is still in the dark about the charge he laid. On the initial docket, the director of public prosecutions (DPP) noted that the matter must be investigated. Since then the docket has been juggled from the DPP and the National Prosecting Authority (NPA), to the senior prosecutor, the investigating officer, and the prosecuting authorities.

Ntsuku says it seems that a normal citizen has no rights. “It is impossible to lay a charge against a high profile citizen because between the DPP and the senior prosecutor, all are afraid of

Khalipha.”

In the meantime, the mayor and his lawyer have provided video proof to help with the investigation. Ntsuku claims he can, however, prove the video was shot at another venue on another day.

Ntsuku says he has never been in court to state his case or refute the mayor’s claims. Capt. Loraine Earle, communication officer for the provincial police, says the docket remains with the DPP for a final decision.

Earle says the investigation has been completed, and the docket was initially referred to the DPP for a decision. The docket was subsequently sent to the

investigating officer for submission to the NPA to issue a summons to the accused.

However, upon review, the Control Prosecutor requested CCTV footage that the accused had mentioned as evidence. The footage was obtained, and the docket was returned to the Welkom NPA for further processing,” says Earle. She says that on 28 February, the investigating officer followed up with the DPP’s office, but the docket had not yet been finalised.

“At this stage, the police are awaiting further directives from the DPP regarding the next steps in the legal process.”

“We remain committed to ensuring that perpetrators of GBV are brought to justice. We also acknowledge the bravery of the victim in coming forward,” said Motswenyane.

Three Welkom schools have already taken part in the exciting art project that is gripping the imaginations of learners at both senior and primary schools in the city.

The initiator of the project, the St Helena Primary School, was the first to paint a colourful mural on the precast wall on the corner of Lategan and Meulen Street in November 2024 – followed by the Primary School Naudeville, soon after.

The brief given is for participating schools to depict one of the five core values of Ubuntu. These are: survival, spirit of solidarity, compassion, respect, and dignity.

Schools must choose one of the values and paint a short quote on the wall, visible to passers-by. They must also paint a picture relating to South Africa.

In March 2025 St Helena extended an invitation for all schools to join the project, and Welkom-Gimnasium accepted.

Marne Prinsloo, Visual Arts teacher at Welkom-Gimnasium, says she and her team are very excited to make a contribution.

“When we received the invitation at the beginning of March, the learners were enthusiastic and started planning immediately,” says Prinsloo.

She says they found the theme to be thrilling and promptly started their research so as to be able to convey a positive message to the community.

For the month of March, free drama and singing classes are offered at the Rovers Squash Club in Welkom.

The drama coach is T-Bone Hlahane, who has experience in musical theatre productions, TV, film, theatre, radio adverts, voice work, and more. As a performer, T-Bone is a singer, actor and dancer.

His dream is to open a venue for live events in Welkom and to introduce stage performing to as many people as possible.

“Many studies have shown that drama teaches self confidence, helps you know yourself better, and teaches you to communicate better,” he says.

“When you add singing and other stage skills, you can be a more productive member of the community. We must encourage more participation in the arts given the rising levels of unemployment.”

Drama classes focus on social and corporate communications, character development for TV and theatre, as well as reading body language for character development. We often live in a euphoria that nothing bad can happen to us, as if we are untouchable.

The Gospel of John tells of trials, tribulations, temptations, and storms but gives with it the awesome promise that Jesus is with us and has already conquered it all for us.

Here is what my daughter, Cheray, wrote on passing through a storm:

“I love using nature to express God. In the ocean, they say the deeper you dive the less water turbulence there is from a storm, and you become oblivious of the raging, damaging strength of the storm above. You are tranquil and quiet as you breath in and out. When you return to the surface, the water is calm, the storm has subsided. You are liberated, relaxed, and in awe of what you have experienced in the

deep waters. Now this is what I call living from a heavenly place.”

I need to set my mind on things above. Behold the beauty of His countenance and confess the truth about me in Christ, and what he has accomplished for me on the cross. The storm can rage and the wind can howl; Still, I am safe because I am engulfed by the divine presence of the Lord as I dive deeper and deeper.

As stated in Prov. 3:25-26: Be not afraid of sudden terror and panic, nor of the stormy blast or the storm and ruin of the wicked when it comes, for the Lord shall be your confidence, firm and strong.

Diving into the depths or aligning my life with the truth does not mean running away from the storm, but placing myself in the storm as a righteous, peaceful, and victorious person.

A sense of relief, also danger

As the country has recently experienced persistent, above normal rainfalls in most parts of the country, the Department of Water and Sanitation (DWS) has welcomed and received them with gratitude as they have replenished and drastically improved the country’s dam levels.

This is however a bittersweet occurrence to us as South Africans, as we have witnessed the catastrophic results brought about by these heavy rainfalls in some parts of the country.

In KwaZulu Natal, rivers through communities overflowed and caused flash floods that resulted in widespread destruction of properties and even casualties and fatalities among

Pedestrians and drivers are encouraged to stay away from bodies of water and low lying bridges.

For as much relief as the rainfalls have brought to some of our dams that have been at low levels for a long time and therefore improving water security, they have brought demise to other people’s lives.

Vicious cycle has to stop with action

In the interest of transparency, accuracy, accountability and possible consequence management, the Municipal Systems Act 32 of 2000 requires that a municipality must make available certain information to the public, especially on their website.

Lately, council sittings are held virtually, documents are transmitted electronically amongst councillors themselves, not hand-delivered or made public.

It has become difficult for ordinary citizens to verify facts about our municipality’s finances or adherance to legislation.

We expect such documents to be readily available or displayed at local libraries or satellite offices throughout Matjhabeng.

This is a legislative requirement and by making the required information public on the website, our municipalities undertake that they are responsible for quality and contents of the information presented.

The accounting officers at the Matjhabeng Local Municipality must place the following documents on their website, as required by law:

All performance agreements, service delivery agreements, long-term borrowing contracts, supply-chain management contracts above

a prescribed value, the annual report of the municipality, budget-related policies, quarterly reports tabled in council, the annual and adjustments budgets, budget-related documents, and any public-private partnership agreements entered into.

The Electoral Commission of South Africa (IEC) is preparing for a historic 2026 local elections wherein the ruling ANC in many municipalities will, in all probability, be forced to relinquish power.

Corruption has been the order of the day, with dubious multimillion rands’ transactions and tender documents missing.

I foresee a coalition government and the incoming Government of Local Unity (GLU) will definitely want to ensure good financial management and budget prudence. No more unfunded budgets or Integrated Development Planning (IDP).

The public deserves to know what has been happening over the years.

So, come elections and based on what has been in the public domain or websites, voters must make informed choices, informed decisions and eventually make the right mark in the ballot box.

Every municipal council, irrespective of the grading, has a duty to monitor the executive

mayor’s oversight over officials, especially the chief financial officer (CFO) and municipal manager (MM).

It is always the role and responsibility of the executive mayor to ensure that all documents are made public after approval by council. Moreover, it must be remembered that once such documents are published, local communities will be entitled to make written comments, enquiries, or representations to said municipality in respect of such documents. That is the only way to stop the culture of missing tender contracts, thieving and looting. We must expose corruption through insisting on compliance.

I do not want to envisage a situation where new, incoming executive mayors will have to account and be held responsible for the ANC’s missing tender contracts or irregularities. There will, however, come a time when the Hawks will be compelled to investigate previous financial transactions.

The proposed White Paper on Local Government during the state of the nation address (Sona) by president Cyril Ramaphosa will not solve anything unless we demand adherence to legislation, ethical leadership and do away with the deployment of comrades to administrative positions.

A prestigious honour has befallen two learners of the Kheleng High School in Hennenman, who have made it to the top six provincially in the Aqua Enduro awareness and public speaking competition, progressing to the finals.

The provincial competition was hosted by the Department of Water and Sanitation (DWS) on 6 March in Bloemfontein.

Learners from across the province gather to showcase their knowledge and skills in water­related careers.

“The stakes were high, with a coveted bursary covering all university costs, a monthly stipend, and job security after graduation on the line. But for the learners of Kheleng, the challenge was worth it, and we managed to make in into the top six,” says Sello Dhlamini, mentor and educator at the school.

Under his guidance, the team worked tirelessly to prepare for the competition.

“Their hard work paid off when they emerged victorious, securing a spot at the national finals. We did not make it easy for ourselves, but we knew it was possible,” he said, beaming with pride.

“I am thrilled to see our learners take their passion for water conservation to the next level.”

Lesego Ramolula and Edmore Ncethani was joined by Elsabe Botes of the Test It Lab institution, who presented them with their award.

“This achievement serves as a testament to the power of dedication, perseverance, and teamwork. They inspire us all to take action in protecting our most precious resource,” says Dhlamini.

Gold nuggets and cash found in hostel

Operation Vala uMgodi Combat team in Free State Province received a tip-off from a community member about the address where illicit mining activities were taking place.

“The operators reacted swiftly by following up on the information. The identified target unit in G-Hostel Thabong Extension 4 was searched, and ten gold bearing amalgam beads were found inside a blue safe with a cash amount of R10 170. This is believed to be proceeds of gold trade,” says Lt Col Thabo Covane, Corporate Communication and Liaison: Free State.

The 47-year-old male, who is also a foreign national and allegedly a known small gold buyer, was immediately placed under arrest,” he says.

A case docket of unlawful possession of gold was opened at Thabong Police Station on 6 March.

The Dragon and Cataleya show their mettle

The RCFA Bhubezi Fight Club from Welkom had a weekend to remember at the Art of War Development Tournament.

It was held on 1 March, and the Welkom team earned multiple medals before receiving top honors at the RCFA Art Awards later that evening. This tournament featured the newly introduced Supreme Martial Artist mode, where competitors were tested across four fighting styles: sports boxing, high kick, low kick and close combat.

Tournament Results

Brandon “The Dragon” Kelly delivered a standout performance, winning his Supreme Martial Artist fight with a first round TKO stoppage.

He also earned a gold medal for Supreme Martial Artist, a gold medal for baton (weapon), silver for first series

and bronze for BO series (weapon).

Gofaone “Cataleya” Sebati put on an equally impressive display, collecting four medals across different categories. She got a silver medal for first series, silver for baton (weapon), silver for BO (weapon) and bronze for BO series (weapon)

Sensei Joe Gladstone Ralejoe contributed to the event as a centre referee, gaining valuable experience.

“I am truly grateful for the mentorship of Shihan Hilda Laubscher and her tutelage in the ring,” he said.

“She continues to play a key role in my development as an official, and the confidence and trust she places in me motivates me to improve with every opportunity I’m given to referee or judge a fight at tournaments. Shihan Gerhard Laubscher’s guidance in the the ring has been invaluable, helping me grow with each experience,” he says.

During the awards ceremony that was held at the culmination of the tournament, three of the club’s students – Gofaone Sebati, Brandon Kelly and Siyabonga Gina – were officially announced as part of the 2025 Junior

South African Team. They will represent the country at the WKO World’s in Barnsley, United Kingdom in August. Sebati received multiple accolades, winning three titles: Series Champion, BO Fighting Champion and Baton

Fighting Champion. She also earned two nominations, as Junior Fighter of the Year in semi-contact sports boxing and semi-contact high kicks. She was named the vitrix lorodum for the second consecutive year, a testa-

ment to her excellence and consistency in martial arts.

Kelly secured two titles: Series Champion and Close Combat Champion. He also earned a nomination for Junior Millennium Fighter of the Year, alongside Siyabonga Gina.

A fourth student, Steven Nkgadima was recognised for his skill and dedication, being named Best African Stick Fighter and Close Combat Fighter of the Year in his division. He also received a nomination as Best Baton Fighter.

On the officiating side, Sensei Joe Gladstone was acknowledged with nominations as Best Male Judge and Best Male Referee.

“We are incredibly proud of our students for their outstanding performances in the tournament and the recognition they received at the awards ceremony. The opportunity to compete at WKO World’s 2025 is a great honour, and we are grateful for the chance to represent our province and country,” said Gladstone.
