There is still no clarity or definite resolution concerning the fate of the errant executive mayor of Matjhabeng.
“The DA in Matjhabeng demands the immediate scheduling of the motion of no confidence (MONC) against Councillor Thanduxolo Khalipha to uphold integrity and transparency in governance.
“Matjhabeng faces turmoil due to ANC divisions, with attempts to reinstate Khalipha as executive mayor despite his criminal conviction,” says DA councillor, Maxie Badenhorst.
This will be the second time that Khalipha will face a MONC.
In November 2024, the DA brought a motion against him based on his conviction of assault and crimen injuria.
He was found guilty of assaulting his driver, issued a fine of R7 000, and declared unfit to own a firearm. On 18 February 2025, ANC councillors unlawfully tried to amend a 15 January resolution establishing an Ad Hoc Committee to investigate Khalipha. They attempted to replace it with a biased ANC-dominated committee, violating council procedures. They also tried to insert an illegitimate resolution into the January minutes.
Further misconduct included falsely marking Khalipha as “on leave,” and the speaker dismissing the DA’s formal objection and MONC.
Instead of scheduling a special council meeting as per Rule 90(5), he labelled the motion “premature,” siding with Khali-

pha’s backers.
The various unions, including the South African Municipal Workers Union (Samwu) and Congress of South African Trade Unions (Cosatu), oppose Khalipha’s reinstatement with warnings of mass action.
The DA demands the immediate scheduling of the MONC.
For this to be realised, Charles Stofile, speaker of Matjhabeng and president of the South African Local Government Association (Salga), must convene a special council meeting. Badenhorst adds that integrity in council proceedings must be upheld and that the ANC councillors must stop manipulating resolutions. She also demands that there be transparency and accountability.
The Ad Hoc Committee must remain properly constituted and deliver findings within 21 days.
“Political infighting and unethical leadership are pushing Matjhabeng towards collapse, threatening service delivery.
“We refuse to let political interests destroy the municipality,” says Badenhorst.
In another matter against the floundering Matjhabeng, David McKay, DA member of the Provincial Legislature, questioned the tardiness of the
Section 139 intervention.
“As you are aware, it being a provincial executive action, the committee has a direct oversight responsibility, yet no information has been shared to date. Therefore, I request that the MEC be called before the committee to answer on the matter,” he said.
He has requested the terms of reference from the committee, the names of those appointed as administrators, and what their qualifications are.
He also requested the executive letter ordering intervention and confirmation of the ministerial and National Council of Provinces’ (NCOP) approval of the intervention, and its time frame.
“I would like to request that the Matjhabeng leadership be called to account to the committee on the reappointment of Khalipha, whom has been accused of destabilising the municipality and engaging in the abuse of power through the harassment of employees and the misappropriation of municipal resources. Such misconduct was substantiated by the magistrates’ court, which found him guilty. Despite this, there are efforts underway not only to reinstate him but also to compel the council to pay him six months’ salary and restore his bodyguard,” says McKay.
In addition, the Matjhabeng leadership must account for the increase in irregular and wasteful expenditure and utter deterioration of basic services.

Crime-fighting displayed
Various units of the SAPS visited the Nanabolela Secondary School in Thabong to present a crime awareness campaign to the learners. There was much excitement, especially when the police helicopter landed in the field next to the school. The theme of the day was “The Science Behind Policing: Operation Vala Umgodi”. The SAPS highlighted the five pillars of policing, including crime intelligence and analysis, as well as proactive and crime combat. The SAPS also presented several crime combating demonstrations, including a display by the airwing.

The implementation of a comprehensive closed-circuit television (CCTV) camera project estimated to cost in the hundreds of thousands of rands was top of the agenda at a recent high-level meeting between the police, the Community Policing Forum (CPF), and prominent Welkom businessmen and residents. The meeting was held in the boardroom of the Goldfields Casino on Monday, 24 February. “The aim of this initiative is to enhance security and strengthen crime prevention
measures in the Welkom CBD,” said Capt. Andries Coetzee. Under this initiative, the CBD will be divided into six blocks, with surveillance cameras strategically installed in each area to maximize coverage.
To ensure the smooth roll-out of this project, Coetzee and Sgt. Nini Radebe will personally engage with businesses in each block, focusing on facilitating the installation process and ensuring the system operates effectively to enhance safety in the business district. Dirk Kotze, chairman of the CPF, emphasised the crucial role that the cooperation of businesses will play in the
success of the project, and the successful implementation of the CCTV network. He urged the businesses in the CBD to become involved and to support the initiative. “Dedicated WhatsApp groups will be created for better communication and coordination between the roleplayers and members,” he told them.
“CPF Sector 3 remains committed to fostering a safer and more cooperative business environment in Welkom, working hand-in-hand with the community to enhance security measures.” For more information, phone Coetzee on 072-3975212.

A promising learner and leader of the Riebeeckstad High School has been appointed to the executive of the Lejweleputswa Circuit 2 representative council of learners (RCL) as vice-secretary.
Opelong Makhaya was appointed on 10 February.
This is a significant development for young leadership, and recognises Makhaya’s dedication to representing the interests and voices of learners within the circuit. Her role is pivotal in maintaining efficient communication and documentation within the RCL, ensuring that learner concerns and initiatives are effectively managed.
Makhaya’s appointment has been met with enthusiasm and support from peers and educators alike, who acknowledge the leadership qualities and commitment demonstrated throughout their involvement in student affairs.
“The Lejweleputswa Circuit 2 RCL Executive continues to play a crucial role in fostering a culture of leadership, responsibility, and collaboration among learners in the region,” she says.

Albei uitdagings is 1,6 km elk.
“Dit is ’n klub vir lede ouer as 40. Ek woon elke jaar die Buffalo- en Ulysses rally by en ek en my vriende doen ook ander roetes en toere.

Failure paves the path to perpetual growth
Our lives (just like the weather) tend to be out of balance. While there are a few days of too much, there are many of too little. This becomes the source of pressure in our lives.
In our days of scarcity, we are tempted to view ourselves as failures.
Think about it this way: Have you ever felt like you have let yourself and others down? Be assured that you are not the only one. Let us zoom in on the life of Peter.

Peter was a part of Jesus’ inner circle. In Matthew 26:33, he boldly declares: Even if all fall away on account of you, I never will. A few hours later, he denied knowing Jesus. When he came back to his senses he wept bitterly. He realised the magnitude of his error.

Thus, he repented. In our everyday life, we make mistakes. It is important to not give up on ourselves. There is Jesus who is ready to forgive us. Peter learnt valuable lessons from his failure.
After the resurrection, he is the man Jesus commissions to go and feed His sheep. Who would have thought that the same Peter would be the one to raise Tabitha to life in Acts 9:36, let alone write two epistles,
1 and 2 Peter?
Proverbs 24:16 says: For though the righteous fall seven times, they rise again. We will all fail sometime. Use any failure as a stepping stone to betterment. The community of Bronville needs assistance with this problem in front of the school that performed with extraordinary results in 2024.
Residents’ pleas go unanswered
Concerned resident and parent, Bronville: We are appealing to anyone who can assist with the severe sewage problem in front of a school, which delivered some top academic performers with extraordinary results.
The stench coming from the sewerage is unbearable and we need the municipality to assist in this matter.
Our children will get
sick of this smell coming from the manhole in Barend Street, right in front of the Welkom Secondary School and Golden Park School.
Children that stay close to these schools sometimes try to divert the sewage from the one, only to be faced with another problem approaching from the other.
The drains overflow and water floods the
street. We have a councillor yet he seems to be doing nothing with regards to the complaints of the community. I am not going to delve into it, but consistency is key. You need to surround yourself with a group of competent people and stop this apparent favouritism and nepotism.

Dance given a revival
Dancing in the 70s and 80s was regarded as one of the major sporting codes alongside soccer, netball, table tennis, and karate that played a major role in building and instilling discipline among the youth in the community.
“We have recently witnessed a high level of crime, drugs alcohol abuse, and rapes that is perpetuated by our youth in our community. There is no motivation to keep them off the streets,” says Mpho MogaechoMolete, assistant director in the Lejweleputswa Department of Sport, Arts, Culture, and Recreation . In light of this, Mogaecho-Molete decided to revive the ballroom and Latin dance showcase. Dances like the cha-cha, tango, waltz, foxtrot, rumba, and swing will be highlighted.
“Our dance legends will be coming from different towns within the district. During a special event to be held in the Goldfields Mall at Entrance 2, young and old dancers will be demonstrating and showcasing their dancing skills. It will take place on 8 March at 11:00.”

Henka Kotzee, community leader, Matjhabeng:
Over the years, I have come to understand the vital importance of actively contributing to the well-being of others, ensuring that services and support reach those who need them most.
I am a citizen who takes pride in contributing to the common good. I have consistently strived to meet the needs of individuals and groups, ensuring their voices are heard and their challenges addressed.
I have witnessed first-hand the transformative power of collaboration, compassion, and action.
When citizens come together, we can create lasting positive change, building stronger, more resilient communities.
Rooting out corruption is a complex but essential task for promoting good governance, ensuring accountability, and improving public services. Steps that might help in the process:
Public engagement: Involve the community through regular public meetings to raise awareness about the consequences of corruption and how it affects them.
Open data initiatives: Encourage the municipality to make financial and procurement data easily accessible to the public, allowing for better scrutiny.
Independent audits: Push for regular audits by independent bodies like the Auditor-General of South Africa to ensure funds are being spent appropriately.
Whistle-blower protections: Establish or reinforce mechanisms for
whistle-blowers to report corruption anonymously without fear of retaliation.
Anti-corruption training: Ensure that all municipal staff receive training on ethics, accountability, and anti-corruption laws.
Modelling integrity: Encourage local leaders to demonstrate strong ethical behaviour and lead by example in resisting corrupt practices.
While fighting corruption can be challenging, collective efforts, persistence, and a commitment to justice can lead to significant positive changes in the local government – Letter shortened Editor.

Community project uplifts
A very important and heartwarming community uplifting initiative by the Welkom Runners continues instilling much needed hope in the lives of less fortunate children around Matjhabeng.
On Friday representatives of the group visited the Polokong/Ouma Tsopo Public Primary school, which is situated in Hani Park. This is a quintile 2 level school.
In the landscape of South
Africa’s education system, the quintile system plays a pivotal role in addressing historical disparities and promoting educational equity. Introduced in the post-apartheid era, this system categorises schools based on their socioeconomic conditions and serves as a mechanism for resource allocation and support.
The system categorises schools into five quintiles, with quintile 1 representing the poorest schools and quintile 5
representing the wealthiest.
“The moment you enter the gates of this school made of cargo shipping containers, you can see and feel poverty,” says Welkom Runners’ representative, Rabelani Masupa. “We would like people to join us in improving the lives of the poor people living amongst us.”
Members of the police, like WO Dennis Wangra who works in the local community, were also present to handout their gifts to the learners.
Oversight visit to municipal sites leaves much to be desired
Three unfinished projects in the Goldfields were highlighted during a recent oversight visit to the Matjhabeng municipality. These projects are the stalled Odendaalsrus police station (abandoned since the Covid-19 pandemic), two delayed housing projects (G-Hostel and Dark City), and the Thandanani Clinic in Thabong.
Each year, the National Council of Provinces (NCOP) delegates visit their respective provinces to conduct oversight on the state of service delivery and incomplete projects, investigating the reasons behind delays.
Despite repeated commitments, key infrastructure and service delivery projects
remain unfinished, depriving residents of essential services and economic opportunities.
Since the Free State’s Parliamentary Provincial Week from 16 to 20 September 2024, none of the projects visited or presented to the NCOP delegation have been completed, with minimal progress reported to date.
“The Premier of the Free State and the responsible MECs are failing the people of this province by neglecting these crucial projects. Their inaction is not only delaying service delivery but also wasting taxpayers’ money through mismanagement and poor oversight,” says Dr Igor Scheurkogel, member of
parliament for the NCOP.
The DA remains committed to ensuring that public funds are spent effectively and transparently, benefiting the people rather than being lost to inefficiency. “We will continue to conduct rigorous oversight, monitor project progress, and hold those in power accountable.
“The DA will submit formal parliamentary questions to the relevant provincial MECs and national ministers to demand clear timelines, explanations, and accountability for these persistent failures.
“The people of the Free State deserve better, and we will not allow this government’s incompetence to go unchallenged.”
Miss South Africa beckons
Two local models, Pontsho Masita and Boitumelo Goniwe, will be attending this year’s Miss South Africa pageant as part of their prizes for winning a local regional pageant.
Masita is from Thabong,Welkom, matriculated at Unitas Secondary School, in 2023.
She won Miss Goldfields Supermodel 2024.
Goniwe is from Extension 5 in Virginia and is currently in matric at Hentie Cillliers High School. She won Miss Supermodel 2023.
Their attendance to this year’s Miss South Africa pageant will form part of developing them into professional models and preparing them to enter the Miss South
Africa pageant in the near future.
The Miss Goldfields Supermodel Pageant is a local regional pageant organised by an internationally award nominated agency, BellaDiosa which was founded in Welkom and now ope-rates across South Africa.
The agency is owned by Welkom’s own celebrity DJ, entertainment personality and businessman, Dj Taaibos. And organisers of this pageant believes that local models have great talent and potential to win Miss SA in the near future if they are being developed and managed right as professional models.

The Matjhabeng Local Municipality is now being compelled to take decisive action on the ongoing water crisis plaguing the region.
A DA-sponsored motion, introduced in council by René Steyn, was passed on 18 February, along with a resolution ensuring that supply chain management supports the Department of Infrastructure in addressing these challenges effectively.
For years, the opposition has exposed the municipality’s failure to repair water leaks, resulting in the daily loss of thousands of litres of water and worsening an already struggling supply system. This negligence has led to deteriorating road conditions, increased safety hazards, and continued hardships for residents.
Thanks to the DA’s relentless efforts, the council is now
“The municipality’s ongoing failure to maintain and repair critical water infrastructure has left residents and businesses to suffer the consequences.”–
forced to act.
Key resolutions of the motion:
) Urgent repairs to water leaks. The municipality must implement an emergency plan to clear the backlog of water leak repairs within 24 to 48

– AfriForum
hours of being reported. ) Road and infrastructure restoration prioritised. All leak repairs must include proper backfilling of trenches and road restorations to prevent further deterioration and ensure public safety.
) Strengthening the Department of Infrastructure. Adequate resources, skilled personnel, and essential equipment must be allocated to the department. The inclusion of supply chain management ensures that
procurement obstacles do not delay urgent repairs.
) Regular and transparent accountability reports. There is a commitment that the Department of Infrastructure must now submit monthly reports to council on water leak repairs, road restorations, and preventative measures.
The Water Crisis Ad Hoc Committee will oversee these reports to hold the administration accountable.
The municipality’s ongoing failure to maintain and repair critical water infrastructure has left residents and businesses to suffer the consequences.
“This successful motion ensures that the ANC-led administration can no longer ignore its duties or delay urgent action,” says Steyn.
“We will closely monitor the implementation of these measures. The people of Matjhabeng deserve efficient, reliable service delivery, and the DA will not stop fighting until that is achieved.”
Recycling operations deemed in violation of regulations
Marti Will marti.will@media24.com
The local and district municipalities have turned a blind eye to the ongoing violations of various regulations and bylaws concerning a recycling company located on Josias Street in Odendaalsrus.
“For years, violations related to business zoning, environmental standards, and health and safety regulations have persisted without any legal action being taken,” says Jessica Nel DA councillor at the Matjhabeng Local Municipality.
On 5 August 2024, a compliance notice was issued under Section 106 of the Municipal Land Use Planning By-law, instructing the unnamed business to cease its illegal waste recycling operations within 30 days.
However, Nel points out that as of today, these operations continue without any consequences, and the compliance notice fails to address critical health and safety breaches.
Nel did an oversight inspection at the business and uncovered various issues, including that the site is not zoned for the business activities being conducted there.
She also noted that occupational Health and Safety Act 85 of 1993, mandates that employees must work in a safe environment.
None such regulations are being followed.
The business is also in violation of the National Environmental Management: Waste Management Act and the National Health Act.
The company is stacking bales of waste in such a way that poses a severe fire hazard to nearby residents and businesses.
Furthermore, the long-term stacking of bales leads to infestations of rodents, snakes, and other pests.
“There is a petrol station located behind the site and they use a municipal road
named Josias Street during operations while creating a danger for passing traffic.
Councillor Nel noted that this matter has been reported multiple times in the past, yet no effective measures have been taken to resolve the situation.
“We support recycling, but it must be conducted within legal parameters to ensure the safety of our environment and community.”
Nel emphasised that urgent communication has been sent to the Department of Local Economic Development, Town Planning, District Environmental Affairs, and the Municipal Manager regarding this issue,
and actions will be closely monitored.
“We champion business initiatives and encourage the Department of Local Economic Development in Matjhabeng to assist the recycling company in relocating its operations to the industrial area of Odendaalsrus.
“This will ensure compliance with relevant zoning regulations as per Waste Management and Recycling policies. Recycling is crucial for environmental preservation, but it must occur in designated areas that are appropriately zoned for Waste and Recycling Management, which is currently not the case,” she says.
Rene Steyn.

With only a small team of only 23 athletes, the learners of the Riebeeckstad High School finished third overall in the district during the Lejweleputswa Athletics Championship that was held on 21 February in Sasolburg. Fifteen of the young athletes qualified to participate at the upcoming Free State Athletics championship.
