The president has instructed to hold a workshop and to find a solution according to the advices of academicians,” said Vice-President Dr Sai Mauk Kham, at the meeting between educational promotion work committee, special task force and advisor group at Diamond Jubilee Hall of Yangon University in Yangon this morning.

Present on the occasion were Union Minister at President Office U Tin Naing Thein, Acting Union Minister for Education Dr Myo Myint, Union Minister for Science and Technology Dr Ko Ko Oo, Yangon Region Chief Minister U Myint Swe, deputy minister, region ministers, departmental heads from Education Ministry and responsible persons.

The Vice-President said that the first workshop on education was held at the Education Ministry in May 2011 and subsequently, the academic period of

all universities in higher education sector is extended for a year, with the hope that additional one year of learning will help improve the quality of students.

In basic education sector, compulsory primary education, stipend and scholarship programmes were introduced and outstanding student award reintroduced and changes made to private school law.

Comprehensive Education Sector Review (CESR) was held on a grand scale in October 2012 to strengthen the reforms. As the review was participated

by academicians from various fields, representatives of people from all walk of life, ethnic nationalities, different faiths, local and foreign NGOs, representatives of political parties, parliament, region/state government, it can be said it can reflect the voice of entire national people.

Education is a job that needs long-term plans. The President has increased most the budget for education in comparison with that for other sectors. It has allocated 5.24% of total spending of all ministries for education and it is the

Whether it is big or small in size, a country with high educational standards sees relatively faster development compared to those with lower education standards. A country with high educational standards can create sustainable economy and vice versa.

Myanmar needs to direct its efforts toward this circle. The educational standards are directly related with economic growth.

Twelve ministries have their own universities and colleges that are not under the Education Ministry. The workshop is to focus on to improve the quality of those seats of education.

Myanmar, which is lack of human resources, carried out a strict policy on sending its citizens for overseas training—the thing that can contribute human resources development, in the past. But, the government has relaxed the restrictions and is trying to ease further.

Bhamo Tsp gets rural bridge Bhamo, 12 Nov— A 2nd mile Hinchan-Pinsingon bridge in Pinsingon Ward, Bhamo, Kachin State was put into service on 10 November.

At the opening, Sayadaw Bhaddanta Sutasoma and townselders U Tin Oo, U Pe Than and U Hla Shwe cut the ribbon to open the

bridge.

The concrete bridge is a RC type and 24 feet long, 16 feet wide and 9 feet high.

The bridge was built at the cost of K 19,369,600, contributed by residents.

Two arrested for fatal house party shooting in US Texas

Two people were killed and 22 others wounded late Saturday when gunfire erupted at a house party in Houston suburb of Cypress, authorities said Sunday. —Xinhua Houston, 12 Nov — Two men have been arrested in connection with a shooting that killed two people and injured 19 others at a house party in Houston, the US state of Texas, local authorities said on Monday.

The two suspects, identified as 21-year-old Willie Young and 18- year-old Randy Stewart, were arrested on Monday, the Harris County Sheriff’s Office said in a Press release. Young is charged with deadly conduct, and Stewart aggravated assault.

The shooting happened late Saturday night when nearly 100 people, mostly young adults and teens, were celebrating a birthday at a home in the Houston suburb of Cypress.

The incident was described as a “birthday party gone wild” by Sheriff Adrian Garcia on Sunday. The massive party reportedly turned violent when a first celebratory gunfire led to random shootings into the crowd, prompting panicked people to scramble for life.

Some even broke second-

floor windows and jumped.

Two Cypress Springs High School students, an 18-year-old male and a 16-year-old female, were killed. One of them died at the scene, and the other at a hospital.

Nineteen others were injured, 18 with gunshot wounds and one with a broken leg. Authorities also put some of the blame on social media, as the birthday party was reportedly advertised on Twitter and Instagram to invite strangers to the home.

Japan’s sea radiation monitoring activities “credible”

Tokyo, 12 Nov — An International Atomic Energy Agency expert told Japanese nuclear regulators on Monday that marine radiation monitoring to study the impact of the Fukushima Daiichi nuclear power plant disaster is being conducted in a “credible” manner, according to an official of Japan’s Nuclear Regulation Authority.

David Osborn, director of the IAEA Environment Laboratories in Monaco, was quoted as saying that communicating with the

public about the monitoring data is important, while showing readiness to work with Japan to improve the credibility of the activities.

According to the UN nuclear watchdog, Osborn and Hartmut Nies, head of the IAEA Radiometrics Laboratory, came to lay the groundwork for another IAEA mission planned later this month to review the process toward decommissioning four severely damaged reactor units at Tokyo Electric Power Co’s Fukushima plant in northeastern

Japan. The team’s visit also came at a time when countries neighboring Japan remain concerned about the impact of radiation leaks from the crippled plant.

Prior to the meeting with NRA Commissioner Kayoko Nakamura and other officials on Monday, the two IAEA experts observed Japan’s monitoring activities off the coast of Fukushima Prefecture and visited a building at the Fukushima plant where water samples are analyzed.

Tokyo, 12 Nov — The Japanese government said on Tuesday a total of 27 Japanese citizens living in typhoon-damaged areas of the Philippines have been confirmed safe, while roughly 100 remain unaccounted for.

“Out of some 130 Japanese living on the islands of

Leyte and Samar, 27 have been confirmed safe,” Chief Cabinet Secretary Yoshihide Suga told a Press conference, underscoring that the government is making efforts to contact the others.

The top government spokesman also said Japan will extend $10 million in grant aid to provide evacuees with emergency shelters and other necessities through international

organizations.

Tokyo has already sent a medical team to the worst-hit areas as part of its rapid reaction to the disaster that has so far claimed more than 1,700 lives, with fears the death toll will climb much higher. Japan is also preparing to dispatch its Self-Defence Forces personnel to support restoration work.

Iran to give UN inspectors more access to nuclear sites Teheran, 12 Nov — Iran will grant UN inspectors “managed access” to a uranium mine and a heavy-water plant within three months as part of a cooperation pact reached on Monday that aims to allay concern about Teheran’s nuclear programme.

It was signed by UNnuclear agency chief Yukiya Amano in Teheran after Iran and six world powers came close to a preliminary

nuclear agreement during broader talks in Geneva at the weekend and decided to meet again on 20 November.

The sets of negotiations are separate but both center on fears that Iran may be seeking the capability to build nuclear weapons, a charge it denies. The IranIAEA deal may encourage hopes for next week’s resumption of big power diplomacy after a decade of

international deadlock on the issue.

“This is an important step forward to start with, but much more needs to be done,” Amano said in the Iranian capital.

The International Atomic Energy Agency (IAEA) and Iran will “strengthen their cooperation and dialogue aimed at ensuring the exclusively peaceful nature of Iran’s nuclear programme,” a

joint statement said.

“It was agreed that Iran and the IAEA will cooperate further with respect to verification activities to be undertaken by the IAEA to resolve all present and past issues.” That seemed in part to be a reference to a stalled IAEA investigation into suspected atomic bomb research by Iran, but it gave no detail on when and how that probe may resume.

Incoming comet ISON heading for close encounter with sun Cape Canaveral, (Florida), 12 Nov — A comet is heading for a close encounter with the sun later this month, and if it is not vaporized or torn apart, it should be visible to the naked eye in December. Comet ISON is expected to pass just about 621,000 miles (1 million

km) from the sun’s surface on 29 November.

Scientists are not sure how ISON will hold up.

As it blasts around the sun, traveling at 234 miles per second (377 km per second) the comet will be heated to about 5,000 degrees Fahrenheit (2,760 degrees C), hot enough to vaporize

ESA satellite disintegrates in high atmosphere, no damage reported Paris, 12 Nov—The Gravity field and steadystate Ocean Circulation Explorer (GOCE) satellite reentered on Monday the earth’s atmosphere and disintegrated in the high atmosphere, no damage to property was reported, said the European Space Agency (ESA).

The satellite GOCE, launched in March 2009, has mapped in the past four years variations in the earth’s gravity with unrivalled precision, which could improve understanding of ocean circulation, sea level, ice dynamics and the earth’s interior, said the agency in a statement.

The mission came to a natural end on 21 October when it ran out of fuel.

Over the past three weeks,

it gradually descended and finally reentered the atmosphere on Monday at around 1:00 am local time. “While most of the 1,100 kg satellite disintegrated in the atmosphere, an estimated 25 percent reached Earth’s surface,” the statement said.

“The one-tonne GOCE satellite is only a small fraction of the 100 to 150 tonnes of man-made space objects that reenter Earth’s atmosphere annually,” the statement quoted Heiner Klinkrad, head of ESA’s Space Debris Office, as saying. “In the 56 years of spaceflight, some 15,000 tonnes of man-made space objects have reentered the atmosphere without causing a single human injury to date,” he said.

Report revealed that while there was notable progress in some gender equality dimensions there remains much to be done in every country, at every level, to achieve equality and women’s empowerment.

Empowerment means moving from enforced powerlessness to a position of power. Education is an essential means of empowering women with the knowledge, skills and self-confidence necessary to fully participate in the development process. Sustainable development is only possible when women and men enjoy equal opportunities to reach their potential.

Women and girls experience multiple and intersecting inequalities.

Structural barriers in the economic, social, political and environmental spheres produce and reinforce these inequalities. Obstacles to women’s economic and political empowerment, and violence against women and girls, are barriers to sustainable development and the achievement of human rights, gender equality, justice and peace.

Across much of the world, either by law or custom, women are still denied the right to own land or inherit property, obtain access to credit, attend school, earn income and progress in their profession free from job discrimination.

Women are significantly under-represented in deci-

sion-making at all levels.

While the economic benefits of educating girls are similar to those of educating boys, recent findings suggest the social benefits are greater.

Women have the potential to change their own economic status and that of their communities and countries in which they live yet usually women’s economic contributions are unrecognized, their work undervalued and their promise undernourished.

Unequal opportunities between women and men hamper women’s ability to lift themselves from poverty and secure improved options to improve their lives. Education is the most powerful instrument for changing women’s position in society.

Investing in women’s and girls’ education is one of the most effective ways to reduce poverty.

In line with the Millennium Development Goals and the objectives established by the international community, MASHAV, Israel’s Agency for International Development Cooperation, at Israel’s Foreign Ministry, consistently promotes the empowerment of women, considering women’s education a critical component of development policy and planning, and central to sustainable devel-

opment.

Following important changes in the international development landscape in recent years MASHAV adopted a dual approach to development: We engage in active development policy dialogues and development diplomacy, thus contributing to and shaping policy at a higher, multilateral level.

And, through professional programs, we maintain an active and effective presence at the field level.

One of MASHAV’s earliest affiliate training institutions, The Golda Meir Mount Carmel International Training Centre (MCTC), has addressed the connection between gender, poverty reduction and sustainable development for over five decades.

MCTC places education at the core of women’s ability to contribute to all activities, working to enhance knowledge, competency and skills, including in the development process and in their contributions to civil society.

Guided by this mindset, MASHAV, together with MCTC, the UN Development Programme and UN Women is organizing the 28th International Conference for Women Leaders on “The Post-2015 and Sustainable Development Goals Agenda: Ensuring the Centrality of Gender Equality and Women’s Empowerment in the Next Framework.”

This November, senior women and men from the public and associative sectors – ministers, members of parliaments, heads of women’s associations, representatives of international organizations and representatives of the judicial, business and academic sectors — will convene in Haifa to discuss progress achieved and gaps remaining in the implementation of the Millennium Development Goals from a gender perspective. We will highlight lessons learned and best practices in advancing gender equality and women’s empowerment.

Education is important for everyone, but it is a critical area of empowerment for girls and women.

This is not only because education is an entry point to opportunity but also because women’s educational achievements have positive ripple effects within the family and across generations. Education is much more than reading and writing. It is an essential investment countries make for their futures, a crucial factor in reducing poverty and achieving sustainable development.

Cyber attack ‘war game’ to test London banks London, 12 Nov — Thousands of staff across dozens of London’s financial firms will be put through a “war game” scenario on Tuesday to test how well they can handle a major cyber attack. In one of the largest exercises of its kind in the world, the test dubbed “Waking Shark II” will bombard firms with a series of announcements and scenarios, such as a major attack on computer systems hitting stock exchanges and unfolding on social media.

High tungsten levels may double stroke risk

Washington, 12 Nov — High levels of tungsten in the body could double the risk of suffering a stroke, a study in the US journal PLOS ONE said on Monday. Using data from a large US health survey, the study showed that high concentrations of tungsten, as measured in urine samples, is strongly linked with an increase in the occurrence of stroke, roughly equal to a doubling of the odds of experiencing the condition.

Researchers from the University of Exeter said their study represents the most comprehensive analysis to date of the potential health effects of the metal.

The research used data from the US based National Health and Nutrition Examination Survey, analyzing information for 8614 partici-

pants aged between 18 and 74 over a 12-year period.

The researchers found that higher tungsten levels are strongly associated with an increase in the prevalence of stroke, independent of typical risk factors. Importantly, tungsten could be a significant risk factor for stroke in people under the age of 50, they said.

According to the researchers, while current human exposure to tungsten is

very low, recent years have seen a significant increase in the demand and supply of the material, which is commonly used in consumer products such as mobile phones and computers, as well as a number of industrial and military products. During its production, small amounts of the metal can be deposited in the environment, eventually making their way into water systems and onto agricultural land.—Xinhua

Asia-Europe Meeting begins in India, economy, security top agenda New Delhi, 12 Nov — Top leaders from over 50 Asian and European countries began the Asia-Europe Meeting on Monday in India’s capital New Delhi, with economic cooperation and security topping the agenda.

Indian Vice President Hamid Ansari said at the opening ceremony of the event that the biannual ASEM has an unparalleled edge in terms of economic influence, strategic expertise and political leadership needed to deal with the current global challenges.

Garowe, 12 Nov—At least 100 people were killed when a tropical cyclone hit Somalia’s semi-autonomous Puntland region at the weekend, the government said on Monday, declaring a state of emergency and appealing for international aid.

The government said hundreds of people were missing after the storm made landfall on Saturday.

“Houses and livestock

were swept into the ocean by the floods,” President Abdirahman Mohamud Farole told reporters in the capital Garowe.

“We urge United Nations aid agencies to assist the victims. As Puntland, we have established a committee to investigate the loss and damage. Electricity, communication and fishing boats were all destroyed.” The government said preliminary

Buddhist people, monks for Yangon-Bodh Gaya flights Y a n g o n , 12 Nov— Embraer 190 aircraft of Myanma Airways that can give127 seats to passengers launched its maiden flight for YangonBodh Gaya route at Yangon International Airport on 10 November morning.

With regard to the flight, U Khin Maung Nyein, Deputy General Manager of Business Division of Myanma Airways, said, “The flight is aimed at enabling Myanmar Buddhists and members of the Sangha of Myanmar to pay homage and visits to pagodas and religious edifices in India.

The crew of the airplane comprises two pilots, four flight attendants, one engineer, load master and two security personnel on board. The maiden flight carried six members of the Sangha, 65 pilgrims

and six personnel from one travel tour company.

Myanma Airways plied pilgrimage flights to Bodh Gaya last year. This year, Myanma Airways achieved success in plying flights in cooperation with travel tour companies and Myanmar Tourism Federation.”

Captain Myo Myint Aye said, “We ply the flight due to chartered contract of Myanma Airways and Gradient Company. We have

experience in plying flights abroad for several times. In the past, we had run the flight with the use of F-28. Now, we have plied the flights with Embraer 190 for 20 times. It is coordinated between tour companies and pilgrimage companies for the chartered flights.”

Yangon-Bodh Gaya and Bodh Gaya-Yangon flights will be plied every Sunday. The flight hour is 2 hours and 20 minutes. At

present, Asia Win airlines, MAI and India airlines in addition to Myanma Airways are running flights along Yangon-Bodh Gaya route.

If anything does not reach some distance or some level, it could not be called ‘work’. Completing a task means advance or progress.

To achieve any goal, we need a firm policy to stand for. We must decide whether we work to finish the job correctly or quickly. Do we need to choose the only option? No, the product of our labour must be a quick result as well as a reliable one.

Some race to finish works as quick as possible, but fail to provide correct outcomes. They have then to work on the rebound. That’s why he neglected the reliability of his work at all.

Only a good start guarantees the good end.

And the work should not merely provide the reliable outcome without meeting the deadline. We need reliable solutions, but also need to meet the deadlines to avoid delays. Life is too short. We need to race to finish our works quickly.

The worst is the working behavior, slow and unreliable. It provides neither outcome nor progress.

Quick and reliable working behavior is the best and leads to the quick work done. If each and every person works with the mindset to offer the quick and reliable results, our country would develop sooner rather than later.

Singapore should measure poverty but not only by monetary means Singapore, 12 Nov—A report on measuring poverty produced by a local university said that Singapore should consider officially defining poverty, but not solely in monetary terms.

Most Singaporeans are not aware of the country’s scale of poverty due to lack of information, local broadcaster Channel NewsAsia on Monday quoted the report as saying.

S Korea to offer 5 mln USD in aid for typhoon-hit Philippines Seoul, 12 Nov — South Korea’s Foreign Ministry said on Tuesday that it has decided to offer 5 million US dollars in aid to the Philippines where a super typhoon Haiyan ripped through over the weekend.

The Foreign Ministry held an emergency meeting with related ministries to decide on Seoul’s disaster relief plan for victims having suffered from the Haiyan, one of the strongest storms ever recorded that cut a wide swath of destruction through several central islands across the

Philippines on Friday and Saturday.

According to the United Nations’ estimates, the super typhoon claimed as many as 10,000 lives in the Southeast Asian country, affecting nearly 9.8 million people and displacing some 660,000 people.

Seoul also planned to send an emergency relief team consisting of 20 medical staffs, 14 rescue workers and some government officials.

Samsung Group, South Korea’s largest conglomerate, also planned to provide

1 million dollars in humanitarian aid to the typhoonstricken nation, the group said in a statement.

Samsung’s financial aid will be delivered through the Red Cross and World Vision, a non-governmental rescue organization.

Construction of Nepal’s mega tunnel highway project begins Kathmandu, 12 Nov —Nepal Purwardhar Bikash Company Limited (NPBCL), Nepal’s first public limited company in charge of building a national toll highway, on Monday formally initiated the construction work of its 58-km road project, the company officials said.

Initiated by private sector under “4P”, public, private, people partnership model, the KathmanduHetauda Tunnel Highway is one of the Nepal’s largest infrastructure work.

This is also the first

The producer, Shanxibased Taiyuan Heavy Machinery Group Co, Ltd, said that the 5,000-kilowatt wind turbine was installed and put into use last week at a wind farm located more than 2,100 meters above sea level.

Cao Keshun, spokesman for the company, said that the generator, which weighs 805 tonnes, can be used both on land and sea for wind power generation. Its annual output is enough to supply electricity for 10,000 households per year.

The Chinese government strongly supports development of the wind power industry. More power stations are required to meet public consumption Nay Pyi Taw, 12 Nov—The Central Bank of Myanmar clarified gold reserves and foreign-exchange reserves at today’s session of Pyidaungsu Hluttaw.

Vice-Governor of the Central Bank of Myanmar Daw Khin Saw Oo said according to the records on 29 October this year, the gold reserves of Myanmar is 7.1539 tons and State’s foreign-exchange reserves, 8.19 billion USD. Pyidaungsu Hluttaw also approved the Myanmar Special Economic Zone Bill.

Union Minister for Electric Power U Khin Maung Soe explained the facts about review on electricity price increase.

Under a 30-year Electricity Strategic Development Plan, power supply till 2012-2013 is 4910 Megawatts and it needs to install

8929 megawatt to meet this amount. But, the country has only 3,600 megawatt till to date. There was a decrease of 5000 megawatt as the project failed to build seven hydropower projects, three thermal power plants and two coal-fired power plants. The government alone has to implement the project and face financial difficulties, thereby resulting in power generation problems.

Myanmar’s power consumption has increased by 15 % annually. And power consumption will be likely to reach 3000 MW by 2015.

Summer Power demand in 2014 is 2370 MW. The currently running power stations can generate 1655 MW in maximum. Efforts are being made for timely completion of hydro-power projects to fulfill the rest.
