Meiktila Railway Station to be upgraded

Meiktila, 24 Nov— Meiktila Railway Station will be upgraded to a clean-

er facility in 2014-15 fiscal year, according to General Manager U Myint Wai of

One child killed in road accident Meiktila, 24 Nov — An accident happened to a truck and a motorbike near milepost No 372 on Yangon-Mandalay Union Highway in Shwetaung on 19 November. Police said that 14-year-old boy was pronounced dead on the spot at the scene.

The truck driven by Ti Ral (a) Tay Ral, 32, of Loikaw Township hit the motorbike of Ma Nyunt Sein, 45, and Maung Sithu, 14, of Shwetaung village-tract while trying to avoid the dog on the road. The young boy, a pillion rider was killed in the incident while the rider sustained minor injuries.

Shwetaung Police Station filed a lawsuit against the truck driver.

Sugarcane farmers face losses

Nay Pyi Taw, 24 Nov —It is learnt that the sugarcane farmers in Pobbathiri Township in Nay Pyi Taw Council Area made a less profit in this sugarcane growing season due to transportation charges. Sugarcane growing season lasts ten months from cultivation to harvest time.

As an average rainfall is high this year, cultivation and yields are favorable. But, the trucks are difficulties to enter sugarcane plantations to carry harvested sugarcane.

So, the products were carried with the use of bullock-carts and trawlargyis, according to the sugarcane farmers from

Thayetpin, Thanpayargon, Kyaukkhet and Thahtaygon Villages. The farmers grew jade strain sugarcane and sold their products K 29,000 per ton. They sent the products from their village and

nearby villages to Dahatgon sugar mill in Tatkon, Pyinmana sugar mill and Yedashe sugar mill, a farmer from Thahtaygon Village exposed.

Iran, six world powers clinch breakthrough nuclear deal Geneva, 24 Nov — Iran and six world powers reached a breakthrough agreement early on Sunday to curb Teheran’s nuclear programme in exchange for limited sanctions relief, in a first step towards resolving a dangerous decade-old standoff. The deal between the Islamic state and the United States, France, Germany, Britain, China and Russia was nailed down after more than four days of negotiations.

“We have reached an agreement,” Iranian Foreign Minister Mohammad Javad Zarif announced on his Twitter feed.

French Foreign Minister Laurent Fabius also confirmed the deal. Iran will get access to $4.2 billion in foreign exchange as part of

the accord, a Western diplomat said. No other details of the agreement were immediately available.

US Secretary of State John Kerry and foreign ministers of the five other world powers joined the negotiations with Iran early on Saturday as the two sides appeared to be edging closer to a long-sought preliminary agreement.

Approval rating for Cabinet stands at 57.9% Tokyo, 24 Nov — The approval rating for the Cabinet of Prime Minister Shinzo Abe came to 57.9 percent, down 2.8 percentage points from the previous survey in late October, a Kyodo News survey showed on Sunday.

The disapproval rating, meanwhile, stood at 26.2 percent, down 0.8 point, according to the nationwide telephone survey conducted over the weekend.

The survey also found that 62.9 percent of the respondents said passage of the government-proposed secrecy protection bill may

lead to infringement of their right to know, compared with 26.3 percent who said they do not think so.

The government aims to pass the bill that would impose a prison term of up to 10 years on people who leak “special secrets” during the current Diet session, in time for the planned launch of a Japanese version of the US National Security Council that aims to better respond to security threats.

A total of 45.9 percent of those polled said they back the legislation, while 41.1 percent said they op-

pose the bill. As for the electoral system of the House of Representatives, 46.2 percent said the parliament should drastically review the system in the run-up to the next election.

Microsoft sells over a million Xbox Ones in under 24 hours San Francisco, 24 Nov — Microsoft Corp sold over 1 million of its new Xbox One game consoles within 24 hours of their hitting store shelves on Friday, on par with Sony Corp’s PlayStation 4 despite launching in far more countries.

The new console, which launched in 13 countries, set a record for first-day Xbox sales and is currently sold out at most retailers, Microsoft said in a statement.

Sony said it sold 1 million PS4 units in 24 hours after launching last Friday in just the United States and Canada. The PS4 expands to other regions, including Europe, Australia and South America, from 29 November. It then hits Japan in February.

Chinese scientists capture first image of hydrogen bonds Beijing, 24 Nov — Chinese scientists have visualized hydrogen bonds through modified non-contact atomic force microscopy (AFM) for the first time in history, the National Centre for Nanoscience and Technology (NCNST) said on Friday.

Hydrogen bonds are fundamental to the most important molecules in nature. They are responsible for holding the two strands of DNA’s double helix together and many enzymes use them to catalyze reactions. Although study of

hydrogen bonds began in the 1850’s, scientists had not been able to visualize them until now. A group of scientists with the NCNST has modified equipment for five years to create the top non-contact AFM in the field, which has allowed scientists to accurately analyze the structure of hydrogen bonds and directly measure the bond angle and length.

“As an analogy, we have seen people on the ground standing in line from space before, but now we see them hand in hand

for the first time,” said Qiu Xiaohui, one of the group’s scientists, adding that the discovery has broad application prospects in the study of intermolecular interactions. Qiu said accurate measurement of hydrogen bonds not only helps in understanding the bonds’ interactions, but also has great significance in materials science and pharmaceutical development. The prestigious US-based Science magazine published the research results in essay form on November.

New York, 24 Nov — Older men who spend several hours walking each day are less likely to have a stroke than their peers who rarely walk, a new study suggests.

And walking pace didn’t seem to matter. Researchers said few studies have looked specifically at how both walking speed and walking time or distance are linked to stroke risk. “Stroke is a major cause of death and disability and it is important to find ways to prevent it, especially in older people who are at high stroke risk,” Barbara J. Jefferis told Reuters Health in an email. She led the research at University College London in the UK.

“Our study suggests that maintaining an active lifestyle, specifically by spending more time on all forms of walking, could be an important part of stroke prevention strategies in older people,” Jefferis said. She and her coauthors analyzed data from men enrolled in a long-term British heart study. The men entered the study in 1978 to 1980. In 1998 to 2000, when they were in their 60s and 70s, they filled out surveys about how often they were physically active.

The new analysis includes 2,995 men who had not had a stroke or heart disease at the time of that survey. Researchers followed them for another 11

US FDA approves J&J hepatitis C pill New York, 24 Nov — US regulators on Friday approved the use of Johnson & Johnson’s Olysio, also known as simeprevir, as a treatment for chronic infection with the liver-destroying hepatitis C virus.

Olysio, a protease inhibitor that blocks a specific protein needed by the virus to replicate, is to be used in combination with interferon, given by injection, and ribavirin, another pill.

Hepatitis C affects about 3.2 million Americans, killing more than 15,000 each year, mostly from illnesses such as cirrhosis and liver cancer.The often-undiagnosed virus is transmitted through contaminated blood. Infection rates

Canada to export more agri-foods to China Vancouver, 24 Nov —As China became one of the fastest-growing markets for Canadian agri-foods, Ottawa plans to increase such exports to the Asian country.

Under a new programme unveiled Friday, the Canadian government will invest up to 4.3 million Canadian dollars (4.08 million US dollars) annually over the next five years to fund increasing agrifood exports to China and other Asian markets.

Seven die in avalanche on Japan mountain Toyama, 24 Nov — Seven people died after being caught in an avalanche Saturday on a mountain on Japan’s main island of Honshu, local police said.

The seven — four men and three women — were climbing or skiing when the 30-metre wide, 600-metre long avalanche occurred at around 10:55 a.m. on a western slope of the 2,861-metre-high Mt. Masago in Toyama Prefecture along the Sea of Japan, the police said.

They were taken to hospital by helicopter but confirmed dead, they said.

The police said they are in the course of identifying the seven.

Darkness forced police and local rescue authorities to suspend their efforts to determine whether other people also might be missing as a result of the snow slide.

At least one person feared to be missing was found to be safe later, the police said.

Manama, 24 Nov — Bahrain’s Interior Ministry said it has arrested two Gulf Arab citizens suspected of plotting “terror” attacks against the island kingdom.

The two Gulf nationals tried to enter Bahrain with forged passports through King Fahd Causeway, which joins Bahrain to Saudi Arabia, and were “carrying a large amount of money”, the ministry said late on Saturday.

“The initial investigation revealed that the arrestees are former detainees of the Guantanamo detention centre. They are suspected of plotting a terror act to jeopardize the security and safety of Bahrain,” the ministry said in a statement.

The statement did not elaborate on the nature of the planned attacks or the identities of the two people arrested.

Angolan police kill opposition member, detain 292 protesters Luanda, 24 Nov — Angolan security forces shot and killed an opposition activist on Saturday, hours ahead of protests across the country where police detained 292 people.

The killing comes after a tense week during which President Jose Eduardo dos Santos’ MPLA party accused the main opposition party UNITA of promoting “chaos” with its protests against the kidnap and possible murder of two activists in May 2012.

A package of rules issued last December by China’s leadership aiming to

Smog disrupts traffic in NE China

Shenyang, 24 Nov — Heavy smog has led to closed highways in northeast China on Saturday and Sunday, according to local authorities.

Three highways in Liaoning Province were completely closed due to low visibility, said the provincial transportation depart-

ment on Sunday. Sections of other highways in the province were also closed.

Visibility was less than 50 metres in some smogaffected areas in Liaoning over the past two days.

Railways and airports in Liaoning were not affected, but the smoggy weather forced the Harbin Taip-

ing International Airport in Heilongjiang Province to cancel all 209 inbound and outbound flights on Saturday, in addition to the closure of major highways.

Trial for Colorado movie shooter postponed Aurora, (Colorado), 24 Nov — The trial for the man accused of killing 12 people in a movie theater in the west of the United States had been postponed indefinitely, according to a court decision.

The court is to hold a hearing on 17 December and 18 December to determine whether James Holmes will undergo more psychiatric examination, and when his trial will be held.

James Holmes, 25, has pleaded not guilty by reason of insanity to charges of murdering at Aurora theater

in July 2012, one of the worst mass murders in the United States’ history.

District Court Judge Carlos Samour Jr will in the next three weeks consider prosecution motions of asking for one more psychiatric evaluation of Holmes, that will delay the long-anticipated trial date.

Court officials said on Thursday that they expect the trial to begin in April, 2014.

Holmes’s attorney Tamara Brady will have to file a motion until 6 December, countering the prosecu-

tion’s request for their experts to examine Holmes.

Prosecutors asked psychiatric experts to analyze Holmes and “revisit” one of three determinations revealed in a document on his condition by psychiatric experts, who analyzed Holmes over the summer in Pueblo, Colorado.

Legal experts said the requested examination by prosecutors will try to establish Holmes’sanity at the time of the shootings, a condition required for his execution.

Cabinet Secretary in charge of internal security Joseph ole Lenku called on the agencies to prepare to provide the services to refugees who will be repatriated back to the Horn of Africa nation starting in January 2014.

“The Nongovernment Organizations working in

the Dadaab refugee camp should move their services into Somalia to enable the returning refugees go on with their lives,” Lenku said at Dadaab refugee camp, the world’s largest refugee settlement. The remarks come after UNHCR, Kenya and Somali governments on 10 November signed an agreement laying out the framework by which Somali refugees in Kenya could return to their homeland.

The agreement comes amid reports that between 30,000 and 80,000 Somali

refugees have spontaneously returned to south-central Somalia since January.

There will be no vetting process, the UN refugee agency confirmed, other than to check the nationality of the person.

A Tripartite Commission will be established, per the agreement, to oversee the implementation of its provisions.

Emergency response initiated for northeast quakes Beijing, 24 Nov — The Chinese central authorities on Saturday initiated an emergency disaster relief response for northeast China’s Jilin Province after three earthquakes measuring 5.0 or greater in magnitude jolted the area.

Expert teams and disaster-relief materials have been sent to the quake-hit areas, said the National Commission for Disaster Reduction and A 5.3-magnitude quake hit the Qian Gorlos Mongol Autonomous County and its border with Qian’an county at 4:18 pm on Friday.

On Saturday, a

5.8-magnitude quake hit the area at 6:04 am, followed by another 5.0-magnitude quake at 6:32 am.

No casualties have been reported so far. A total of 260,000 families in 125 villages in the two counties have been affected by the quakes, and 45,000 people have been relocated.

The quakes have caused the collapse of 310 apartment units and have seriously damaged 16,000 houses, causing direct economic losses of 2 billion yuan, according to the civil affairs department of Jilin Province.

Myanmar is going to host a regional sports event, Southeast Asian Games. Being a host country, Myanmar is responsible to hold the SEA Games on the one hand and to earn a national reputation for sports excellence, winning a number of medals on the other. In order to realize the task, the onus is not only on responsible persons and sports athletes but also on the entire people as strong public support is very important for SEA Games success.

The host Indonesian won many gold medals in the previous games thanks to the full support of home fans. Likewise, support of home fans is a much needed boost to a success for the host athletes in respective games in other countries. It is said that support at home can contribute to winning a game, accounting for 50 per cent. Home fans show their support for a win over opponent team by waving flags, wearing same clothes and giving cheers of encouragement to their home team. Fans’ cheers of encouragement can be a decisive factor for home team and such kind of support can be made by the host country. That’s why, host countries win gold medals even in ordinary games thanks to the support of their own people eve.

So, Myanmar sports fans are to offer their full support to each and every game apart from football. It is required to establish Myanmar fan clubs for giving their support to Myanmar teams and Myanmar athletes in every sports event.

Fan clubs need to cheer the participants on a systematic way as good cheer is instrumental.

Fans are to desist from throwing plastic water bottles and trash into the field and yelling dirty words at athletes. We would like to call on our fans to behave as civilized citizens. Tamu, 24 Nov — An explosion occurred at a shop of Daw Win Tin, 42, of Aungzeya Village in Myothit Sub-Township, Tamu District and hit some wooden sheets placed to be used as ladder to the house of Daw Pu, 75, mother of Daw Win Tin, located in front of the road to TamuZedi road at 1.05 am 21 November .

The blast caused damages to one table, five fibre chairs, eight glasses doors, one CI sheet and wooden sheets as ladder of Daw Pu’s house.

In the incidents, three to four unknown persons threw one grenade each to the houses and they run away to the west of the residence of Daw Win Tin. There were no casualties in the blasts.

The security troops of local battalion and Aungzeya police outpost cleared the area and found nails and other small parts of nails.

The officials concerned remarked that the grenades may be hand-made used by Kukee insurgents.

Fuel tank set ablaze as rebels attack oil refinery in Syria Damascus, 24 Nov — Armed rebels fired mortar shells at a key oil refinery in Syria’s central Province of Homs on Saturday, causing a huge fire at one of the fuel tanks, the state-media said.

The director of Homs Oil Refinery Akram Sultan said that a worker was injured as a fuel tank was set ablaze by a mortar shell

launched by “terrorists.”

Sultan said that the firefighters have started extinguishing the fire.

Homs Refinery Company, the first refinery in Syria, came into operation in 1959 with a capacity of one million ton per year of light crude oil. The rebels have targeted several oil and gas pipelines across the

country in a bid to paralyze the energy sector of the war-torn country.

Earlier in the day, al-Qaeda-linked Nusra Front captured al- Omar oil field in the eastern Province of Deir al-Zour during an overnight battle with the government troops, according to activist groups.

Indian PM warns state police chiefs of terrorists’ attempt to disrupt next general elections New Delhi, 24 Nov — Indian Prime Minister Manmohan Singh on Saturday cautioned the country’s top police brass that terrorists might attempt to disrupt the next general elections due in May 2014 and the assembly polls in some states.

“There is a likelihood of attempts (by terror groups) to disrupt the forthcoming Lok Sabha (Lower House of Parliament) and assembly elections.

The security forces need to be careful,” the Prime Minister told a gathering of state police chiefs in the Indian capital.

The Prime Minister asked the police chiefs to do the needful to prevent any kind of communal riots.

“During the current year some states have witnessed a substantial increase in the number of communal incidents. We

cannot afford such a state of affairs. Once disturbances occur they must be tackled with utmost firmness, without prejudice, fear or favor,” he said.

The northern state of Uttar Pradesh’s Muzzafarnagar town had couple of months back witnessed communal riots which claimed the lives of over 60 people and rendered many homeless.

Libya deploys 3,000 troops in capital Tripoli, 24 Nov — The Libyan interim government announced Saturday evening deployment of army soldiers in the country’s capital city of Tripoli.

Libyan Defence Minister Abdullah Al-Thinni said at a Press briefing that 3,000 national army soldiers are to be deployed at the main entrances and

sensitive areas in Tripoli.

The announcement came after the militia had to start to evacuate Tripoli in response to the Libyan parliament’s decision to evict militia from the capital.

Protesters carried on striking Friday to demand the armed group to leave Tripoli, a week after the militia killed 43 people during

a march which asked the group to disband. The Libyan Prime Minister Ali Zeidan told reporters that the evacuation of all militia has started even though it will take long due to the equipment they had. Herzog is more accepting to the idea of possibly joining a government led

by Benjamin Netanyahu and had taken part in right wing-led governments in the past.

Cambodia probes corruption allegations from international health fund Phnom Penh, 24 Nov — Cambodia’s government anticorruption agency has launched an investigation into allegations of corruption involving the handling of money from an international fund to fight infectious diseases, a senior official of the watchdog agency said.

Chhay Savuth, deputy chairman of the Anti-Corruption Unit, told Kyodo News his office has opened an investigation after the Global Fund to Fight Aids, Tuberculosis and Malaria alleged more than $12 million in funding had been compromised by the National Malaria Center and National Center for HIV/ AIDS, Dermatology and STD Control.

The Global Fund, based in Geneva, said officials at the National Malaria Centre had received $410,000 in bribes and about $20,000 in gifts from Vestergaard Frandsen and Sumitomo Chemical Singapore Pte Ltd., two of the world’s largest providers of mosquito nets, in a bid to secure government contracts to provide the netting.

The Global Fund also alleged the National Centre for HIV/AIDS, Dermatology and STD Control had directed $317,000 of Global Fund money to companies that had paid bribes.

In a statement released in Geneva on 14 Novemver, Mark Dybul, executive director of the Global Fund,

said, “We cannot tolerate unethical conduct anywhere.”

“Although this case had no direct impact on Cambodia’s fight against malaria, taking commissions in exchange for contracts violates our mission of public service,” he said.

The Global Fund said it has suspended contracts with Vestergaard Frandsen and Sumitomo Chemical Singapore, pending a full review.

The Global Fund said it began investigating allegations of corrupt practices among Cambodian fund recipients in 2011.

Phay Siphan, a spokesman of the Council of Ministers, said the government will conduct a full investigation.“According to Cambodian law, the person who bribes and the person who receives the bribe will receive same judgment if found guilty,” he added.

The Ministry of Health, which supervises the two government health agencies, said it has nothing to do with the corruption scandal. The Global Fund has supported programs in Cambodia to fight AIDS, tuberculosis and malaria, with $331 million disbursed since 2003, playing a key role in helping Cambodia curtail malaria deaths by 80 percent, reducing tuberculosis cases by 45 percent and HIV infections by 50 percent.

India begins training 500 Vietnam sailors in submarine warfare New Delhi, 24 Nov— India has begun training of some 500 Vietnamese sailors in the art of submarine warfare operations, reported local daily The Times of India on Saturday.

During talks between Indian Prime Minister Manmohan Singh and visiting Vietnamese Communist Party General Secretary Nguyen Phu Trong last Wednesday, it was decided that India will transfer four naval offshore patral vessels to Vietnam under a 100 million US dollar credit

line, said the newspaper.

The training of Vietnamese sailors in “comprehensive underwater combat operations” at Indian Navy’s submarine school INS Satavahana in Visakhapatnam, south India, is a major initiative in an emerging strategic partnership between Delhi and Hanoi, said the paper. “(Indian) Defence Minister A K Antony has promised all help to Vietnam for capacity building of its armed forces. There are already a couple of

hundred Vietnamese officers and sailors, along with interpreters (in India). Over 500 Vietnamese sailors will be trained in batches by the Indian Navy,” the newspaper quoted a defence ministry official as saying.

“Indian will continue to assist Vietnam in modernization and training of its defence and security forces, including through 100 million US dollar line of credit for defence purchases,” said the Indian prime minister earlier.

Manila, 24 Nov — The leftist rebel group Communist Party of the Philippines (CPP) announced on Saturday that it would extend unilateral ceasefire in areas hit by typhoon Haiyan for another month until Christmas Eve. The CCP Central Committee said the truce, which practically began on 8Nov and was originally set to expire on Sunday night would remain in effect up to 24 December.

The ceasefire covers the New People’s Army’s (NPA) regional commands, such as in Eastern Visayas, Panay, Central Visayas and

“The ceasefire declaration is being extended by another month in view of the extent and gravity of the devastation of the supertyphoon that has been made worse by the gross negligence and inutility of the ruling Aquino regime,” the group said in a statement.

Shijiazhuang, 24 Nov — Natural gas supply was cut for the north China city of Xingtai after a major pipeline was damaged by construction workers in the early hours on Sunday.

The natural gas transmission trunk was damaged in Neiqiu County, Hebei Province, when construction workers were carrying out a digging operation, firefighters with Xingtai City told Xinhua.

Neiqiu is under the jurisdiction of Xingtai, which has a population of around seven million.

Household heating and cooking downstream in Xingtai were seriously affected due to the rupture of the pipeline, which is about one meter in diameter.

Firefighters and gas workers are repairing the pipe. It is unclear when it will resume operations.

Lightning claims nine lives in South Africa Johannesburg, 24 Nov — Nine people were killed by lightning in South Africa within one day, prompting President Jacob Zuma to send condolences to the families of the victims, the Presidency said on Friday.

The victims were struck by lightning at two separate incidents in Middelburg and Witbank, both in Mpumalanga Province on Wednesday, according to the Presidency. “We extend our deepest condolences to the friends, family and relatives of those who lost their lives during this tragedy. We also wish those who were injured a speedy recovery,” Zuma said.

He urged South Africans to take precautions at all times but more so during this rainy and stormy season. Zuma stressed the importance of following instructions given by local authorities and meteorologists to avoid accidents of this nature in future.

Thunderstorms, generating big electrical discharges, are common in South Africa’s eastern and northern provinces between October and March.

French military officer wounded in Mali

Paris, 23 Nov — A gunman on Friday shot at a French military officer in Bamako slightly injuring him, according to local reports.

The shooter, not identified yet, wounded the French officer in his head and shoulder. His health situation was not serious, media reports said.

Shortly after the shooting, Malian security forces arrested the gunman.

Since Paris sent its troops in January 2013 to the West African country to help restore stability, seven soldiers have been killed.

UNICEF urges global response to crisis in Central African Republic United Nations, 24 Nov — The UN Children’s Fund ( UNICEF) on Friday described the situation in the Central African Republic (CAR) as “tragic,” urging an immediate international response to address the country’s humanitarian crisis now affecting its entire 4.6 million population. “The Central African Republic is among the countries with the worst social indicators in the world, including maternal and infant mortality rates,” said Farhan Haq, the acting UN deputy spokesman, cit-

Willie Nelson’s band members injured in Texas bus crash

New York, 24 Nov — Country singer Willie Nelson’s drummer broke his hip and two other band members suffered minor injuries after their bus hit a highway overpass pillar in heavy rains in East Texas early Saturday morning, according to the Texas Department of Public Safety.

The accident forced Nelson to suspend tour dates through the end of the month, according to the

Work to remove used fuel at Fukushima No 4 spent fuel pool eyed Tues

Tokyo, 24 Nov— Work to remove spent fuel from a storage pool inside a damaged reactor building at the Fukushima Daiichi nuclear complex will begin on Tuesday at the earliest, a source close to the operator of the Fukushima plant said on Saturday.

Fuel removal work started last Monday, with workers first extracting 22 unused fuel assemblies that are relatively easier to handle than spent fuel.

The second batch of work involves removing 22 spent fuel rod assemblies as part of a yearlong mission to eventually remove over 1,000 assemblies from the spent

London, 24 Nov — Arsenal stretched their Premier League lead to four points when they were gifted a 2-0 home victory over third-placed Southampton on Saturday following a laughable blunder by visiting goalkeeper Artur Boruc.

During the recent visit of OIC delegation to Myanmar, the government has reiterated its assurance to put an end to all acts of violence, to protect the civilian population and to ensure full respect for human rights and fundamental freedoms. The government has been working with the international community to

provide humanitarian needs and to promote interfaith dialogues. The facilitation of the recent visit of the OIC delegation to Myanmar demonstrates our readiness to engage with international community to alleviate the humanitarian situation, he added.

He continued that the rights to land ownership, or movements or access will be considered in accordance with the laws of Myanmar and the prevailing security conditions.

He expressed the Myanmar delegation's principled position of opposition to selective tabling of country specific resolutions which target particular member states selectively, saying that the UPR is the sole monitoring mechanism to fairly address human rights situations in all countries, promoting and protection of human rights should be based on the principles of cooperation and genuine dialogue through strengthening the capacity of member states to comply with their human rights obligations.
