Nay Pyi Taw, 27 Nov—According to the observations at (17:30) hrs MST today, the very severe cyclonic storm “LEHAR” over West Central Bay of Bengal has centered at about (250) miles Southeast of Visakhapatnam, about (300) miles Southeast of Machillipatnam, India and about (425) miles West-Northwest of Cocogyun, Myanmar. It is forecast to move WestNorthwest wards and cross Andhra Pradesh Coast near Machillipatnam, India within next 24 hrs.

Under the influence of the very severe cyclonic storm, rain or thunder-

showers will be isolated to scattered in Bago, Yangon, Ayeyawady and Taninthayi Regions, Rakhine, Kayin and Mon States.

Occasional squalls with rough seas will be experienced off and along Myanmar Coasts. Surface wind speed in squalls may reach (40) m.p.h.

The present stage of the very severe cyclonic storm is coded yellow stage and it is not moving towards Myanmar coasts.

Law enacted to create Japanese NSC

The House of Councillors passes a bill to create a Japanese version of the US National Security Council during a plenary session in Tokyo on 27 Nov, 2013. The bill was enacted into law to give the prime minister’s office greater power in crafting foreign and defence policies to tackle security threats in Asia.

Kyodo News Tokyo, 27 Nov — Parliament on Wednesday enacted a law to create a Japanese version of the US National Security Council to give the prime minister’s office greater power in crafting foreign and defence policies to tackle security threats in Asia. The NSC, whose headquarters will be set up within the Cabinet Secretariat, is designed

to bolster coordination and avoid sectionalism among the ministries and government agencies concerned.

Under the new framework, the prime minister will meet with the chief Cabinet secretary and the foreign and defence ministers twice a month to discuss a range of diplomacy and defence issues.

Minister Shinzo Abe’s foreign policy adviser, is expected to serve as head of the organization with around 60 staff members, government officials said.

The enactment of the bill came a day after the ruling bloc hastily passed a bill in the lower house to impose tougher penalties on leakers of state secrets, even as concerns persist that the public’s right to know and freedom of the Press will be compromised by tighter state control of information.

Abe has said the secrecy law will enable the NSC to function effectively, as having a legal framework for preventing leaks of state secrets is a prerequisite for Japan to share sensitive information about security with other countries, namely the United States.

A damaged car is seen in typhoon-battered Palo, Layte on 23 Nov, 2013.—Reuters Manila, 27 Nov — The Philippine Congress set up a reconstruction fund of 100 billion pesos ($2.28 billion) on Tuesday after approving next year’s 2.2 trillion peso national budget, 13 percent higher than this year’s figure.

Wide areas in the central Philippines were devastated by typhoon Haiyan, the world’s biggest ever storm to make landfall, that struck on 8 November, killing more than 5,200 people and displacing millions.

The UN humanitarian office has been raising $348 million to sustain emergency relief and plan long-term reconstruction of island and coastal communities.

“The cataclysmic force

that hit our country requires a serious response to influence significant rehabilitation and reconstruction of the communities battered by catastrophes,” Francis Escudero, head of the Senate finance panel, told reporters after the budget was approved.

“We need to infuse a major financial foundation to recoup and retain the physical, economic and social viability of these communities.”

Escudero said congressional approval gave the government more flexibility to respond to future natural disasters as well as rebuild communities destroyed by the typhoon and a magnitude 7.2 earthquake

on central Bohol island in October.

The government allocated 7.5 billion pesos in calamity funds for this year. The Senate raised the fund to 20 billion pesos for next year and added another 80 billion pesos in a standby facility to address reconstruction needs.

Earlier, the lower house approved a similar measure. The national expenditure law is expected be signed into law by the president next month.

Escudero said Congress was also rushing to draft a 14.6 billion pesos supplementary budget for this year, allowing the government to sustain relief operations.

The UN and other international aid agencies are helping the government draw up a long-term reconstruction plan, including the building of typhoon-resistant schools and homes.

An initial plan will be presented at a cabinet meeting on Wednesday. A national disaster agency official said it would take two to five years to complete the rehabilitation of typhoonaffected communities.

Cairo, 27 Nov — An Egyptian prosecutor has ordered the arrest of two prominent activists for inciting protests, a source in the prosecutor’s office said on Wednesday, including one whose group helped lead the revolt that ousted Hosni Mubarak in 2011.

The arrests of Ahmed Maher, head of the 6 April youth movement, and activist Alaa Abdel Fattah were ordered after they took part in demonstrations outside parliament on Tuesday that defied a new law that restricts protests.

Twenty-four other activists were detained on Tuesday for four days pending investigation of allegations of thuggery, attacking public employees, stealing wireless devices and protesting without permission from the Interior Ministry, said the source.

The new law, passed by the army-backed government on Sunday, has angered some Egyptians and drawn fire from human

rights groups who describe it as a major blow to freedom in the most populous Arab country. Egypt has experienced some of its worst civilian violence in decades after the army, prompted by mass protests, ousted the country’s first democratically elected leader, Mohamed Mursi, on 3 July. It has since introduced a political roadmap meant to lead to new elections next year.

Liberals and activists, who backed Mursi’s overthrow, are now becoming more vocal against the military, which has backed a security crackdown against Islamists.

Hundreds have been killed and over 2,000 arrested, including Mursi and the leadership of his Muslim Brotherhood group, which won every election since Mubarak’s downfall.

Pro-democracy activists have called for new demonstrations in central Cairo on Wednesday to focus attention on the law.

Singapore ranked 1st in Asia in talent competitiveness Singapore, 27 Nov — Singapore is the only Asian country to make it to the world’s top 20 countries in terms of competitiveness in attracting, producing and retaining talent, according to a new index launched by INSEAD, a France-based business school, on Tuesday. Switzerland topped the global ranking, with Singapore second and Denmark third.

“Singapore was the only Asian country to make it to the top 20,” said a Press release, noting that Japan placed 21st, South Korea 28th and China 47th.

“These results, when compared to the respective income levels of those Asian countries, call for cautious optimism about their future talent equation,” it said. Paul Evans, academic director for the Global Talent Competitiveness Index at INSEAD, said at a news conference held at its Asia campus in Singapore, “Japan actually comes out as a country of contrasts — very high internal competition, very strong clusters.”

However, he added that compared to Singapore, Japan is much less open, and there are fewer people coming from abroad.

“There is much less internal mobility there within the country so it comes across as a much more closed economy,” he said.

Kwan Chee Wei, chief executive officer at the Human Capital Leadership Institute in Singapore, observed that Japan has “a very monolithic culture in language,” which poses “a huge barrier” to non-Japanese speakers working in Japan.—Kyodo News

H3G joins T-Mobile Austria in telco auction appeal

Vienna, 27 Nov — Hutchison Whampoa’s Austrian telecoms unit said it would appeal against the result of a spectrum auction that cost the country’s three carriers 2 billion euros ($2.7 billion). The auction, Europe’s most expensive per head of population for fourth-generation (4G) frequencies, took place under strict conditions that allowed the parties no knowledge of each others’ bids to minimize the danger of collusion.

Deutsche Telekom’s T-Mobile Austria also plans a legal challenge, its chief executive has told Reuters, while Telekom Austria, the country’s biggest operator, says it will decide next month whether to appeal. Hutchison’s H3G, the

smallest of Austria’s three carriers, came off worst in the 4G spectrum sale that also re-auctioned frequencies already in use, winning none of the most valuable 800 megahertz spectrum.

T-Mobile and H3G are appealing to the country’s highest constitutional and administrative courts to order a re-run of the auction, arguing that the conditions were designed to maximize profits and endangered competition. Each of the three parties was allowed to bid for up to 50 percent of the spectrum on sale, leading to the risk that one could have been shut out completely — although the regulator says it would never have allowed that to happen.

Archaeologists strip Xinjiang mummies to save ancient clothing Urumqi, 27 Nov — Chinese archaeologists have carefully stripped the 2,200-year-old clothing from four mummies in order to prevent the delicate outfits from decaying with the dried corpses. Three skulls and four mandible bones of different sizes have been uncovered so far, leading archaeologists to believe they belonged to one man, two women, and a little boy.

“It may be a family buried together, including a husband and two wives with one child,” said Xu Dongliang with the Academia Turfanica, who joined the undressing work, which started on 20 November.

Among the clothes were woolen pants, knitted mantles, fabric

coats, silk scarves, and brightly-colored sheepskin boots, which offer a glimpse into the delicate handicrafts of that time, according to Xu. Inside the fabric coat, the adult male was wearing a brown and red belt made of leather and wool and decorated with green silk. The female mummies were wearing woolen coats outside with silk scarves underneath, as well as agate stones believed to be from necklaces or waist accessories. “These are proof that the family was aristocratic,” said Xu. The mummies were unearthed from a cluster of ancient tombs found at a highway construction site in Turpan Prefecture in northwest China’s Xinjiang Uygur Autono-

mous Region in 2007.

About 31 tombs containing clothed mummies, a large amount of silk cloth, woolen fabric and the world’s first artificial leg have so far been discovered at the site.

Laboratory tests confirmed the mummies were from the Western Han Dynasty period, dating back between 2,200 and 2,500 years. Xu said the four mummified bodies were packed together over thousands of years of floods and mudslides, which made it difficult to remove their clothes.

Wang Ziqiang, archaeologist with the China National Silk Museum, said that as time went by, the clothes had to be taken off, or else they would decay

with the mummies. Wang said the clothes remained intact thanks to the climate and geographical features of Xinjiang. Xinjiang is known for its dry climate and sandy landforms. Ancient corpses from different dynasties dehydrated quickly and were therefore mummified naturally. The oldest mummy discovered so far dates back to 3,200 years ago.

He said the mummies had badly decayed into pieces, with only messy skulls and backbones left, and further damage would occur if protective measures were not taken. “We have to separate the outfits from the mummies before there is nothing left,” he said.

Ford recalls 2013 Escape SUVs for fire risk concern

Chicago, 27 Nov — US leading auto-maker Ford Motor Corporation (Ford) said on Tuesday it is recalling two more types of the 2013 Ford Escape SUVs worldwide to fix oil and fuel leaks that may increase risks of engine fires, local media reported.

The recalls added to the bad safety record of the hot-selling 2013 model of the Escape, which now has had seven separate recalls since it went on sale in the spring of 2012, according to the Detroit News. SolarWorld to take over solar plant from Bosch Frankfurt, 27 Nov — A leading German solar company confirmed on Tuesday that it would take over a solar plant from Bosch, a global supplier of technology and services.

SolarWorld said in a statement that it would take

over the plant of Bosch Solar Energy in Arnstadt in eastern Germany, but did not disclose the price of the takeover.

Researchers from Britain’s University of Dundee and University College London found that with some “fizzy” versions of painkillers, vitamin supplements or other common medicines,

taking the maximum daily dose would on its own exceed daily recommended limits for sodium, the main component of salt.

High salt intake has been linked to high blood pressure, or hypertension, which is a key risk factor for strokes, heart attacks and other cardiovascular diseases.In a study published in the British Medical Journal (BMJ), they found that patients taking dispersible forms of drugs had a 16 percent increased risk of a heart attack, stroke or vascular

death compared with patients taking the nonhigh-sodium versions of the same medications.

Tokyo, 27 Nov — A man in his 60s has been infected with HIV after receiving a transfusion of contaminated blood that slipped through safety checks by the Japan Red Cross Society, the Red Cross and Japan’s health ministry said on Tuesday.

First book printed in America sells for record $14.2 million

New York, 27 Nov— The Bay Psalm Book, one of 11 surviving copies of the first book printed in America, sold for $14.2 million on Tuesday evening at Sotheby’s in New York, setting a new world auction record for any printed book.

Although it had been estimated to fetch up to $30 million, it easily surpassed the previous mark of $11.5 million, paid in December 2010 for John James Audubon’s “Birds of America.”

The nation built on education Myanmar has celebrated the National Day which marks the national campaign against the colonial education for 93 years. What makes this country’s National Day unique is its interconnection with education. The National Day of a sovereign state is the day of supreme significance.

Started with boycott by university students in 1920, the movement inspired the entire people to wake up from nightmares of colonialism.

The people who got involved in—some even sacrificed their lives—realized the importance of education. They knew very well that the country would eventually fall under the yoke of colonialism absolutely and would hardly rise up if the academic independence of the university was lost. They cherished the academic independence as much as they hungered for the independence of the nation.

They knew that the education is the wing to fly higher in that era of strict colonial rule.

Without education, they would live in boxed-in society and lost all possible sorts of individual and national independence, they realized. That is why they established national schools to keep an alternative channel for education wide open for younger generations.

We are now living in an era of much more independent state, but we need to consider whether we are having strong and independent education system and whether we cherish the education as much as our ancestors did.

New clashes between army, militants in Libya’s Benghazi Benghazi, 27 Nov— New clashes between the Libyan army and militants erupted in the eastern city of Benghazi early on Wednesday, wounding several people, security sources and residents said.

Libya’s military is struggling to curb Islamist militants and militias who fought in the 2011 uprising against Muammar Gaddafi but refuse to disarm and control parts of the OPEC producer.

Fighting broke out on Monday between army special forces and members of the Ansar Sharia in Libya’s second-largest city, killing at least nine people before the militants retreated from their main base.

Fresh gun battles could be heard in three parts of the port city after midnight, residents said.

Israel says kills three Qaeda-linked militants in West Bank Hebron, 27 Nov — Israeli security officials said their forces killed three Palestinian militants on Tuesday who were part of an al Qaeda-linked network in the West Bank.

The Palestinian Authority, which administers the territory, denied the three had had any relation to al-Qaeda and accused Israeli of setting out to kill the men.

An official from Israeli’s Shin Bet security agency said it had learned from a number of earlier arrests

that the network was planning attacks in the coming days against Israeli targets and against the Westernbacked Palestinian Authority. Two of the men were killed when they opened fire on officers trying to arrest them in the area of the city of Hebron, the official said. A number of explosive devices and two guns were found in their vehicle, the official added.

Two Indian states brace for another severe cyclone

Nepal lays groundwork for China-assisted mega hydropower project Kathmandu, 27 Nov— The government of Nepal has been intensifying the foundation works for the development of a Chinaassisted mega hydropower project.

CWE Investment, a subsidiary of power developer China Three Gorges Corporation (CTGC), one of China’s largest hydropower developers, has agreed to develop the 750 MW West Seti Hydropower Project in power hunger Nepal as a symbol of Nepal-China friendship. The two sides signed a memorandum of understanding (MoU) on 27 Aug, 2012, agreeing to complete the project by 2019.

Investment Board of Nepal (IBN), a body mandated to commission hydropower projects having more than 500 MW capacity, said

it is currently working to arrange for the resettlement of project- affected households.

“CWE Investment has asked the Nepalese government to take care of the resettlement issue on its own,” Mukunda Poudel, joint secretary at IBN, told Xinhua. “So we are working towards this effect.”

The IBN has also been planning to plead the Chinese government for assistance for the development of transmission lines in the project.

IBN officials said the government was planning to plead for the amount necessary to develop transmission lines so as to collect the energy generated from West Seti Hydropower Project to the national grid.

“We will request for a grant or soft loan from

the Chinese government to construct transmission line for the West Seti Project,” a senior official at Nepal’s Finance Ministry, told Xinhua on condition of anonymity.

Located in Nepal’s far west, the reservoir project covers a number of districts including Doti, Dadeldhura, Baitadi, Bajhang Kailali and Kanchanpur.

The government of Nepal has enlisted West Seti as a top priority project, as this mega hydro project can be a remedy to this Himalayan country where people suffer from power cuts of up to 16 hours a day during the winter season.

The Exim Bank of China has already agreed to offer soft and commercial loans worth 1.6 billion US dollars for the construction of the project.

New Delhi, 27 Nov — After cyclone Phailin and Helen, two Indian states are bracing for another severe cyclonic storm Lehar, a meteorological department official said Wednesday.

“Cyclone Lehar is headed for southeastern Indian coast with winds up to 200 kms per hour and heavy rain. It is expected to make landfall in the southern state of Andhra Pradesh and the neighboring state of Odisha on Thursday,” he said, on condition of anonymity.

The cyclone is likely to hit nine coastal districts of Andhra Pradesh and some coastal regions of Odisha.

“We have evacuated thousands of people from he coastal areas of both the states. Fishermen have also been warned not to venture into the high seas. The Indian Army has been deployed in the areas likely to be hit by the storm,” a senior disaster management official said.

Hospital ordered to pay damages for switching babies at birth Tokyo, 27 Nov—The Tokyo District Court ordered a hospital on Tuesday to pay 38 million yen in damages to a Tokyo man who was found to have been switched at birth at the hospital and to have suffered hardship as a result.

The man, now 60, was switched at birth at the hospital in 1953, lost his nonbiological father at the age of 2, studied at a night high school while employed at a factory and worked for a transportation company, the court said in a ruling.

The other man involved in the switch went to university. But his three younger brothers felt he didn’t resemble them and confirmed through DNA testing in 2009 that they were not related. They then checked the hospital records and discovered their

real older brother in 2012.

The three, together with their real older brother, filed a suit asking the hospital to pay 250 million yen in damages.

Presiding Judge Masatoshi Miyasaka, though lowering the amount of damages, recognized the plaintiff as having lost an opportunity to undergo higher education and having suffered emotional pain.

“The plaintiff had no contact with his real family for a long time and has no chance to contact his real parents who have already died,” the judge said. “I feel sympathy for his great disappointment.”

Argentina,Spain agree compensation for YPF nationalization

Madrid/Buenos Aires, 27 Nov — Spain and Argentina have reached an agreement for Argentina to pay compensation for their decision to nationalize the energy firm YPF, a subsidiary of Spanish energy giant, Repsol in 2012.

Argentina had nationalized YPF last year and refused to pay any money for the seizure, complaining that YPF had not invested enough money to increase production from its oilfields among which is the Vaca Muerta oilfield, the site of one of the world’s largest recent discoveries of shale gas.

Repsol has asked for compensation of 10.5 billion US dollars and insisted that it has invested around 20 billion US dollars in Argentina in the company which produced around a third of Argentina’s oil and

around 25 percent of its gas.

The nationalization of YPF caused a breakdown in international relations between Spain and Argentina, which have traditionally enjoyed close ties.

Spanish Industry Minister Jose Manuel Soria flew to Buenos Aires on Monday in the company of executives from Repsol to meet with Argentinean officials and reach the agreement, which has to be ratified by a board meeting at Repsol this coming Wednesday.

No official figures for the amount of compensation agreed have been published, although Spain’s El Mundo newspaper reports that Argentina has offered around 5 billion dollars, while YPF President, Miguel Galuccio is reported to be “very happy,” with the agreement, saying it is the best way for YPF and

Repsol to continue with the development of the Vaca Muerta oilfield.

One early effect of the agreement was that Repsol shares performed strongly

World Culture Forum closes in Indonesia Bali, (Indonesia), 27 Nov — The World Culture Forum ( WCF) was closed on Tuesday afternoon with a joint commitment document that calls for measurable, effective role and integration of culture at all levels in the post-2015 development agenda.

The conclusion of the inaugural WCF event was conducted by Indonesian National Education and Culture Minister Muhammad Nuh at Bali International Convention Centre (BICC).

Tokyo, 27 Nov — Japanese publisher Shueisha Inc said on Thursday it is putting out full-page ads in two foreign newspapers on the adventure manga series One Piece, marking the sales of over 300 million copies in Japan. The newspapers are the Thursday edition of The New York Times in the United States and the Friday edition of the Taiwan newspaper The China Times. The illustration of the story’s hero Luffy for the ads was drawn by the manga’s creator, Eiichiro Oda. The ads come with a message, “Hey world, this is the manga!” Shueisha launched a similar campaign in Japan, publishing full-page ads in newspapers in Japan’s 47 prefectures starting 1 November, when the manga’s latest issue was published, through 20 November. In the ads, the manga’s characters appeared with regional tourist attractions and specialty products.

Four elephants to be collared in Kenya to curb conflicts Nairobi, 27 Nov— Wildlife conservationists plan to collar four elephants using satellite technology to help monitor movement, reduce conflict and beef up security operations in Kenya’s world famous Amboseli Park.

The exercise which will be carried out on 3 and 4 December by Kenya Wildlife Service (KWS) and International Fund for Animal Welfare (IFAW) will map the elephant’s migratory routes within the Amboseli ecosystem and also establish the length and width of the elephant corridors with the ecosystem.

IFAW, East Africa Head of Programmes Steve Njumbi said collaring these elephants will save the lives

of both elephants and human populations in the long run.

“Using science we can understand where and how the elephants in this area move about, and we can use this information to help us prioritize human elephant conflict interventions, as well as save the migratory routes that elephants in this area have been using for millennia,” Njumbi said in a statement issued in Nairobi on Tuesday.

The conservationists will fit the four elephants with GPS satellite collars starting in the 8,797 square km Amboseli landscape to also determine whether migrating elephants follow rain-driven vegetation greenness and water points.

Wildlife officials say the

Amboseli ecosystem is critical for elephant conservation as it is home to the largest population of elephants.

Located in the Rift Valley in Kenya, the Amboseli landscape includes the park, the Maasai community group ranches namely Olgulului-Olorarashi, Kimana, Mbirikani, Selengei, Kuku and Rombo.

These stretch to Mt Kilimanjaro, straddle the KenyaTanzania border and Chyulu Hills. Amboseli elephant population was estimated at 1,400 according to the last total aerial census conducted in 2012. Currently, Kenya has about 37,000 elephants.

IFAW said the twoday exercise will establish the distance of migrating elephants from farms and

human settlements as well as show that rain-driven vegetation dynamics and water points influence the movement patterns of elephants.

The conservation group said the collared elephants’ movements will be closely monitored for some time as long as they retain the collars.—Xinhua

Tuesday a meeting with the Greek Ambassador in Tirana Leonidas C. Rokanas, during which they agreed to sign a cooperation memorandum, especially in the agricultural field, ATA reported.

Panariti said the Albanian government will review and sign very soon this

memorandum, which will raise the cooperation between Greece and Albania in the agricultural field to a new and concrete level.

Slight earthquake hits inside Myanmar

Seikkyi-Khanaungto suspension bridge in Yangon Region allowed traffic as of 14 August and its opening ceremony was held today. I had a chance to see the illuminated new bridge yesterday night.
