Bangladesh poll protest violence kills 15 in four days

Dhaka, 28 Oct—At least 15 Bangladeshis have been killed and hundreds wounded in all-too familiar political violence, police said on Monday, the second day of a strike led by opposition supporters demanding elections be held under a non-partisan administration.

Four people, including a youth, a truck driver and a ruling party activist, were killed on Monday, police said. The violence began on Friday.

The stand-off between Prime Minister Sheikh Hasina and her arch rival, former premier Begum Khaleda Zia, is nothing new.

The Acting General Secretary of Khaleda's opposition Bangladesh Nationalist Party (BNP), Fakhrul Islam Alamgir, said the government could not be trusted to conduct a credible election.

“Because, in this country, the political parties do not trust each other,” he said. “We had the system earlier, but unfor-

tunately this government amended the constitution and brought in the partisan government.” Corruptionplagued Bangladesh is one of the poorest nations on Earth, but the tension is a fresh threat to the garment export industry which has already been rocked by a string of deadly factory accidents over the past year.

Hasina talked with Khaleda by phone on Saturday, but they failed to defuse the crisis. The women have alternated as prime minister for most of the last 22 years, most of the time barely speaking to each other.

Hasina has offered the formation of an allparty government to see through the elections with her staying as head of government.

Bangladesh has already been hit by a wave of violent protests over war crimes convictions and more than 100 people have been killed in protests and counter-protests this year.

Ayeyawady Bridge (Pakokku) brings development to western part of River Ayeyawady Pakokku District of Magway Region located on the western bank of Ayeyawady River used to be a hard-to-reach place.

Industrial Zone-2 of South Dagon supplied electricity Y angon , 28 Oct—The government has established SMEs from Ward 63 and Ward 64 of Dagon Myothit (South) Township as industrial zone in 1996.

Over 1200 industries are operating their works for serving the interest of the nation. At his establishment time, the industrial zone was illuminated at full capacity, but storm Nargis destoryed some transformers and power lines in 2008.

At present, Industrial Zone Electrification Subcommittee and Yangon City Electricity Supply Board jointly carried out electrification tasks for the zone.

Two Republican congressmen defend US spying abroad Washington, 28 Oct — Two Republican congressmen on Sunday defended Washington’s surveillance programmes abroad in reaction to protests from allies, after the wide scope of the eavesdropping was revealed this year by former spy agency contractor Edward Snowden.

Mike Rogers, chairman of the House of Representatives intelligence committee, said much of the public information on those efforts, including allegations that the US National Security Agency had spied on millions of French

citizens, was misguided.

“They are seeing three or four pieces of a thousandpiece puzzle and trying to come to a conclusion,” he said on CNN’s “State of the Nation” programme.

Israeli ministers approves list of 26 Palestinian prisoners to be released Jerusalem, 28 Oct — An Israeli ministerial committee approved on Sunday a list of 26 Palestinian prisoners to be released on Tuesday amid the renewal of the peace talks between the two sides. Among the 26 prisoners, the second group of prisoners to be released out of 104 in total, 21 are from the West Bank and the other five are from the Gaza Strip. The bereaved families, whose loved ones were killed by these militants, will have 48 hours after the list gets published on Sunday night to appeal their release but have little chance of averting the decision.

Israeli Prime Minister Benjamin Netanyahu did not make any specific comments regarding the prisoners’ release on Sunday’s weekly cabinet meeting.

However, he said that as the Israeli cabinet committed itself to the move, it is important to follow it through.

Seoul, 28 Oct — South Korea has asked the United States to clarify whether its president was among the leaders of 35 countries who were reportedly wiretapped by the US National Security Agency, Yonhap News Agency reported on Sunday, citing a government official.

“We are checking with the US side for verification,” the official was quoted as saying. “The government is closely following the issue and is determined to respond strictly.”

The Guardian, a leading British daily, reported on Friday that the NSA monitored the phone conversations of 35 world leaders, citing a classified document from 2006 provided by whistleblower Edward Snowden, a former intelligence contractor. In 2006, South Korea’s president was Roh Moo Hyun.

Austrian telecoms watchdog to hear 4G auction gripes Vienna, 28 Oct — Austria’s telecoms watchdog will hold a hearing of complaints by operators about the 2 billion euro ($2.8 billion) auction for fourth-generation frequencies, which was criticized for being too expensive.

The 4G auction in Europe’s most price-competitive telecoms market raised four times the minimum set by the regulator and was the most expensive in Europe per head of population.

The head of the regulator, Georg Serentschy, told Reuters on Friday that the watchdog would hear the operators’ complaints at their request but could not change the auction results announced this week.

The hearing date is to be decided next week and

The September-October 2013 average size of the hole was 21 million square kilometers, while the average size measured since the mid-1990s when the annual maximum size stopped growing is 22.5 million square kilometres, NASA said in a statement.

Xining, 28 Oct — The Sanjiangyuan region of the Qinghai-Tibet plateau, home to the key source of China’s mother rivers, has seen its lakes swell as environmental protection projects take effect.

The surface area of lakes in the Sangjiangyuan region in northwest China has increased by 760 square kilometres over the past eight years, protecting the headstreams of China’s Yangtze River, Yellow River and Lantsang River, according to the Sangjiangyuan office under the Qinghai provincial government.

Gyaring Lake and Ngoring Lake, the two largest freshwater lakes at the headstreams of the Yellow River, have grown by 34.7 square kilometres and 64.4 square kilometres respectively since 2004, according to data from the Qinghai Meteorological Administration.

“It’s a good sign that the lakes have grown bigger, which means the environment of the area has improved,” said Li Xiaonan, deputy head of the Sanjiangyuan office. With an average altitude of 4,000 meters, Sanjiangyuan, which means “source of three rivers” in Chinese, lies in the hinterland of the Qinghai-Tibet Plateau and

is home to China’s biggest and highest wetlands ecosystem.

Though it is known as “China’s water tower,” Sanjiangyuan has been faced with reduced water resources and shrinking lakes due to climate change and human activities since the late 1980s.

In 2005, the central government invested 7.5 billion yuan (about 1.2 US dollars) for the Sanjiangyuan ecological restoration project, with measures including wetlands protection, grazeland-tograssland restoration, forest reservation and water and soil conservation.

As the first phase of the project comes to an end, the spectacular “one thousand lakes” landscape has reappeared in the wetlands of Sangjiangyuan, said Li. As water conservation capability has improved in Sanjiangyuan, land erosion has been curbed.

In the Sanjiangyuan National Nature Reserve, land erosion in 2012 decreased by more than 35.1 million tons compared to 2004.”

“Nasdaq has demonstrated that the arbitration should be enjoined because it is likely to succeed on the merits and will suffer irreparable harm,” Sweet wrote. “Given the substantial federal issues posed

by UBS claims, the threat of an arbitration panel issuing a decision that may conflict with the decision of a federal court in a parallel litigation also weighs strongly against permitting UBS to proceed with its arbitration proceeding,” he added. Megan Stinson, a spokeswoman for UBS, told Reuters on Friday that the bank has since appealed the decision to the US Court of Appeals for the Second Circuit. She could not comment further, as the case is currently under seal.

Social Democrats lead Czech’s parliamentary votes Prague, 28 Oct— Czech’s Social Democratic Party (CSSD) led the country’s parliamentary elections on Saturday, preliminary results showed. The CSSD garnered 50 seats in the 200-seat lower house of Parliament, according to the Czech Statistics Office. A newly-formed party ANO, led by business tycoon Andrej Babis, received 47 seats, followed by the Communist party (KSCM) with 33 seats.

The official results of

the elections will be announced on 30 October. The Social Democrats, out of power since 2006, had said they wanted to form a government backed by the Communists. But with a far worse result than expected — earlier opinion polls suggested the CSSD could win 30 to 40 percent of the vote — the Social Democrats might need support from other smaller parties.

minister Petr Necas resigned in June amid a corruption scandal. The polls were supposed to bring stability and a government of strength to the Czech Republic. But building a coalition might be extremely difficult for any party, and even a best case scenario would require a minimum of three parties, most likely from different sides of politics, meaning such a government will be fractious and difficult to lead.

New York, 28 Oct — Thanks to New York City artist Duke Riley, the American surveillance apparatus faces a new airborne foe: the homing pigeon. Riley trained pigeons to smuggle Cuban cigars from Havana, Cuba, to Key West, Florida, while other birds filmed the 100mile (160-km) journey with custom-made cameras. The pigeons and their videos will be on display in Riley’s solo show, which opens on 1 November at the Magnan Metz gallery in New York.

Riley, 41, said he came up with the project at least in part to challenge the idea that the spying capabilities of the US government have become all-encompassing.

He started with 50 birds — tagging half of them as smugglers and the other half as documentarians. “A lot of the work I do seeks to create some sense of possibility or empowerment, in a humorous and romanticized way, using the simplest means possible,” Riley said. It was also

Public Trust

The changing State’s political trend has awakened transparency in Myanmar. Now government bodies have spokespersons who will release accurate news reports. Seminars and workshops with the participation of foreign countries and international and domestic organizations coupled with media courses have reinforced this transparency.

In fact, public trust is the key in democratically transforming the media. Only public trust can ensure fair competitiveness in the future media landscape, and the effectiveness of State’s services in the interest of the people. So, media development of Myanmar depends much on public trust.

The past media model of Myanmar was based on authoritarianism. Authoritarianism flourished in the world alongside the publication industry in the 16th century. Authoritarianism favors absolute obedience to authority by the majority while assuming factions and criticisms as enemies. Under this system, every publication must have license and must go through strict censorship. Criticism against government is punishable.

We have already left behind this system, and the present Myanmar sees social responsibilitybased model as the goal. Social responsibility media tolerates criticism against government and guarantees honest reporting, and is responsive to society interest and requirements. In this system, Press cannot have freedom at will, but freedom within the fabric of law. And then there will be Press codes of ethics. This system is used even in many countries of the West.

The final goal of Myanmar media development is a totally independent media landscape that wins public trust. There must be no more authoritarian beliefs at all, and the social responsibility model should be the base. Like a saying, which goes, “That government is best which governs least”, the Press will be free from government control and will be the one on which the public can rely.

Indian police narrow down on perpetrators of bomb blasts New Delhi, 28 Oct — Indian police are narrowing down on the perpetrators of the serial blasts in the eastern city of Patna which killed five and injured over 80 on Sunday. Police are conducting raids in Ranchi, state capital of Jharkhand in eastern India, based on the results of interrogation of a man arrested on the spot of the blasts, said TV channel CNN- IBN. The man was arrested by police after trying to flee the blast spot, where the opposition Bharatiya Janata Party prime ministerial candidate Narendra Modi was addressing a huge rally. Beijing, 28 Oct — Five pharmacies in Beijing started using vending machines equipped with tracking systems to sell baby formula on Saturday, but sales on the first day did not go as well as expected. Zhang Dawei, who is in charge of business operations at Yong’antang, said the store sold just six cans of infant formula on Saturday.

New York, 28 Oct— Lou Reed, the pioneering songwriter and musician behind the influential rock band Velvet Underground, which fused art and music in collaboration with artist Andy Warhol, died on Sunday at the age of 71, his literary agent said.

Reed, best recognized by mainstream audiences for his 1972 solo hit “Walk on the Wild Side,” died at the Long Island home he shared with his wife, Laurie Anderson, following complications from a liver transplant he underwent earlier this year, his agent, Andrew Wylie, said.

“I think Lou was as great an artist as it was possible to be,” Wylie said.

“It’s a great loss.”

While the Velvet Underground never achieved great commercial success, the band revolutionized rock in the 1960s and ‘70s with a mixture of thrashing guitar licks and smooth melodies sung by Reed or the sultry German model Nico, who briefly collaborated with the band at War-

hol’s insistence.

The band has long been recognized as a major musical inspiration for punk art and rock, as reflected in a quote often attributed to musician Brian Eno: “The first Velvet Underground album only sold 10,000 copies, but everyone who bought it formed a band.”

Neil Portnow, president the National Academy of Recording Arts and Sciences, which bestows the Grammys, credited Reed with “introducing avantgarde rock to the mainstream.” “His uniquely stripped-down style of guitar playing and poetic lyrics have had a massive influence across many rock genres, including punk and alternatives,” Portnow said. John Cale, who cofounded the Velvet Underground but had a sometimes fractious relationship with his former bandmate, released a statement on his Facebook page: “The world has lost a fine songwriter and poet ... I’ve lost my ‘school-yard buddy,’”

Cale and Reed put aside their differences to release a tribute album to Warhol in 1990 called “Songs for Drella,” which lead to a handful of reunion performances by members of the Velvet Underground’s original line-up in the early 1990s.

Musician Iggy Pop’s official Twitter account called news of Reed’s death “devastating,” while musician Kim Gordon of Sonic Youth tweeted: “So sorry to hear of Lou Reed’s passing this is a huge shock!”

An admitted hard

drinker and drug user for many years, Reed underwent a liver transplant earlier this year in Cleveland, his wife revealed, after he had canceled a series of California concert dates in April.

“I am a triumph of modern medicine,” Reed posted on his website on June 1, 2013, without directly acknowledging the transplant. “I look forward to being on stage performing, and writing more songs to connect with your hearts and spirits and the universe well into the future.”

Reuters Basel, 28 Oct — Roger Federer’s difficult season continued on Sunday when he lost to Juan Martin del Potro in the final of the Basel Open for the second year running.

The Swiss played some of his best tennis this year but it was not enough to avoid a 7-6 (3), 2-6, 6-4 defeat against the powerful Argentine and his 220-kph serve.

Wenger to tinker again for Chelsea’s Cup visit London, 28 Oct — who suffered a humiliating Capital One (League) Cup quarter-final defeat by fourth tier Bradford City last season, will again rotate their squad when Chelsea visit the Emirates in the last-16 on Tuesday.

Manager Arsene Wenger has used the competition in recent years to blood youngsters and field fringe players and did so when a second-string side edged out West Bromwich Albion in a penalty shootout in the third round.

“I will rotate against Chelsea but play with a team that has a good chance to qualify as well. That will be the target,” Wenger told the club’s website (www. arsenal.com). Arsenal have not won the trophy since 1993 when they beat Sheffield on Wednesday. They lost to Chelsea in the 2007

Revising Motor Vehicle Bill, Myanmar Special Economic Zone Bill discussed

Nay Pyi Taw, 28 Oct—Arrangements are being made to improve Motor Vehicle Law 1964 and Motor Vehicle Bylaw 1989 for enforcing the traffic rules in harmony with the present day, said Deputy Minister for Home Affairs Brig-Gen Kyaw Zan Myint in response to the question raised by U Thein Lwin of Chauk Constituency on revising the existing laws on traffic rules and issuance of driver licence at today’s

session of Pyithu Hluttaw.

The deputy minister clarified that Ministry of Rail Transportation has sent a draft law on amending the 1964 Motor Vehicle Law to the Office of the Attorney-General of the Union. Directorate of Road Administration systematically issued driver licences to the candidates under the laws.

Questioner U Thein Lwin said, “I think it needs to coordinate traffic safety

and traffic enforcement with experts. The deputy minister highlighted the amendment of Motor Vehicle Law 1964. To make the law more workable and comprehensive, it needs to study traffic laws from other countries.”

Five dead, 38 injured after Tian’anmen car crash Beijing, 28 Oct—A jeep crashed into a crowd of people and caught fire in front of the Tian’anmen rostrum in downtown Beijing at noon on Monday, killing five people and injuring another 38, police said.

A 16-member group comprising U Saw Than Myint has applied for registration of Federal Union

Nay Pyi Taw, 28 Oct —Three parliamentarians hold discussions on a motion to urge the Union Government to review the workers' rights and to formulate a labour law submitted by Dr Myint Kyi of Yangon Region Constituency No (8) at today's Amyotha Hluttaw session.

Regarding the motion, Deputy Minister Daw Win Maw Tun said the existing labour laws which were drawn up in accord with ILO's conventions are allowing all employees, old and young and men and women alike, to enjoy effective benefits and rights of employee protection.

It is planned to publish a book about labour laws, she added.

She continued that the ministry is taking necessary measures to enact new laws and to rewrite and amend old laws. Emphasis is being placed on ensuring rights and benefits of workers who are playing a role in enhancing production capacity of the country. Next, the Hluttaw decided to put the motion on record.

at Mingala Hall of Yangon Region Government Office this morning.

At the meeting, those present reported matters on dredging of old Kyu creek in Dagon Myothit (East)

Township, sales of combined harvesters through long-term installment system, preventive measures against inundation in Shwemayin Field and dredging (See page 8)

Thai Tourists in Town

Myawady, 28 Oct— A convoy of 96 Thai tourists arrived Myawady via Mae Sot today.

Their itinerary includes Myawady, Mawlamyine, Nay Pyi Taw, Innlay,

Taunggyi, Bagan, Yangon, Kyaikhteeyoe and Hpa-an and they plan to leave the country for Mae Sot on 4 November. The guests were welcomed in Myawady by Deputy

Commissioner U Tint Wai Thon, In-charge of Myawady Friendship Bridge U Sai Aung Myint and party.
