MAY DAY NRMU extends its hearty greetings of May Day to all the readers of Mazdoor Aawaz and Railway employees.
The problems of women are very grave. There is wanton failure from the side of Government and the police to tackle the problems. Trade Union has its responsibility in the matter. Unions cannot be lukewarm. It should stand up and protect them from such heinous attacks.
On the day we commemorate the martyrdom of the comrades who sacrificed their lives for the cause of working people of the world way back in 1886 at Chicago and we take stock of the struggles, sacrifices and achievements of the working class since then and prepare for further steps for solving the problems of working class. It is faced with several serious problems as a result of Neoliberal policies of the ruling class and globalization. There is grave economic crisis in almost all the countries of the world. The working class is the main victim. Huge unemployment, wage reductions, closure of establishments and industries etc. are rampant. Heavy price-rise and scarcity of food articles are creating intolerable situation to the working class. Security of job is at stake. Suicide and starvation deaths are spreading in the country in a big way. Scarcity of drinking water, electricity etc. have become very serious problems. The living of lower and middle class is extremely miserable. The merciless attack on the working class when their issues are taken up and struggles are launched have become the order of the day. As a whole the situation is very grim.
Another problem is that of Unorganized and Contract labourers who are treated very badly by Contractors, Government and Labour Department. In most of the cases, minimum wages are not paid to them and they are not provided any social security measures. They are treated as slave labour. The organized labour has the responsibility to take care of their problems and help them to come out from the difficulties. The Central Government employees’ Unions namely AIRF, Confederation and AIDEF have come together and has planned for launching all kinds of agitations including strike to achieve their vital demands which have been hanging fire for a long time. The Govt. has taken very adamant and negative attitude. Therefore the struggles will be relentless and forceful. No doubt the Government will come out with heavy hand and take all steps to suppress the movements and victimize employees. Therefore we have to strive for total unity and be in readiness to face the situation unmindful of trouble which they will have to face.
All sections of workers are on warpath. Hope has been generated as a result of all Central Trade Unions coming together on one platform and launching united agitations against retrograde policies of the UPA-II Government.
Let us prepare for it by remembering our Martyrs of 1886.

As per the Employment Market Information Programme of Ministry of Labour and Employment, employment growth in the Organized sector including public and private sectors has increased from 281.72 Lakh in 2009 and 289.99 Lakh in 2011 registering a compound annual growth rate of 1.46%. the compound annual growth rate was 5.05% per annum in Private Sector and a marginal decline of 0.70% in Public Sector, mainly due to rightsizing.

The Govt. had been persisting with the enactment of the PFRDA bill in the Parliament in almost all sessions ever since the UPA-II Govt. took over. Ironically they could elicit support from the main Opposition Party in the country for this ill advised enactment. Lakhs of new workers who have joined in various organizations of the Govt. since 2004 are worried of their future, which is forlorn and bleak, in the wake of the denial of an age old social security scheme of Pension. We have been together opposing this move right from the day, the NDA govt. introduced the bill in the Parliament in 2003. However, our efforts, actions and objections have all been ignored with disdain by the Govt. though they could not muster enough support required pass the bill in the Parliament, the Union Cabinet has recently taken the decision to allow 49% FDI in the pension fund.
ALL INDIA DEFENCE EMPLOYEES FEDERATION 23rd March 2013 Dear Comrades, As you are aware, the Government in reply to a question raised in the Parliament has stated that setting up of the 7th Central Pay Commission for effecting wage revision of Central Government Employees is not presently under its consideration. You will recall, that a similar statement was made by the then Finance Minister, when the demand for setting up the 6th CPC was raised by the employees. The Joint movement of the Central Government employees, for which we created the platform of the Steering Committee of the Organizations participating in the JCM under the leadership of late Com. J.P. Chaubey, the then General Secretary of All India Railwaymen Federation could ensure that the Government rescind its stand then and set up the 6th CPC. The real value of wages determined by the 6th CPC has now been eroded to the extent of above 100% due to the unprecedented inflation in the economy and spiraling

A stage covered with red flags in a very attractive manner was erected on which the bust of Chatrapathi Shivaji Maharaj and Dr. Babasaheb Ambedkar were kept. At 1-30 p.m. Com. Menon garlanded both the busts and put flower petals on them. The audience also put flower petals on the busts. Thereafter Coms. Y.G. Joshi, Girish Mishra and Gangal addressed the gathering. Celebration of Dr. B. R. Ambedkar and Chatrapati Shivaji Maharaj Jayanti National Railway Mazdoor Union conducted impressive celebrations of the birthdays of Dr. B. R. Ambedkar and Chatrapti Shivaji Maharaj at several centres of Central Railway. Everywhere good number of employees participated and paid tributes to both of them.
Parel Workshop :- The meeting was held in the Welfare hall at Parel on 16-3-2013. Com. P. R. Menon, General Secretary, Coms. Subhash Thorat, a social activist and writer and Girish Mishra an activist of Matunga Workshop (having thorough knowledge on both the great persons) addressed the gathering. Com. R.B. Mahapure, Secretary of Parel branch conducted the meeting. The speeches of all the persons were thought provoking and the audience heard the speeches with rapt attention.
Neral – Karjat :- On 14th April 2013 a function was held at Neral. A good number of employees attended the function. At the beginning their photos were garlanded. Then Com. Nimesh, Chairman, SC/ST Association delivered impressive speeches on the life of great leader. 18 employees who took retirement under LARSGESS were also felicitated on the occasion. They were given shawl, shreephal and bouquets. Similar programmes were held at Khandwa, Manmad, Nasik, Badnera and Akola branches. Pune :- The main programme was held at Divisional Office, Pune. Statue of Dr.Babasaheb Ambedkar situated outside Union office was garlanded. Slogans were raised in memory of the great leader. All office bearers of Pune branches and a large no. of Union activists were present on the occasion. Impressive and educative lectures were delivered on the life history of Dr. Ambedkar. RTMU members also participated in large numbers. After that a procession was taken from the union office in a colourful manner, beating drums which passed through platform No.1 and parcel office.
Similar programmes were held at Dadar, Kurla, Panvel, Thane, Kalva, Kalyan, Igatpuri, and Lonavala by the branches. Bhusaval Division : NRMU Bhusaval celebrated the Jayantis of the great leaders of masses with full devotion and respect on 14th April 2013. All the office bearers and active members of all six branches assembled at Kamgar Bhavan and took out a grand procession with portraits of Chatrapati Shivaji Maharaj and Dr. B. R. Ambedkar which were placed on a truck decorated with banners, red flags and flowers. It passed with D. J. Music, shouting loud slogans, via Rly. Colony and culminated at Dr. Babasaheb statue. The procession was led by Com. Ibrahim Khan, Divisional Secretary who delivered a thought provoking speech. More than 1000 workers participated in

Similar programmes were held at Ahmednagar, Daund, Kurduwadi, Wadi and Shahabad with respect and honour to the great leadership of the masses.
NGP (G) :- Similar programme was organized by Nagpur (G) Branch in a well decorated shamiyana near RMS building on 15-4-2013. Coms. S. K. Bose, Jt. Genl. Secretary, J. M. Pinto, Working President, Rakesh Kumar, Div. President, Pramod Bokade, Branch Secretary and others were present on the occasion. Food packets were also distributed.
Nagpur Division :- The programmes were held all over Nagpur Division in a befitting manner on 19th April 2013 in which large number of employees along with Union office bearers and activists assembled in the Union Office (Genl.) Branch. Photos of the great leaders were garlanded and prayer was recited. After that food packets were distributed. Administrative Branch organized fruits distribution programme at the Railway hospital Nagpur. Shri Brijesh Dixit, DRM NGP inaugurated the programme and appreciated the Union for arranging such programme. Coms. Ajay Patil, Secretary, Yuva Manch, and Bashir Khan also delivered educative speeches on the life of Dr. Ambedkar. Com. C. Rly. ECC Society Byculla :- On 15-4-2013 Dr. Babasaheb Ambedkar Jayanti was celebrated in ECC society in an impressive manner. The function was held in a hall. All the employees assembled there. At the outset Com. A. K. Mahendru garlanded the photo of Dr. Baba Saheb Ambedkar. Com. Seetharaman. S., President of the ECC employees’ Union conducted the proceedings and highlighted the importance of the day. After that Com. Mahendru spoke elaborately on Dr. Ambedkar’s contribution to the downtrodden people and the nation. He also told that NRMU has been following the path shown by Dr. Ambedkar in true sense.

Ajni :- On 14-4-2013 the programme was held at TRS Loco Shed, Ajni at 10-00 a.m. In the evening, colourful programme was organized at Kamble chowk in which more than 100 union activists of Ajni Main & LTRS branches took part. Almost all the employees of Matunga Workshop and hundreds of workers and activists of the Branches of Mumbai Division came in procession and participated in the meeting. It was an unprecedented gathering. Over 5 to 6 thousand workers with full of enthusiasm and ferver were assembled in the meeting. They were shouting thunderous slogans in a sky rendering sound. At 11-30 a.m. the meeting started. Com. Y. G. Joshi, President of the Union presided. Coms. Shiv Gopal Mishra, P. R. Menon, S. K. Bose, C. Radhakrishnan,, R. B. Mahapure, Venu. P. Nair, Tribhuvan Singh and S. P. Mishra, General Secretary of Rail Mazdoor Union of Central Railway were present on the dias. All of them were felicitated by organizers of the meeting by putting huge garlands of attractive flowers at the beginning of the meeting. The programme was conducted by Com. Venu. P. after the result is announced. The celebration of the victory should be held in a sober and disciplined manner. There should be no cause to question about NRMU’s high standard and status which we have been maintaining despite provocation and offensive actions all through.
Election Campaign relating to recognition of Unions conducted by NRMU The campaign programme was conducted by holding meetings, distributing of handbills, wall writings, poster exhibitions, hanging flex boards on every prominent locations etc. These programmes were conducted in a very intensive manner. It reached everywhere. The mass awakening was reflected everywhere. Workers got inspired and they turned out to attend meetings wherever they were held. The attendance in all the meetings were gigantic. For example the meeting of Matunga Workshop, Kalyan, Ticket Checking staff, Motormen, Parel Workshop, Igatpuri, Lonavala, Kurla, Byculla etc. were unprecedented. From the appearance of the workers and from their talks it was clear that the workers had made up their minds to vote for NRMU enmass. The campaign was conducted without leaving any locations throughout the Central Railway.

********** Women activists of the Union and their hectic campaign programme for Secret Ballot election The women activists of the Union at several offices and locations came forward in a very attractive and enthusiastic way to canvas “Vote for NRMU” in the Secret Ballot election relating to recognition of the Unions. Mumbai :- The women’s committee members of CSTM, Currey Road, Parel, Matunga, Kurla, Kalyan and Kalva moved from offices to offices, open line locations and contacted women employees of all the categories, distributed handbills and other propaganda materials, talked to them about the importance of the election and sought their solid voting for NRMU. They told them the role of NRMU from its very inception in fighting with the Government to achieve the demands of the railway employees by sacrificing their lives and jobs while the other unions were sabotaging the struggles and working
All the Headquarters Secretaries, Divisional Secretaries, Vice Presidents, Advisor and other important activists were on non-stop campaign programme and they touched practically every section of workers collectively and individually. The workers were made fully aware of the stake involved in the election and they indicated that they would vote for NRMU only. Accordingly they must have voted by the time the Mazdoor Aawaz comes out on 1st May. The victory of NRMU is a forgone conclusion. We will publish the result with facts and figures immediately

like agents to provide the whereabouts of striking employees leading to their arrest and victimization and taking advantage of gaining loyal increments, wards employments etc. They also told them that struggles will be launched on the issues of the 7th Central Pay Commission, restoration of Statutory Pension Scheme, Payment of Bonus without any ceiling and for several other vital demands. They impressed upon the employees the need to vote for NRMU and reject the other unprincipled and opportunist organizations which are seeking their valuable votes.

News From Divisions MUMBAI DIVISION Operating Staff Conference held at Thane On 13-4-2013 a Conference of Operating Staff of Mumbai Division was held at Railway Institute, Thane. More than 300 operating staff assembled in the institute hall. Coms. P.R. Menon, General Secretary, S. K. Bose, Jt. Genl. Secretary, J. M. Pinto, Working President, A. K. Mahendru, Asst Genl. Secretary, Venu. P. Nair, Divisional Secretary, Tribhuvan Singh, Vice President along with office bearers of branches were on the dias. Conference started at 16-00 hrs.
Nagpur : The women section particularly of Ticket Checking and Hospital took keen interest in the matter. Solapur :- Ladies of DRM’s Office, C&W , IOW, Sanitary and hospital were on the forefront. They were canvassing at Daund Wadi, Ahmednagar etc.
At the outset Com. Kishore Kumar, Dy. SS Ambernath recited, an impressive poem on the achievements and history of NRMU which was well appreciated. Com. Atul Seth, Chairman, Panvel (O/L) branch conducted the proceedings and also placed his views and highlighted the grievances and demands of operating staff for which Union is struggling hard. He also told the motto and importance of the Conference. After that Com. P. R. Menon addressed the conference in a very impressive manner. He narrated the struggles and achievements of the Union for the category and the need of the unity of operating staff under the banner of NRMU for future struggles. It is noteworthy that inspite of his illhealth Com. Menon attended the conference. After the speech he went

Mechanical and Electrical branches of Matunga Workshop jointly organized a public speaking course for the employees of Matunga Workshop in a well planned manner from 16th to 28th March 2013. Branch along with other office bearers and Union activists were present on the occasion. Shri Ramendra Jagtap, Mrs. Kanchan Nath, shri Rajesh Tendulkar, and Mrs. Sharada Bubna, all faculty member delivered lectures on different subjects and inculcated orating skills among the candidates. NRMU POH Branch BSL then led a militant agitation from 7-00 a.m. in the morning but administration was not ready to budge and did not talk with the union’s representatives. Union then enlarged its agitation and brought the MOH employees in support of POH employees and the C&W employees were also ready to stop the work. The Administration sensing repercussion of agitation, finally talked to NRMU representatives viz. Corns. Ibrahim Khan, Divisional Secretary, Shaha, Branch Chairman and Com. and agreed to mark present to all those employees who were marked absent.

Union then declared the decision of the meeting with the CWM Mr. Manoj Mahahan and employees were very much happy with the victory of their united action an they dispersed to their places raising slongans like NRMU Zindabad, AIRF Zindabad, workers Unity Zindabad. It is noteworthy that though the employees approached o the CRMS who agreed with CWM to sanction half day’s casual leave to those who were marked absent but employees were not ready to accept the decision arrived at in the meeting of CRMS and administration and got their presence marked through NRMU.

RTMU Massive Demonstration held at Kalyan A massive demonstration was held on 28-2-2013 in front of ADEN (NE) Kalyan by RTMU activists under the leadership of Com. S.D. Gangurde, General Secretary against the negative attitude of the administration towards their grievances. Earlier meetings were held to solve their grievances in which ADEN, contractor and RTMU office bearers were present. ********** NAGPUR DIVISION Blood Donation Camp LTRS Branch, Nagpur organized a blood donation camp in co-operation with Jivan Jyoti Blood Bank on 12-4-2013 in the auditorium of Rly. Hospital, Nagpur. The camp was inaugurated by Chief Guest Shri Namdev Rabade, Sr. DEE, NGP. Dr. Asudani, Shri Ravi Wankhede, Director, Jivan Jyoti Blood bank, Coms. Rakesh Kumar Divl. President, NGP, M. K. Tripathi, Branch Secretary along with other office bearers and activists of the Union were present on the occasion. 55 bottles of blood were collected in the camp. Shri Namdev praised Union’s efforts in organizing such camps. Com. M. K. Tripathi, A. K. Dixit, K. Kartekien, S. K. Bakshi, P. K. Vatsa, Narendra Meshram and others worked hard to make the programme successful.

In this connection, it is pertinent to mention that this has been our regular agenda item in each and every Negotiating Forum, be it PNM or DC/ JCM, as also in the GM’s Conference, and nowhere such indication was given by the Railway that they are going to set up any such committee, ignoring the Organized Labour on such an important and sensitive issue.

During discussion on AIRF’s above cited PNM item on 6-7 February, 2013, you had assured us that the issue - Merger of all Permanent Way Supervisor with Jr. Engineer (P.Way) - would be resolved by the end of February.
All India Railwaymen’s Federation strongly protests this move of the Railway Board and demands that the said committee should immediately be dissolved, and the matter should be resolved in consultation with the Organized Labour, as demanded by the All India Railwaymen’s Federation.
Since there is serious resentment among the PWS Cadre on account of inordinate delay in resolving this important issue, the Board are requested to issue necessary orders to the General Managers of the Indian Railways for the merger of all Permanent Way Supervisor with Jr. Engineer(P. Way) without any loss of time, treating the matter as most urgent.

Vide Railway Board’s letter of even number dated 04.02.2011, the employees, who qualified in previous selection on cut-off date, i.e., 12.08.2002 with pre-revised qualification but could not be promoted due to non-availability of vacancies, were allowed one more chance. One more similar opportunity was granted to these employees vide Board’s letter of even number dated 12.04.2012 as the last opportunity.

Railway Board vide their letter under reference have constituted an empowered committee to finalize a mechanism for a new formula for Running Allowance without consulting with the Organized Labour.
2. However, the matter has again been considered in the PNM/AIRF Meeting, and it has again been decided to allow one more chance to the employees, who qualified in the previous selection on the cut-off date, i.e., 12.08.2002 with pre-revised qualification but could not be promoted due to nonavailability of vacancies, to appear in the selection for the post of JE in G. P. Rs. 4200 against the Intermediate Apprentices Quota.
It is quite unfortunate that, in spite of agreeing in various Negotiating Fora by the Railway Board, for improvement in the ALK as well as payment of arrears of Running Allowance w.e.f. 1.1.2006 to Running Staff, nothing has been done by the Ministry of Railways. On the other hand, to avoid the issue Railway Board have constituted a committee on the subject.
