“You must remain focused on your journey to greatness” - Les Brown
Hurray! Akwa Ibom state of Nigeria is 30 years old. Thirty is seen as the age of maturity and maturity comes with responsibility. Bible accounts of the life of our Lord Jesus reveals that He launched out into Ministry at age 30. At thirty, one is a fully grown man or woman with nowhere to hide. Thirty is the age of accountability where we begin to review achievements, redefine goals, sharpen our focus and face the responsibilities life thrusts on our shoulders. At 30, Akwa Ibom has come of age, and with this comes certain expectations. At 30, Akwa Ibom, our land of stupendous promise, is thrust with the responsibility to take charge and lead the Nigerian nation into spheres and territories previously unthought-of or unimagined. In order for Akwa Ibom to lead she has to put her house in order and be a leader herself. So, is Akwa Ibom ready? Is she competent and is she matured enough?
Thankfully, Akwa Ibom is today led by a strategic visioner, Udom Emmanuel; a man with a focus on prosperity for Akwa Ibom state and Nigeria at large. He is presently leading the nation back to industrialization; establishing industries in a bid to convert Nigeria from a consuming to a producing society. That’s not all. He is showing the way as far as the attainment of 24 hours uninterrupted power supply is concerned; demonstrating that it is not rocket science to provide uninterrupted power supply in Nigeria, and Akwa Ibom is leading the way. From the foregoing and in so many other areas which cannot be accommodated in this short piece, it is obvious that Akwa Ibom has put her house in order and is not only ready to lead, but has assumed leadership already. 30 years is a generation, so it calls for ebullient but not extravagant celebrations. We are honoured to be a part of this historic 30th anniversary of Akwa Ibom state. This is a super special edition of Dàkkádá magazine which takes us on a ‘journey to greatness.’ Look out for explosive interviews, Dàkkádá models, informative articles and stories plus much more. Enjoy it and keep a copy for the next generation.
Akwa Ibom is ready to lead the nation into the future as she had done so many times in the past including introducing the concept of statism into our lexicon the same way Dàkkádá has now been introduced; giving Nigeria her first commissioned army officer in the Late Brig. Gen. Wellington Bassey; giving the nation her first professor of Economics; giving Nigeria Dàkkádá! the highest revenue for several years from oil; and lots more.

ACCESSIBILITY Previously accessible only by land and perhaps water, Akwa Ibom is today one of very few states accessible by Land, Air and Water. The Akwa Ibom International Airport at Okobo and the Airstrip at Eket provide in routes to the state by air, while the water fronts at Oron, Itu and Ikot Abasi serve as waterways. You can access Akwa Ibom on land through Ikot Ekpene from Aba and Umuahia in Abia State; through Itu from Odukpani in Cross River State; and through Ikot Abasi from Port Harcourt in Rivers State.

COMMUTING Commercial motorcycles, locally called “Alalok,” and to a lesser extent, taxicabs used to be the basic means of intra-city commuting. Today, motorcycles are largely extinct especially in the city centres. Tricycles named “Keke NAPEP” (after the National Poverty Eradication Programme, NAPEP, of 2001) taxi-cabs and (mini) buses now ply the intra-city roads. Akwa Ibom Transport Company was one of the first state transport companies floated in the country. The ripple effect of this has been the influx of every major transport service provider in the country to Akwa Ibom.

EDUCATION Akwa Ibom has remained one of the country’s educational bedrock with long-standing institutions of repute like Methodist Boys High School founded in 1905; Etinan Institute in 1915; Holy Family College, Abak, in 1942; Cornelia Connelly College, Afaha Oku, in 1944; Union Secondary School, Ibiaku, in 1948; as well as Maritime Academy, Oron established in 1977. The creation of Akwa Ibom instigated a massive increment in schools enrolment. Effectively, Akwa Ibom now has about 1160 public Primary Schools; 700 Private Nursery/Primary schools; 300 Private Secondary Schools; 241 public Secondary Schools, Technical Colleges/Special Education Centre; and about 10 Tertiary Institutions. Many Professional and vocational Training courses and programmes, hitherto undertaken outside the state are available in Akwa Ibom, and are now more of a weekly exercise within the state.

ENTREPRENEURSHIP A new entrepreneurial wave has overwhelmed the state, propelled by Dakkada (a reorientation initiative of the state government) and catalyzed by the immense human potentials in the State. Young men and women are now proud owners of business outfits cutting across manufacturing, ICT, tourism & hospitality, event management, beauty care & Fashion, culinary services, groceries etc.
INDUSTRIES A combination of factors including a fluctuating national economy, mismanagement and unstable policies over the years left industries like Sunshine Batteries Ltd., Qua Steel Ltd., Quality Ceramics Ltd., Asbesonit Ltd., and Nigerian Newsprint Manufacturing Company (NNMC) comatose. The revival of Akwa Ibom’s industrial landscape leading up to the revitalization of dead and ailing industries and establishment of new ones has been the preoccupation of the State government, especially in the last two years. Through sound policies and a friendly investment environment, today Akwa Ibom can boast of Nigeria’s First syringe factory and Nigeria’s first pencil factory, an electricity metering solution industry, amongst other budding industries.

HOSPITALITY, ENTERTAINMENT & LEISURE Once a pedestrian State, Akwa Ibom has today become the preferred destination for holidays, national and international events, meetings and conferences, including Senate Retreats, National team football matches, etc.

INFORMATION AND COMMUNICATION Evolving from NITEL’s 085- code on the national telephony map, Akwa Ibom became one of the first states where GSM rolled out in 2001. From the State-owned AKBC Radio and Television stations, four private radio stations have sprung up making the state one of the most vibrant in the electronic media space. Print media has evolved too. The State-owned Pioneer Newspaper has from a weekly now has three weekly editions while at least 15 newspapers now hit the stands regularly. Occasioned by its extensive availability, Akwa Ibom is one of the country’s biggest users of the internet, and by extension, Social media.
POPULATION The population of Akwa Ibomites resident in the state is now almost double since creation. Figures from the last census in 2006 put the state’s population at 3.9 million. The population was estimated to be 6.3 million a decade later in 2016.
POWER Some parts of the state which had been in perpetual darkness in years past have progressively been illuminated due to constant investment in the improvement of power generation and supply. The result is well over 87% electricity coverage in Akwa Ibom. The State owned power plant also supplies power to the national grid.

SECURITY A sprinkle of police stations and an army barracks was all that the state had then. Today there are 37 divisions of the Police in the State, a Police Post on every Major Street, as well as Special Tasks, Surveillance and Emergency Response Squads. Increased security is also palpable with the establishment of new Army formations in the State.
SPORTS & RECREATION Serial winners like Vincent Enyeama, Sam Peters, Aniefiok Udobong, Aniekeme Etim, as well as professionals like Paul Bassey and Colin Udoh, are testament to Akwa Ibom’s very productive sports sector which is consistently improving. Today, most Local Government Councils in the State can today boast of at least one township stadium, which when added to the magnificent Godswill Akpabio International Stadium and impending sports facilities in each of the 10 Federal constituencies, will ensure sustained discovery of sporting talents.
ROAD INFRASTRUCTURE Infrastructure renaissance in Akwa Ibom has resulted in one of the best road networks – in quality and quantity – nationwide. All Local Government Councils are interlinked by roads of very high standard, just as various previously inaccessible areas are now motorable. Today the focus on road construction has gone beyond just for purposes of commuting; economic viability is also a major yardstick in the opening of new roads.
TOURISM Being part of what was hitherto the country’s backwoods despite also being one of the significant regions of the country’s socio-cultural and political progression, Akwa Ibom has evolved naturally to become a tourist haven, housing relics of historical and touristic relevance.
16
WORKFORCE Known for a sense of duty, a massive workforce returned home at creation to build one of the largest and most vibrant Civil Service systems in the country. The youthful working population in Akwa Ibom is very skilled, willing and enterprising; virtues integrated, imbued and strengthened over the last 30 years.

WOMEN Akwa Ibom women have stepped out and are now exceling alongside the menfolk, in every facet of human endeavour led by Her Excellency, the wife of the Governor, Mrs. Martha Udom Emmanuel.

COVER STORY

ARISE!
Let’s build T the future together
he Akwa Ibom story began perhaps inadvertently with the founding of Ibibio Union, a progressive cultural association, to better the lot of the generic Ibibio nation (people of Ikot Ekpene, Uyo, Eket, Itu, Abak and Ikot Abasi Divisions of old Calabar Province) in April 1928. When agitation for the creation of a separate State by various minority ethnic groups in the former Eastern Region proliferated in the early 1950s, the association which had by 1948 metamorphosed to ‘Ibibio State Union’ became a tool for the pursuance of this cause of state creation.
By Imo-owo Mbede
The agitation for a State was an arduous quest for the founding fathers. It was exasperating when the Federal Government embarked on state creation twice in 1967 and 1976., but the founding fathers remained unrelenting, nonetheless. Then suddenly, the administration of General Ibrahim Babangida conceded to the “genuine, consistent and lawfully pursued” request of the people, and created Akwa Ibom State from old Cross River State on the 23rd day of September in 1987. Fast-forward to 2017 and Akwa Ibom celebrates the 30th anniversary of her creation. 19
A 30th anniversary is special. In Biblical times, the age of 30 was often that of major breakthroughs; a milestone when certain individuals came into the limelight or attained greatness. Joseph became a Prime Minister in Egypt at age 30; Saul became the first king of Israel at the age of 30 while David succeeded him at the same age. Even more significantly, our Lord Jesus Christ started his ministry when he turned 30 years. This age can therefore be seen as heralding maturity and definition of purpose. According to General Ibrahim Babangida, Akwa Ibom – the Land of Promise – was created to be “a model for other States to emulate.” The 30 years after her historic creation that Thursday evening have beheld a progressive nurturing of a model state to its predestined greatness.
remote communities, it was necessary to open up new centres of development. This culminated in the creation of new local government areas in 1989, 1990 and 1996, to bring the number to 31 today.
Taking off on a 10-Local Government Area structure in a region which was at best the boondocks of the country having more people tucked away in President Ibrahim Babangida during his maiden visit to the state.

Akwa Ibom overcame the developmental challenges of bedding in a new state and government, and evolved to become one of the country’s top revenue earners. Skirmishes with the Federal Government over resource control injustices yielded increased revenue which facilitated, among many other achievements, an “uncommon” infrastructural renaissance in the state. Hitherto rural areas have become accessible and habitable cities through the provision of quality infrastructure like roads; standard residential, educational and health facilities; power, security and telecommunication facilities; most of which were absent at creation. And so from the backwaters of physical underdevelopment, Akwa Ibom has transmuted to a choice metropolitan, commercial and tourism destination. The state now boasts an International Airport (with West Africa’s first Maintenance Repair and Overhaul (MRO) facility under construction), an independent Electric Power plant (which currently supplies power to the national grid), Five-star Hotels, an Olympic-size Stadium, while an Industrial City housing a Seaport is in the works. 30 years ago, this was all phantasm. 22
Akwa Ibom is the only state in the country with an entry in the World record books
Meanwhile, as home to some of the country’s best and long-standing educational institutions, Akwa Ibom has transcended from merely a citadel of education to an embodiment of sustained academic exploits, with global success stories aplenty. Yet, innumerable federal, state and private-owned institutions at all levels continue to sprout across the state. Commitment to improved healthcare, fuelled by the predilection for a healthy citizenry, has birthed some of the best Specialist and Teaching Hospitals in the region, amongst numerous other health institutions. With the establishment of Nigeria’s first syringe factory (only Africa’s second), Akwa Ibom is indeed a destination for medical tourism.
from the backwaters of underdevelopment, Akwa Ibom has transmuted to a choice metropolitan destination
From the tag of a ‘civil service state’, Akwa Ibom has reverted to its status as one of Africa’s most fertile investment and industrial hubs. Optimal utilization of copious resources and investment promotion towards the obliteration of unemployment is palpable in an agricultural, industrial and entrepreneurial revival. From redundancy, timidity and servitude, there has been an emancipation of the Akwa Ibom psyche. Concerted efforts at eschewing mediocrity and underachievement – like the detribalized ‘Ubom Noah’ philosophy and the Ethical and Attitudinal Reorientation Programme of yore, as well as the ‘Dàkkádá Initiative’ of contemporary times – have resulted in widespread expressions of intrinsic excellence nationally and internationally. Akwa Ibom today has an impressive roll-call of individual and collective achievements while radiating productivity. A very competitive labour market has reawakened the virtues of accountability, punctuality and affinity for legitimate hard work in the workforce. Akwa Ibom is leading the country’s drive towards sufficiency in power supply
23
Akwa Ibom has some of the best hospitals in the southern region of the country like the Ibom Specialist Hospital in Uyo
Akwa Ibom’s 30-year journey so far has been propelled largely by continuous utilitarian leadership. The Akwa Ibom ship has been steered on this voyage by several pragmatic leaders – military and civilian, indigene and nonindigene. From Tunde Ogbeha and Godwin Abbe (both Army Colonels) to Idongesit Nkanga (an Airforce Officer), the baton was passed to the first democratically elected Governor, Akpan Isemin (an Economist, now deceased). Yakubu Bako, (another Army officer) was the next substantial military administrator when he replaced Police Commissioner Pius Ahonkai (who acted in an interim capacity for nearly a month). Joseph Adeusi (the first naval officer to administer the State) took over from Bako and was succeeded by John Ebiye (an Airforce officer) who anchored the transition from military to the ongoing democratic era. Victor Attah (an architect of international repute) took over as the second democratically elected Governor and passed it on to Godswill Akpabio (a lawyer), the third to be so elected. Udom Emmanuel (a renowned accountant) emerged the fourth democratic Governor and currently leads the state in its 18th year of uninterrupted civilian governance.
24
The achievements of Governors Victor Attah, Udom Emmanuel and Godswill Akpabio and others are proof of Akwa Ibom’s utilitarian leadership over the years
Fuelled by the vision of the founding fathers, the cumulative contributions of past and present leaders, as well as the supportive spirit of the people, Akwa Ibom has – by unanimous consensus – exceeded expectations these past 30 years of statehood. On this evidence, an even greater future for Akwa Ibom is assured. The realization of this greater future, however, comes with a responsibility to push the frontiers of her all-round development even further. This responsibility is the birthright of every Akwa Ibom son and daughter – young and old, at home and abroad. And so as the celebratory trumpets, cymbals and drums are rolled out to mark the third decade of the state’s existence, the melody emanating therefrom calls out to all and sundry to arise, and join hands to build an even greater future for Akwa Ibom; that her greatness – being a journey rather than a destination – may be immutable. Our Leaders Past
Akwa Ibom has from birth been governed by men who were dedicated to leaving a mark. Col. Jonathan Tunde Ogbeha, Col. Godwin Osagie Abbe, Wing Commander Idongesit Nkanga, Lt. Col. Yakubu Bako, Navy Captain Joseph Adeusi (now deceased) and Group Captain John Ebiye, held the reins during the Military era, while Obong Akpan Isemin (now deceased), Obong (Arc.) Victor Attah, Chief Godswill Obot Akpabio and now Mr Udom Emmanuel have been democratically elected civilian Governors. Dàkkádá spoke with the former Governors and brings you excerpts, as they bared their minds on sundry issues about the State...

Godwin Abbe Second Military Administrator of Akwa Ibom State (31 July 1988 – 5 September 1990)

25 years ago, you were given an assignment in Akwa Ibom State. What did you meet on arrival? As you know, the state was created out of necessity by President Ibrahim Babangida. Whether deliberate or inadvertent, it was clear that the people of that part of the country were shortchanged and so it was reasoned that creating the state would bring government closer to the people and accelerate the development of that part. My predecessor, Col. Tunde Ogbeha, had started a lot of planning. So I settled down to prioritize, study his thoughts, with the inputs of the people. What has been the difference, between when you finished your assignment and the last time you were in Akwa Ibom? I visited Akwa Ibom last, about a year ago, I can say the difference is astronomical. I missed my way because the whole place had developed completely (laughter).
You have served in various leadership capacities in the country; what is your word of advice to the younger generation of leaders? The moment and individual finds himself in a leadership position, he should give gratitude to God and be conscious that nothing lasts forever. He should know that only what he does – good or bad – is what he will be remembered for. Because you have a date with history, you best bet is to give your best. Have you heard about the Dàkkádá Philosophy of the Akwa Ibom State Government? Yes. It is a clarion call for the people of Akwa Ibom State to rise and take their destiny in their own hands. It is a historic movement that encourages every Akwa Ibomite to contribute towards the development of the state without waiting to be prodded. I think Dakkada should be sustained. I think Governor Udom Emmanuel is leading a renaissance and reawakening of the people and should be commended for the steps he has taken so far. He is a can-do leader with immense capacity; from his utterances and activities.
Are you satisfied with the level of development? First, I am very, very satisfied with the level of development of the state. In all modesty, Akwa Ibom can be adjudged to be way ahead of so many states in the country – even the older ones. This is because Akwa Ibom will be 30 years on September 23rd; Akwa Ibom is peculiar and has enjoyed the benefit of what is your message to Akwa Ibom? continuity of service by successive leaders. Thirty years is an opportunity to give gratitude to God that the state has continued to move forward in So much happened in your time as Governor; leaps and bounds. 30 years after creation, what can you say about Akwa Ibom State? We have had tremendous change. We have seen changes in infrastructure, progress in human capital; in fact there is hardly any sector that hasn’t had progress - maybe some more than others. There has been tremendous progress in 30 years of statehood. In these 30 years, has Akwa Ibom gotten to where she should be? In terms of where it should be, I think we have been able – under the circumstances we find ourselves – to get there. If we are considering factors which impact on the state, like national policies, the revenue available to the state, etc., and put these on a balance, I think we have gotten to where we should be. These circumstances notwithstanding, how has Akwa Ibom developed in relation to Nigeria? I think the rate of development in Akwa Ibom has been faster than Nigeria’s. I believe Nigeria has been dragging Akwa Ibom back because you cannot go beyond the national laws, despite the fact that we have shown the capacity to. We pray Nigeria moves faster so Akwa Ibom can improve further. Looking back at your time as Governor, is there anything you had wanted to do that you didn’t do for whatever reason? When I came in, the state was just two to three years old and was, more or less, an overgrown village. So everything became a priority, and when you are constrained by time and resources, it becomes even more difficult to do all you would have wanted to do. But within the time we had, we were able to touch areas we felt were important to the advancement of the state. Some may not have manifested then, but I’m happy we laid some form of foundation. For example in education, because we saw that it will be difficult for the state to development without education.
the College of Education up. Other things like rural electrification also gave me joy, when you see the happiness on the faces of the people. Those were my selfish joys (laughter). If you had the opportunity to be governor again, what would you do differently? I would continue to build on where previous administrations would have stopped. I would simply come in, see what has been done and expand it. As somebody who knows the intricacies of Governance, what is your assessment of Governor Udom Emmanuel? He has done excellently well. You see a lot of people may not understand what he is doing. It is when he leaves that people will get to see what he is doing. I see his administration as being methodical. He did not go into gigantic industries like refineries, he is starting the smaller ones, like China started. He is also doing quite a lot in agriculture being that we cannot continue to depend solely on oil. On a scale of 1 to 10, I would give him 9, and keep the remaining 1 so he could do some more (laughter) and not relax. What do you consider the greatest asset of the Akwa Ibom people? I think it is perseverance, a hardworking mentality and the wide array of talents. You’re a father figure to Akwa Ibom. What would be your word of advice to the younger generation, especially those in position of leadership? To start with, the ability to lead is not totally dependent on age. Look at the responsibility before you and assume the age that can handle that level of responsibility.
Do you think Akwa Ibom youths have the capability to take up this responsibility? So what would you consider your most significant They have the tools, like technology, which is even better now that it was then. It is just to develop a achievement? I think the area that I had the greatest joy, and it may sense of responsibility with love for their land and not have been a great achievement, was education. people, and they can do better than we did in the past. I realized that our shortfall was the lack of tertiary institutions, yet we were classified as “educationally Your advice to Akwa Ibom people... advantaged”, and our children were denied I plead with Akwa Ibom people, let us show love to opportunities in institutions elsewhere. We were able ourselves in justice. If we do this, the sky will not even to bring the Federal University, the Polytechnic, and be the limit; we can go beyond the skies. 35

Between when you were Governor and today, have there been changes? Have the changes, if any, been positive or negative? From my time to now there have been a lot of very positive changes. Akwa Ibom has been truly transformed. Uyo, for example, has been transformed from a glorified Local Government Headquarters to a State Capital. Akwa Ibom is now the place to go. Unlike before, it’s now a case of, “there is a conference, let’s go to Akwa Ibom. There is a football match, let’s take it to Akwa Ibom”. Akwa Ibom has now become a destination. The country too has made some progress within this time. Has this positive change you talk about been at par with the rate of progress in the country? I think Akwa Ibom is moving very fast. Akwa Ibom state has overtaken some older states in terms of development – and not only physical development, but also in human development. If the country was improving at the rate which Akwa Ibom has improved, I think we would have a far better country.
Governor Udom Emmanuel is also towing the same line. He has not abandoned any project saying it is “Godswill Akpabio’s project.” He has ensured to complete everything that was left uncompleted. So what is your assessment of Mr Udom Emmanuel? Fantastic! He is doing a good job, and not just in physical development. He is creating job, industries are coming up, crime is reduced and Akwa Ibom is the most peaceful state in Nigeria. And he is doing all this with a genuine heart. You can tell when a man is genuinely committed to doing a good thing; it just shows. He is carrying people along and he is not a ruler, but a leader.
You have lived amongst Akwa Ibom people for at least two and half years; what are the standout attributes of the Akwa Ibom people? One thing you cannot take away from the Akwa Ibom people is hospitality. They are always ready to welcome and treat visitors very well, and that is evident in the influx of guests to Akwa Ibom, like I mentioned earlier. Luckily, one bad habit I observed in the state, which is What would you say is responsible for these “PHD,” “Pull Him Down” syndrome, is fast dying down. When I came it was very rampant but now nobody positive changes? The leadership of the State. When I came in, I promised is pulling anyone down; everyone has now Dàkkádá to leave Akwa Ibom better than I met it and I tried and thinking, “what can I do make the state move to live up to the promise. Every other Governor has forward?’ also contributed to the progress we have today. I will give you one funny example. I was booed when the Whats your advice for Akwa Ibom state at 30, Sani Abacha Specialist Hospital (now University of especially the youths? Uyo Teaching Hospital) was commissioned because Akwa Ibom is not yet at 100%. The way forward is to many people considered it a white elephant project, identify those areas of weakness and rectify them. building an empty hospital. But I got Mobil to donate The youth should concentrate on what they can do some equipment and that was how it took off. Today, to contribute to the growth of the state. They should University of Uyo Teaching Hospital is one of the best think, “what can I do to be recognized in the state?” Once they think this way, they will have a competitive in the South-South, if not the best. spirit which will be for the good of the state. Also, the continuity in Government has also contributed to the positive changes. During my regime, What would you do differently if you are Governor we managed to develop the golf course on a plot of again? land that Idongesit Nkanga had acquired years before When I was Governor, I paid attention to Health. If I for that purpose. The golf course was maintained by were to come back, I would look at education. Between when you were Governor and now, what difference has there been in Akwa Ibom? After giving birth to several children, you cannot expect a woman to remain the same. From my time as Governor till now, it is only natural that development will take place. Since handing over, I always meet with some new improvement every time I come to Akwa Ibom State. So, of course there have been a lot of changes and I am really happy to be associated with it.
As someone who has occupied the seat of governance, how would you assess the current Governor of the state? There is something unique about the current Governor. We used to know Akwa Ibom during the military regimes as a Civil Service state, but the present Governor is changing that. Don’t forget that he came during the recession, so for him to use the little money available to him to industrialize the state is very highly commendable. In view of these improvement has Akwa Ibom, in I think he is on the right track and we are proud of him. 30 years, developed at the pace it should? I, personally, am proud of him because he talks less From the period of its creation, if you are to compare and does more. with some other states, I think Akwa Ibom has developed faster. These are so many improvements As a former Governor, what fatherly word of that have made Akwa Ibom to be better off than advice would you give to the people, especially most other states in the country. This is a state whose the youths? citizens used to go to Calabar to take flights but now The age of youth is difficult to define these days people from Abia and neighbouring states are now (laughter). I would advise the youth to cooperate with coming to fly from Uyo. There was a time Akwa Ibom the Government. They should study the way things indigenes were seen as being only good as house work so that when it gets to their time, they will not helps, but there has been a turn around. Relatively be found wanting. I think the growth rate of AKwa Ibom is one of the fastest in the country. If you had the opportunity to return as Governor, what is it that you would do now that you didn’t What are the most striking attributes of the Akwa do then? Ibom people? The scenario as a Military Governor is quite different The people are friendly and very accommodating. from that of the democratically elected Governor. Hardly does a month pass without the state hosting Maybe that’s why some of our former heads of state a major event. The Akwa Ibomite is a hardworking who became presidents in the democratic era have person who is ever ready to improve, given the had some problems. The settings, the environment opportunity. From whichever part of the state, the and the tasks are not the same. I won’t be able people work hard to improve themselves. These are to assess it appropriately because as an elected some of the attributes that make Akwa Ibom tick. Governor, the most difficult set of people to deal with are your brothers and sisters, since they already know you inside out. This is a political setting so it is a little more difficult. What is your message for Akwa Ibom State at 30? At 30 we should expect to see a break from the youthful age to adulthood in all areas.
39
Obong (Arc.)
Victor Attah Second Civilian Governor of Akwa Ibom State (May 29, 1999 – May 29, 2007)
40
In your 8 years as Governor, what were your most significant achievements? When we came in I invited the people and said to them “come, let us build together,” it was because we had a philosophy, we had a vision. My government was to develop a vision for the growth of this state. It’s difficult to pin-point what were my most significant achievements because Akwa Ibom has really been transformed from a village to the thriving metropolis that it is. 30 years after creation, how far have we come as a state? I’ll make a very blunt statement so you’ll know where I’m coming from. Today, I believe that Akwa Ibom would be comparable to Lahore, if not Silicon Valley, producing software for enterprises all over the world; incubating new ideas and new technologies if we had pursued that vision of the science park. Today, I believe also that we would have been the maintenance hub for all the aircrafts in the West African sub-region, just as Ethiopia is for the East, and South Africa is for Southern Africa. Today I believe also that we would have been the transshipment port for all of the West African subregion if we had that natural deep-water port at Ibaka.
What will be your suggestions to government? It would be to open up the Government a little bit better and acknowledge the fact that there are people out there who have ideas that can help the government. If you had the opportunity to be in the driving seat of the state one more time, what would you do differently? I would certainly try to do more people-oriented projects. When I talk about people-oriented projects, let me give it to you in the simplest terms. You see the Ibom Plaza, people used to gather around the big TV screens especially when there were football matches. We had that before Lagos started putting up those big viewing centres. Look at the number of photographers lined up in that place now. You go beyond that to determine what type of industries would thrive.
Away from the Government, what is your opinion about the Akwa Ibom person? What are his strengths? The Akwa Ibom person has a lot of strengths, there’s no denying that. The strength of the Akwa Ibom person is very innate. We really are quite industrious. Our people are prepared to work. The people are very productive and we are proud to be self-employed. We But Akwa Ibom is today known for the golf course and have a lot of enterprise in us. But I will admit, we are the Le Meridien Hotel. That Golf course was opened not a very confrontational people – and I thank God by the trio of Retief Goosen of South Africa, Nancy for that - but people have taken advantage of that. Lopez of America and Colin Montgomerie of Britain. The golf course is known internationally. What is your view of Dàkkádá ? I want to say that my government developed a vision I feel proud and happy about Dàkkádá. You’ll for the growth of this state, and if followed through, remember that under me, we had something called everyone would be envious of Akwa Ibom. And I mean Ethical and Attitudinal Reorientation Commission that seriously. (EARCOM). We taught people proper work ethic and even simple things like saying, “Please,” “Thank you,” In respect to some of the projects you mentioned, and “Sorry.” And I believe that Dàkkádá is like the next it is public knowledge that there are bureaucratic step beyond that, and I’m happy for that. and regulatory issues at the federal level slowing down their execution… Akwa Ibom is 30 years this year. Chief
Godswill Akpabio Third Civilian Governor of Akwa Ibom State (May 29, 2007 – May 29, 2015)
42
Looking back at your years as Governor, what would you consider as your most significant achievement? I think my greatest achievement is that I was able to foster a synergy between God and governance. We handed over all intentions and supposition of Government to God, for the peace and progress of our people, making out time every single day to pray for the state. We ended the year by doing the only thing that God sent us to the world to do – we assembled the largest group of carol singers every Christmas to herald the birth of Jesus Christ because the reason for God’s creation was for man to praise God. Our firm belief is that where human strength stops is where God’s strength starts; so liaising with God and allowing him to lead the state resulted in the too numerous benefits seen between 2007 and 2015 which showed that indeed, that Government can work. What would you have liked to do that time did not permit? I wanted all the major roads leading into Akwa Ibom to be dualized. The one from Abak to Ekparakwa to Ikot Abasi linking the East-West Road is one; then we would have partnered with the Federal Government to dualize from Ikot Ekpene all the way to Aba. I would have loved to have a major market in Akwa Ibom where people come in for trade, and also to birth industries which the current administration is doing so well. I am happy that we had a good successor who is carrying on with any work that we had left behind. 30 years is an age of maturity. Has Akwa Ibom attained maturity? Is there anything missing in the state’s development? I believe strongly that at 30 years, Akwa Ibom has come of age, and so I congratulate our founding fathers and all who fought for the creation of the State. I particularly congratulate General Ibrahim Babangida who found it necessary to create Akwa Ibom State. I thank all past leaders who contributed their quota towards building Akwa Ibom to where we are today. The journey to 30 years has not been easy but we have made a lot of progress. Where we are now, is not where we were yesterday, so I would say yes, we have matured. However, we need to invest more in education and of course, commerce.
Gabriel Emmanuel is an intellectual. In a period of recession, he has managed the resources of the state very well; I also believe strongly he has the focus and determination to turn things around. I want Akwa Ibom people to pray for him and give him all the support. I see him moving the state from where we left it to another level. How would you describe the Akwa Ibom person? What are his major attributes? The Akwa Ibom person is an interesting and amazing character who is very intelligent and has great love for God. Akwa Ibom people are not only intelligent, but they are also very honest, very appreciative of good things, and are also well sought after for their skills and intellect all over the world. They are very industrious and so are development-oriented. The mental psyche of timidity is totally gone and the Akwa Ibom person is now a very confident person. I am proud of my people. What is your view of the Dàkkádá Philosophy? Let me thank the Governor for propounding the Dàkkádá Initiative. The Akwa Ibom child, being made of sterner stuff, has the capacity and capability to bring about a renaissance in Nigeria because traditionally we have known for excellence and for coming first. Our youths should be encouraged to sustain this position in the world at large. I believe strongly that the Dàkkádá Initiative will definitely encourage them in this direction and inspire them to even greater heights. I must also specially thank the Dàkkádá crew for the great job you guys are doing. As a “father” of the state, what is your message to your “children”? To Akwa Ibom people at 30, let’s continue to love and show appreciation to God for the journey so far, so that God will continue to pour his blessings on us. You did not choose where you are born into; it was chosen by God for you. So, do not embrace tribalism. Try to bond together and be a united state so that people can have respect for us as the fourth largest ethnic group in Nigeria. Let us put our faith in God and not in Man because God is the author and finisher of every good thing on earth.
Thank you very much, distinguished Senator, for your How would you describe the man who succeeded you? time. God has a hand in the affairs of men and because we Thank you too and God bless you. dedicated the State to God Almighty, He guided us to bring in a successor in very difficult times. My
Story Mr. Michael Ojibokun Businessman, USA I still remember the first time I visited Uyo to attend the annual ‘9999’ Carol Night Service (now Akwa Ibom Christmas Carols Festival). After that, I promised to definitely come back to Akwa Ibom. Having visited a couple of times since then, Akwa Ibom is a state I love very much. We need to reverse the mindset that people need to holiday in Dubai, London, or even the United States when we have a lot to offer here. When we talk about tourism, you need to get away from the mentality that it has to be big projects. What does the average tourist want? Security, clean accommodation, good food, interesting and nice people; Akwa Ibom state has them all. The first thing that strikes you on arrival is how green this state is, I mean it’s a very blessed state. Uyo is one of the best kept cities in Nigeria. I can’t say enough about the quality roads here; very wide, very smooth. This is a beautiful state. Each time I come to Akwa Ibom, I leave with a smile; the simplicity of the people, their love for other people, the environment. The people are very accommodating and go the extra mile to be pleasant. It’s one of the few places people where don’t deal with you on the basis of where you come from. I don’t know how they do it, but I think it may have to do with the culture of the people - they are just naturally receptive. I’ve been visiting Akwa Ibom for the last 5 years consistently. The African warmth is present here. It’s what you feel when you’re taking a stroll, walking through the lush green vegetation. That’s the essence of (coming home to) Africa. And there is the food; especially the incomparable fisherman soup! Akwa Ibom is a growing state with its best years still ahead of it. I see myself buying a land here sometime, and getting involved in Agriculture. 57
Dr. Victor Oladokun Host, The 700 Club
I’m Dr. Victor Oladokun from the United States of America. It’s a wonderful joy to be here in Uyo, Akwa Ibom State. This is the first time that I have been back in a very long time; after about 24 years, I believe… and I must admit that I have actually been mesmerized by the remarkable changes that have taken place here in your state. It’s like a totally different place altogether now.
Dr. Marcel Ofomata CEO, Amaecom Global Limited I am from Isuofia, Aguata Local Government Area of Anambra State. I came to Uyo along with my elder brother when it was under the then Cross River State. Soon after I finished my Secondary Education at Government Secondary School, Afaha Eket, I started business selling Motorcycle spare parts and later Motorcycles in a single Room Store in Uyo. I used part of the profits from the spare parts business in funding my tertiary education, at the Akwa Ibom State Polytechnic and later, Abia State University. After graduation, I worked briefly with ExxonMobil at Eket and the defunct Standard Trust Bank. I left the banking job to launch my company AMAECOM GLOBAL LIMITED when I discovered that Akwa Ibom State was very fertile for business. My business model was designed to ensure that the citizens, no matter their income level, are able to purchase products and make payments on a mutually friendly and beneficial installment plan. We went on to set up the first Foam Factory in Uyo. With every sense of modesty, I can say authoritatively that Akwa Ibom state is very fertile for business and the government and her policies encourage economic development. Akwa Ibom people are very friendly, accommodating and worthy of trust in business dealings and I welcome intending investors. Today by the grace of God, I am the President of the Foremost Entrepreneurs’ Organization (EO) in Abuja and this would not have been possible without the support we received from the Akwa Ibom people during our formative days. I want to use this medium to sincerely thank all the Akwa Ibom people, and all others who have played significant roles in our continuous ascendancy. 58
Rev. (Dr.) Uma Ukpai Uma Ukpai Theological College In 1972 I was employed by one Engr. Ekpo who owned an electric Company that had the contract for the electrification of the whole of Cross River state, part of which is now Akwa Ibom. The company had money and we were well-paid. However, God asked me to resign and live in Uyo. I had been getting invitations to speak at meetings in Uyo so during one of those meetings, it threatened to rain. So I told the crowd that if God called me to preach here, he would stop the rain now and instantly the rain stopped. The day I finally packed my things to move to Uyo, I met a man at the motor-park (I didn’t know him before) who said that God instructed him to wait at the park for me and lead me to an accommodation he had kept for me. Three days later, a woman saw me and told me that God asked her to give me 3 plots of land. The small boy I was then, what was I going to do with 3 plots of land? A lady pharmacist saw me and told me that God asked her to buy me a car. She gave me a Union Bank cheque to buy a car. I was not yet quite a month and all these favour followed me. We started holding ‘Greater Uyo for Christ’ every month; praying and asking God to turn this place to a great place. I prayed to God that if he sent me here, he should turn it into a great place. Everywhere we went people met us and said God asked them to give us money, food items. I was once called to pray for a little boy who was crippled after which he walked. The Governor at the time wanted to meet me. We held the first Ukanafun Local Government Area Crusade. The miracles were so many that they said I was a magician. God then directed me to take this programme to all the Local Government Areas. The Governor sent for me and issued me a plot of land to be paid for over 20 years, saying that because I led him to Christ, he can’t be Governor of a state and allow me remain anybody’s tenant. Somebody called and said God asked him to give me a large sum of money for my sons (in the Lord) who want to build churches). Another said he was instructed to give me 10million Naira per year and that he has already paid it for 3 years into my account. Another sent me four jeeps after the largest pharmaceutical company in the world made him a distributor. Another sent me a jeep from Malaysia. Why God choose Uyo, I don’t know. The prayer investment we made in Uyo is what has helped take Uyo to where it is today. I have seen the impossible since I came here. It has been a story of miracle after miracle. We have seen God do the impossible. 59

Akwa Ibom State’s infrastructural landscape continues to expand across all sectors. Electric power supply continues to be pursued intensely resulting in the attainment and sustenance of an unprecedented 18 to 20 hours of power supply daily. This has been possible through the establishment of several new state-of-the-art electricity injection substations in addition to over 600 new transformers earlier distributed to various communities, across the state.

Work in progress inside Jubilee Syringe factory
Akwa Ibom State is crooning triumphantly in the booming airways of economic development and selfreliance through Industrialization as Governor Udom Emmanuel passionately translates his vision into concrete reality. One of these realities is the berthing of the Jubilee Syringe Manufacturing Company Limited, attracted to the State through the governor’s Foreign Direct Investment Initiative. Located on an 8,000 square meter of land area in Onna Local Government Area, Jubilee Syringe is a public-private partnership firm owned by a Turkishborn businessman and investor, Mr Onur Kumral. For Mr Onur Kumral, whose investments span over 17 countries of the world, Akwa Ibom has good development policies and adequate security.
Therefore, aside making a profit, the company – the first manufacturer of disposable Syringes in the whole of West Africa with the capacity of manufacturing Four Hundred Million syringes per year – aims to help stabilize the nation’s economy as it will literarily inject economic life into Akwa Ibom State without any feeling of pains.
machinery needed to start the production of syringes is in place. Eight Production lines have been installed preparatory to the take-off of the project which will manufacture 48 Syringes every 10 seconds. Through the Governor’s assistance 12 sons and daughters of the state were sent to Istanbul, Turkey, for training in key areas of the project including the operation of Injection Moulding Machines, Maintenance of Moulds and Quality Control and are expected as breeders to several thousands more. Jubilee Syringe Company will create new jobs and stimulate the growth of the country’s economy. During his inspection visit to the factory in May this year, a visibly impressed Governor Udom Emmanuel had assured Akwa Ibom people that more industries will be established in the state to engender job opportunities and stimulate the economy. Mr Emmanuel promised that he will continue to harness his connections in the international community to bring in genuine investors to the state, maintaining that the Syringe company is not owned by the state government, as it is entirely a Public Private Partnership (PPP) arrangement. Apart from providing security and land for the business, the state government is ready with a 2 x 60KVA power sub-station that will provide 24hour daily power supply to five local governments, including the host community of the syringe company. It has also building a 29-kilometre dualised road from the factory location in Onna to Etinan main town, which the government is also connecting to Uyo the state capital, via a 25-kilometre dual expressway. At the other end, the Syringe Company also links with the East West Road and connects with the 19.5 kilometre Eket – Ibeno dual carriage way constructed for unfettered access to the locations of multinational oil and gas firms in the state.

AKWA IBOM: DIVERSIFYING THE ECONOMY By Louis Udom
Akwa Ibom state is endowed with enormous human and natural resources that could be utilized to grow the economy. Unfortunately, due to years of near total reliance on petrodollar in monthly federal allocations, successive administrations have not broken new grounds for alternative sources of revenue. Available indices have shown that continuous dependence on oil revenue may spell doom for the country’s economy vis-avis that of the state, in the near future. 84
The reason is simple. The demand for oil looks to crumble as developed countries of the world have set targets to ban petrol-powered cars in favour of vehicles powered by solar energy. Norway has fixed 2025, while Germany, Belgium, Switzerland and Netherlands are considering a phase out of petrol powered cars by 2030. France is set to ban all Petrol and diesel vehicles in 2040 while new petrol and diesel cars will be banned the same year in Britain. The planned switch to the eco-friendly solar-propelled cars, according to them, is a response to climate change.
It is explicable that the present administration’s commitment to the total rehabilitation of the power sector is informed by its desire to create alternative sources of earning which would remain a mirage without a dependable source of power. The fact that electricity transmission is the exclusive preserve of the federal government notwithstanding, the state has ventured into that sector with positive result to show.
Coconut oil is another source of foreign exchange, hence the massive cultivation of coconut in Akwa Ibom.
Plans are underway to ensure that the whole state is boosted with improved power supply. Two Injection Sub-stations in Uyo and Mkpat Enin Local Government Areas are today providing inhabitants of these areas between 18-20 hours of power supply daily. With these and similar steps, the state government has taken a monumental leap towards diversification of the economy thereby providing alternative sources of revenue to the state. This process of diversification is firmly rooted on careful analysis of what is best for Akwa Ibom government an d people at this time of their development and in the future.
What is about to happen is evolutionary. The nature of the world as a whole is altered with age, meaning that everything must pass through successive phases, as nothing remains forever what it was. That is the inevitable situation awaiting petroleum products. It is therefore a bold step to forestall the potential threat to the state economy that the State government, with Udom Emmanuel as the arrowhead, is aggressively exploring the abundant natural potentials to create alternative sources of revenue. For instance, government is embarking on the construction of a coconut oil refinery in the state, for the production of industrial concentrates used across the world for several manufacturing activities. When operational, coconut oil, sold for $1,690 per metric ton in the world market as at July 2017, will be a cardinal source of foreign exchange earnings for the state. In the same vein, government is targeting 8,000 hectares of Cocoa plantation in three years. Cocoa bean is a money spinner in the global market and the state’s commitment to producing in commercial quantity is a bold step in the right direction.
Akwa Ibom is embarking on a special cocoa production scheme owing to its high value in the international market
Similarly, the Syringe factory in the state with production capacity of about 400 million syringes and other hospital consumables yearly will remain a veritable source of earning for the state. 85
demands, but also the demands of the future. For instance, facilities at the Akwa Ibom International Airport are being upgraded to meet the projected flight, passenger and cargo traffic in the years to come. Governor Emmanuel had already envisaged the limitations of a mono-runway airport as far back as The 1981 movie, The Man Who Saw Tomorrow narrates year 2015, and had begun the construction of the now the story of physicist and seer, Michel de Nostredame completed second runway in the airport. A leader who wants the best for his people is not shy to take difficult decisions, knowing that those decisions will augur well for his people in the long term. When tons of petitions trailed the recruitment of about 5000 additional teachers into the school system, Governor Emmanuel – mindful of the role played by teachers in moulding our future leaders – directed a fresh screening exercise to be conducted. This test justifiably revealed that a large number of the prospective ‘teachers’ were either unqualified or under-qualified.

Ndem Okon, OON
Science Teacher and Inventor Ndem Okon believes the next generation of Akwa Ibomites, and indeed Nigerians must be top-flight intellectuals. His passion for teaching made him organize free lessons for students in his community after his National Youth Service as far back as 1985. Today as a science teacher, his dedication to raising the next generation of scientists has however resulted in stupendous educational achievements and recognition, nationally and internationally. In about 23 years, Ndem, who hails from Nsit Atai, has churned out multiple awards as a science teacher and facilitator. He has taken part in no fewer than 40 science competitions within and outside Nigeria, winning 12 of these and emerging in the top four in a total of 29. “Put out your best to excel; success knows no gender.” Aity Dennis Inyang, Gospel Music Minister
INTERVIEW
Who is Aity Dennis Inyang? Aity Dennis Inyang is a lady who has been called by God to spread hope to our generation through the instrumentality of Music. I am a proud Akwa Ibomite; born and bred in Akwa Ibom. I had my primary education and secondary education in Akwa Ibom as well. I got my first degree in from the University of Calabar and a masters from the University of Uyo. I studied French as a Major and German as a minor and was amongst three students offered a scholarship by the French Government for a year’s study in France. After school, I worked as a French teacher and later as a TV presenter and Producer with AKBC (Akwa Ibom Broadcasting Corporation). I moved to Lagos and worked with an Adverting Agency, SO&U but music came calling very strongly when I started my Ph.D so I had to discontinue and go into music fully. I have recorded 10 albums till date and written over 3,000 songs and counting… I am a wife to one husband (laughter) and my friend for life; his name is Dr Dennis Inyang. We’ve been married for 27 years now. I live in Lagos and Portland. I have two daughters and a son. My first child, a daughter, came after 21 years of marriage while a set of twins, came on our 25th anniversary. What are the life lessons from your over 20year wait for children? The life lessons are enormous. In all those years, people never knew I had no children. In fact, when I had my babies, people were actually more surprised at the fact that I didn’t have previously, than the fact that they came after over 20 years. One of the lessons is that you can live happy and still fulfil purpose while going through a challenge. Do not throw a pity party; you’re not the only one with a challenge. I used to anchor a children’s programme ‘Telekids’ and as a Pastor’s wife, we dedicate babies all the time.
95
I sing at Babies’ dedication ceremonies consistently, yet I did not have mine. If I tell you it was easy, I will be kidding. I would tell God, “imagine the number of children you have sent into the world, and you have not sent any to my home…” Also, some things happen for the glory of God to be revealed. And so I encourage people, “don’t die before you’re dead!” Don’t give up because your breakthrough or miracle can happen anytime.
How do you manage being a “wife to one man”, a mother, etc., with your business and your career? I prioritize in this order: God, family and career. I don’t take engagements at the detriment of my family otherwise I will just become an absentee mother to my twin babies who are just two and half years. I have a very understanding husband who also manages me, and also fills in for me when I’m not around, and that helps me.
Aside Gospel ministry, do you have any other businesses? Yes. I ran a proof-reading and editing agency, Editorium, which was like turning my hobby of proof-reading and editing manuscripts into a business. I do radio and TV scripts and jingles and even do voice-overs in English, Ibibio, Annang and Efik. I translate scripts from French to English and vice versa; I also transcribe gospel messages to books, etc. Sadly, my music has affected Editorium a bit because I get to travel a lot.
And this brings me to a very important point for the women; no matter who you are and what you have achieved, you are still a wife and a mother. Respect your husband, humble yourself and be the wife God created you to be. You are one of an increasing number of Akwa Ibom women excelling in their chosen field; what do women need to do more to sustain this? I think the younger generation should know that success is not going to be given to you just because you’re a woman. You need to work hard for it; in fact you need to work harder. Excellence knows no gender, and success knows no gender. Women should seek to excel because when you’re excellence-driven, it stands you out, whether male or female. They should make sure to put out their very best when doing whatever you’re doing.
Now I’m going into another project. Our younger generation do not know how to speak our language, so I want parents, mothers especially, to pass our language to our children. It grieves my heart because I see a complex and a wrong mentality. I see the fact that some people do not identify with the language. We are not Indians, We’re not Americans; we can’t be more English than the Queen. So when you bring up a child not identifying with our language, soon they will As a woman, be adamantly, unstoppably focused. You look down on our language, our food and culture. may fall, but rise again and keep your eye on the goal. 96
Someone said, “obstacles are what you see when you take your eyes off the goal” so when you look at the goal, the obstacles will pale.
So Akwa Ibom is changing, physically and mentally and I am so grateful to God that this metamorphosis is taking place in my lifetime.
You were around during Akwa Ibom’s creation. After these 30 years, where is Akwa Ibom today? The Akwa Ibom I knew then is not the Akwa Ibom now. It’s different. From a land where people thought we were only good as house helps, to the desired destination of Nigeria. Now, when you tell people you’re from Akwa Ibom, you see more excitement in the reception you get.
What are your words for Akwa Ibomites as a whole on this event of the 30th Anniversary, and for womenfolk? For Akwa Ibom, it is our time indeed to Dàkkádá; our time to get up and take the front seat. We are very creative people in every field. I want our people to stand up and use that creativity to make a mark. I thank God for the current Governor because he has given our entertainment sector a lot of attention by way of appointments and so on. It means he believes in the entertainment industry.
Everybody is now like, “You’re from Akwa Ibom? Oh my God!!! I wanna visit your place”. The mentality of an average Akwa Ibom person has changed too. We used to have an etok-mentality (small mentality). I want to tell the Akwa Ibom woman and girl, don’t die before you are dead! Don’t just go with the crowd, get But we are daring now, unlike before. up and make a mark!

Walking the Talk
By Imo-owo Mbede
After closely assessing the psychosocial terrain of Akwa Ibom during his stint as Secretary to the Government, an outlook of dependency, deficiency in self-belief and subservience stared back at Udom Emmanuel. With firm belief in his State, her people and their potential for greatness, he offered himself in service and upon assuming office as Governor in May 2015, Udom Emmanuel pioneered an attitudinal reorientation. He instituted the Dàkkádá Initiative and carefully entrenched the ideals of this new philosophy into a ‘Dàkkádá Creed’. As an embodiment of conscientious leadership, he has gone ahead of his subjects to exemplify the very virtues embedded in the Creed.
“Rise to the faith that with God all things are possible…” …and so Udom ensures to put God first in everything… Before assuming office after his inauguration, he held an interdenominational worship service, like is also held at the beginning of every New Year. Meanwhile, as a prelude to almost every official programme in the State, he venerates The Almighty. 98
“Rise to the faith that as a people we can move beyond ethnicity, biases, religion…” In his all-inclusive style of leadership, Udom continually keeps his arms and doors open to all Akwa Ibomites across political, ethnic and social divides. One case in point is the burying of political hatchets with his direct opponent for the Governorship seat, and opting to work together to advance the cause of the state. “Rise to the faith of our resources, human and intellectual…” A firm believer in the State’s natural endowments, Udom is doing his utmost to ensure the full utilization of these copious resources. This is amply evident in his pursuit of economic development through the utilization of abundant natural and human resources as well as the development of human capacity.
“Rise to chart a new course for us and unborn generation…” Education is the bedrock of any form of present and future development; even more so, the education of future leaders. Basic education in the State is not only free, but also compulsory. Through Dàkkádá, Udom also desires the inculcation of a new mentality of excellence, integrity, hard work and productivity in the Akwa Ibom DNA.
“Rise to the faith that all these are possible…Hold fast the confession of our hope without wavering…” In the face of unprecedented harsh economic times, Udom has demonstrated unwavering faith and capacity in steering the Akwa Ibom ship. For his people, he conscripted the Dàkkádá Creed to be a guiding declaration of total self-belief; a daily reminder of limitless capabilities as a people to achieve every legitimate goal.
“…I am an Akwa Ibomite; I rise to the faith of greatness” Udom took up the challenge of leading the state and is striving against all odds to leave our Great State, even greater than he met it.
Oh! One more thing… The Dàkkádá insignia is a conspicuous and assiduous RIGHT hand; interestingly, “Udom” means “right”… 99
HOME IS WHERE THE HEART IS Joe Etukudo points out how Akwa Ibomites abroad are contributing their quota to state building.
During the 2015 AKISAN Convention in Philadelphia, USA, Mr Udom Emmanuel acknowledged Akwa Ibom indigenes in the Diaspora, “as important agents of the economic and social development of our State,” and further admonished that they maximize the benefits of their migration. This call has borne fruits through various initiatives. Established in 2008 as a charitable non-profit by US-based Akwa Ibom son, Rev. Fr. Godwin Asuquo, ImaBridge Africa aims to provide financial and human resources for projects that empower the poor, alleviate the poverty, and reduce child and maternal mortality amongst others. Within the last two years, ImaBridge hosted a medical mission in various Local Government Areas during which screenings, tests, medical care and surgeries were provided for over 600 villagers. It has also provided tuition assistance to students while also donating school uniforms and a new roof to primary schools in the State.

The Ibibio People’s Union also convened its annual Global Congress where it acknowledged the sporting exploits of Miss Esther Daniel, an Akwa Ibom daughter in India. The Governor of the State, Mr Udom Emmanuel promptly offered Esther a full scholarship.

The 27th day of May annually is celebrated in Nigeria as ‘Children’s Day’. As a special way of marking this day, a group of young Akwa Ibomites from AYAYA (African Youths and Young Adults) Association Inc., based in the United States of America, usually head home to give back to their community. This year, a 15-youth-strong team embarked on a week-long trip during which they reached out to children in about 10 orphanages across the three senatorial districts of Akwa Ibom state. They made donations of food items, educational materials, toiletries and drugs to the various homes.
The Association also took out quality time to engage the kids at the orphanages on various activities, including talent competitions, career counselling, and even crash lessons on building and flying drones. 101
“Adults need to mentor young ones to use their potentials positively” Ben Udowa, CEO Madelyn Group
INTERVIEW
Who is Ben Udowa? My name is Ben Udowa. I am a native of Ikot Ekop in Mkpat Enin Local Government Area of Akwa Ibom State. I was born in Port Harcourt as one of seven children of Mr Ben Udowa (Snr). I had my primary school in Port Harcourt but my secondary school in Eziama High School in Aba. I went to the Polytechnic Calabar, got an NCE after which I worked with the then Chase Merchant Bank, in Lagos. I had my B.SC in Business Administration from the University of Lagos then wrote the ICAN exam and qualified as a chartered accountant in November 1994. I also enrolled for and got my MBA in 2000 from the River State University of Science and Technology. I was not satisfied because my initial intention was to be a lawyer so I decided to enrol for the LLB programme with the University of Calabar. I left banking after 27 years and went to Law School and was called to bar 5 years ago. So I am a lawyer, a charted accountant and I’m also a banker. I have worked with UBA, Intercontinental Bank and Access Bank. I left banking after 27 years to run my own business. So which of your careers would you say supercedes the other? I’m more of a banker having been in banking for 27 years, but I still have the passion for the legal profession. I do more of Corporate Law practice due to my banking and accounting background.

You are now running your own business. What is the major challenge that businesses face? The major challenges businesses in Nigeria have are: first, the cost of energy. Most businesses hardly break even and close down prematurely due to the high cost of power. Another constraint is that of double taxation. Taxes from all the levels of government lead to the collapse of so many businesses.
Another thing is that because some of these functions are sub-let to agencies that need to make their own money, touts take advantage of them. Businesses even end up making multiple payments after paying to the wrong people.
How do taxes cripple organizations? Are taxes not paid from profits? Tax is supposed to be paid from profit. Sometimes, you may want to plough back part of your profit into the business to stay afloat, but this is taken up by multiple taxes. I am not talking about your PAYE or profit income tax; I’m talking about various other levies by different names, from different agencies. You will be unfair to Government when you are making profit but refuse to pay; but when you are paying certain taxes because you are operating within an environment or you have a truck plying the road or you’re having a road show, it becomes unfair to you because you’re not making profit. These should not be, so as to encourage businesses. Some of them are unconstitutional and illegal in the way they operate.
taxes coming from different angles are jeopardizing the good intentions of government. So there is need for the State and Local Governments to streamline taxes such that it is not disincentive to investment. Government should offer tax holidays for new businesses and start-up companies, and those making below a certain amount as turnover for a certain period, to give them an opportunity to be on their feet.
What can be done about these multiple taxes? The state government is doing a great job in terms of encouraging small-scale businesses but these
You said Akwa Ibom Government is encouraging businesses to thrive, how so? Yes, presently the state is doing this. One of the ways the Governor has done this is by capacity building. People are acquiring various skills they can never forget. He has also provided micro-credit. With this microcredit, people can now use the knowledge they have acquired from training in different areas of business.
I don’t know if you are aware that the state government has injected close to two billion Naira into the nooks and crannies, to the less privileged, and this is igniting the economy. If you look at the market capitalization of the 31 Local Government Areas now in comparison with the past, you will obverse a tremendous leap.
Akwa Ibom is 30 this year; where, in your opinion, is Akwa Ibom going? For me, in fact, Akwa Ibom is likely going to burst the sky (laughter); it’s not just the sky being the limit. When I sit down to listen to our young ones, I realize the huge number of intelligent young men and women who are ready and eager to achieve great things. The potentials are so enormous especially What are those things that propel you in in this computer age. We, the adults, need to try to business? guide, encourage and mentor the young ones so that First, I believe is in God, I trust so much in God. But they can use this intelligence positively. very important too is resilience; I never give up. I keep pushing because definitely I meet obstacles, Your advice to Akwa Ibom State Government… but I learn from every obstacle along the way. My advice is that the Government should keep up They say “winners don’t quit and quitters don’t win.” the good work, especially in the industrialization, but And again integrity matters a lot. that more emphasis should be on labour-intensive industries as these will create job opportunities. How do you cope with managing such a large conglomerate? Your advice to Akwa Ibomites in general… I can’t do it alone. I manage this by training, by I advise the people to embrace this government and delegating and by willingness to trust. I bring in my the laudable things this government is doing. Two Years of Productivity By Lydia Udoh
T
he Holy Bible, in Proverbs 29:18 notes that, “where there is no vision, the people perish.” A visionless leader therefore could be fatal to the destiny of the people he superintends. Not in Akwa Ibom, though. Two years ago, Governor Udom Emmanuel was divinely inspired to launched Dàkkádá, a reorientation initiative, to actively inspire all Akwa Ibom people to productive engagement and to awaken the greatness which is an irrevocable identity. Dàkkádá, an Ibibio word which means “stand up” or “arise,” therefore challenges Akwa Ibomites to arise and utilize innate potentials and opportunities to maximize their existence. Dàkkádá motivates the citizens to live well-rounded and accomplished lives morally, psychologically, politically and economically.

Unfortunately, at inception, a section of the populace saw it as a political statement, but today those concerns have been matched with results. Tasked with vending this noble initiative amongst other responsibilities, the State Government’s Directorate of Marketing and Brand Management has, through various people-oriented programmes in the past two years, recorded tangible productive milestones in executing this vision.
and mobilization of Akwa Ibomites. Today over 35,000 people have been directly impacted by the sensitization and conscious orientation carried out in form of mobilization and awareness campaigns and town hall meetings.
Along with this, has been the propagation of the Dàkkádá Strides of its progenitor and State Governor, Mr Udom Emmanuel; an epitome of this philosophy who has exemplified it even in his leadership style. Strides have been undertaken in not just propagating, He has personally taken up the challenge of uplifting but in entrenching a Dàkkádá mindset of greatness the lives of his people through hardworking servantinto the psyche and moral fabric of the entire leadership, building a state where the citizens (and Akwa Ibom society through massive sensitization even visitors) can live, work and fulfil their potentials. Economic empowerment programmes have been attracted and facilitated for over 20,000 people of Akwa Ibom through collaborations and partnerships under the auspices of Dàkkádá Support Initiative. These have helped provide further support and empowerment to budding entrepreneurs as well as employment opportunities. Dàkkádá Business Forum, an in-house economic empowerment platform which has given birth to the Dàkkádá Multipurpose Cooperative Societies Limited, has also been instituted and facilitated as a wealth-creation opportunity for the people. Through trainings, information, collaborations with private and multinational companies, Akwa Ibomites have therefore been provided with links to start businesses with zero capital. Farmers who were not able to keep proper records and administrative processes, now operate effectively. Many other aspects of agricultural trainings have been offered, especially in the hinterlands. 600 Business Starter Packs where distributed across the various senatorial districts of the state in partnership with MTN. The role of cooperative in every society cannot be overemphasized as it has the capacity to create wealth for a nation and guarantee self-sufficiency, it is on this bid of development that the Dàkkádá Multipurpose Cooperatives Limited as an umbrella housing over 8,225 direct members, benefitting from her activities as co-operators. With these cooperatives, new opportunities have emerged for other Akwa Ibomites to make wealth for themselves. Through buying and selling of farm products from the cooperative societies, middlemen and interested marketers as well as workers engaged to manage most of the agricultural facilities, are provided sustainable employment opportunities. “Dàkkádá Ambassadors” – Akwa Ibom sons and daughters who have exemplified the Dàkkádá virtues of hard work, integrity, excellence and entrepreneurship – have been showcased and celebrated as motivational models to spur others to productivity. The Dàkkádá Creed as motivational guideline, has stirred the people to Dàkkádá and be counted as great people with great minds, from a great state, doing exploits in diverse areas of human endeavour. True to its purpose and mandate, Dàkkádá has been able to play a significant role in the Government’s economic development drive, especially in the job and wealth creation agenda. This has been by reawakening and inspiring a value system of resourcefulness and supporting the entrepreneurial capacity of Akwa Ibom citizens, evident in positive feedback received. Today thousands of young people in Akwa Ibom state have left the streets and gone back to Agriculture and Agri-business. Two years of these consistent and relentless efforts to reignite and reawaken the greatness amongst our people have been very rewarding. Dàkkádá is a 110

Akaninyene Elijah is an unofficial mobile and online ‘errand boy.’ In the quest to add more financial value to himself, he resigned his job as a secondary school teacher to take up fashion designing. He has however ended up administering an online market place where goods and services are traded on request. What Akan started with uncertainty by displaying unused articles for sale on his Facebook wall, metamorphosed into a business which helps get buyers for items and to run major or even minor errands. He is gradually expanding and now has 10 partners across 7 states who reached out to work with him because they like what he is doing.
Ntima, an indigene of Mbo Local Government Area, always had passion for baking and by the age of 16, was already a good baker. A graduate of Economics from the University of Calabar, she decided to stay back after youth service in Niger state, and turned her passion for baking into a thriving business, that has generated several other streams of income.
Akan says that, “the idea of Dàkkádá is a very laudable one because it has inspired me. In a few years hence, a whole lot of Akwa Ibom youths like me should be able to stand on their feet. I wasn’t satisfied with my job, so I sent in my resignation despite fears. I realized that if i gave more time to what I’m doing now, I would make more money.”
Today Ntima has ventured further into the production of 50/50 Soya Custard, and is the sole distributor of the product in the Middle Belt Region of the country. Ntima urges Akwa Ibom youths to embrace Dàkkádá. and to, “…get up and start something you love doing, even if it’s small. Keep working hard and doing it well, and not depend so much on Government or their family members.”
Away from the comfort of home, her hard work and commitment to this trade saw her excel, and she was contracted to bake Niger State’s centenary cake during the anniversary celebrations. She went on to open Beveleys Unisex Salon from proceeds of her cake business, employing about 12 people.

Blessing Emah always wanted to become a nurse. She however grew up to find more fulfilment in using her hands productively to care for people in a different way. When she failed to secure admission into the University, she made judicious use of her time learning to make dresses, to produce liquid soap, as well as to produce flour meals. Today, even as a full-time student in the University, she is generating an income by eliminating the strenuous and time-consuming process of preparing certain meals; a process she brands “FoodHack”. She has actualized a long-harboured vision of producing Ekpang flour, which simplifies a usually complex process in the preparation of Ekpang Nkukwo, a native delicacy in SouthEastern Nigeria. She also produces beans flour (for Akara and moi-moi), a special mixed cereal flour (for babies’ meals), and several others for sale. Blessing admits that, “‘Dàkkádá’ really brought out the real me because I hate being idle. I invented Ekpang flour and when I posted it online, it went viral and I got a lot of calls from people. I am now producing it on a larger scale. I’m often amazed when youths say there’s no work when they can identify what they are good at, and do it. For those like me who do not have parents, I believe I have a duty to do something with my hands that will stand me out.”

Samuel was a beneficiary of the Dakkada/MTN Business Empowerment Programme in 2016, where he got a telecom business starter pack. He has not rested on his oars, but has explored several e-business opportunities to grow his business. From selling VTU recharge cards, he has expanded to providing Biometric services, opening of accounts, sales and registration of SIM cards, as well as the sale of all recharge cards for people within his locality in Ibiono Local Government, thereby generating an income. Today, he conducts transactions worth hundreds of thousands of Naira for at least 50 clients per month, since the beginning of 2017. According to Samuel, “‘Dàkkádá’ is a good initiative. It requires that you take a first step and not be afraid to start up with anything you find to do, irrespective of how small. You cannot just sit idle and expect an opportunity to come and meet you. It is better to work for nothing than to sit down for nothing.”
Self-realization is essential to the attainment of success. Dinah Inam is a graduate of Geography and Resource Development from the University of Ghana, Legon who looked inward to discover that she is “more of a business-oriented person.” She followed this consciousness with action as she now produces fanciful but durable female slippers and sandals – from beads.

During her University days, Dinah tried her hands on some small businesses like selling jewelries and zobo drink which, according to her, “did not go too far, but I learnt valuable lessons.” After graduation, she enrolled and trained in making beads during her National Youth Service. This passion for entrepreneurship kept her pondering on other things she could use beads to make other than necklace and earrings and eventually decided on beaded slippers and sandals, which she used savings from her NYSC allowances to start up. “I encourage fellow youths out there never to give up, pursue your dreams no matter how small it is,” like she has done, as espoused by Dàkkádá.

OPTIMIZING THE PRODUCTIVITY OF SMALLHOLDER FARMERS IN AKWA IBOM By Ime Uwah
114
A
bout 85% of Akwa Ibom population live in rural areas and depend largely on agriculture for their livelihoods. The drive by the Udom Emmanuel-led administration in the state to improve the productivity, profitability, and sustainability of the agricultural sector in the state is unarguably the pathway to prosperity in the State. The performance of this sector therefore plays a major role in the state of the economy. Unfortunately, the sector is somewhat dominated by smallholder farmers, some of whom are illiterate with regards to modern agricultural practices. Production is still undertaken with outdated technology, with limited access to training, credit, market information, functioning markets (for inputs, outputs, finance, consumer goods, and services, etc.) and other infrastructure. These problems can be overcome by acting cooperatively to obtain collective strength which will make up for individual deficiencies. In August 2016, the Dàkkádá Multi-purpose Cooperatives societies – a member-owned, business organization that offers a framework where members control both production and marketing activities – was introduced by the Akwa Ibom State Government. The Dàkkádá Multi-Purpose Cooperative Society has a vital foundation that can help smallholder
farmers to overcome the constraints that hinder optimal productivity of their business as it empowers economically weak farmers to reduce the challenges and risks they face in the market, thereby enhancing their collective bargaining power. The Dàkkádá MultiPurpose Cooperative model therefore fully addresses the economic, democratic, and social dimensions of poverty reduction simultaneously. The initiative has improved the commercialization behaviour of smallholder farmers across the State. Commercialization improves productivity and income at micro level, and it improves food security and allocative efficiency at macro level. In addition to this, the Dàkkádá Multi-Purpose Cooperatives aim at reducing transaction costs and the cost of purchased inputs, provide information symmetry to strengthen members’ negotiation ability or bargaining power towards increased income from the their products. The State Government’s determination and commitment to improve farm productivity through various ongoing agricultural programmes in the State, especially the initiation of the Dàkkádá Multi-purpose cooperative, is a most welcomed development as it is reducing rural poverty and increaseing food security in the State.

Brian Ekwere speaks with a cross-section of Akwa Ibomites as they pass
on the impact of the Dakkada Philosophy.
I thank our Governor, Mr. Udom Emmanuel, for introducing the Dàkkádá Philosophy. It has been a blessing to a lot of people in Ika LGA and by extension, Akwa Ibom State. I am saying this because I know many people who have been affected positively by the many Dàkkádá programmes like the Dàkkádá Multi-Purpose Cooperatives which has inspired a lot of farmers here in Ika. Now most people that were farming for just home consumption now have a business minded mentality, thanks to the Dàkkádá spirit.
I want to express our gratitude to the state governor for not politicizing the Dàkkádá project because if he did it would not have reached the main farmers i. e the real farmers. Today actual farmers are very confident and they have assured the government of their support in the actualization of the food sufficiency drive of the governor. Elder Ekrikpo, Essien Udim
Saviour Akpainyang, Ika
I am very grateful to our Governor because this is the first time that the government has directly reached the grassrooters. I am saying this because the Dàkkádá cooperative has employed more than fifty women and youths in Mkpat Enin who now earn nothing below N35, 000 every month from the palm project of Mkpat Enin Dàkkádá Multipurpose Cooperative. I can comfortably say that the economy of the community has been elevated. Mrs. Jane Ekwere, Mkpat Enin 116
Dàkkádá Philosophy is about rising to your greatness. That is what we have witnessed here in Onna. Most people were reluctant in taking agriculture seriously. They thought agriculture was for the poor but thanks to the Governor who did not ask us to rise; he created a platform to encourage us through Dàkkádá. Mrs. Mkpouto Okpudo, Onna
Our main activity here is fishing, but to really benefit from this, you have to do it on a large scale; you have to build a boat which will cost you over N1.8m. Unfortunately, we had this problem. Thanks for His Excellency who provided us with start-up funds to build our own fishing boat with a 25-HorsePower engine. This has encouraged business minded people in Eastern Obolo to come together. We are now doing businesses together, helping each other to grow and impact our community.
I am very proud of His Excellency, Mr. Udom Emmanuel for he has given the people of Ibeno the road he promised. He is a promise keeper. Even his wife within three months has completed the fish factory at Ukpenekang. Today the people of Okpolum have identified another source of income apart from fishing. We can proudly say we are fishermen and palm oil producers. Princess Regina Eshiett, Ibeno
Evans Eribo, Eastern Obolo
I want to thank the governor for identifying serious minded people in akwa ibom state, for bringing them together under one body through the Dàkkádá multi-purpose cooperative and then empowering them through a common project. This has never happened anywhere. Through this Dàkkádá cooperative people have been able to get financial assistance. Though it is not as much as they expected but they are happy because they are benefiting from this Government. God bless the governor.
I am happy because God has finally given us an honest Governor, a Governor who came down to the rural areas to search for the real farmers. He did not only find us but he has also empowered us. I was in my farm when they approached me and I have been trained in different areas: in administration, in palm oil processing and in business management and was not asked to pay a dime. Thank you, Governor Udom Emmanuel for the Dàkkádá initiative. God’s strength be upon you. Peter Akpan Thomas, Abak
