This allows you to get to know some of the candidates a little better and

What made you decide to stand in this election? I’m running for Councillor because I want to play an active role and contribute to the well-being of our City. I find helping to make decisions that will improve the quality of living for residents in our community is both challenging and satisfying. What major issues do you think have to be addressed in the next 3 years? I believe the following will be key priorities for Council: 1. Limit tax increases. Exercise prudent management of all spending. 2. Manage development density to protect and improve the livability of our City, based on our Official Community Plan. 3. Improve our cultural, recreation, sports facilities and parks and public spaces (Art Gallery, Museum, Harry Jerome Recreation Centre, Waterfront areas). 4. Promote a climate where businesses can prosper and create jobs. 5. Improve transit and SeaBus service. Pursue a new bus depot. We also need a variety of housing options to meet the different and changing needs of our residents, particularly young persons and seniors. What areas of specific expertise will you bring to this council? I have a unique combination of business, community and local political experience that will enable me to be an effective member of Council. I will work in a co-operative and constructive manner with other Council members to solve problems and meet challenges. Communication and listening abilities are skills I will bring to my role as a Councillor. I know how governments work, and how they can work best cooperatively, to get things done.

What major issues do you think have to be addressed in the next 3 years? I hope to be at the Board table after November 19, 2011 to work on and influence the following important issues in the school district: • Build a collaborative environment at the Board table focusing on students and ensuring the school district stays in the forefront in the changing paradigm in education. We should be continually looking at how we offer education in North Vancouver and be open to creative alternatives. • Responsible use of surplus school district properties. We need to work with community partners to utilize closed schools and ensure this infrastructure doesn’t sit empty. • Focus in early learning and childcare. I would work towards expanding the school district’s Early Learning Foundations program and set a goal of having childcare available at every school in the district.

What have your past contributions to the Community been?
A
I have been honoured to serve the community for 6 years on the Board of Education. Community service is always a humbling experience. I’ve also had the opportunity to serve our community in the past advocating for seniors, healthcare, and childcare. I also served on the City Library Board, Parks and Environment Advisory Committee, and City Advisory Planning Committee. My most rewarding community service was coaching children’s soccer and baseball. These experiences have contributed to every aspect of my life. I hope to be at the Board table once again serving our community.

How do you find out what people’s concerns are? I have started conducting surveys on my website, if elected I plan to expand that to allow for online polling of big issues.
Public Safety and Information Technology Consultant Are there any areas of interest that you would like to express an opinion on? Development I am for development, which engenders both an affordable and better quality of life for all residents. Development brings many challenges. Amongst these are the need to maintain and build on community, make the City more pedestrian-friendly and improve public transit, and ensure that we have the infrastructure to serve the needs of our local population. Development should also not come at an unrecoverable cost to our environment and history. Too many heritage buildings have already been torn down and too many mature trees lost forever. We need better local regulation on both fronts.
I want to be known for: Engaging the electorate more on significant municipal issues, and not being influenced by unions or developers.
Facts about me I have served two terms as Mayor and prior to that four terms as Councillor. I have lived in the City of North Vancouver for over 50 years and feel really fortunate to live in such a terrific community. We have it all – mountains, waterfront and so many fantastic businesses - everything you need to enjoy life to its fullest. People know me and my values. They know that in my 18 years on Council I’ve worked hard to balance the different needs of our community. I’ve worked to bring new economic development and investment to our City. But I’ve worked just as hard to ensure that the benefits of growth are shared by everyone through initiatives like our new Shipbuilders’ Plaza, new parks and recreation facilities, affordable housing projects and a new library. For me, positive leadership means helping real people with real concerns find fair and common sense solutions that work for everybody. The most important issue in this election is leadership. People tell me they want a Mayor and Council who can make tough decisions without dividing our community into winners and losers – a Mayor who will listen, look for consensus, and work hard to find “win-win” solutions for our community. Like every other member of Council I have my own values and my own views. But I know that the Mayor only has one vote on Council and that the Mayor’s real job is to set the tone for Council and the community. People need to know that their Mayor will be there to make City Council and City Hall welcoming places – that whether you are there to support City Hall or to fight it, you will be made to feel at ease, supported and respected. What major issues do you think have to be addressed in the next 3 years? Our district is moving in an exciting direction with the new 10-year strategic plan. My focus is to ensure the needs of parents & students are at the forefront of this plan. As we implement updated programs with expanded career training, open a new community learning centre, and develop personalized learning, I want to ensure that student needs are put first. Another issue is the district properties that are not being used for public education. Should we sell any of these properties, or do we find ways to use them to meet other community needs? I want to work for a community-based solution.

I have 10 years experience developing personalized learning, and working with parents, students, teachers, and principals to successfully implement these plans. Education is changing quickly; handson experience in individualized learning at the district level is key to helping our students reach their potential. I have this expertise, and a clear understanding of how to apply the theory of personalized learning to real world solutions.

If there is one change you could help bring about - what would it be?
A
Building relationships between our school board and our parents & students. Trust is earned, and when trust is gone, confidence is gone. Helping parents and school administrations understand each other’s needs and positions is a strength that I will bring to our school board.

A
I want my legacy to be that I listened to the residents of the District and heard their concerns. I’ve worked hard to ensure that the District is in better financial shape than when I arrived. I want to see property taxes stabilized by establishing new revenue and amalgamating functions - one police force, one fire service, one municipality!

A
I believe that volunteering is an important way of giving back and helping to create a healthy and vibrant community. I’ve acted as Treasurer for four community organizations, coached soccer, taught finance in local schools’ Junior Achievement programs, and acted as a tax preparer for low income seniors. I’ve volunteered with Silver Harbour Seniors, Lynn Valley Community Association, North Shore Girls Soccer Club, Capilano Tennis Club, Lower Mainland Water Polo League, Cruisers Swim Club, Argyle High School sports teams and the Tyee Ski Club.

One of my proudest contributions to the community was my role as one of the key members and organizers of the Fire and Life Safety program, the “Mr. Do Bee” show. It took many volunteer hours to bring the Life Safety programs to over 100,000 children in the District of North Vancouver.

The major financial issues are: Infrastructure repair and replacement, restraining Metro Vancouver and Translink’s over-spending, tax control through improved control of expenses and the affordable housing crises. The biggest issue facing West Vancouver is balancing high expectations for community services, and growing concerns of our citizens regarding their ability to fund these services. We managed it very successfully in District 45, where parents wanted excellent education despite unprecedented financial restraint. I’m confident we can do the same on Council.
I live in the Ambleside neighbourhood of West Vancouver. I have been a business lawyer since 1987, a lecturer in the Sauder School of Business at UBC, and a Crown Prosecutor. I’ve served on several Municipal committees including most recently, the Field Sport Forum Working Group and the School Traffic Safety Advisory Committee.

How do you find out what people’s concerns are?\ By listening. I have long believed that our greatest resource in this community is our people. People that know me will tell you that I work hard to build relationships with people and hear their concerns. I greatly value opinions and advice and seek it at every opportunity. I also think we could use the latest technology more effectively to bring a broader group into the conversation when deciding important community issues.

What would you like your legacy as an elected official to be?

I would like my legacy to be the development of a successful plan which allowed many more people in our community to find suitable housing: empty nesters and seniors to downsize without leaving their community; and young people to return to their community to raise a family like their parents did.

What made you decide to stand in this election? We are in an ongoing process of shaping West Vancouver’s future. How will we deal with and adapt to the changes that will impact our community? How do we retain those valued aspects of our community and continue to improve on what we already have, within the existing economic constraints? I take the long view and am running for Council to ensure the community remains healthy, vibrant and livable for my children’s children. What major issues do you think have to be addressed in the next 3 years? 1. Value for our Tax Dollars We need to ensure that we are getting value for our tax dollars. We need to examine whether we can deliver our services more efficiently and effectively. We need to examine whether particular services are worth the cost and seek new ways of raising funds. We must have an informed, public discussion on these issues. 2. Careful Improvements We need to do more to meet the diverse housing needs of younger families and older residents and to revitalize our commercial and business centres. However, we must ensure that all new building fits into the character of our community and is an asset to the community. Council must always lead the development process. 3. Constructive Relations with our Neighbours We are impacted by the actions of neighbours such as BPP, Park Royal, Metro Vancouver, and the Squamish Nation. We must continue to build constructive, reciprocal and respectful relationships with these parties to ensure that our community’s interests are protected.

What major issues do you think have to be addressed in the next 3 years?

How to keep taxes reasonable without undermining service and infrastructure needs; maximize efficiency in each municipal department, share/save costs with neighbouring municipalities, lobby higher levels of government to contribute funding, and build the new Wastewater Treatment Plant with technology to recover resources that will provide us with revenue. Ambleside; should be a centre for the community; walkable, accessible, dynamic, with a broad selection of goods and services. Arts (and nature) interests should be integrated into the area using existing buildings and/or buildings off the waterfront. It is not clear that much efficiency will be gained by integrating police and fire together in a new Public Safety Building.
Three years ago I missed being elected by only 358 votes! My family has lived here for four generations. My great grandfather, Henry Stone, designed St. Francis-in-theWood church, and donated the stained glass window in the West Vancouver Memorial Library in memory of his son, Horace, who died in active service in WWI.

What areas of specific expertise will you bring to this council? I bring expertise as a teacher, lawyer and small business owner. I have also worked abroad, and have spent 12 years working in non-profit sector management; for the Law Courts Education Society of BC, and the Canadian Breast Cancer Network. As such, I have managed many multi-year projects funded by public tax dollars, and I ensured that these projects all came in on-time and on-budget. I have chaired many national and provincial committees, where staff, stakeholders and volunteers worked together to implement successful projects.

What major issues do you think have to be addressed in the next 3 years?

Our major issue is Ambleside Renewal and rezoning the 1300 block of Marine Drive. We need steady, transparent, forward progress in this area. We need a new Public Safety Building to replace fire and police buildings that will not survive a serious earthquake. We need to complete and implement the Parks Master Plan within a year—the first time we have addressed protection of unprotected parkland and invasive species in over 30 years. We need long term protection and land use planning of the natural heritage on our mountainside within guidelines for regional growth.
I am seeking re-election. I have served as West Vancouver Councillor for 3 years. I earned a BSc in Rehabilitative Medicine from UBC and am a Certified Ecological Landscaper and a Master Gardener. As a physiotherapist and landscaper, I have always believed the health of both the human body and our natural environment are interdependent. Now involved in our political and community health, I hope to positively affect all three.

What have your past contributions to the Community been?

I worked with sports groups to realize a long awaited artificial turf playing field. Their fundraising and our collaboration with federal/provincial governments created Rutledge Field. Through my work with the Climate Action Working Group, Council passed all of their rigorous recommendations. Our community based approach of a related Eagle Island Pilot Project was awarded the 2011 UN Global Green City Award. As Council Liaison to the Library Board, I assisted in Library’s LEED Silver certification. Building maintenance concepts from this project are going District-wide and will save taxpayer dollars in more efficient energy use. What would you like your legacy as an elected official to be? As an effective councillor, I am proud to have worked alongside many talented and committed residents to help implement dynamic community initiatives. Rutledge Field at Ambleside Park is one of them. But I personally stand for collaborative, transparent government, respect for diverse opinions, courtesy, hard work on behalf of our community and protection of our natural and physical heritage. I would hope my legacy would be as much about the positive, intangible values I stand for as a person as it would be about the tangible accomplishments the public has every right to expect me to deliver.
