Connecting you to community services! North Shore Community Resources Society (NSCR) is a multiservice agency providing our local communities with information and referrals on programs serving those from birth to seniors. At NSCR you can find information, programs, directories, and resources on caregiving, child care, education, health, housing, parenting, legal and financial matters, recreation, transportation, volunteering, and other social and community services. Serving the North Shore since 1976, NSCR is the place to go to be connected with community services. Caregiver Support assists people caring for an adult friend or a family member. Community Housing Action Committee provides citizens and organizations the opportunity to work together to address the issue of affordable housing on the North Shore. Information North Shore provides information and referral on services available in our community. Legal Information and Advocacy Program provides legal information, referral, and advocacy services for North Shore residents. Parent and Child Resource Program hosts the local Child Care Resource and Referral Program (CCRR), CAP-C coalition, WHEELS mobile support program, and the early and middle childhood planning tables. Seniors’ One Stop provides information and referral services for seniors. Volunteer North Shore helps find volunteers for organizations and helps people find volunteer positions. FINANCES FEDERAL BENEFITS Old Age Security (OAS) (taxable income) www.servicecanada.gc.ca 1-800-277-9914 To qualify you need to: • be 65 years of age or older • be a Canadian citizen or legal resident of Canada • have resided in Canada for at least 10 years after the age of 18 (periods of residence and/or contributions in a country with which Canada has a social security agreement may be used to help meet the residence requirement for eligibility) Applications can be made 6 months before your 65th birthday. Forms are available by calling the above number, on the website, and at Service Canada, #100-221 West Esplanade, North Vancouver.

Guaranteed Income Supplement (GIS) (non taxable income) 1-800-277-9914 To qualify you need to: • be eligible to receive OAS • have little or no income You must apply for the GIS initially; benefits are normally renewed automatically after the first application if you do your taxes on time every year.

Canada Pension Plan (taxable income)

Family Caregiver Tax Credit www.cra.gc.ca 1-800-959-8281 If you are a taxpayer caring for a dependent over the age of 18 who lives in your home, has a low net income and is dependent on you due to a physical or mental impairment, you may qualify. If the dependent is your or your spouse’s parent or grandparent born in 1945 or earlier, they do not have to be infirm for you to qualify.

Compassionate Care Benefit www.servicecanada.gc.ca 1-800-206-7218 This is an Employment Insurance (EI) special benefit that will pay up to six weeks to claimants who provide care or support to a gravely ill family member who has a significant risk of death. The claimant must have sufficient hours of insurable employment to qualify. Up to six weeks of leave may be taken, with job protection, to provide compassionate care to a family member.

Available to people with a severe and prolonged mental or physical impairment. The disability credit is a non-refundable tax credit used to reduce income tax payable on your income tax and benefit return. This amount includes a supplement for persons under 18 years of age at the end of the year. All or part of this amount may be transferred to your spouse or commonlaw partner, or another supporting person. It can be claimed retroactively to when the disability started, to a limit of 10 years.

Veterans Affairs Canada offers a range of services and benefits to qualified, eligible veterans (and their dependents), members and ex-members of the Armed Forces and of the RCMP. Benefits may include: • war veterans allowance - based on war service, income, age, or health

• disability pension • health care e.g. dental, glasses, hearing aids, medication, equipment, contributions toward home care • funeral and burial expenses If veteran was receiving housekeeping, home maintenance or personal care help at time of death, widow may continue receiving benefit.

The Senior’s Supplement is a provincial top-up to the federal Old Age Security (OAS)/Guaranteed Income Supplement (GIS) payment. The Senior’s Supplement ensures a conditionally guaranteed minimum income level for residents of BC and is paid to low-income residents of BC who are 65 years of age and older and who are receiving OAS/GIS or federal Allowance (formerly Spouse’s Allowance). The maximum rate is $49.30 per single senior and $120.50 for senior couples.

If you have been approved for a fuel tax refund under the BC government Fuel Tax Refund program for Persons with Disabilities, then you may also qualify for a 25% discount on your Basic Autoplan, even if you don’t drive the vehicle you are insuring.

If you are an owner or lessee of a motor vehicle and are a person with a qualifying disability, you may be eligible for a refund of tax paid on fuel purchased for your vehicle. North Shore Office: 1050 Churchill Crescent If you are 65 or over and not receiving the Old Age Security Pension or its supplement (GIS) (e.g. if you have not been in Canada for 10 years) you may be eligible for some limited assistance from the Ministry of Social Development. Eligibility is based on sponsorship status, income, assets and shelter costs. If you receive income assistance during the sponsorship period, the sponsor is in default and the provincial government is in a legal position to pursue the debt against the sponsor. Also provides hardship assistance.

Shelter Aid for Elderly Renters (SAFER) www.bchousing.org 604-433-2218 Provides direct financial assistance to eligible residents of BC who are age 60 and over who pay rent for their homes. You will not be eligible if you live in subsidized housing, a housing co-op, or receive provincial Income Assistance. The amount depends on the amount of rent paid and your monthly income. To qualify, you or your spouse need to have lived in BC for the full 12 months immediately preceding your application and meet other eligibility criteria.

A refundable personal income tax credit that assists people aged 65+ with the cost of certain home renovations to improve accessibility or help a senior be more mobile at home. New residents to the province are eligible for coverage after a waiting period of the remainder of the month of arrival plus two full months. MSP pays all medically required services of physicians and surgeons (and dental surgery if performed in a hospital). Routine eye exams are a benefit for people under the age of 18 years and for those 65 years and older. MSP also includes psychiatrist (when referred by doctor) and surgical podiatry. To be covered by MSP you must apply and pay monthly premiums. If your income is low, you are a Canadian citizen or landed immigrant and have lived in Canada for the last 12 consecutive months you may be eligible to receive Premium Assistance. For people who receive Premium Assistance, MSP also pays the cost of a combined annual limit of 10 visits for chiropractic, massage therapy, naturopathy, physical therapy, acupuncture and nonsurgical podiatry when performed by a practitioner enrolled with MSP. (MSP pays $23 for each visit, patient is responsible for any charge over and above.) Among the services not covered by MSP are dental services (other than dental surgery performed in a hospital), eyeglasses, hearing aids and other equipment, annual or other examinations where there is no medical requirement e.g. for driving a motor vehicle or life insurance purposes, or the services of counsellors or psychologists.

A wide range of community-based, supportive health care services are available to persons with health problems and disabilities who need support and assistance. Services include assessment, individual service delivery plan, coordination of health services and referral to appropriate community resources. Services are provided in community health centres, patient’s homes, in the community and in residential facilities.

Home Support is a service that is designed to supplement, rather than replace, the efforts of individuals to care for themselves at home with assistance of family, friends and community. Services include monitoring of nutritional needs, assisting with activities of daily living such as bathing, dressing, mobility and transfers, safe medication management, prevention of falls, respite for caregivers, and socialization in the community. Home Support Services are subsidized services that are available for eligible clients who are living at home and have acute, chronic, palliative or rehabilitative health care needs. A referral to the home care program can be made by anyone and you are eligible for service if you are a non-sponsored Canadian citizen or permanent resident, have lived in British Columbia for the previous 3 months and are 19 years of age or older. After referral you may be visited in your home by a care coordinator who will assess your needs and identify the type and amount of service required. If you choose to hire a caregiver privately be sure to check references. Many of these individuals and agencies are skilled and caring. However, it is a sensible precaution to look into the background of those who will have access to your home.

BC Housing units rent for 30% of household income; other housing providers have their own criteria for setting rental rates. Separate applications need to be made to each housing provider. TRANSPORTATION Bus Pass Program http://www.sd.gov.bc.ca/programs/ bus-pass.html Call Enquiry BC at 604-660-2421 and ask to be connected to the Bus Pass Program. Eligible persons can buy a yearly pass for $45. The bus pass allows travel without additional cost on local transit systems. The bus pass is valid from January 1 – December 31. (Fee not prorated) To be eligible, you must meet one of the following criteria: • Receiving Federal Guaranteed Income Supplement (GIS), or the Federal Allowance, or the Allowance for the Survivor; • Over 65 years of age and would qualify for GIS but does not meet the Canadian 10 year residency requirement; • 18 – 64 years of age and receiving Persons with Disability (PWD) assistance from the Ministry; • 60 – 64 years of age and receiving Income Assistance from the Province of British Columbia. The pass is not valid for HandyDART.

CNIB (Canadian National Institute for the Blind) www.cnib.ca 604-431-2121 Individuals registered with CNIB as legally blind may carry a CNIB National Identification Card that allows the holder to travel free on public transit in BC. If the sight impaired person also has a HandyCard their guide also travels free on transit. Cardholders are also eligible for reduced fares on BC Ferries, Air Canada (domestic), and some coachlines. To obtain an application call the above number and submit the form along with a colour passport size photo to the regional CNIB office. It will take approximately 7-10 days to process the application. There is no charge to obtain the pass.

Compass Card Seniors aged 65+ qualify for discounted fares through the Compass Card program. The Concession Compass Cards are purchased through Compass retailers (London Drugs, Shoppers, Save on Foods, Safeway, Mac’s, 7-11). There is an initial fee of $6 for the card. Once the card is purchased, you select either a monthly pass ($52), day pass ($7.50), or dollar value to the card. If you load up a dollar value, as you use the card, the appropriate Concession fare will be deducted. You can then reload the value as required. Remember when you start and end your trip to tap your card at the card reader.

If you are 65 years or older there are reduced fees for driver’s license renewals and road tests. All drivers 80 years of age and older are required to have a medical exam and submit a medical report every two years. The report form will be mailed to your home. The required medical exam is not covered by MSP.
