Training on Advanced Capacity Building in Preparedness and Response to Nuclear and Severe Radiological Accidents May 23 - June 3, 2016

From May 23 through June 3, the TEES Nuclear Power Institute at Texas A&M University organized and led a training program on advanced capacity building in preparedness and response to nuclear and severe radiological accidents, which was supported by the International Atomic Energy Agency (IAEA) Department of Nuclear Safety and Nuclear Security. All of the participants in this training were professionals who had direct responsibilities in the implementation and management of national nuclear Emergency Preparedness and Response (EPR) in newcomer countries and those countries that are expanding their existing nuclear power capacity. Many of the participants also had responsibilities in designing and implementing EPR training in their home countries. A highly competent management and a skilled workforce are vital to the success of EPR programs at all stages, from preparation through implementation. However, most of the countries embarking on nuclear power—or expanding the number of their plants—face difficulties in building a qualified EPR workforce that is able to efficiently carry out their responsibility given the critical time constraints and pressure during such events. Some newcomer countries rely on emergency response staff from other industries or government organizations. However, these groups do not always have experience working in a nuclear environment or in a cooperative mode under a unified command. Federal, state, and local (municipality/county) emergency response decision-makers must be well-prepared in the event of an emergency, including potential nuclear and severe radiological accidents. Such incidents require the large-scale mobilization of personnel, equipment, and assets. Due to the many actors and agencies involved, these responses are complex to manage and expensive to implement. Thus, continuous preparedness to address the management and the consequences of such events is a high priority for member states embarking on nuclear power programs.

operating license. They must show a commitment to emergency preparedness by constantly exercising emergency plans and procedures, by upgrading emergency response facilities and equipment, and by conducting responder training and exercises. These measures help to ensure that their response capability is comprehensive, well-integrated, and able to protect public health and safety.

The NPI training program covered a wide spectrum of possible operations, ranging from pre-incident planning and preparation to issues to be addressed during the incident, key decision points, and critical information needed to initiate appropriate actions. Participants were asked to consider a field incident command post perspective to the emergency, including challenges like how to coordinate multi-agency work at the local, regional, or national levels and to communicate with the media and the public. The training also addressed the key managerial issues in EPR, such as: the definition of roles and responsibilities of federal, state, and local agencies in responding to the unique characteristics of nuclear or radiological incidents; the specific capabilities, and assets needed for an efficient response; the organization, notification, and emergency activation processes; and specialized support for incident-related actions. The training session began with a week-long professional seminar on these issues at NPI. Lectures focused on the institutional and legal infrastructures required to enable involved organizations at all levels and responsibilities to enhance their capabilities (including human resources), concepts, and procedures for responding to emergencies. Part of this week was also spent in training on the basics of emergency management and response at the Texas A&M Engineering Extension Service (TEEX) Emergency Operations Training Center (EOTC), a 32,000-square-foot facility that uses state-of-the-art simulation and computerbased technologies to train incident managers, supervisors, and jurisdiction officials from across the U.S. in the management of a large-scale crisis. The EOTC is part of the TEEX Disaster City facility, the largest search-and-rescue training facility in the world. After completing the professional seminar, the participants spent a week dedicated to field visits and exercises. They participated, as observers, in a full-range field dress rehearsal for a graded emergency exercise planned by the South Texas Project Nuclear Operating Company and the Matagorda County Emergency Operations Center. They also visited with local authorities involved in the dress rehearsal for a briefing on their different tasks and responsibilities during the event. The drill was followed by a critique session where participants exchanged their observations on the actions taken during the drill at the three emergency operations centers (the Emergency Operations Center, the Emergency Operations Facility, and the Joint Information Center). A self-evaluation of “lessons learned� rounded out the training.

Richard Barrett is a principal system analyst with Advanced System Technology and Management, Inc., where he has focused on training for nuclear regulatory agencies in developing countries. He has over 40 years of experience in the nuclear field, including key positions at the U.S. NRC, where he was the director of the Division of Engineering of the Office of Nuclear Reactor Regulation. Mr. Barrett directed the NRC Emergency Response Center.

Tim Frawley is the manager of Plant Protection and Emergency Response in the Facility Security Officers Operations of the South Texas Project Nuclear Operating Company.

Kenneth Brockman is a consultant and former director of the Division of Nuclear Installation Safety for the IAEA (2003-2006). He has over 32 years of operational and regulatory experience in both domestic and international applications. Prior to the IAEA, he was an executive with the U.S. NRC and also served as director of the NRC Emergency Response Program, representing the NRC in the development of the national response plans.

The Honorable Nate McDonald is the county judge for Matagorda County, Texas, where the South Texas Nuclear Generating Station is located. In Texas, Mayors and County Judges have responsibility for emergency preparedness and response within their local jurisdictions. Judge McDonald has served as Matagorda County Judge since 2007.

Elena Buglova is the head of the IAEA Incident and Emergency Centre (IEC). The IEC is the global focal point for emergency preparedness and reponse for nuclear and radiological safety or security related incidents, emergencies, threats, or events of media interest and the world’s center for coordination of international emergency preparedness and response assistance.

Chuck Phinney is the state coordinator for preparedness at the Texas Division of Emergency Management (TDEM). TDEM Coordinates the state emergency management program, which is intended to ensure that the state and its local governments effectively respond to and recover from emergencies and disasters. Prior to working at TDEM, he worked for TEEX at the National Emergency Response and Rescue Training Center.

Kelly Cook is the director of the Critical Infrastructure Division with the Texas Commission on Environmental Quality (TCEQ). TCEQ is a state agency with many responsibilities in the management of emergencies and disasters that affect Texas. TCEQ is designated as a back-up to DSHS for radiological emergency management.

Rae Walker is an emergency planner with the Texas Department of State Health Services (TDSHS) in the inspection unit’s radiation branch. TDSHS is a state agency that maintains a regulatory program for sources of radiation, inspects entities licensed and registered to use radiation, has emergency and environmental surveillance plans, conducts emergency response activities for nuclear facilities, and investigates incidents involving radiation.
