County History Winchester and Frederick County were once Shawnee Indian camping grounds to which Pennsylvania Quakers came to settle in the 1730s. In the 18th and 19th centuries, The Great Valley Road, now known as Route 11, served as a migration trail. Throughout history, the Winchester-Frederick County area has played an important role in the development of our nation. Winchester was the first English-speaking town west of the Blue Ridge Mountains, and Frederick County was the military and political training ground for George Washington. In Winchester, visitors can walk the same streets that George Washington, Patsy Cline, and Stonewall Jackson once walked. See impressive monuments of polar explorer Rear Admiral Richard E.
