TURKISH MACHINERY HITS MARK AT BLECHEXPO Blechexpo is accepted as the world's most important fair in the field of ma-chine, metal processing and welding technology. Turkish Machinery played a part and put power of the Turkish machinery sector on the map.
T
urkish Machinery took a part 13th Blechexpo Fair, in Stuttgart, Germany, between 7-10 November. Turkish Machinery performed the work and contributed to the strengthening of the Turkish machine perception. This year, 1.336 firms from 35 countries attended the fair that organized once in two years. 39.280 people visited the fair. 29 machine manufacturers from Turkey exhibited their products at the fair. Within the scope of the fair, where as a member of Turkish Machinery Federation (MAKFED), the Association of Turkish Machinery Manu-facturers (MİB) participated, the production capacity and quality of the Turkish machinery sector was explained to the visitors. On behalf of Turkish Machinery Experts Şeyda Yıldız Sarıca and Bahar Özcan were at the fair. At the Turkish Machinery booth, extensive information about the MAİB member companies and Turkish machine sector were given to visitors. Stuttgart Trade Attaché of Turkey Mehmet Ali Çolakoğlu visited Turkish Machinery booth and was in touch with participants. "WE WILL INCREASE OUR SHARE IN GERMANY MARKET" Turkish Machinery Chairman Adnan Dalgakıran carried out the evaluation, and said that they

want to increase their share in the German market. "The high technology in sheet metal, metalworking machines and complementary are on display. Sheet metal is one of the most important inputs of the metalworking industry. The sheet is a product that offers advantages such as durability as well as being able to get almost any shape and provide aesthetic appearance. Sheet metal working machines, which are widely used in industrial
design and production, are one of the most basic components of industrial production. The slabs produced in Turkey, we export as sheet metal processing machinery mechanic; from iron-steel to construction, from white goods to automotive, are used in all industries throughout the world." he said. Turkish Machinery conducted effective activities for the promotion of the sector during the four-day fair.
AGRICULTURAL MACHINERY SECTOR AT AGRITECHNICA Agritechnica was held in Hannover on 12-18 November with the theme "Green Future and Intelligent Technologies". Turkish Machinery also play a part in the Agritechnica. this year. Particularly for the first time the producers from the IndoAsian region are participating in the exhibition. That clearly shows that Agritechnica stands out as the world's leading agricultural machinery and trade fair." he said.

50.000 people from 130 countries visited Agritechnica that was organized in Hannover and where 2.762 companies from 53 countries were involved. Theme of the fair was "The Green Future and Smart Technologies". 108 companies from Turkey participated in the exhibition. The exhibition has been hold once in two year since 1985. MAİB Vice Chairman Kutlu Karavelioğlu, Board Member Zeynep Erkunt Armağan, Germany Representative of Turkish Machinery Ahmet Yılmaz, Machine Department Manager Mehtap Önal and Machinery Department Expert Tuğçe Karabörk Okan attended the
trade fair on behalf of Turkey. The Turkish Association of Agricultural Machinery & Equipment Manufacturers (TARMAKBİR) as Turkish Machinery Federation (MAKFED) member took a part and shared information about the activities of the Turkish agricultural machinery sector at the fair. TARMAKBİR General Secretary Selami İleri who was in touch with contacts at the fair, said that Agritechnica transformed from a regular fair to a show. "Agritechnica opened its doors with the slogan 'Green Future and Smart Technologies'. The proportion of foreign participants reached a maximum level by 60 percent at Agritechnica
"AGRICULTURE 3.0 PERIOD STARTED" MAİB Chairman Adnan Dalgakıran in his assessment regarding the exhibition, stressed that agricultural production increases in advanced economies its importance. "While many countries have been trying to catch up with sustainable agriculture, which considers resources and the protection of the environment, there has been a period of Agriculture 3.0, which focuses on the quality of pro-duction to a large extent. According to Agriculture 3.0, producers will produce with technological infrastructure and agricultural knowledge. Let's not forget that modern agricultural activities are now a development indicator for ad-vanced economies. In the last 10 years in the world, the price of any commodity has not been worth as much as agricultural products. We must talk again about the technological investments, the education of the producer and the quality of public support to use this development, directly reflected in the export values of agriculture." Adnan Dalgakıran said.

MAKFED KEEP GOING WITH ADMINISTRATION 2nd MAKFED Ordinary General Assembly convened on November 28th with the delegations of 17 members in order to vote for confidence in the presidency of Adnan Dalgakıran.

he 2nd Ordinary General Assembly of Turkish Machinery Federation that was established on November 28, 2014 as the top organization of the associations operating in the machinery sector, was convened in the center of Central Anatolian Exporters Associations (OAİB) on November 28. The second Ordinary General Assembly meeting started with the opening speech of MAKFED Chairman Adnan Dalgakıran. Hasan Büyükdede was elected as council chairman. Vice President Kutlu Karavelioğlu presented the administrative and financial reports for the first turnaround and announced the new period targets in the presentation of the sector's performance over the last 15 years. Adnan Dalgakıran remarked that MAKFED has signed many works that have never been done since the day it was founded. "MAKFED is actually an organization that is too lately established. The machinery sector that was so strategic for our

country should not have been expected to come together and work together. This organization is doing very fast and valuable work" he said. "EMPLOYMENT IN SECTOR RISES 9 % EVERY YEAR" MAKFED Vice President Kutlu Karavelioğlu talked about the establishment of the Machinery Exporters Association and the performance of the Turkish Machinery. Kutlu Karavelioğlu stated that the sector is superior in terms of employment and value added. "According to NACE 28, we employ 215.000 people that increased of 62 percent in the last eight years, in 13.200 enterprises. An increase of 9 percent annually employment in machinery sector is twice higher than manufacturing industry employment. Our sales are close to TRY 61 billion. The added value we created is TRY 15 billion. Our value added coefficient is always higher than all manufacturing areas; 50 percent larger than motor vehicles. Twice the size of the main
metal and food industries. The proportion of our companies employing more than 20 employees in total employment is 17 percent, but they provide 90 percent of value added. These 3.000 companies are also the main players in sectoral organization and representation. If MAKFED members are thought to be about 1.700, we will have to mature and strengthen the areas that have not yet become associations." Karavelioğlu said. Karavelioğlu said that the aim of MSSP’s creation was actually to be a federation in 2007 but for various reasons it only made it possible in 2014. "We established MAKFED with 14 associations. Today, we have 17 associations representing 20 subsectors. 13 of our associations are members of 21 different international federations or confederations. They represent our country in this international platforms. Some have even maintained their membership for almost 20 years; some of them presidents, some of them board memberships."

TARMAKBİR General Secretary Selami İleri made a sectoral presentation and Dr. Ediz Ulusoy talked about "Agriculture, Agricultural Mechanization and Agriculture in the Global World." COMMON SYNERGY IS CREATED FOR THE SECTOR Each year, the sectoral meeting brings sector representatives together with the relevant ministries on the same platform, allowing for the first opportunity to discuss the problems and create solutions. TARMAKBİR Sector Meeting that brings 140 representatives together from different places in Turkey, hold two-day sessions focused
on new technologies and developments around the world. Future developments in the agriculture and food sectors were assessed with the sector's future objectives. A common synergy was created by sharing the experience and knowledge of the manufacturers. 8TH HPKON OPENED THE DOORS FOR VISITORS The 8th National Hydraulic Pneumatics Congress and Exhibition (HPKON) was held with international participation at the İzmir MMO Tepekule Congress and Exhibition Center on 22-25 November.

hairman of the Board of Chambers of Mechanical Engineers (MMO) Ali Ekber Çakar, Chairman of MMO İzmir Branch Battal Kılıç, General Manager of Hannover Fairs Turkey Trade Fairs Alexander Kühnel, Chairman of HPKON Executive Board Semih Kumbasar and Chairman of AKDER Suat Demirer took a part at the 8th National Hydraulic Pneumatic Congress and Exhibition, where 528 registered delegates attended the event, as well as 3.328 visitors participated. Within the opening conference, notifications, workshops, courses, panels, round table meetings, confe-

rences and forums; 15 workshops, one panel, six courses, five roundtable meetings and a forum, 45 notice were organized with in the scope of the congress that created a dynamic platform. 45 companies attended the HPKON 2017 Fair, which was held concurrently with the congress. A panel on "New Strategies in the Hydraulic Pneumatic Sector" was held at the congress. Communication technology and internet technology, the impact of the digital revolution on the field of hydraulic pneumatics, sectoral problems and solution proposal with R & D, university-room-industry cooperation in the sector were discussed at the panel.
LOCAL PRODUCTS SHOULD BE PRIORITY The following evaluations were made regarding the hydraulic pneumatic sector in the Congress: “From the middle of 2008 to the end of 2009, the industrial sector also contracted due to the global crisis. In addition to its machinery manufacturing sector, it also makes use of hydraulic pneumatic inputs, iron and steel, business and construction machinery, automotive, defense, food, packaging, shipbuilding, healthcare, dams, automation and robotics. It can be said that dynamics in all these manufacturing sectors are similar. It is impossible not being affected by all this negativity for the hydraulic pneumatic sector also. The main problems of the hydraulic pneumatic sector, which is not lagging behind the world in terms of technology use and projecting, but which can not show the same performance in production, can be listed as follows: First of all, these problems, beginning with domestic production problem and R&D, technological and industrial accumulation, it is possible to rank as a high market share and outsider dependence relative to domestic produce. Machine manufacturers do not give priority to domestic products in design and practices, they do not trust, the number of domestic producers that can compete in the world market is among the problems of producers.”
MACHINERY MANUFACTURING SECTORS MEET AT BURSA The Bursa Industry Summit, which brings the important sub-sectors of the machinery sector, was held at the TÜYAP Bursa International Fair and Congress Center between November 30 and December 3.
T
he Bursa Industry Summit, is one of the biggest meeting points of the machinery sector in Eurasia. This organization hosted four different fairs between November 30 and December 3th TÜYAP Bursa Fair and Bursa Chamber of Com-merce and Industry (BTSO) in the cooperation of Machine Tools Manufacturers and Businessmen Association (TİAD) and Association of Turkish Machinery Manufacturers (MİB) organize simultaneously 16th International Bursa Metal Processing Technologies Fair, 9th International Bursa Metal Processing Technol-ogies Fair, 10th Bursa Mold Eurasia Fair and 15th Bursa Automation Fair within Bursa Industry Summit. 44.665 visitors from 60 countries visited the fair. Participants had an opportunity to show their innovative products to the visitors which developed by using high technology in the fair during four days. IT IS NOT POSSIBLE TO TALK ABOUT GROWING WITHOUT MANUFACTURING OUR OWN MACHINE Chairman of Association of Turkish Machine Manufacturers (MİB) Ahmet Özkayan indicated that they are working on creating policies to support local ma-
nufacturing and branding with the National Production, National Power slogan. In order to talk about real growing and industrialization we have to manufacture our own machine and also we can not be success on industrial revolution which depends on growing by exporting. We have no choice without manufacturing in our region. It is obviously that the machinery manufacturing sector has a vital role for the future of Turkey. The industrialization policies should be organized constant to support local and natio-nal mac-
hinery. We will continue our lobbying activities in these subjects. “THE 410 COMPANIES PRESENTED THEIR NEW PRODUCTS FOR THE FIRST TIME” General Manager of TÜYAP Bursa Expo, İlhan Ersözlü indicated that the summit hosted to innovative products which were supported by R&D. Ersözlü said: “There are partners from metal working and moulding technologies and automation sectors in the suit as under an umbrella event.”

UNIVERSAL LANGUAGE OF COMMERCIAL: STANDARDS Standardization is one of the most important issues in today's complex economic production and consumption network. The standards offer a global identity that is also a bridge between producers and consumers all over the world.
T
he Rule book, "Kanunname-i Ä°htisab-Äą Bursa", which was published by Sultan II. Bayezid in 1502, is the oldest written document which shows that the Turks had embraced the standards as one of the foundation stone of development, centuries ago. The document, which contains narration and punishment provisions on the basis of size, packaging and quality, stands out with its light on contemporary standardization activities as well as having an important place in world standard history. After the establishment of the Republic, the standardization work in our country continued until the Second World War. However, due to the negative effects of the war on the economy, it made a long period stop. Because of the low quality of post-war agricultural products and the fact that industrial products

are far from being able to compete with imported goods, the importance of working on standardization was understood. In 1950, with reference to the decision that standardization work should be regenerated from the beginning, Turkey consulted to UN and requested assistance for related work. With the technical support of the UN, it has been decided that a standardization work should be carried out in a combination which universities, government and private sector representatives will be in. Thus, the first step towards the establishment of a central body to prepare all the standards was taken. In 1954, a department was constituted within to prepare the standards. In 1960, this deparment was transformed into Turkish Standards Institute (TSE) by acquiring its official identity through the 132nd Establishment Law.
Starting with a small staff, the institute took action for membership to Interna-tional Standardization Organization while actively engaging in activities of com-mittees. The International Organization for Standardization (ISO) was established in 1955 and the International Electrotechnical Commission (IEC) in 1956. TSE, after completing its first year, gathered 19.000 standards from developed countries in the world and laid the foundation for today's rich archive. TSE finally on 1 January 2012 became full member of the European standardization bodies CEN and CENELEC as a result of this membership Turkey got the rights to give direction and contribute to standards prepared by these organizations. TSE, which started its activities in 1954, has been serving in standardization and conformity assessment fields for 63 years. The Institute moves to increase the competitiveness of Turkey, to facilitate trade at national and international levels and to raise the living standards of the population; acting in accordance with the mission of providing standardization, conformity assessment, testing and calibration activities in an objective, independent, effective and reliable manner; national, regional and international in the preferred way, a leading and a vision to be a leader. TSE takes steps towards Turkey not only adopting to standards but also becoming the country that sets the
standards. Having the most comprehensive product and management system certification portfolio in our country, TSE gives the service through TURKAK accreditation. The TSE, which has been appointed as a Notified Body in 11 Directives under the New Approach Directives of the European Union, has recently added 80 new product standards to its services under the Building Materials Regulation under the new appointment dated 20 January 2017. "WE BOOST OUR EFFICIENCY EVERY DAY" TSE Chairman Sebahittin Korkmaz said that TSE has carried out import compli-ance audit within the framework of the duties assigned by the Ministry of Econ-omy and other authorized bodies within the scope of the Import Appraisal Assessment since 1985. Korkmaz says that in 2017, import inspections, which means protecting industrialists from unfair competition and consumers from cheap and inferior goods, has increased by more than 50 percent compared to the previous year. Korkmaz emphasizes that TSE, which was authorized by the Ministry of Economy as an international surveillance company in 2006, has the authority to supervise 90 of the 97 chapters defined in the international market as an international surveillance company within these services. "We have made significant distances in the standardization and conformity as-sessment areas that we have come up with in the way of being a certification institution sought in the whole world, especially in the neighboring and nearby countries all over the world. I believe that this activity and respect provided by the Institute at national, regional and international level will provide significant gains for our country's industrialists, exporters and SMEs" he said. Korkmaz stated that the most important platform that industrialists can contrib-ute to standardization
activities in machine manufacturing sector is mirror committees. "With mirror committees, it is possible to acquire the views of all relevant stakeholders and to reflect these opinions into the standards while they are still in preparation for regional or international standards. The number of mirror committees in the machine-manufacturing sector, which is currently active in our country, is 22. Turkey is the world's 17th and Europe's sixth largest economy, is full member of the world's largest international and regional standardization bodies ISO and CEN. So the number of mirror committees in the machine-manufacturing sector is extremely poor in Turkey. "COMMON TECHNICAL LANGUAGE MUST BE CREATED" Chairman of the Board of Directors of Turkish Machinery Federation (MAKFED) and Vice Chairman of the Elevator and Escalator Industrialists Association (AYSAD) Sefa Targıt stated that the standardization and conformity assessment processes can function properly with the voluntary participation of the produc-ers. " Problem comes if the public excludes producers by seeing them as oppo-nents or producers start back up with the prejudice of 'This is not my job!' Even with a very elaborate standard, such as elevators and escalators, it is not possible to achieve natural results, such as creating a common technical language and
making everyone the same evaluation at the same time. According to the EN 81-1 standard, if an annuity that goes through an annual check is being annulled annually, there is a mental problem here. Such erroneous practices are bringing back the reliability and importance of standards to the public." he said. "WE MOVE TOGETHER WITH TSE" MAKFED Secretary General, Zühtü Bakır expressed that it is possible to partici-pate in Turkey's favor, when we also comply with the EU directives on exactly when they are supposed to be built on thousands of standard preparatory work. "TSE, as a member of many international institutions, has a great influence in the decisions taken by the standardization organizations in question. However, there is a need to use this power in conjunction with the industry, which dominates technical aspects. Thus, while attempting to penetrate standards with country characteristics, it may be possible that the industry closely follows developments. For this purpose, we have decided to act together as MAKFED with TSE in order to increase the international efficiency of Turkish machinery sector. We matched the machine mirror commissions with our 17-member association. In this way, we will create a pool of experts to participate in international standardization meetings on behalf of the sector" Zühtü Bakır said.
