HIGH TECHNOLOGY TRANSITION PROGRAM IN INDUSTRY IS EXPLAINED IN İZMİR The first meeting of "High Technology Transition Program in Industry" initiated in five main sectors by the Ministry of Industry in order to increase the share of value-added and high-technology products in industrial production was held in İzmir with machine manufacturers.

he first phase of "High Technology Transition Program in Industry" initiated by the Ministry of Science, Industry and Technology and covering five sectors initiated was held in İzmir on February 15 under the name "Turkey Machinery Industry Summit". The summit organized with the cooperation of the Ministry of Science, Industry and Technology and the Federation of Machinery Manufacturing Industry Associations (MAKFED) was participated by Dr. Faruk Özlü, the

Minister of Science, Industry and Technology the managers and experts of MAKFED and the Ministry of Science, Industry and Technology, the representatives of the universities and public, and representatives of the machinery sector. Starting his speech giving information on MAKFED the President of the Board of Directors of MAKFED, Adnan Dalgakıran, stated that 18 machinery associations met under one structure and said "We made every effort to carry the industry activities to an institutional area as we perform the activities of the
Machinery Exporters Association. Within this framework, we cared about the sectoral associations and we tried to help them develop their fields of expertise by supporting them. At a later stage, we gathered all these associations under one federation." Stating that the middle income of Turkey is not a sustainable environment Dalgakıran said, "It is a little difficult to go from middle income to high income. We see this clearly in the cases of South Korea and Taiwan. However, there are more than 20 countries that went
from low to middle income. Therefore, we live in a world where the number of our competitive countries is increasing. At this point, MAKFED is making every effort to be effective in the sector's strategic decisions and to put forth comprehensive projections by gathering the machine stakeholders of the country as a roof organization." "INDUSTRIALIZATION IS POSSIBLE WITH THE MACHINERY SECTOR" Voicing his pleasure to be in İzmir for Turkey Machinery Industry Summit, the Dr. Faruk Özlü, the Minister of Science, Industry and Technology said that the matters to be discussed during the summit, the ideas to be formed and the solution proposals to be generated would bring along positive consequences for the Turkish machinery sector. Underlining that the machinery sector is in a very special position in developed and developing countries, the Minister Özlü said, "It is not possible to talk about industrialization without the machinery sector. If there is a machinery sector, then there is industrialization, if there is machinery, there is production and added value. Therefore, the existence of a strong machinery sector is essential for a balanced and stable economy. The production and employment size of the machinery sector is one of the main indicators of industrialization. In the last quarter of 2017, we had an 8,7 percent growth in the industry compared to the same period of the previous year. The industry had a significant contribution to this all-time high growth", and he emphasized that growth led by industry was the clearest indicator of a healthy economy. "NATIONAL AND DOMESTIC PRODUCTION IS A STRATEGIC STANCE" The Minister Özlü emphasized that
we had to keep up with the times saying "In the development process of the countries, the importance of machinery industry within the manufacturing industry is increasing. In developed countries, the share of the machinery sector in exports is around 20 percent. We must also reach these levels. We have to create our domestic and national machinery industry in all aspects including design, technology, production, brand, and marketing. But as we move towards this goal, we have to get strength from design, innovation, and R&D. Otherwise, we can not get any distance," and he added: "Growth by preserving the existing conditions of the companies is now history. The time is self-renewal and self-development time. If we cannot develop our products with R&D and design by adding innovation, unfortunately, we will disappear. Based on all these, we put domestic and national production on the basis of our development policies. Let's remember that development starts with domestication. From now on we will pursue a policy of domestication and development oriented towards production. I would like to emphasize that this policy is not a policy that excludes foreign investment. We tell everyone 'produce in Turkey, supply your needs here, create jobs here, pay taxes here, export from here'. When we say that, we do not consider the capital structure. There is nothing more natural than our support to domestic production. All developed countries protect their production and technology by intensively supporting them. Therefore, national and domestic production is a strategic stance and a strategic policy for us. Now we need to break the routine of ‘Domestic Goods Week’ imprisoned in chickpea and grapes. Now, there is a Turkey taking firm steps to create its domestic technology
in a wide range of industries from defense to energy, from health to agriculture, from transportation to industry. Today's Turkey is a sound Turkey taking matters to its own hand when needed, aiming to grow with its national and domestic resources." "WE CONSIDER PUBLIC AND PRIVATE SECTOR AS STRATEGIC PARTNERS" Stating that concrete steps were taken to achieve the targets set out and that they would continue, Ozlu emphasized that there are comprehensive studies paving up the way for domestic production with production, R&D reform packages, and the Industrial Property Law. Stating that the High Technology Transfer Program is a product of this thought, the Minister Özlü emphasized that they expected significant contributions from the industrialists for this works. Özlü said, "We consider Turkey Machinery Industry Summit as an important step in this program. We expect a significant awareness and contribution from all of our stakeholders, from all our sectors and industrialists to the High Technology Transition Program in industry. We know that the key to strengthening Turkey's economy is through a strong private sector. Therefore, we consider the public and private sectors as strategic partners. In this sense, we want to act in harmony with you while making laws, preparing legislations, creating support packages, and making technical regulations." Talking about the Placement Executive Board, which was realized on January 24, 2018, the Minister Özlü stated that the Board would pass on the programs that will increase the competitive power of the industry. Özlü said, "This Board is the most concrete expression of our stance for the national and domestic industry."

TURKISH MACHINERY INCREASING THEIR POWER WITH WOMEN ENGINEERS Turkish Machinery met the students of the Engineering Faculty of Sakarya University as part of the "With Women Engineers, With All Our Strength" project realized to encourage the equal participation of women in the business life and to add their creative power to Turkish industry.

n the "With Women Engineers, With All Our Strength" event held in February 19 in SAU Culture and Congress Center with the support of Women in Business Life Club of Sakarya University, the President of the Board of Directors of MAİB Adnan Dalgakıran, the President of the Board of Directors of Kale Group Zeynep Bodur Okyay, the CEO of Vispeara Bilgi Teknolojileri Dr. Aytül Erçil and the journalist and author Ali Ağaoğlu participated as speakers. Adnan Dalgakıran emphasized that the way to increase the participation of women in business life required a cultural change in the event that gained the attention of the students of the Engineering Faculty of Sakarya University. In his speech, Dalgakıran said,"The ratio participation in the workforce in Turkey is around 50 percent. This figure is above 70 percent in Germany, the USA, and other developed countries. This means: While every 70 people in 100 work and produce in Germany, only 50 people work and contribute to production in Turkey. The women-man employee ratio is almost equal in developed countries. But in Turkey, the ratio of wom-

an employees is 30 in 100 people. The more the participation to the workforce, the more values will that country produce", and he also stated that it will not be enough to increase the woman employee ratio to 70 percent, and the most qualified positions of this area will be filled with woman students with engineering education. "WOMAN ARE AN INFINITE SOURCE OF ENERGY LIKE THE SUN" The President of the Board of Directors of Kale Group, Zeynep Bodur Okyay, one of the speakers of the event, stated that they support the "With Women Engineers, With All Our Strength" project so that the women participate in the in-

Zeynep Bodur Okyay said, "While the importance of technological production in information-based economy increases, we must make this area more attractive for women. Carrying our works to increase the women equality in employment, the women should be encouraged towards STEM (Science, Technology, Engineering and Mathematics education), we must provide all our young people good education with high technology and suitable to the needs of the country", and she added "The number of women entrepreneurs in Turkey is currently around 7 percent, we must increase this figure to at least 25 percent."

eneral Manager of Hannover Fairs Turkey Alexander Kühnel, the Vice Chairman of Turkish Machinery Exporters Association (MAİB) Kutlu Karavelioğlu, the Chairman of Industrial Automation Industrialists Association (ENOSAD) Dr. Hüseyin Halıcı, General Secretariat of Association of Turkish Machine Manufacturers (MAKFED) Zühtü Bakır, the Board Member of Turkish Fluid Power Association (AKDER) Osman Türüdü and the Chairman of Association of Electrical Installation Engineers (ETMD) Mustafa Cemaloğlu attended the introduction meeting of 25th International WIN EURASIA 2018 that will be held on 15-18 March at TÜYAP İstanbul Exhibition Center. Alexander Kühnel, General Manager of Hannover Fairs Turkey, stated that they merged WIN Automation and WIN Metalworking, the two important trade shops of Turkey, under the same roof by considering the demands of the industry, and will be offering new job opportunities at international standards by gathering the global industry giants in İstanbul. "As our show brings together all industrial products and services to fulfill the resource needs of the industry at its 25th year, it also offers a unique program with its Industry 4.0 Festival Area besides its conferenceseminar schedule," said Kühnel.
"OUR SPECIALTY ASSOCIATIONS WILL STAND OUT WITH THEIR KNOWLEDGE AND EXPERIENCE AT THE FAIR" Kutlu Karavelioğlu, the Vice Chairman of MAİB, made a speech at the meeting and reminded that machine industry is one of the largest industries of the world: "The total revenue of the world is 80 trillion dollars. 19 trillion dollars of this figure is fixed capital investments. In other words, 25 percent of the income is spent on investment. 25 percent of this is machinery equipment investment. This rate is around the same for the past decade. The estimated market
and production figure of the machine industry will be 4,8 trillion dollars. The world spends 1/16 of its revenue for the machines. And Turkey allocates 94 billion dollars of 163 billion dollars, in other words, 11 percent according to 2016 TÜİK data. According to the figures of Turkish Ministry of Science, Industry and Technology, the industry employs 240.000 individuals. It generates a value of 20-22 billion dollars with 13.200 active companies. The employment rate of the industry increased an average of 8 percent every year for the last eight years. Among all of our industry branches, we are the one with the highest added value share."

MAKFED MEYEM STARTED GIVING CERTIFICATES As a result of the project carried out by the Federation of Machinery Manufacturing Industry Associations (MAKFED) with the support of Ankara Development Agency to establish a test and certification center, it obtained Vocational Qualifications Institution (MYK) Authorized Certification Body title as of January 31, 2018.

AKFED MEYEM project is important for the employability of the unemployed and low-income workers for machinery industry, to increase their income levels, to support the life-long learning process of these people and to develop a qualified, certified workforce notion. Thanks to the project, certification works will be carried our for 10UY0002-4/02 Machinery Maintenance (Level 4), 12UY0105-3/00 Machine Installer (Level 3) and 12UY0105-4/00 Machine Installer (Level 4) authorization areas so that the qualifications of the employees can be deter-

mined and they can be accorded to the employment markets. While having a certification is mandatory for Machinery Maintenance since May 26, 2016, certification obligation for Machine Installers will be effective as of September 25, 2018. In case any machine installation staff not certified until such date are employed, the sanctions set forth by the Ministry of Labor and Social Security will be imposed on the employers. TOTAL GOVERNMENTAL SUPPORT TO CERTIFICATION The test and certification costs for three professions in MAKFED
MEYEM authorization area until December 31, 2019 will be borne by ISKUR. While the test fees will be paid by the candidate or the employer in case of 10 or more candidates, the entire payment for the candidates who are successful in three test right will be refunded within a month. Therefore, no costs will incur for the employers or the employees. MAKFED MEYEM tests will be held in Erkunt Vocational Training Center in Sincan Organized Industrial Zone in Ankara. Additionally, in case there are sufficient candidates and infrastructure, test service will be provided outside Ankara.

Upon the Ordinary General Assembly, Merih Özgen became the new President of the Board of Directors of İMDER.

n his speech where he stated he had been happy to be in the operations of İMDER for 15 years, the two-times President of the Board of Directors Halil Tamer Öztoygar emphasized that İMDER is an association inspiring the sector. Öztoygar thanked the members of the Board of Director, the members of the association, the committee heads and general secretary staff he had the chance to work with for their devoted work. The new period Board of Directors of İMDER was also determined in the General Assembly. Merih Özgen, who had various active duties in İMDER such as the Manufacturing Committee Head, Vice President of the Board of Directors, was elected to be the President of the Board of Directors of İMDER for the 2018-2019 period. In his speech following the General Assembly, Özgen stated that he

was proud to take over the Presidency position of the Board of Directors of İMDER, who made its mark with its strong structure and never-stopping successful operations, and he thanked the members who deemed him worthy of this position. Stating that they will work for the upcoming period roadmap of İMDER with their long years of experience, Özgen emphasized that the works of İMDER which will strengthen the position of the sector and Turkey in the world and which will carry them upwards will increase by folds. uring TÜDÖKSAD General Assembly held biannually and participated by the members from various cities of Turkey, Mete Nakiboğlu acted as the Council Chairman and Yılmaz Turan as the Deputy Council Chairman. In the meeting, the 2016-2017 activity report was shared with the members with the presentation made by the 20th Period President of the Board of Directors Uğur Kocaoğlu and the General Secretary S. Koray Hatipoğlu. As a result of the voting
held following the reading of the Audit Committee report, the board of directors and the audit committee reports were unanimously released separately. Following the unanimous acceptance of 20182020 operation program and estimated budget, the meeting continued with the election of the 21st period board of directors and the audit committee. nternational Heating, Cooling, Air-Conditioning, Ventilation, Insulation, Pump, Valve, Fitting, Water Treatment and Solar Energy Systems Fair ISK-SODEX 2018 was held at TÜYAP İstanbul Fair Center on February 7-10, 2018. The Minister of Environment and Urbanization Mehmet Özhaseki, Hannover Fairs Turkey General Manger Alexander Kühnel, the Vice President of the Board of Directors of the Machinery Manufacturers Association (MAİB) and President of the Board of Directors of the Turkish Pump and Valve Industrialist’s Association (POMSAD) Kutlu Karavelioğlu, the President of the Board of Directors of the Heating, Cooling, Air Conditioning and Research and Training Foundation (ISKAV) Metin Duruk, the Board of Directors of Air Conditioning Industry Exporters Association (İSİB) Zeki Poyraz and the representatives of many non governmental organizations and guests participated in the fair, and speaking in the opening speech of the fair, the Member of the Board of Directors of Deutsche Messe, Wolfgang Lenarz said: “Turkey, which is among the most important commercial partners for the European countries, mainly Germany, is also important Deutsche Messe. ISK-SODEX Turkey is an important opportunity to show the power the industry of Turkey to the whole world. It is meaningful for us to be

Speaking of the operations of the ministry in his speech, the Minister of Environment and Urbanization Mehmet Özhaseki stated that the fair will provide significant contributions to the country economy and the industry. During the opening ceremony, the children who ranked the first three in the drawing competition titled "On the Track of Energy (Heating, Cooling, Ventilation, and Isolation) from the Past to the Future" were awarded.
THE INTERNATIONAL GUEST RATIO INCREASED BY 14 PERCENT Exhibiting the products of pump and valve companies in the 13th and 14th Halls, 13th International ISK-SODEX 2018 Fair was visited by 84 thousand and 936 sector representatives from 93 countries. Compared to the previous years, the ratio of international guests increased by 14 percent, and in cooperation with the Ministry of Economy, bilateral business meetings were held with more than 500 international purchasing agents from main countries, mainly Iran, Iraq, Qatar, North and West Africa, Russia, Poland, Germany, and Australia. Lasting for four days, the fair provided different experiences to its participants and guests with its new date, new location and Forum Area, and the supportive programs such as the League of Masters.
