replaced was refreshed. Undersecretary of Ministry of Economy, İbrahim Şenel stated in his speech at the General Assembly "Machinery sector, which satisfies the investment demands of the industry plays a major role in the development of countries. We can see that our machinery manufacturers are acting with utmost efforts to fulfill their responsibility. We are developing new mechanisms to support them and users of machinery, we shared some of our suggestions with the Ministry of Finance". Emphasizing the contribution provided by exporters associations to the development of the sectors,
Mr. Şenel, in his speech which he addressed sectoral associations as very valuable platforms established to express the needs of the exporters stated that "Our associations perform a significant task in terms of transferring the opinions of the sector directly to the decision making mechanicms. Machinery manufacture sector is the flagship of industrialization and progress". OUR MACHINERY EXPORT IS INCREASING BY 15 PERCENT FOR 16 YEARS Chairman of Board of Directors of Machinery Exporters Associa-
tion, Kutlu Karavelioğlu also emphasized that the machinery sector has multiplied its export which was nearly 1.7 million dollars in 2001, by nine with the investments and effective promotional activities it has realized in the last 16 years. Reminding that the machinery sector has set its export goal for 2018 as 18 billion dollars, Chairman of Board of Directors of Machinery Exporters Association, Kutlu Karavelioğlu added: "Turkish machinery industry is demonstrating great solidarity with the importance it has placed on sectoral organization. All of the 22 subsectors have established unions and has gained lobbying power effective at home and abroad under the umbrella of our exporters union and federation. We have our flag being waved at almost all of the international parent organizations and our representatives take office in the management of a major number of them. Our common culture which is being gradually consolidated has turned the major responsibility we assume for the future of our country into an inevitable duty. In the organizations of our world, interests of the county and the sector are mentioned rather than the interests of companies and individ-
uals. Line in all of our elections in the past, today we are taking over the flag with our colleagues who has worked for their own subsectors for years and assimilated with this culture. Our efforts will go on by gaining speed with the experience and contributions of our full and associate members who have participated to us recently and our export figure which is in excess of 15 billion today will break new records." “SUCCESS OF THE MACHINERY INDUSTRY WILL BE TURKEY'S SUCCESS" Expressing his assurance and elation in handing over the chairmanship which he has assumed for 12 years at Machinery Exporters Association, to a management which is very familiar to the sector, Adnan Dalgakıran told in his speech: "When we first took office, machinery awareness and concept in Turkey was not inhabited yet. Though, major part of the commodity trade in the world consists of machinery. It is clear that we provide significant services altogether, and the most importantly, that we ensured everyone to be aware of the strategicness of our sector. Machinery is a tool of production, it is technol-
ogy and it is an aspect which directly improves value, prosperity and competitive strength. Material lifespan of the products may be longer, however, their technological lifespan is now very short. Each machine is more advanced than the previous one and can produce more will less error. If you accept to import a production tool which evolves at such pace and above all, if you opt for second hand items, you will soon become a technological dump. You cannot be globally competitive with the machinery of others. This competition is getting more fierce gradually, number of countries reaching to middle income level from low income level are increasing rapidly. Success of the machinery industry will be the success of Turkey."

WORK AND CONSTRUCTION MACHINERY WILL GROW WITH DOMESTIC AND NATIONAL PRODUCTION Turkish work and construction machinery sector continues to maintain its sixth place in the Eurasian region and the tenth place in Europe in terms of the manufacturing industry. Turkey is the third country following China and India in terms of fastest growing market and it has the fifth place in Europe and eighth place in the world in terms of market size. It is expected that Turkey's investment plans until 2030 with a value of 1.3 trillion USD will extend the trade volume of work and construction machinery industry to 30 billion USD.
E
ver since the wheel was invented, the process of human beings to structure themselves in the direction of their needs has never ended. They have constructed roads, bridges, aqueducts, buildings and many others! Thanks to advances in work machinery technology, such buildings can be constructed within months. While the machine was in the foreground with its apparent destructive features, it was also considered as being responsible for the destruction of the environment. However, work machines, which are built by humans, represent power and contribute to the development of humanity by causing natural destruction at a minimum level, depending on their way of use. Work and construction machinery industry operates completely for investments and it continues to play an important role on countries' economic development as an industry that serves the public and private sectors, where public works, construction, infrastructure, superstructure, mining sector, industri-
124
al and industrial investments are all realized. Therefore, we are able to measure the economic and social development of a country and the growth rate with the number and quality of work and construction machinery sold throughout the year. The industry has a history dating back to 80 years in Turkey and various manufacturer and distributor companies, including subsidiary industries, are currently operating.
Turkish work machinery and equipment industry constitutes 16 percent of the production value of Turkish machinery industry and it has the sixth rank in Eurasia in terms of manufacturing industry, the tenth rank in Europe in terms of work and construction machinery. On the other hand, Turkey has the fifth place in Europe and eighth place in the world in terms of market size. As known, it is expected that Tur-
key's investment plans until 2030 with a value of 1.3 trillion USD will extend the trade volume of work and construction machinery industry to 30 billion USD. The short-term target of the sector is expressed as reaching 16 thousand sales in 2020 and 20 thousand sales in 2023. 45 PERCENT OF PRODUCTION IS EXPORTED Turkish work machinery market has the fastest growth rate after China and India for the last eight years and it continues the remarkable uptrend in the global market. At present, the annual economic volume of the Turkish work and construction machinery industry, which exports 133 countries including 28 EU countries, is announced as 6.5 billion USD. The industry has realized 2.5 billion USD of this economic volume through sales and its contribution to Turkish economy is about 1 billion USD. On the other hand, 65 percent of domestic demand for work machines and equipment is met by distributors and 35 percent is met by local manufacturers; the experts in industry emphasize that direct foreign investments and partnerships in work and construction machinery field need to provide added value in Turkey. On the other hand, firms that continue their manufacture process in the industry export about 45 percent of the products they produce with 55 percent domestic input. In order to increase this figure, the industry continues to seek for new markets to make exports and there are new target markets such as Iran, Russia, Malaysia, Singapore, India, South America and Africa. EXPORTS HAVE INCREASED BY 8 PERCENT In order to ensure the development of countries in economic and social fields; work machinery are increasingly needed to realize the processing and transport of underground and above ground mines which will
be used as economic input for roads, water, electricity, dam, bridge, communication networks, industry and social services. In this context, as the global machinery industry continues to grow in parallel with the recovery in global trade, the trade volume of the industry is announced as 150 billion USD. According to data from Machine Exporters' Association of Turkey; in 2016, Turkey has made 843.5 million USD worth exports in the machinery used for construction and mining. While this figure increased to 910.7 USD (8 percent) in 2017, exports to Germany, which is the leading country in terms of exports within the industry, have increased by 30.2 percent when compared to 2016. On the other hand, the 95.6 percent increase in exports of the industry to Russia, which is yet to show its potential, stands out as a very positive indicator. TURKEY IS A HEAVEN OF “AGED MACHINERY”! Nevertheless, it can be said that the industry is still an infant when compared with developed countries. As the life expectancy of a work machinery is seven years by European standards, this case differs in Turkey. According to industry experts, it is assumed that there are more than
120 thousand work and construction machinery for over 10 years. Moreover, it is known that there are many work machines still operating which are 20 or 30 years old. Industry experts continue to work in order to change this situation and they underline that Turkey's need for work machinery is much more than the current demand. INDUSTRY IS HOPEFUL FOR 2018 Merih Özgen, Chairman of Turkish Work and Construction Machinery Manufacturers and Distributors Association (İMDER), which is the umbrella organization of Turkey for the industry, has evaluated the export and production figures of industry and emphasized that large-scale projects in Turkey also feed the work and construction machinery industry. Özgen said they have completed the last year within the targets they have foreseen and added: “Although the first months of 2017 have been stagnant, our sales figures were realized as we have expected by the end of the year. While about 12,000 machines were sold in the domestic market, our exports also increased by 8 percent compared to the previous year.” Özgen has also recorded that the increase in demand for residences in Euro region had positive
125
in english
impact on export figures of the industry and he says that infrastructure, construction, urban transformation and mega projects in Turkey have also mobilized the demand in domestic market which helped the manufacturing companies to improve their export policies and focus on export in 2017 with more confidence. Merih Özgen emphasized that Germany, Algeria, England, Saudi Arabia, USA, Iran, the Netherlands, Austria, and Russia are the leading countries in exports and that they predict that market volume will increase significantly in 2018. Özgen, who also reminded that the sales of the domestic market in January and February increased by 40 percent compared to the same period of 2017, and added: “As you know, winter period is generally stagnant in our industry. However, both the mobility in the domestic market and the 40 percent of the increase in exports make it possible to look at this year with more hope. In parallel with the realization of these promising developments in domestic and foreign markets, we also expect that the production of our domestic producers to increase.” DOMESTIC AND NATIONAL PRODUCTION MUST INCREASE Özgen has also reminded that, ac-
126
cording to the data of 2016, the volume of world machinery imports totaled approximately 2 trillion USD; and Turkey had the 19th place with a volume of about 28 billion USD, and the export volume for machinery exports within the world was 1.9 trillion USD and Turkey had the 28th place with 12.5 billion USD. He added: “In terms of machinery industry exports, Turkey has raised to 25th place in the world according to 2017 data. In the machinery industry, the import coverage ratio is around 38 percent. In light of these figures, we can say that Turkey has a great potential in machinery manufacture industry and in particular in work and construction machinery industry. By using this potential correctly, we must manufacture competitive, quality products with cutting-edge technologies and we must increase our exports with the right strategies. One of the most important elements of development is the manufacturing power. By combining our manufacturing power with high technology, we can make a significant contribution to the development of Turkey. When we look at the leading countries in machinery exports, we see that majority of these countries have a significant share of exports of high-technology industrial prod-
ucts. In order to have a say in the world economy, we have to lift our domestic and national production to higher ranks immediately. In this context, we are very pleased to witness that our government realizes domestic and national industry.” R&D POWER OF INDUSTRY INCREASES Turkish work and construction machinery industry also draws attention in the global market with its growth rate in recent years, and the value-added manufacture of the industry by using R&D continues to rise. Many large-scale companies within the sector own developed and active R&D centers; and they realize all new product development processes, including the industrial design by domestic and national resources and they, represent Turkey at the global arena with their own brands. In this context, we can say that İMDER, which is one of the member associations of MAKFED, has procured resources of CECE (European Work Machinery Federation) and other industrial organizations regarding access to international and EU originated technical legislation and provided those to its members as they need for their technological activities and this had a huge impact in the development mentioned above.
