10 PERCENT OF TURKISH EXPORT IS FROM MACHINERY INDUSTRY MACHINERY EXPORTERS’ ASSOCIATION SET THE TARGET IN THE MACHINERY EXPORT THAT GREW 20 PERCENT COMPARED TO THE SAME PERIOD OF LAST YEAR AS 18 BILLION DOLLARS FOR THE END OF THE YEAR. “WE HAD GREW 20 PERCENT IN OUR TARGET MARKETS, AND OUR EXPORT TO RUSSIA AND ROMANIA INCREASED 51 PERCENT.” SAID KUTLU KARAVELIOĞLU, THE CHAIRMAN OF THE TURKISH MACHINERY EXPORTERS’ ASSOCIATION.
I
n the first half of the year that the total export of Turkey reached 82 billion dollars, the machinery industry provided a contribution of 8.3 billion dollars to export. While the Turkish Machinery increased its export 20 percent within the same period, Germany, USA and UK were once again the countries that most export was made to. Machinery Exporters’ Association (MAIB) Chairman Kutlu Karavelioğlu stated that the recession in the global economy turned into a healthy and sustainable growth, the production investments gained momentum, and the machinery exporters took their share from this promising development as the main actors of production. Karavelioğlu underlined that the Turkish Machinery had been the national industry that best used this steady state in the global economy. “We had completed our R&D and quality investments, and included them into the production process. Turkish machinery is much more competitive and efficient compared to their state five years ago. Our • 118
institutionalization efforts and overseas promotion activities enabled machinery users all around the world to realize the progress enabled by our manufacturers.” said Karavelioğlu. In fact, the increase in export to Germany, USA and UK that are ranked at the top among the countries that Turkish machinery manufacturing industry exports its goods to reached the level of 20 percent according to the 2018 first half export results, and the increase of export
to Russia and Romania is around 50 percent and the increase of export to Netherlands and Uzbekistan is around 70 percent. On the other hand, the first half export results of 2018 indicate that the highest export increase among the top five product groups of machinery sub-industries was seen in lifting, handling, stacking machinery with 35 percent. And this group was followed by construction machinery with 29 percent and pumps&compressors with 28 percent.
THE SHARE OF MACHINERY TO INCREASE EVEN MORE IN EXPORT MAIB Chairman Kutlu Karavelioğlu reminded that the end-of-the-year target of Turkish Machinery is 18 billion dollars with 20 percent increase. “In the first half of the year that 1 billion dollar is exceeded in air-conditioning and cooling machinery, the total export of machinery and accessories reached 8.3 billion dollars. Our 2023 target is to set the share of machinery export in total export to the level of 15-20 percent. Thus, the competitive power of Turkey that will gain a major part of its revenue from machinery, in other words technology will become more attractive for other countries.” said Karavelioğlu. Turkish Machinery that began the year 2018 with an upward trend increased its export 20 percent per value and 8.5 percent per quantity in the first half of the year. Similarly, the unit price per kilogram in the machinery industry export had became 6.3 dollars with 10.7 percent increase compared to the same period of the previous year.

TIM CHAIRMAN IS İSMAİL GÜLLE IN THE 25TH ANNUAL MEETING OF TURKISH EXPORTERS ASSEMBLY (TIM), ISMAIL GÜLLE IS SELECTED AS THE NEW CHAIRMAN AND 27 INDUSTRIAL COUNCIL PRESIDENTS ARE ASSIGNED.
2
5th Annual Meeting of Turkish Exporters Assembly (TIM) was held at Istanbul Haliç Cultural Center on June 30 to determine the new Board and Industrial Council Presidents. In the elections held at the Annual Meeting, Ismail Gülle became the 4th Chairman of TIM. Ismail Gülle, who made a statement after the elections, stated that TIM had its most civilized election. “As of this day, I will fulfill this role that you assigned as best as I can. The title will shrink, but the services will expand. No one will be left out of the game.” said Gülle. Gülle added that he will transform TIM into a very different organization. “I had served at every point of TIM for the past 20 years. And from now on, we will be stronger, more proactive and
• 120
creative. The winner will the exporter.” In the Annual Meeting, 27 Industrial Council Presidents were also identified with an election. According to this election, Machinery Exporters Union Chairman Kutlu Karavelioğlu became the TIM Machinery and Accessories Industrial Council President. “WE SHOULD INCREASE THE NUMBER OF EXPORTERS TO 120 THOUSAND” Turkish Prime Minister Binali Yıldırım attended the Annual Meeting and made a speech stating that “trust and stability” were effective in the triple growth of Turkey, that Turkey doesn’t have absolute superiority but rather relative. “And that comes from our human resources. The future of Turkey is its youth. We
have to raise them as best as we can. We need a young generation that does not miss out the developments in the world. Great investments are made to infrastructure, and especially to education. Given its natural resources, human resources, geopolitical position, the true potential of Turkey is not this, we are not at the point we should be. When we had started, only 12 cities were engaged in export. Now, all are. But even the 71 thousand exporters of today are not enough, we need to raise this figure to 120 thousand. We will invest more in intelligence and continue structural reforms. We will use time economy more effectively and prevent youth from being mislead and looking away. Stability and trust are essential for us.” said Yıldırım.
“TAILOR-MADE SUPPORT SHOULD BE PROVIDED TO THE INVESTORS” Turkish Minister of Economy, Nihat Zeybekçi also made a speech underlining the need to reach a different level in all fields of technology from information to finance, distribution to technology. “We had launched project-based investment incentive system. Both the domestic and foreign investors should be supported not with one size fits all approach but rather with tailor made offers. Because if you don’t exist, nothing exists. It would be just a dream for Turkey to achieve its goals if there weren’t real sector, industry and investment. We are right with you to turn every season into spring for the exporters.” said Zeybekçi.

THE FORMULA OF PRODUCING MORE WITH LESS RESOURCE: AGRICULTURAL MECHANIZATION WHILE THE WORLD POPULATION INCREASES RAPIDLY, THE ARABLE FIELDS AND THE AGRICULTURAL WATER BASINS DECREASE GRADUALLY. IN THE FUTURE, THE HUMAN BEINGS WILL REQUIRE TO FEED MORE PEOPLE WITH LESS RESOURCE. EXACTLY FOR THIS REASON, AGRICULTURAL MECHANIZATION THAT INCLUDES THE LATEST TECHNOLOGIES IS VITAL FOR THEM. IN THE AGRICULTURAL MACHINERY INDUSTRY WITH 58 BILLION DOLLARS GLOBAL TRADE VOLUME, TURKEY HAS THE CAPACITY TO MANUFACTURE ALL THE TOOLS AND EQUIPMENTS THAT MAY BE REQUIRED. HOWEVER, THE FACT THAT TURKEY STILL LACKS A NATIONAL STRATEGY AND INDUSTRIAL POLICY REGARDING AGRICULTURAL MECHANIZATION IS THE MOST IMPORTANT BARRIER BEFORE THE PROGRESS OF THIS INDUSTRY IN TURKEY.
A
ccording to the Food and Agriculture Organization (FAO) of United Nations, the demand for the agricultural products will increase 50 percent until the year 2050. And on the other hand, while the demand for agricultural products increases, the arable fields will decrease • 124
gradually. Based on the international reports, the agricultural field per person almost tripled in developing countries compared to developed countries in the recent years. With the climate change, we are entering into a risky period in terms of food supply. The experts agree that energy and agriculture will be the two most strategic industries
of the future. “Made in China 2025” vision of China is a program that needs to be examined carefully in this subject. China shifts its production from low added value and effort-intensive production to high added value and innovation-oriented manufacturing, and thus declares one of its 10 top priority countries as agriculture.
While the world talks about reduced agriculture and smart agriculture, Turkey still lacks a strategy document or support model regarding the future of agricultural machinery and the agricultural mechanization. GLOBAL TRADE EXCEEDS 58 BILLION DOLLARS It is expected for the global
agricultural production to regularly increase within the next decade, but the increase will be at a slower pace than the previous decade. Besides the increase of local production, the decrease of costs as a result of more efficient product transportation and distribution systems while the consumption per person increases with the increase of incomes and the growth of trade, the consumption changes due to the urbanization and diet changes stand out as factors contributing to this change in developing countries. While these countries focus on animal production besides grain production for food, the developed countries replace quantity concerns with quality concerns to ensure the health and quality of their foods. The growth in the global agricultural market shifts from developed countries to developing countries, and this trend is expected to continue increasingly in the following years. While the reforms experienced in the agricultural policies of the developing countries have positive impacts on the quality and efficiency of production, the general growth rate of production in the developing countries is higher than the developed ones. On the other hand, food product import is expected to increase in the less developed countries. While production increase falls behind population increase in these countries, this state causes more dependency to global markets and more exposure to international price fluctuations. Within this framework, while the world agricultural machinery trade was around 56 billion dollar average in 2007-2017, the foreign trade volume that dropped down
to 43 billion dollars during the global economic crisis of 2009 within the same period increased to 63.9 million dollars in 2013. And the product groups that are traded most in the agricultural machinery trade with the value of 58.2 billion dollars at the end of 2017 are, respectively, ›130KW tractors (5.8 billion dollars), 75-130KW tractors (5.2 billion dollars), motor lawn mowers (4 billion dollars), harvesters (4 billion dollars), 37-45KW tractors (4 billion dollars). And in the distribution of trade to countries, it is seen that the developed countries are ranked at top in agricultural machinery trade just like they are in agricultural products. While Germany, USA and Italy are the top three in export and USA, France and Germany are the top three in import, Germany, USA, France, UK, Netherlands, Canada and Belgium are at top ten both in export and import. And the share of the top 10 countries in export is 70 percent in total export, the share of the top 10 countries in import is 52 percent in total import.
TURKISH INDUSTRY CAN MANUFACTURE PRODUCTS FOR ALL NEEDS Turkish agricultural machinery industry that manufactured its first plow in 1861 in Bursa recorded a significant growth especially in the last decade. In Turkey where almost 1 million 750 thousand tractors were manufactured since 1963, various varieties and types of tractors can be manufactured today. Moreover, even though mostly tractors up to 100HP are manufactured since Turkish field scale is small, the industry also began manufacturing tractors up to 140HP upon request. The industry that achieved an export over 800 million dollars together with tractor accessories and parts in 2017 can still manufacture all of the mechanization tools needed by Turkey, except self-propelled harvesters. The experts believe that the machinery/equipment support provided to the farmers has both a significant place in and contribution to this development. The industrialists, who get the chance
to improve their production and production technologies thanks to these supports, expand to other markets with the rise of their competitive power, opens new facilities, increase their number of employees and strengthens their machineries. The industry continues to contribute to the national economy with the added value that it creates. In the period of 2008-2016, the agricultural machinery manufacturing industry, which is third in the overall machinery export in respect of increase rate, is ranked first with its production value and third with its added value and number of employees within the general machinery manufacturing industry. This is also important since it is an indicator that the agricultural machinery manufacturing industry doesn’t spend its revenue to an easier gain, income, but prefers investing. INDUSTRY EXPORT EXCEEDS 650 BILLION DOLLARS While 652 million dollars worth agricultural machinery was exported to almost 120 125 • TEMMUZ 2018
MOMENT IN ENGLISH countries in 2017, this figure does not include almost 150 million dollar worth export of tractor equipments and parts counted in phase 87 “motor vehicle equipments, parts and accessories”. On the other hand, 318 million dollars of 652 million dollars export came from tractors and 333 million dollars came from equipments. In this sense, while Turkish agricultural machinery industry is ranked fifth within the general machinery industry’s sub-categories in terms of export size and foreign trade balance, the total agricultural machinery export also increased with 20 percent value increase experienced in the equipment export despite of almost 5 percent shrinkage of tractor export in 2017 compared to previous year. According to this, the agricultural machinery industry that achieved an export value increase of almost 8 percent compared to the previous year, has maintained its leadership position within
• 126
the general machinery industry export. While the top 10 countries that the products are exported to in 2017 are USA, Italy, Azerbaijan, Iraq, Uzbekistan, Iran, Sudan, Ukraine, France and Bulgaria, almost all of the export to USA is composed of tractors. While this rate is around 80 percent for Italy, almost all of the export to Azerbaijan is composed of other agricultural equipments. PRODUCTION RECORD IS BROKEN IN 2017 According to the “Turkish Agricultural Machinery Industry Statistical Report” issued by TARMAKBIR Secretary General M. Selami Ileri last May, almost 73 thousand tractors (2016 and 2017 models) were registered in 2017, getting one more step closer to the record of 1976 with almost 4 percent increase compared to 2016. And in production, there had been an improvement of almost 7.6 percent compared
to 2016. With this trend, the production record of all times was broken as of the end of 2017. In equipments, the cash flow issue still continues even though the market is not at a dead stop. The terms are so long that they challenge the industry, the price increase in iron/steel products is around 30-60 percent, and the industry has hard time explaining this situation to dealers and farmers. According to the report, while the keywords regarding the use of more advanced agricultural machinery can be summarized as long term policies, larger agricultural fields and higher demands, the importance of determining supports and policies based on business sizes are also underlined on the other hand. The report talks about the importance of distinguishing subsistence farmers from large professional agricultural businesses. The report indicates the absolute necessity of the state to
setup short, medium and long term “agricultural mechanization policies” and “agricultural mechanization support policies” to ensure that at least part of the agricultural businesses achieve agricultural mechanization investments in this period that machines increase their capacities and become, so to say, “smarter”, and talks about the importance of achievement of this by the industry in cooperation with all its stakeholders using a common wisdom. For example, TARMAKBIR Chairman Şenol Önal mentioned the importance of declaring short and medium term incentive programs for smart agriculture, and thus enabling farmers owning farms large enough for precision agriculture and the industrialists wishing to make production in this field to make plans. Of course, not just precision agriculture, but the status quo should be examined urgently also for other elements of mechanization, and future policies should be defined.
