WE ARE ENLARGING OUR TARGET IN US MARKET TURKISH MACHINERY HAS REACHED AN EXPORT OF 9,7 BILLION DOLLARS WITHIN THE FIRST SEVEN MONTHS OF THE YEAR AND THE EXPORT MADE TO THE USA IN THE SAME PERIOD HAS BEEN 700 MILLION DOLLARS. KUTLU KARAVELİOĞLU, THE BOARD CHAIRMAN OF MACHINE MANUFACTURERS UNION (MAİB), SAYS THEY ARE ENLARGING THEIR TARGET ON THE US MARKET TO WHICH A MACHINERY EXPORT OF 100 MILLION DOLLARS IS MADE EVERY MONTH.

T

he global economy has been struggling with the protectionist policies that the US President Trump has begun to implement as soon as he was elected. In particular, the additional customs duties applied to industrial raw materials and high-tech products caused an increase in the tension between the US and its trade partners, and the tension between the US and Turkey regarding the economic agenda has also rose recently. Nevertheless, Turkish Machinery has achieved to increase its exports to the US by 28.7 percent in this period, and export made to the United States has reached 700 million dollars. This share in total machinery exports, which reached 9.8 billion dollars in the first seven months of the year, points out our growing strength in the US market. In the first seven months of the year, Turkish machinery sector increased its exports by 21.2 percent compared to the same period of the previous year, bringing its total exports to 9.7 billion dollars and increasing its market share in all developed countries. Germany, the United States and the United Kingdom have been the countries the sector has made the most exports to, • 118

and the Turkish machinery which attracted great interest in the US, which tries to control the imports with protectionist policies, have been preferred 28.7 percent more by the US buyers compared to the same period last year. “OUR INDUSTRIALISTS SHOULDN’T LOOK ABROAD FOR THE GOODS WHICH USA IMPORTS FROM TURKEY” Machinery Exporters’ Association Board Chairman Kutlu Karavelioğlu, stating that the machinery sector will continue to increase its market share in the US market, to which it exports goods of 100 million dollars every month, said: “the protectionist policies with their expanded scope affect

directly all sectors which want to do business in the USA. However, the country, where the industrial production has increased by 6 percent annually, also provides new commercial opportunities to strategic sectors such as machinery. With the increased quality of Turkish machinery, there is a significant number of buyers in the US market. During this period, the turbine, turbojet, turbopropeller and hydraulic cylinder exports to the US were increased by 1.5 times; and exports of engines, parts and parts were doubled.” Karavelioğlu referred to the provisional foreign trade data announced by the Ministry of Trade and emphasized the fact that the compensation rate of exports over imports

in Turkish economy rose to 70 per cent in July, and said: “We need to improve this state which provided a significant reduction in the trade deficit. According to TUIK data, the most exported product group in July was automotive and accessories followed by machinery and accessories. However, machinery and accessories continue to be the second product group that we import most after petroleum and its products. Importing the equivalents of the high-quality products we sell is not the right approach. Our industrialists shouldn’t look abroad for the goods the US imports from Turkey. Turkey needs to grow by using local machines, and by producing more and exporting more.”


AİMSAD BECOMES THE REPRESENTATIVE OF XYLEXPO FAIR IN TURKEY WOODWORKING MACHINERY AND SUB-INDUSTRY BUSINESSMEN ASSOCIATION (AİMSAD) TOOK AN IMPORTANT STEP IN FAIR WORKS AND STARTED TO UNDERTAKE THE SALES OF FAIRS IN TURKEY. AİMSAD, HAVING MADE THE FIRST AGREEMENT WITH ITALY’S XYLEXPO FAIR FOR THE YEAR OF 2020, INTENDS TO CONTINUE THIS WORKS WITH LISDEREVMASH IN UKRAINE AND ATLANTA IWF FAIRS.

İMSAD Secretary General Arif Onur Kaçak, who underlined that they have turned to export as a sector and therefore they prioritize their participation in international fairs, says that AİMSAD now wants to offer more advantageous opportunities to its members and sector companies by undertaking the representations of foreign fairs. Pointing out that Italy is a strong import partner for Turkey, Kaçak reminded that woodworking machinery exports which was 750 thousand dollars in 2013

reached 3 million dollars at the end of 2017 and added: “And our import declined from 56 million dollars in 2013 to 26 million dollars at the end of 2017. Turkey can now export to all countries. The woodworking machinery sector was one of the sub-sectors that did not have a current account deficit at the end of 2017.” AN IMPORTANT MEETING FOR THE SECTOR Xylexpo Fair, held every two years in Milan, Italy, is considered one of the important meetings of the sector. This year, 425

companies including 116 foreign companies from 27 different countries participated in the fair held on May 8-12; 37 thousand people visited the fair,

including 18 thousand operators. The 27th Xylexpo Fair, the franchise of which has been acquired by AIMSAD in Turkey, is going to be held 25-29 May 2020.

REASSIGNMENT IN SAHA İSTANBUL THERE HAS BEEN CHANGES IN THE MANAGEMENT OF İSTANBUL DEFENSE, AVIATION AND SPACE CLUSTER ASSOCIATION (SAHA İSTANBUL) WHICH IS THE LARGEST INDUSTRIAL CLUSTER. FOLLOWING THE APPOINTMENT OF SAHA İSTANBUL’S FOUNDING PRESIDENT HASAN BÜYÜKDEDE AS THE KEY ADVISOR TO THE PRESIDENT AND DEPUTY MINISTER OF INDUSTRY AND TECHNOLOGY, HALUK BAYRAKTAR HAS BEEN ELECTED AS THE BOARD CHAIRMAN OF SAHA İSTANBUL.

here has been change in the management of SAHA İstanbul the founding of which was encouraged by Defense Industry Presidency and which contributed significantly to defense and aviation sectors. The founding president of SAHA İstanbul Hasan Büyükdede resigned from his position as SAHA İstanbul Board following his appointment as Key Advisor to the Presidency and Deputy Minister of Industry and Technology; and Haluk Bayraktar, the Vice Board Chairman of SAHA İstanbul was elected as the Board Chairman. SAHA Istanbul, as it is known, was founded in 2015 to produce high value-added technological products by gathering the power of 65 thousand industrial companies operating in the Northern Marmara corridor extending from Edirne to Tekirdağ, İstanbul, İzmit, Yalova, Adapazarı and Düzce, and was accepted to MAKFED membership as an Observer Member at the beginning of this year. SAHA Istanbul’s cluster mission is, “making Turkey a global power capable of producing its own aircraft, ships, weapons and systems, and competing in the world • 120

with its technological infrastructure.” The cluster, which started out with 27 founding members three years ago, reached 302 members in the defense and aviation industry. SAHA Istanbul operates with a number of goals such as developing world-class brands by developing special areas or products, and creating a global competitive advantage, and increasing the domestic contribution rate in national projects. A FEW DAYS LEFT UNTIL SAHA EXPO On the other hand, SAHA Istanbul gives special attention to organizing a fair event that brings together the domestic defense industry as one of the steps to strengthen the defense and aviation

sectors. Within this scope, the Defense and Aerospace Industry Fair (SAHA Expo), which will be held in Istanbul Expo Center on September 13-15 is intended to bring together the industrialists which has a potential and advanced technology to produce for defense, aviation, maritime and space industries, with main supplier companies and international manufacturers. In his speech at the SAHA Expo’s introductory meeting, SAHA Istanbul Board Chairman Haluk Bayraktar stated that their area of focus as Turkey’s largest industrial cluster is providing national and original production in defense industry, saying “15 years ago, domestic production rate in the defense

industry was about 20 per cent. With the incentivization of domestic companies through the new steps taken, and as a result of the criteria requiring our defense systems to be nationalized and the policies by the government in this matter, we have currently reached a national production rate of 65 percent. 135 companies are going to be participating in the SAHA Expo Fair we are going to organize. These companies are going to exhibit the products they develop, and there are going to be talks between the main platform manufacturers of the sector and businesses. We are also going to hold panels where we are going to discuss road maps to make national and original production model in our sectors.”


35 NEW TRADE CENTERS TO BE OPENED IN POTENTIAL MARKETS MINISTRY OF TRADE, ORGANIZED WITH THE UNIFICATION OF MINISTRY OF ECONOMY AND MINISTRY OF CUSTOMS AND TRADE UNDER ONE ROOF, HAS ANNOUNCED THE ROAD MAP OF TRADE FOR THE NEW PERIOD. IN THE ANNOUNCEMENT WHICH EMPHASIZED THAT THE EXPORT-BASED ECONOMIC GROWTH IS TO CONTINUE, IT IS UNDERLINED THAT WE ARE TO ENTER NEW MARKETS WITH EFFICIENT AND COUNTRY-SPECIFIC STRATEGIES; AND 35 NEW TRADE CENTERS ARE TO BE OPENED IN POTENTIAL MARKETS SUCH AS CHINA, SOUTH AMERICA, INDIA, MEXICO AND AFRICA.

W

ith the transition to the Presidential Government System, the Ministry of Economy and the Ministry of Customs and Trade, which are two deep-rooted ministries, were unified under a single roof and a very well-equipped and powerful Ministry of Trade emerged, gathering trade in one center. In the new period, the Ministry of Trade positions its vision as “providing services from a single center, for all from the smallest tradesmen to the

biggest manufacturers and exporters.” Ministry of Trade is going to follow proactive strategies in the new era, and going to work to remove the obstacles in front of the country and to accelerate the country’s economic development. The ministry has identified its main goal as raising Turkey to the level of high-income countries. The cornerstone of this vision is high value-added exports based on technology, design and branding. In this context, the Ministry has announced that the sectors which are needed by

Turkey and which stand out in the global economy will be specifically supported, and, for this, new generation of specialized free zones are to be established in areas which contain high technology such as software and artificial intelligence and which will provide more added value, and that Turkey’s move on exports is to continue to increase, and that new markets are to be entered with country-specific strategies. In the announcement which indicated that Turkey will gravitate towards potential markets such as China, South

America, India, Mexico and Africa, it is also emphasized that the investment and trade opportunities in the Middle East and North Africa are be closely monitored, and Turkish companies are to be supported to carry out successful initiatives in these geographies. In addition, the announcement stated that 35 new Trade Centers will be opened in potential markets to increase trade volume. Similarly, foreign trade fair support will continue and technical and logistical support related to the country where the fair takes place will be given to companies. TRADE DIPLOMACY WILL BE EFFECTIVELY USED The Ministry of Trade calls Turkish manufacturers to continue to use all means they have so that they will be affected minimally by trade wars and protectionist policies, and Turkey’s economic targets will be developed. Also trade diplomacy will also be used effectively. In this context, all technical and economic expansions required for strengthening Turkey’s existing trade relations with the EU member countries and the neighboring countries will be facilitated in the new era. 121 • AĞUSTOS 2018

1,2 BILLION TL SUPPORT TO INDUSTRIALISTS THE MINISTRY OF INDUSTRY AND TECHNOLOGY ANNOUNCED A SUPPORT PROGRAM OF 1,2 BILLION DOLLARS FOR INDUSTRIALISTS. THE NEW SUPPORT PROGRAM IS EXPECTED TO CONTRIBUTE SIGNIFICANTLY TO REDUCE THE CURRENT ACCOUNT DEFICIT AND TO PRODUCE HIGH VALUE-ADDED PRODUCTS.

F

ollowing the system change in TUBITAK Technology and Innovation Support Programs Directorate (TEYDEB), which supports the research, technology development, university-industry cooperation mechanisms, technology-based entrepreneurship and early phase initiatives of the real sector, 10 distinctive support programs have been simplified and a new support program named TEYDEB 2.0 has been prepared. Accordingly, in order to provide a flexible and simple process, 10 different support programs, the regulations of which are defined separately, are gatherer under two headings. This new support system, which is simplified as Industrial Supports (SADE) and Interface Supports (AYDE) is called TEYDEB 2.0, and as of August 1; a budget of 200 million TL has been allocated for the projects that will appeal to the call opened under SADE. In the announcement, it is stated that new calls will be made in line with the needs of the industry by the end of the year and it is aimed to provide 1.2 billion TL support in three years to be used by the projects that will be implemented through all TEYDEB calls to be made this year. • 122

TEYDEB 2.0’S FIRST CALL HAS BEEN MADE Within the scope of TEYDEB 2.0, the new support program to reduce the current account deficit or to support high value-added product, process and technology development projects will also support the domestic development of commonly used products and technologies. In this context, the Ministry calls upon all industrialists and entrepreneurs and underlines that they are ready to give all kinds of support to those who want to develop new products and new ideas. On the other hand, the Ministry has announced that

facilitative supports will be given to provide mentoring for technology-based entrepreneurs and SMEs in business development and innovation, and for public-university-industrial cooperation. The first call for TEYDEB 2.0 has been made and it can be applied to until December 31, 2018. Project applications will be evaluated through visiting referee and the evaluation process will start without waiting until 31 December as applications will be received. The announcement by the Ministry of Industry and Technology gave information on the

system changes and new calls, and shared with the public the statistical data realized in 23 years from the year TEYDEB was founded up to 2017. According to this data, a total of TL 8.3 billion of support was provided for approximately 10 thousand projects in 23 years, and an R&D volume of 15 billion TL was created with these supports. Within the scope of techno-initiative support for technology-based entrepreneurs, approximately 16 thousand business ideas have been received and 958 entrepreneurs have founded new companies with a grant-support of 77 million TL.


SPACE AGENCY TO BE FOUNDED IN TURKEY BEFORE THE END OF THE YEAR IT HAS BEEN ANNOUNCED BY THE MINISTRY OF INDUSTRY AND TEHNOLOGY THAT THE ORGANIZATION WORKS FOR FOUNDATION OF TURKISH SPACE AGENCY ARE SOON TO BE COMPLETED AND THE AGENCY WHICH WILL COORDINATE THE NATIONAL-LEVEL AND MANAGE THE INTERNATIONAL RELATIONSHIPS WORKS IN SPACE TECHNOLOGIES IS GOING TO BE FOUNDED BEFORE THE END OF THE YEAR.

n the announcement, it is indicated that Turkish Space Agency will create a system to ensure coordination of and to monitor the field of space while considering Turkey’s national interests, and it is stated that the primary target is to steer and coordinate the industry, and to manage international relations from a single point. In the announcement which emphasized that the foundation of Turkish Space Agency is also included in the 100Day Action Plan, it is stated that the organization works of the agency will be completed soon and the agency will be founded within this year. In the announcement which underlines the emergence of a need for a structure

to enable coordination in aerospace industry and consider the country’s national interests due to the development of space industry, and increased number of projects with the ones in use and the new ones added to the program; Turkish Space Agency’s founding purposes are also listed. According to this, the agency will work to strengthen the space industry, to develop scientific infrastructures and human resources and to increase capacity and capabilities in the field of space technologies. While providing the implementation of the basic policies and strategies in the field of space technologies, the institution will also provide the basis for the development of a competitive

industry that is not dependent on foreign trade. In addition to the efforts to increase capacity and capabilities, the agency will coordinate the institutions and organizations operating in these areas; and will be in a structure to manage national and international relations. Turkish Space Agency, which will also keep records of the satellites launched, will develop bilateral and multilateral cooperation with other space agencies, watching Turkey’s rights in the UN. RATES OF LOCALITY AND NATIVITY ARE INCREASING The Ministry’s announcement also includes information on works for local and national satellites and

latest developments. The announcement which states that Turkey started its R&D works in satellite technology in 2000’s, firstly focusing on observation satellites, reminds us that BİLSAT, RASAT and GÖKTÜRK-2 observation satellites were designed and produced in this process, and that RASAT completed its seventh year in the orbit as of August 17, and GÖKTÜRK-2 is expected to complete its sixth year as of 18 December. The announcement also reminds us that the projects of larger-scale local and national satellites such as TÜRKSAT 6A and İMECE have been started and underlines that TÜRKSAT 6A will prove communication services over a vast geography from Europe to India and the works for the satellite’s engineering model will be started within the next months; and the flight model will be ready to be launched by the end of 2020. İMECE is still in the designing stage as Turkey’s first national and local observation satellite with under-meter resolution. METAL TAMER: INDUSTRIAL FURNACES THE PREREQUISITE OF INDUSTRIALIZATION AND BEING AN INDUSTRIALIZED COUNTRY IS HAVING MANUFACTURING AND PRODUCT TECHNOLOGIES. THE SECTOR OF HEAT-TREATMENT AND INDUSTRIAL FURNACE IS APPLYING HEATTREATMENT TO METAL, COMPOSIT AND CERAMIC MATERIALS USED AS INPUT BY ALL SECTORS OF INDUSTRY AND THUS MAKES A VITAL CONTRIBUTION FOR PRODUCTS OF THESE INDUSTRIES. THE INDUSTRIAL FURNACE SECTOR WHICH FORMS A GLOBAL MARKET OF 9,5 MILLIAR DOLLARS IS CONTINUING TO GROW WITH STRONG AND INNOVATIVE STEPS IN TURKEY. THE BIGGEST PROBLEM OF THE SECTOR WHICH ACHIEVED AN EXPORT OF 90 MILLION DOLLARS IN 2017 IS THE LARGE NUMBER OF LOW-QUALITY AND USED FURNACES STILL BEING IMPORTED.

A

ll manufacturers who take steel as raw material and shape it with various manufacturing methods and convert it into final parts/components has to do “heat treatment” at a certain stage of the production process in order for the material to have a desired lifespan and perform the expected function; depending on the area and purpose of use. In this context, heat treatment constitutes an indispensable part of the production process in automotive, machinery manufacturing sectors, aviation and defense industries, mold manufacturing and general manufacturing sectors. Heat treatment is a metallurgical process which adds durability, flexibility, longevity and similar qualities to metal, composite and ceramic products by applying heat treatment on them, and provides sectors such as automotive, machinery, aviation, space, defense, white goods, and rail systems • 124

which use these inputs with a vital contribution and power to compete. In the heat treatment process in general, metals are annealed at a certain temperature and their structures are brought to the desired phase. The metal is then suddenly cooled and the granules are thus trapped in a phase which is not

thermodynamically equilibrium phase at room temperature. This phase is usually a phase in which the material exhibits superior mechanical properties. Although the theory of heat treatment was not known, its practice was known and applied even before the Industrial Revolution. For

example, the blacksmiths apply a simple heat treatment by sudden-cooling the swords by dipping them into water after forging. Similar applications were also known and applied centuries ago in some other metal objects where sharpness, hardness, resistance to abrasion were required. The technique


called carbonization, which constitutes the heat treatment in the modern sense, was discovered after the Industrial Revolution and is still in use today. AN ESSENTIAL INVESTMENT MATERIAL: INDUSTRIAL FURNACE Industrial furnaces can be simply described as thermal enclosures, where these heat treatment processes are carried out, where the raw and liquid raw materials are processed at high temperature. The subject of industrial activity can be variable and quite diverse: Glass melting, cement production, iron and steel industry, ceramic production and lime manufacturing can be listed as examples. Each of these industrial activities needs industrial furnaces in a part of their production phase. In this sense, industrial furnaces are important as one of the essential investment goods in almost every sector where manufacturing takes place. Industrial furnaces used in glass, ceramics, metal, food processing and many other industries continue to

rise with increasing demand from each industry in question. In this context, with the increasing production in the global economy, the industrial type furnace market is expected to continue to rise. However, there is a rapid development in terms of processing materials, solving energy losses and increasing productivity by conducting R&D works in the field of thermodynamics in the global industrial furnace market, where there is a high competition. This leads to a rising market activity with increasing energy efficiency in industrial furnaces, which have a long lifespan of 10-15 years and thus have a low product change rate. GLOBAL MARKET SIZE IS ON THE INCREASE The main condition for industrialization and being an industrialized country is production and product technologies. In this respect, technological developments are in progress in the middle and high technology industrial areas such as machinery sector, automotive, aerospace, defense, white

goods, energy and health equipment, rail systems, ship industry, electrical equipment and electronics while manufacturing in these sectors are carried out. Heat treatment and industrial furnace sector applies heat treatment to metal, composite materials and ceramic materials used as inputs by all industries and other sectors, thus making a vital contribution to the products of these industries. The industrial furnace sector, having formed a 9.5-billion-dollar market in 2017 on a global scale, is expecting this market to reach 11 billion dollars by the end of 2025. Vacuum furnaces constitute approximately 12 percent of sales in the sector, while 88 percent are thought to be composed of atmospheric equipment. While the share of furnaces and equipment that use vacuum technology in the heat treatment equipment and industrial furnace sector has increased gradually over the years, the furnaces and equipment with vacuum technology are preferred mostly in automotive and aerospace industries, metal

goods industry and health equipment. The global market size of furnaces and equipment with vacuum technology is thought to have a potential of an average growth rate of 6 percent annually and it is reported that this growth is affected particularly by the renewal demands of automotive and machine manufacturing sectors. Traditional atmospheric furnaces are mainly used in the ship industry, heavy vehicles, rail systems and heavy construction machinery industries. Due to increased labor costs, digitalization of furnaces and labor shortages, countries such as Japan and South Korea are beginning to focus on the production of fully automated equipment and furnaces, while high automation also makes it possible to use double and multi-chamber furnaces in large-scale manufacturing industries. Considering that manufacturing technologies and processes are becoming digitalized and permanent in manufacturing industries, the processes of heat treatment, in which all processes are 125 • AĞUSTOS 2018


MOMENT IN ENGLISH connected automatically without stopping at any stage, are becoming increasingly widespread. Thus, the whole production process can be controlled, standardization and quality are ensured at every stage, operation costs are reduced and excessive capacity is avoided. THE SECTOR IS COMPETENT AND STRONG IN TURKEY The development of the sector in Turkey continues with confident steps. Especially with rapid economic growth and increase of export experienced in the 2000s in Turkey, production capacities of the heat-treatment industry also increased. A significant amount of direct foreign investment took place in this area and, more importantly, the sector’s technology and value-added structure experienced significant developments. Nowadays, there are many innovative companies in the sector which use similar

technologies to the ones used by their competitions in Europe, and which have achieved international standards in terms of quality and scale and have adapted to the requirements of our era in terms of environment and energy efficiency. According to foreign trade data of 2017, the sector achieved an export of 90 million dollars for 8417 and 8514 GTİP positions, however, foreign products (second-hand industrial furnaces included) imported into Turkey, which are almost twice as much as export, continues to create a significant problem in the sector. This high rate of import in the sector is considered the most important factor in development of the industrial furnace sector, and the used and low-quality products entering Turkey cause problems in the sector in terms of quality, as these used and poor quality furnaces not only reduce the sales potential in the domestic market but also negatively affect

the export capacities of the existing producers. On the other hand, many of these furnaces which were produced years ago are inefficient furnaces that have completed their economic life, and this causes serious financial losses to industrial furnace users in the long term. Explaining that these imported furnaces are also extremely inefficient in terms of energy consumption, the experts emphasize that although these imported used ovens may seem to be suitable for the initial investment cost, they create foreign dependency in terms of spare parts and service. Finally, the imported industrial furnaces often lack CE compliance, and therefore pose a risk for occupational and working safety. THEY ARE EXPORTED TO ALL CORNERS OF THE WORLD Turkish industrial furnace manufacturers are able to export to the whole world

from USA to China, and from Sweden to South Africa. The largest export markets are Europe, North Africa and Russia, and export per country varies significantly from year to year since the furnaces produced are investment goods. Under the 8417 and 8514 GTIP codes, the export which was 83.8 million dollars in 2016 according to TurkStat data, increased to 90.9 million dollars last year. In this period, the most export was made to Germany, Iran, Greece, France, Russia, Saudi Arabia, USA, Algeria, Uzbekistan and Poland. In this context, according to the data from the UN Statistics Department, the Turkish industrial furnace manufacturers cover 1.3 percent of the global exports in the 8417 GTIP code and are 18th in the global export ranking. Similarly, in the 8514 GTIP code, Turkish industrial furnace manufacturers cover 0.9 percent of global exports, and rank 22nd in global exports.
