TURKEY-IRAN ECONOMY GET STRONG M. Mehdi Culazade, Chairman of the Iranian Industrialists and Businessmen Association (İSİAD), stated that both countries' chambers of commerce have taken on an effective role as the economy-oriented local NGOs in the development and acceleration of the economies. Mr. M. Mehdi Culazade expressed that İSİAD is also important for increasing trade volume between Turkey and Iran.
I
ran, one of the most populous countries of the Middle East, has been under the influence of international economic embargoes for 35 years. However, while the Iranian economy dynamized after the embargo, which began to be gradually eased in the past year, inflation, which was announced as 12 percent in 2015, declined to 8.2 percent in 2017. The expected inflation in Iran is 6.2 percent for next year. The gradual attenuation of the international embargo is gotten Iran into international market and to global investors as expected. Iran, which accelerates its trade with other countries after the embargo, is also expected to see significant increases in its income. The Iranian GDP, which was 409 billion dollars in 2017, is expected to rise to 440 billion dollars with an increase of 7.5 percent in 2018. International agreements continue to be signed in sectors such as the automotive industry, transportation, aviation, oil and natural gas in the country. When we look at the trade volume between Turkey and Iran, it is seen that the imports have decreased while the exports have increased compared to the last two years according to Turkish side. A total of $ 9.6 billion of trade was realized between the two
122
countries in 2016, of which $ 4.9 billion was generated by products exported by Turkey. When product groups are examined, Turkey is exporting the most unprocessed parts of gold, jewelry and motor vehicles to Iran. Iran, on the other hand, exports Turkey ethylene polymers, polymers of copper and propylene and other olefins. Iranian Industrialists and Businessmen Association (İSİAD), founded in 2001 in order to revitalize Iran-Turkey trade, continues to take important steps in order to strengthen the trade between Turkey and Iran. Prof. M. Mehdi Culazade, Chairman of İSİAD, talked about the activities
in Turkey, the trade volume between the two countries and what the entrepreneurs who wanted to enter the Iranian market were expecting. What do the countries' trade chambers mean for the global economy? What time does İSİAD get into the act in Turkey and in what areas does İSİAD operate? The countries' chambers of commerce are as important and effective as the economy-oriented local NGOs in the development and acceleration of the economy. İSİAD was founded in 2001 with the mission to see mutual investment and commercial coopera-
tion opportunities in two neighboring and friendly countries to introduce a business making culture, speed up investment relations and increase the trade volume between the two countries' business world. We continue to pursue activities that will benefit both parties in accordance with this mission. In this regard, we can say that İSİAD has an important share in the realization of many common projects between Turkey and Iran. What can you say about the current situation of TurkeyIran trade? What is the trade potential between the two countries? Unfortunately, the level of current trade relations between Turkey and Iran is well below the potential offered by both countries. The two countries that have such strong and potentially mutually exclusive trade, preferential trade, Turkish and Iranian exchange, barter trade, visa exemption, geographical and logistical proximity, the law of guaranteeing investments in both states, although there are exclusively existing advantages for the two countries, still the trade is not in the level we wanted. Although the trade volume between Turkey and Iran is targeted to be 50 billion dollars, we can say that trade volume is between 11-12 billion dollars. Are there any sectors that İSİAD focuses specifically on? In which sectors can the Turkish producers be more competitive in the Iranian market? Tourism, iron and steel, medical materials, construction and chemical products come first among the sectors that İSİAD members focus on. I can say that there are many business potentials for Turkish industrialists and inves-
tors in Iran. Turkish entrepreneurs who manufacture electricity, gasoline, natural gas and petroleum by-products can be more competitive if they invest in Iran. What kind of services does İSİAD offer to Turkish producers who want to open up to the Iranian market? Could you talk about the content and criteria of these services? The most important activities of our association for the Turkish entrepreneurs and industrialists who want to open up to the Iranian market are business opportunities in various sections, informing the participants about the country promotion, business opportunities, advantages and legislation. We can also provide a guiding role for Turkish and Iranian entrepreneurs who plan to invest in Iran or Turkey, if they wish. What should be done to get services from İSİAD? Our association acts s bridge to increase mutual trade between the two countries on the basis of its main objectives. Membership for service procurement is one of the main factors. In addition to this, any kind of information can be made in the e-mail environment if desired. briefing, panels and seminars are being held from time to time for publicity of the country market in cooperation with many public / private business organizations. Is it difficult to trade with Iran? How can Turkish machinery develop cooperation with İSİAD before exporting to Iran? Iran is a difficult market. The bureaucracy is heavier, but after you enter the market and accept yourself, your chances of doing business and starting a business are much easier. I can say that Tur-
kish machinery manufacturers and Turkish machinery exporters have very important opportunities for Iran. Turks are very attractive for Iranians because they have very reasonable prices compared to European producers and they produce goods at the same quality. İSİAD is there to do all sorts of information in this situation where it is necessary. Turkish exporters and industrialists who want to open up to Iran, even entrepreneurs, should personally examine the Iranian market in place. Before going to Iran, first of all, agreements and commercial legislation, which are not unique to other countries, must be strictly observed. Information must be obtained from organizations such as Iranian-based commercial attachés, Turkish exporters Assembly (TİM), the Union of Chambers and Commodity Exchanges of Turkey (TOBB), Foreign Economic Relations Board (DEİK) Turkish-Iranian Business Council and Istanbul Chamber of Commerce (İTO), who are in charge of Turkey. A good market survey before journet will make it easier to find a healthy partner in Iran. In addition, experience and knowledge exchange from companies that have invested in Iran or have been working with Iran for years will certainly be beneficial.

Individuals are entitled to receive the professional competency certificate if they are successful by entering the theoretical and practical examinations in the certification bodies authorized by the re-
levant national competency by the Board. “CREATING SKILLED LABOUR IS PRIORITY” The Professional Competency Board, which plays a key role in organizing and coordinating all of these processes, was established in 2006 as the relevant unit of the Ministry in order to establish a professional competency system which is a tool to provide job market and educational link. The Professional Competency Board Chairman Adem Ceylan said that the main activities of the Board started in 2007 and that his aims are to establish and operate a National Professional Competency System compatible with the EU. Ceylan acknowledged that the National Professional Competency System was established in accordance with the national professional standards, the vocational and technical education and training programs were prepared in accordance with these standards, the professional qualification of the workforce was documented as the result of the theoretical and practical examinations made at the centers of assessment and evaluation by accredited and Board- and international comparability. Ceylan also underlines that the system is also a fair, transparent and reliable structure, supported by lifelong learning, provided
with the opportunity to document knowledge and skills for those who learn the profession without formal training, and business representatives actively participating in all decisions regarding the process, provided by quality assurance. "26 SECTOR ARE DETERMINED" Ceylan asserted that the national occupational standard is the minimum norm that indicates the necessary knowledge, skills, attitudes and attitudes accepted by the Board so that a profession can be successfully performed; 26 sectors have been identified by the Board in order to carry out activities aimed at the preparation of national professional standards and national qualifications. Ceylan said that the Board is carrying out the work of preparing professional standards and qualifications in a participatory manner in line with the demands and demands of the labor market. "Occupational standards are those that are in the application to prepare the professional competency certificate for the professional competency and are assigned by the Professional Competency Board; is prepared by the institutions / organizations that have the ability to represent the industry or by the working groups represented by the profession and sector related parties formed by

the Board. Prepared draft occupational standards are first presented to all interested parties. The feedback is also revised in line with the sector committees. Following the approval of the The Professional Competency Board, board of directors, it is published in the Official Gazette and it is becoming a national professional standard. The sector committees consist of Ministry of Labor and Social Security, MEB, Higher Education Council (YÖK), other ministries related to the profession, workers, employers and professional organizations represented in the general assembly and representatives of the Professional Competency Board At the secondary level of the national professional standards, MEB is aligned with the vocational-technical education and training programs by the universities at the higher education level. In this way, it contributes to the training of the individuals who are suitable to the profession profile demanded by the labor market. National professional standards based on business analysis and prepared in line with the needs of the labor market; it also provides an important input into the job market for the use of human resource management processes (such as the creation of job descriptions, personnel selection,
training, performance appraisal, business appraisal)." said Ceylan. "WE TEST UNDER THE UAGEM ROOF" Fluid Power Association (AKDER) General Secretary Abdullah Parlar, stated that Hydraulic-Pneumatic level 4 and level 5 professions it is mandatory to have the Board Professional Qualification Certificate from May 2016. "We cooperated with the Ankara Chamber of Industry (ASO) and got the title of the authorized examination center. We carry out the exams in 2010 under the roof of the National Fluid Power Training Center (UAGEM), which we established to provide service in the field of sectoral education. Everyone can participate in the exam, but there is no legal obligation for the Industrial Vocational School (IVS) and balanced school graduates. In this case, primary, secondary, high school and similar school graduates are obliged to obtain a certificate if they want to perform their profession. Some of the applicants who applied to our association were entitled to get a certificate successfully at the first entrance and some at the second entrance. There are not many the Board students in our sector and less educated than some like school. Therefore, as there is no
legal requirement for them, an intense application is not a matter for today." said Abdullah Parlar. "WE HAVE CONTRIBUTION TO PREPARE OCCUPATIONAL STANDARDS" Halis Yeşil, Head of Vocational Testing and Certification Center of Ankara Chamber of Industry (ASO METES) emphasized that the document obtained as a result of the measurement and evaluation made on the basis of national qualifications gives opportunity to exhibit the knowledge, skills and competencies of the applicants. "Since national qualifications allow the recognition of widespread and informal learning, individuals can provide their personal development in a more flexible and diverse way. It also supports career mobility as the ways of professional progress become clearer. Employers can also benefit from incentives while they are more easily able to access the qualified and certified workforce required by the profession." said Halis Yeşil. "PROFESSIONAL SATISFACTION AND EFFICIENCY ARE KEY" Turkish Machinery Federation (MAKFED) Secretary General Zühtü Bakır reminded that the continu-
126
ation of the productivity increase at the level of the national level as well as at the level of the enterprises is important in the development of the countries. Zühtü Bakır said that when the assumption is made that all the conditions such as technological competence and innovation ability are equal, the level of productivity possessed is the most important factor in determining the competitiveness of enterprises. "It is possible to summarize productivity as an effective use of resources. In addition to the basic approaches to increase the efficiency of the mentioned process, it is seen that the processes of innovation are intertwined with the use and development of technology. The human factor will continue to be of importance in the near future as far as the humanoid machines are used today. Efficient use of human resources, one of the basic inputs of organizations and having the ability to influence the efficiency of other inputs, is required. Qualified labor force in industry and service sector is an important factor in our international competitive power. In this respect, it is necessary to increase the labor productivity and to increase the education level of the worker and to give importance to vocational education. The increase in the education level of employees is not enough alone. Preparing and implementing the content of the given training to meet the needs of the labor market is also an important factor." said Zühtü Bakır. "STAFF IS REGISTERED AS MINIMUM LEVEL" "Professional qualification standards and minimum level of personnel are certified with certification. Determining what features should be possessed by the people working in the sector provides significant contributions to business security, quality and productivity. Professional competence building activities in which our association is involved are
based on 2009. Within the scope of these studies, 26 national professional standards were published in the field of chemistry and entered into force." expressed Reha Gür, Chairman of the Turkish Plastic Industrialists Association (PAGDER) Machine Tools Industrialists and Businessmen Association of Turkey (TİAD) Professional Testing Center (MTM) Documentation Manager Samet Burçin Aydoğmuş said that as a result of "Establishment and Operation of Machine Tools ProdessionalTest Center EU Project", TİAD MTM carried out between 2011-2013, to establish a standard for working life and to increase productivity by documenting their competencies without regard for the school-leaning distinction carried out between 2011-2013. “As a result of our three and a half years of training, we have been accredited by the Turkish Accreditation Agency (TÜRKAK) and the Professional Competency Board as of July 1, 2014, and in these areas we are conducting an examination and documenting at the 5th level, which corresponds to the vocational high school graduation. The employees of the sector are concerned with the field they are working in; university, vocational high school, industry / technical vocational high school. It is compulsory for those who have a vo-
cational high school and a graduate degree and who are working outside their own field to have professional competence certificate (for example those who graduate from the electronic department of universities or Vocational Schools and work in CNC mechanical service area).” said Samet Burçin Aydoğmuş. Ahmet Saygın Baban, General Manager of Turkish Union of Chambers (TOBB) and Commodity Exchanges, Professional Competence and Licensing Center (MEYBEM), said that certified employees bring solutions to the problem of unqualified staff which is the most important problem of business world. "Individuals with The Board Professional Competence Certificates are preferred primarily for recruitment of their professions. In addition, employees have serious knowledge and awareness about the prevention of work accidents, effective use of personal protective equipment and occupational health and safety during the examination and certification process. Candidates whose qualifications, competencies and experiences are approved by an independent and impartial third body can also work abroad as a holder of the Board Professional Competence Certificate with international validity." said Ahmet Saygın Baban.
