During this time of great change, the 91 Express Lanes remains a reliable constant. No matter when travelers journey on this 18-mile transportation alternative between Orange and Riverside counties, they are assured of a safe, dependable ride that helps them live life on time, day after day.
Progress continued during fiscal year 20-21 despite the challenges of the coronavirus pandemic with growth in both traffic volume and accounts.
More customers received their new 6C transponders and distribution is anticipated to be completed early next year. Our state-of-the-art back-office system is a work in progress that will enhance the experience of our customers for years to come.

The Orange County Transportation Authority (OCTA) has operated 10 miles of the 91 Express Lanes since 2003, when OCTA purchased the formerly private roadway in the median of State Route 91 (SR-91) to remove non-compete provisions and allow transportation improvements throughout the SR-91 corridor. An additional eight miles, operated by the Riverside County Transportation Commission (RCTC), opened in March 2017.
