BETTER LIFE INDEX

How’s Life? 2013 Measuring Well-Being October 2013, 200 pages ISBN 978-92-64-20074-6 http://dx.doi.org/10.1787/9789264201392-en Themes: Economics, Social Issues/Migration/Health Rights available in all languages except Korean The second edition of How’s Life? provides an update on the most important aspects that shape people’s lives and well-being: income, jobs, housing, health, work-life balance, education, social connections, civic engagement and governance, environment, personal security and subjective well-being. It paints a comprehensive picture of well-being in OECD countries and other major economies, by looking at people’s material living conditions and quality of life across the population. In addition, the report contains in-depth studies of four key cross-cutting issues in well-being that are particularly relevant. First, how well-being has changed during the global economic and financial crisis. Second, gender differences, showing that the traditional gender gap in favour of men has reduced but has not disappeared. It also finds that women and men do well in different areas of well-being and that they are increasingly sharing tasks and roles. Third, it looks at the quality of employment and well-being the workplace. The report presents evidence on the main factors that drive people’s commitment at work and are key to strengthening their capacity to cope with demanding jobs. Finally, the last chapter of the report studies the links between current and future well-being. It looks at ways to define and measure sustainability of well-being over time. Forthcoming edition to be released in late 2015.

BETTER LIFE INDEX

How’s Life in Your Region? Measuring Regional and Local Well-Being September 2014, 150 pages ISBN 978-92-64-21121-6 http://dx.doi.org/10.1787/9789264211216-en Themes: Urban, Rural and Regional Development Rights available in all languages The answer to the question "how's life?" may depend on what region you live in. Since factors that determine well-being can vary dramatically across the same country, national averages may not provide the full picture of how life is being lived in all regions. As a result, policies based only on national indicators may not be as effective as originally intended. Evidence shows that some of the factors that most influence peoples' well-being are local issues, such as employment, access to health services, pollution and security. Thus, policies taking regional differences into account may have a greater impact on improving well-being for the country as a whole. This publication presents the OECD’s work in measuring well-being at the regional level and is complemented by the OECD “How’s Life in Your Region?” data visualisation tool, launched in May 2013.

Perspectives on Global Development 2014 Boosting Productivity to Meet the Middle-Income Challenge July 2014, 250 pages ISBN 978-92-64-21060-8 http://dx.doi.org/10.1787/persp_glob_dev-2014-en Themes: Development, Social Issues/Migration/Health, Governance Rights available in all languages A number of countries have experienced apparently insurmountable difficulties when trying to advance to highincome status regardless of rapid past catching-up. While deceleration of the catching up is normal as incomes rise, in many cases convergence stalls and the country is thought to be in a middleincome trap. For those countries, boosting competitiveness is the major way to keep converging to more advanced economies. Previous drivers of growth such as the shifting wealth process, factor accumulation and rural-urban transition tend to fade once the country advances towards highincome status. Past ways of thinking about competitiveness need to be changed; services can increasingly be a powerful engine of convergence and regional policies need to complement national efforts to reignite growth. This book views competitiveness as a multifaceted concept comprising aspects of the economy and society needed to implement change and move toward sustainable convergence. Key measures of competitiveness that are compared across countries in this report are productivity as well as competitive pressures in markets. To enhance competitiveness once convergence stalls, a powerful institutional framework is needed to create a supportive environment as well as policies to accelerate the process of upgrading and boosting competitiveness in manufacturing and service industries.

Improving competitiveness in manufacturing industries Chapter 4. Competitiveness in and through services Chapter 5. Regional policies to enhance competitiveness Chapter 6. Better Policies for Development 2014 Policy Coherence and Illicit Financial Flows June 2014, 100 pages ISBN 978-92-64-21031-8 http://dx.doi.org/10.1787/9789264210325-en= Themes: Development Regions: OECD Rights available in all languages This edition of Better Policies for Development focuses on illicit financial flows and their detrimental effects on development and growth. Every year, huge sums of money are transferred out of developing countries illegally. The numbers are disputed, but illicit financial flows are often cited as outstripping official development aid and inward investment. These flows strip resources from developing countries that could be used to finance much-needed public services, such as health care and education. This report defines policy coherence for development as a global tool for creating enabling environments in a post-2015 context. It shows that coherent policies in OECD countries in areas such as tax evasion, anti-bribery and money laundering can contribute to reducing illicit financial flows from developing countries. It also provides an update on OECD efforts to develop a monitoring matrix for policy coherence for development, based upon existing OECD indicators of “policy effort. The report also includes contributions from member states. Most illustrate national processes to deal with policy coherence for development beyond 2015.

Themes: Development Regions: Latin America Rights available in all languages except Chinese and Spanish Latin American economies continue to present relatively stable growth but continued uncertainty with regards to the duration of the commodity boom could pose threats to medium-term growth and economic development. Latin American countries face increasing competition from emerging economies across the globe particularly in manufacturing sectors. In this context of shifting wealth, it is increasingly important to foster competitiveness and connectivity. Improving logistics performance is particularly important as it directly impacts growth, productivity, and trade within the region and beyond. The region’s productive structure with significant concentration in natural resource and agriculture augment the importance of logistics in fostering competitiveness. Nevertheless, logistics performance in the region faces serious gaps particularly in the areas of customs performance and the availability of infrastructure. Improving these aspects will entail more and better investment in infrastructure, as well as making the most of existing infrastructure by putting in place efficient trade facilitation measures and efficient and appropriate regulatory frameworks.

Critical Maths for Innovative Societies The Role of Metacognitive Pedagogies November 2014, 250 pages ISBN 978-92-64-211384 Themes: Education Rights available in all languages Dramatic changes in our understanding of the nature of learning over the past century have resulted in a shift in focus from “what” to “how”. In particular, how to enhance students’ abilities to solve complex, unfamiliar and non-routine tasks (CUN). Teaching basic skills in innovative societies is necessary but not sufficient. This report looks at a number of published studies that try to understand which education and skills are appropriate for innovative societies. It focuses on mathematics education, a subject that is highly emphasized worldwide, but nevertheless still considered to be a stumbling block for many students. While there is almost a consensus that the mathematics tasks appropriate for the 21st century have to be complex, unfamiliar, and nonroutine, most textbooks still include only routine problems based on the application of ready-made algorithms. We need to introduce innovative instructional methods to enhance mathematics education and in particular students' ability to solve CUN tasks. These methods will require the application of metacognitive processes such as planning, monitoring, control and reflection. Training students to “think about their thinking” during learning will be critical.

Education Policy Outlook 2015 January 2015, 200 pages ISBN 978-92-64- 22094-2 Themes: Development Rights available in all languages except Chinese The OECD Education Policy Outlook provides policy makers, and all those who influence practice and delivery in education, with comparative information and analysis to assist them in formulating and implementing policies to improve education attainment and performance of their education systems. It provides comparative analysis of policy reforms, and reviews individual country education policy approaches in a succinct format. The publication aims to help countries to learn from each other. Although reforms may be specific to a country’s unique challenges and political context, and cannot simply be transplanted into a different country or system, countries face many similar challenges and implement reforms in similar areas. At present, at OECD some of these experiences are collected and analysed in thematic reviews but there is no cross country general overview of current reform efforts and governments do not have easy access to cross cutting information on education reform initiatives across OECD.

Equity, Excellence and Inclusiveness in Education Policy Lessons from around the World June 2014, 80 pages ISBN 978-92-64-21137-7 http://dx.doi.org/10.1787/9789264214033-en Themes: Education Rights available in all languages Excellence in education without equity risks leading to large economic and social disparities. The most advanced education systems now set ambitious goals for all students, focusing on both excellence and equity. They also equip their teachers with the pedagogic skills that have been proven effective and with enough autonomy so that teachers can use their own creativity in determining the content and instruction they provide to their individual students. The fourth International Summit on the Teaching Profession brought together education ministers, union leaders and other teacher leaders from high-performing and rapidly improving education systems, as measured by PISA (the OECD Programme for International Student Assessment). Their aim was to discuss equity, excellence and inclusiveness in education by exploring three questions: • How are high-quality teachers developed, and how do schools attract and retain them? • How can equity be ensured in increasingly devolved education systems? • What kinds of learning environments address the needs of all students? To underpin the discussions, this publication identifies some of the steps policy makers can take to build school systems that are both equitable and excellent. The analysis is complemented with examples that illustrate proven or promising practices in specific countries.

Contents Chapter 1. Charting a way towards equity and Excellence Chapter 2. Developing high-quality teachers for the schools with the greatest need Chapter 3. Achieving equity in increasingly Devolved Education Systems Chapter 4. Creating learning environments that address the needs of all children Chapter 5. OECD Employment Outlook 2014 September 2014, 270 pages ISBN 978-92-64-21092-9 http://dx.doi.org/10.1787/empl_outlook-2014-en Themes: Employment, Social Issues/Migration/Health Regions: Latin America Rights available in all languages except German and Spanish The 2014 edition of the OECD Employment Outlook provides an in-depth review of recent labour market trends and short-term prospects in OECD countries. It zooms in on how the crisis has affected earnings, showing that the low paid have not been spared from a substantial slowdown in real wage growth. While more subdued earnings growth can help to restore competitiveness and employment growth, which is essential to drive down unemployment, the quality of the jobs being created also matters. It also finds that reform to employment protection legislation is necessary in some countries to reduce high levels of non-regular jobs. Skills are a key determinant of a person’s chances of working in a high-quality job, as new results from the OECD’s international Survey of Adult Skills show. This depends not just on the skills workers already have, but also on how these skills are used in the workplace, which in turn reflects countries’ labour market institutions and policies.

Contents Executive summary Chapter 1. An update on the labour market situation Chapter 2. Sharing the pain equally? Wage adjustments during the crisis and recovery Chapter 3. How good is your job? Structural changes will realign sectors that are likely to decline as a result of the greening of the economy and workers will need to be retrained accordingly. The successful transition to a low-carbon economy will only be possible if workers can flexibly adapt and transfer from areas of decreasing employment to new industries. This report suggests that the role of skills and education and training policies should be an important component of the ecological transformation process.

The Cost of Air Pollution Health Impacts of Road Transport June 2014, 80 pages ISBN 978-92-64-21042-4 http://dx.doi.org/10.1787/9789264210448-en Themes: Environment, Social Issues/Migration/Health, Taxation, Transport Rights available in all languages

Outdoor air pollution kills more than 3 million people across the world every year, and causes health problems from asthma to heart disease for many more. This is costing OECD societies plus China and India an estimated USD 3.5 trillion dollars a year in terms of the value of lives lost and ill health, and the trend is rising. But how much of the cost of those deaths and health problems is due to pollution from cars, trucks and motorcycles on our roads? Initial evidence suggests that in OECD countries, road transport is likely responsible for about half the USD 1.7 trillion total. Based on extensive new epidemiological evidence since the 2010 Global Burden of Disease study, and OECD estimates of the Value of Statistical Life, this report provides evidence that the health impacts from air pollution are about four times greater than previously estimated and the economic costs significantly higher than previously thought.

Yet uncertainty over environmental health and safety (EHS) risks appears to be a main and continuous concern for the development of new nanomaterials in tyre production, even for those closest to market. Lack of sector-specific guidance represents a major gap. This report provides insights into the policy issues related to nanotechnology use in the tyre industry: the status of nanotechnology innovation in the sector and the drivers of innovation in the tyre industry; the economic and social costs and benefits of using nanotechnology in tyres; the safe use of new nanomaterials at all stages of their life cycles; the identification of the tools and frameworks supporting decision making at various stages of product development; and the facilitation of outreach and knowledge transfer on the safe use of new nanomaterials. Making Mental Health Count July 2014, 250 pages ISBN 978-92-64-20843-8 http://dx.doi.org/10.1787/9789264208445-en Themes: Social Issues/Migration/Health Rights available in all languages except German Despite the enormous burden that mental ill-health imposes on individuals, their families, society, health systems and the economy, mental health care remains a neglected area of health policy in too many countries. Mental disorders represent a considerable disease burden, and have a significant impact on the lives of the OECD population, and account for considerable direct and indirect costs. This report argues that even in those OECD countries with a long history of de-institutionalisation, there is still a long way to go to make community-based mental health care that achieves good outcomes for people with severe mental illness a reality. The disproportionate focus on severe mental illness has meant that mild-tomoderate mental illnesses, which make up the largest burden of disease, have remained overwhelmingly neglected. This book addresses the high cost of mental illness, weaknesses and innovative developments in the organisation of care, changes and future directions for the mental health workforce, the need to develop better indicators for mental health care and quality, and tools for better governance of the mental health system. The high burden of mental ill health and the accompanying costs in terms of reduced quality of life, loss of productivity, and premature mortality, mean that making mental health count for all OECD countries is a priority.

OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations 2010 September 2010, 372 pages ISBN 978-92-64-09033-0 http://dx.doi.org/10.1787/tpg-2010-en Themes: Taxation, Industry and Services, Trade Rights available in all languages except Bulgarian, Chinese, English, French, Georgian, German, Hungarian, Japanese, Korean, Macedonian, Mongolian, Polish, Portuguese, Romanian, Russian, Serbian, Slovenian, Spanish, Ukrainian, Vietnamese The OECD Transfer Pricing Guidelines for Multinational Enterprises and Tax Administrations provide guidance on the application of the “arm’s length principle”, which is the international consensus on transfer pricing, i.e. on the valuation, for tax purposes, of cross-border transactions between associated enterprises. In a global economy where multinational enterprises (MNEs) play a prominent role, transfer pricing is high on the agenda of tax administrators and taxpayers alike. Governments need to ensure that the taxable profits of MNEs are not artificially shifted out of their jurisdictions and that the tax base reported by MNEs in their respective countries reflects the economic activity undertaken therein. For taxpayers, it is essential to limit the risks of economic double taxation that may result from a dispute between two countries on the determination of an arm’s length remuneration for their cross-border transactions with associated enterprises. In the 2010 edition, Chapters I-III were substantially revised, with new guidance on: the selection of the most appropriate transfer pricing method to the circumstances of the case; the practical application of transactional profit methods (transactional net margin method and profit split method); and on the performance of comparability analyses. Furthermore, a new Chapter IX, on the transfer pricing aspects of business restructurings, was added. Consistency changes were made to the rest of the Guidelines.

Contents I. The Arm's Length II. Transfer Pricing Methods III. Comparability Analysis IV. Administrative Approaches to Avoiding and Resolving Transfer Pricing Disputes V. Documentation VI. Special Considerations for Intangible

Addressing the Tax Challenges of the Digital Economy Action 1: 2014 Deliverable September 2014, 130 pages ISBN 978-92-64-21878-9 http://dx.doi.org/10.1787/9789264218789-en Themes: Taxation Rights available in all languages except Chinese, German, Korean (option) The spread of the digital economy poses challenges for international taxation. This report sets out an analysis of these tax challenges. It notes that because the digital economy is increasingly becoming the economy itself, it would not be feasible to ring-fence the digital economy from the rest of the economy for tax purposes. The report notes, however, that certain business models and key features of the digital economy may exacerbate BEPS risks. These BEPS risks will be addressed by the work on the other Actions in the BEPS Action Plan, which will take the relevant features of the digital economy into account. The report also analyses a number of broader tax challenges raised by the digital economy, and discusses potential options to address them, noting the need for further work during 2015 to evaluate these broader challenges and potential options.

Contents Executive summary Chapter 1. Introduction to tax challenges of the digital economy Chapter 2. Fundamental principles of taxation Chapter 3. Information and communication technology and its impact on the economy Chapter 4. The digital economy, new business models and key features Chapter 5. Identifying opportunities for BEPS in the digital economy Chapter 6. Tackling BEPS in the digital economy Chapter 7. Broader tax challenges raised by the digital economy Chapter 8. Taxation is at the core of countries' sovereignty, but in recent years, multinational companies have avoided taxation in their home countries by pushing activities abroad to low or no tax jurisdictions. The G20 asked OECD to address this growing problem by creating this action plan to address base erosion and profit shifting. This plan identifies a series of domestic and international actions to address the problem and sets timelines for the implementation.

OECD Green Growth Studies Green Growth in Cities June 2013, 132 pages ISBN 978-92-64-19517-2 http://dx.doi.org/10.1787/9789264195325-en Themes: Urban, Rural and Regional Development, Environment, Finance and Investment, Governance Countries: France, Sweden, US, Japan, Korea Rights available in all languages This report synthesises the findings from six case studies of urban green growth policies, four at city level (Paris, Chicago, Stockholm, Kitakyushu) and two at the national level (China, Korea). It offers a definition of urban green growth and a framework for analysing how it might play out in different types of cities. It demonstrates the importance of urban policies for achieving national environmental policy goals and discusses the increased efficiency of policy intervention at the urban level. It identifies urban activities to reduce environmental impact that are most likely to contribute to the policy priorities of job creation, urban attractiveness, metro-regional supply of green products and services, and increased urban land values. It also provides guidance on addressing potential financing and governance challenges that may arise in pursuing urban green growth. Finally, the report offers a preliminary proposal for how green growth in cities could be measured.
