ABOUT THE ASSOCIATION OESA is one of the four divisions of the Motor & Equipment Manufacturers Association (MEMA). Members of all MEMA divisions are represented by its government affairs team in Washington, D.C. and have access to MEMA’s emerging technology expertise.

Motor & Equipment Manufacturers Association MEMA represents the largest sector of manufacturing jobs and is one of the most powerful, respected, and effective voices for the supplier industry in Washington, D.C. It represents motor vehicle and mobility suppliers, parts manufacturers and remanufacturers. MEMA's Government Affairs team advocates for policies that foster strong economic growth for the automotive supplier industry. It represents the automotive supplier voice in Washington, D.C. and throughout the states.

Automotive Aftermarket Suppliers Association

The Association for Sustainable Manufacturing

AASA represents automotive aftermarket suppliers that manufacture, distribute, retail and install vehicle parts, chemicals, equipment and accessories.

The MERA network of manufacturers, suppliers, universities and professional services firms promotes the economic, environmental, and product performance benefits of remanufacturing and similar forms of sustainable manufacturing. MERA is also the home of Manufactured Again Certification.

Heavy Duty Manufacturers Association HDMA represents OE and aftermarket parts suppliers that participate in class 4–8 commercial vehicles and/or 50+ hp off-highway vehicles. Members operate in every segment of the heavy duty market — from components, service equipment and tires to chemicals, lighting and accessories.

There is power in the collective voice of an industry; OESA was founded on that conviction in 1998. With a mission to champion the business interests of the automotive supplier community, the association has proudly represented the voice of automotive suppliers during some of the most historic times in automotive history. Changes in automotive – planned and unplanned – have redefined the landscape. Technological advances in automotive, such as V2V connectivity, autonomous driving, and electric vehicles are welcoming new supplier entrants in the industry and changing established business models. New trade policies, changing consumer demands, and the recent global pandemic have poised new opportunities and challenges for the industry. While there are many disruptive forces in the industry, what remains unchanged is OESA’s commitment to understand and address issues of common concern for the supply base. Through relevant industry events and webinars, proven government advocacy, insight from industry thought leaders, strong relationships throughout the industry, unique research and analysis of supplier sentiments, and highly-ranked peer group councils, OESA continues to equip suppliers with the right information to make mission-critical decisions. OESA also remains steadfast in fostering the necessary dialogue to ensure the unique issues of the supplier industry are heard throughout the supply chain and in Washington, D.C. OESA is fortunate to have tremendous support from many in the automotive industry. GOVERNMENT ADVOCACY Motor vehicle suppliers face unprecedented challenges and opportunities with new mobility technologies, changing consumer demands, and legislative, regulatory, and commercial uncertainties. The Motor & Equipment Manufacturers Association (MEMA) advocates on behalf of the supplier community in Washington, D.C., and state capitals nationwide. MEMA also serves as a member resource to help navigate the evolving business, political and regulatory landscape. Following is a list of some of MEMA’s ongoing advocacy initiatives:

MEMA POLICY BREAKFAST SERIES The Policy Breakfast Series has become a leading format to explore complex policy issues that impact the motor vehicle parts supplier industry with policy makers, legislators and the national media. The series offers supplier leaders an opportunity to speak specifically about how policies made in Washington impact businesses across the country.

STATE ISSUES MEMA serves as an important advocate for suppliers, closely monitoring state legislative activities and advocating for issues of particular interest to the industry. Some of the top state issues MEMA is addressing involve:

LEGISLATIVE SUMMIT

• Automated vehicle policy

MEMA’s Legislative Summit in Washington, D.C. is an executive fly-in that features the latest political and economic commentary on key public policy issues facing the industry. The Summit provides attendees the opportunity to meet face-to-face with members of Congress to discuss relevant issues.

• State vehicle safety inspections

MEMA GOVERNMENT AFFAIRS COMMITTEE (GAC)

There are several standing subcommittees under the GAC:

Made up of motor vehicle parts suppliers from every major segment of the motor vehicle industry. The GAC determines the key legislative and regulatory priorities of MEMA at the federal and state level. The GAC is a representation of the mobility industry and helps define the voice of suppliers.

SUPPLIER INDUSTRY FACTS The U.S. motor vehicle components manufacturing industry supports jobs in every state in the country.

Below are details from a recent IHS Markit study that outlines the total economic impact of the motor vehicle supplier industry.

OVERVIEW • More than 871,000 jobs are directly supported by the motor vehicle components manufacturing industry. • Motor vehicle parts manufacturer employment outperformed other major sectors by a factor of 3x in the best case – underscoring the importance of this sector to several regions.

NATIONWIDE EMPLOYMENT • The total employment impact (direct, indirect, and induced jobs) of the motor vehicle components manufacturing industry in the United States is over 4.26 million jobs. • Nearly $435 billion in economic contribution to the U.S. GDP is generated by the motor vehicle components manufacturing industry and its supported activity. • The 4.26 million total jobs make up 2.9 percent of the U.S. employment market.

BY MARKET SEGMENT • Over 523,000 jobs are directly tied to supplying light vehicle manufacturers.

IMPACT ON THE STATES • The top five states for direct employment – MI, OH, IN, TN, KY – make up 47 percent of total direct employment. • Nearly one-third of all direct motor vehicle supplier employees are located within the Southeast region. • Virtually every top 15 state (by employment size) grew auto components manufacturing employment faster than total employment – underscoring the importance of auto components manufacturing employment growth to these states. • Six of the top 10 states have a dependency of over 10 percent on auto components manufacturing.

• Over 203,000 jobs are directly tied to supplying heavy-duty vehicle manufacturers and the heavyduty aftermarket • Over 145,000 jobs are directly tied to supplying the light vehicle aftermarket.

PEER GROUP COUNCIL NETWORK The OESA Peer Group Council Network, designed for suppliers with similar job functions, continues to be a significant benefit of OESA membership.

Supplier executives attend to network, address issues of common concern and learn best practices. Interested supplier executives are welcome to attend a council meeting to understand the importance of these forums.

Advanced Technology Council (ATC) Advanced Technology Council meetings focus on a wide range of topics related to Cyber Security, CAFE (Regulations, Materials & Light weighting, Powertrains), Vehicle connectivity (V2X, Telematics, OTA, Infotainment), as well as Autonomous and ADAS technologies.

Automotive Public Relations Council (APRC) The APRC is a network of automotive public relations professionals. It discusses industry best practices and OEM public relations. Industry media frequently attend council meetings.

Chief Executive Officer (CEO) Council Supplier CEOs discuss their unique concerns and hear from leading industry executives on a wide variety of relevant topics. Recent discussions include the impact of trade negotiations; finding, hiring, and retaining qualified employees; and technology trends.

Chief Financial Officer (CFO) Council The CFO Council addresses financial management issues in the supplier industry. Members explore strategic risk and compliance issues. Recent dialogue focused on vehicle production, capacity, benefits strategies, tooling audits and material markets.

Chief Purchasing Officer (CPO) Council Make/buy decisions, material market forecasts and inventory hedging strategies are just a few examples of the topics discussed at CPO Council meetings. Members recently reviewed the impact on tariff changes and commodity indices.

Communications Executive Council (CEC) Communications executives meet to address common issues, such as measuring marketing initiatives, improving global communications, social media best practices and media relations. As a member perk, members receive industry press passes to the NAIAS and are regularly invited to comment on industry topics in the media.

Enterprise Leadership Council (ELC) ELC meetings address the unique challenges faced by suppliers with less than $150 million in annual revenue. Subject matter experts and roundtable discussions cover a wide range of strategic and tactical issues. Recent topics include global expansion, capital markets, raw material and energy markets, and product development processes.


Sales Executive Council (SEC) Discussions at SEC meetings cover a broad range of business development and sales topics. Sales leaders from OE suppliers have the opportunity to query OEM representatives, receive sales training and tips and network with industry peers. This council is the largest OESA council.

Tooling Council (TC) The Tooling Council provides tool maker CEOs the opportunity to discuss best practices and address issues impacting their business. Members work together to address industry issues and use the OESA/HRI Tooling Barometer to better understand the unique operational issues of the tooling community.

Environment, Health, Safety & Sustainability (EHS&S) Council Members of the Council discuss relevant topics, such as health and safety standards implementation and audits, workplace performance improvement, and sustainability initiatives. Agendas revolve around peer sharing and subject matter expert presentations from industry and government officials.

Human Resources Council (HRC) The HR Council draws on the specialized expertise of human resources executives. Subject matter experts discuss and share best practices on an array of topics, such as attracting and retaining specialized talent, developing benefits packages, implementing policies and expatriate assignments. This council is known for candid roundtable discussions.

Legal Issues Council (LIC) In-house counsel from supplier member companies discuss business-critical legal issues, such as product liability, industry terms and conditions, directed buys and intellectual property protection. Members of the council weigh in on the ongoing analysis of OEM terms and conditions, and discuss topics from other councils from a legal perspective.

Warranty Management Council (WMC) The WMC is a unique automotive-centric forum for warranty professionals to network and discuss topics such as warranty management data systems. OEM speakers address the group at almost every meeting. The council champions the comparative analysis of OEM warranty programs and supports the warranty audit process certification with AIAG.

Young Leadership Council (YLC) (2 concurrent councils) The YLC was developed to help members develop and retain high-potential employees on a management track or otherwise considered to be a future leader. During the two year program, young leaders hear from subject matter experts on leadership, personal development and industry topics and trends. Graduates leave the program well-rounded, prepared for increased responsibility, and equipped for the next step in their career with the member company.

OESA Publications Automotive Warranty Best Practices The OESA Warranty Management Council has created a list of best practices for managing claims and repair data throughout the warranty lifecycle. This document is a helpful tool to foster a more collaborative partnership between manufacturers and their component suppliers through the implementation and execution of a fair, robust, and data-driven warranty process.

CQI-14 Automotive Warranty Management Guidelines Jointly developed by OESA and the Automotive Industry Action Group (AIAG), this document is designed to promote advances in consumer satisfaction and continuous warranty improvement. It provides a recommended, robust warranty management program that instils a consumer-centric approach to warranty management. This approach begins with the end consumer in mind and provides tactics, techniques, and case studies for all constituencies, particularly vehicle manufacturers and their suppliers.

Directed Buy Framework for Three-Party Agreement This document is a framework that sets forth roles and responsibilities for the three parties in a directed-by arrangement. It includes a RASIC chart that makes clear the relationship of the OEM, Tier 1 and Tier 2.

OESA Comparative Analysis of OEM Warranty Programs in North America This document analyzes the OEM warranty management programs in North America for BMW, Daimler, FCA, Ford, General Motors, Honda, Hyundai, Nissan, Toyota and Volkswagen and includes an analysis produced by Clark Hill PLC.

OESA Model Terms and Conditions This document addresses difficult industry issues, such as intellectual property and warranty, in a sensible and equitable manner for all parties. 2020 OESA BOARD OF DIRECTORS The OESA Board of Directors is comprised of a dedicated and diverse group of senior supplier executives. With a dual purpose of helping to set priorities for the Association and address common issues for the supplier community, members of Board serve as an important resource for OESA and the industry.
