Heerema wins multiple decommissioning contract 2

Petrogas E&P Netherlands has awarded Heerema an integrated engineering, preparation, removal, and disposal (EPRD) decommissioning contract for multiple North Sea oil platforms.

The work involves removing the Haven, Hoorn, Helm, and Helder platforms from Block Q1 of the Dutch sector in the southern North Sea. The execution of the offshore removals will take place over several years.

Nick Dancer, Petrogas E&P Netherlands’ General Manager: “We are proud to have reached the 40th year of production with these assets, but the time has come to remove the platforms. This contract demonstrates Petrogas’ commitment to the safe and timely removal of our facilities and we are very pleased to have signed this contract with Heerema, whom we believe is the ideal partner for this project with their commitment to sustainability and circularity.”

Over the last 40 years, the platforms have been important contributors to the Dutch oil and gas industry, with the Helm platform being the first to produce oil on the Dutch continental shelf for the Dutch market, starting production in October 1982.

Their removal is the final stage in a key part of the Netherlands' energy history.

Offshore wind installations face bottlenecks

Rystad Energy has warned that offshore wind installations could suffer bottlenecks from 2024 as demand outpaces the supply of capable installation vessels. Offshore wind turbine makers have been working to build increasingly bigger turbines, and the likes of GE, Siemens Gamesa, and Vestas in the past two years or so unveiled designs for giant 14-16MW rated units. This growing size of turbines is an ongoing trend in the offshore wind energy sector. Alongside that is an increasing demand for renewable energy. Soon the installation market could struggle to keep up with the demand of this ’super-sized’ offshore wind sector.

Operators will have to invest in new vessels or upgrade existing ones to install the super-sized turbines that are expected to become the norm by the end of the decade, or the pace of offshore wind installations could slow down, says Rystad Energy, the independent energy research and business intelligence company providing data, tools, analytics and consultancy services to clients exposed to the energy industry across the globe.

Growth spurt

Wind turbines globally, excluding China, have experienced a growth spurt in recent years, rising from an average of 3 MW in 2010 to 6.5 MW today, with the largest in operation clocking in at 10 MW. Turbines larger than 8 MW accounted for just 3 percent of global installations between 2010 and 2021, but that percentage is forecast to surge to 53 percent by 2030.

As the energy transition accelerates, demand for offshore wind turbine installation vessels worldwide, excluding China, will rocket from 11 vessel years in 2021 to almost 79 vessel years by 2030. The need for installation vessels for turbines larger than 9 MW, which was non-existent in 2019, will grow significantly by the end of the decade and reach 62 vessel years in 2030.

“When turbines were smaller, installation could be handled by the first-generation fleet of offshore wind vessels or converted jack-ups from the oil and gas industry. However, as operators continue to favour larger turbines, a new generation of purposebuilt vessels is required to meet demand,” said Martin Lysne, Rystad Energy rigs and vessels analyst.

Unable to install new and larger turbines, the first-generation installation fleet has now transitioned into maintenance and repair services for installed turbines, while operators have upgraded other vessels’ cranes in order to remain competitive in the installations market.

In Europe, Asia (excluding China), and the emerging US market, turbine sizes are ramping up towards 2025 and beyond.

Europe’s first commercial 10 MW turbine was installed in December 2021 at Scotland’s 1.1 GW Seagreen offshore wind farm by Cadeler’s Wind Osprey, where a total of 114 turbines are set to be installed.

In the U.S, at the Vineyard Wind development in the US, 13 MW turbines will be installed by DEME’s Sea Installer after its crane upgrade.

DEME’s Apollo has also recently been renamed and reflagged to work in the Chinese market.

Jan De Nul’s newbuild Voltaire, recently launched in China, will debut at the Dogger Bank wind farm in the UK, installing GE's 13 MW turbines.

Danish offshore wind installation firm Cadeler is contracted to install 14 MW turbines at the Sofia wind farm in the UK, and 14 MW turbines will also be installed at the Hai Long development in Taiwan.

Also, Vestas' 15 MW turbines will be installed at the EnBW He Dreiht project in Germany, while many US developments, such as Coastal Virginia (Siemens Gamesa) and Empire Wind (Vestas), are also looking to install 15 MW turbines.

China

Further, Rystad said, despite installing one 10 MW turbine at the Xinghua Bay wind farm last year, China is expected to lag behind Europe in average turbine size up to 2030. Although China will install some larger turbines in the coming years, most installations are expected to measure between 6 MW and 8 MW. Larger turbine installations require stronger cranes on installation vessels to lift heavier materials higher, and only a handful of purpose-built vessels available worldwide can install 10 MW-plus turbines. As a result, Rystad said, many vessels have moved from Europe to China, where lower crane capacity vessels are still in high demand.

Several companies, such as Van Oord, Cadeler, Eneti, Havfram, Seaway 7, and Dominion Energy have recently ordered newbuild wind turbine installation vessels.

In addition to the purpose-built vessels, some semi-submersible heavy lift vessels are being proposed for turbine installation, such as Heerema Marine Contractors’ Thialf and Sleipnir.

For example, Jan De Nul’s Taillevent was sold to China last year, and DEME’s Apollo has also recently been renamed and reflagged to work in the Chinese market. For the period of eight months the Apollo will be called Da Qiao Xiang Yang.

Newbuilds

Out of the current fleet of purpose-built vessels, none are currently able to install 14 MW-plus turbines. This will change towards 2025 as newbuilds start to be delivered and existing vessels get crane upgrades.

Fred Olsen Windcarrier, DEME and Cadeler are all planning crane upgrades, with Bold Tern, Brave Tern, Sea Installer, Wind Osprey and Wind Orca all upgrading to 1,600-tonne capacity cranes between 2022 and 2024.

Apart from upgrading the existing fleet, several companies, such as Van Oord, Cadeler, Eneti, Havfram, Seaway 7, and Dominion Energy have recently ordered newbuild wind turbine installation vessels, with some of them planned to be capable of installing turbines of 20 MW capacity.

In addition to the purpose-built vessels, some semi-submersible heavy l ift vessels are being proposed for turbine installation, such as Heerema Marine Contractors’ Thialf and Sleipnir. Generally considered too large and inefficient for installing the smaller turbines of the past, these vessels have instead landed work in the offshore wind industry installing substations and heavy foundations. However, as the size of turbines increases, these units will fit right into the large cranes of heavy lift vessels such as Thialf and Sleipnir.

Thialf will install 27 turbines – each measuring 9.5 MW – at the Arcadis Ost wind farm in the Baltic Sea in 2023, becoming the first floating vessel to install commercial wind turbines of this size. Heerema has said both the Thialf and Sleipnir are already capable of installing 15 MW-plus turbines and, with some adjustments, these vessels could even install 20 MW turbines.

SAFEWAY, TECHANO AND INTELLILIFT JOIN FORCES

All-electric gangway to equip ‘SOV for the future’

Dutch offshore access specialist Safeway B.V. and Kristiansand-based sister company Techano AS have signed a corporation agreement with Intellilift AS from Norway to equip the ‘SOVs for the future’. Under the agreement, Intellilift will be a preferred supplier of their proprietary technology related to power systems, automation and remote control systems.

The package system includes an all-electric version of Safeway’s original Gannet 3D motion compensated gangway, elevator and 3D crane. The package may be extended with other products such as davits and winches.

Key features of the autonomous gangway are: • All electric, incl. hybrid-battery • Remote operation • Bridge control system • Auto docking, hover mode The collaboration will accelerate the development and supply of a fully electrical and automated system, supporting the industrial green shift.

Presently, the Gannet is Safeway’s most advanced type of access system for SOVs, allowing personnel to move safely between the offshore service vessel and offshore wind turbines. Made with trolley operations in mind, the Safeway Gannet has a stepless transfer and 1.2m transit width.

Designed for installation on newbuild SOV’s, the Gannet gangway combines unique features, such as hover mode, roll compensation and highest workability in the market, with strongly reduced actuator motions.

The shift to full electrification, referred to as IntelliSafe, does not only represent a climate-smart technology, it also reduces the overall environmental impact during the construction phase of an offshore wind farm.

The full electrical and automated solutions offer advantages over hydraulic solutions in terms of power consumption, controllability, and remote operation.

UNMOORING MODU DEEPSEA STAVANGER

Lundin Energy and Delmar & Vryhof have success with RAR Plus™

Unmooring a Mobile Offshore Drilling Unit (MODU) from eight mooring lines in less than two hours is quite an achievement; especially, when comparing conventional unmooring times that take up to twelve to eighteen hours in ideal weather. In January 2022, this is what Lundin Energy Norway AS experienced using the Delmar & Vryhof RAR Plus™ Releasable Mooring System on the Deepsea Stavanger.

This semisubmersible offshore drilling unit is one of the largest active MODU in the North Sea, and Lundin’s actual drilling location was fairly close to the Norwegian coast with area characterised by bad weather conditions. In the words of Sigmund Andre Hertzberg, Senior Marine Supervisor at Lundin Energy Norway AS: “In close consultation with Odfjell, we therefore decided to deploy an anchor system consisting of anchors, chain and fibre rope, in combination with the RAR Plus™ Releasable Mooring System (RMS).”

Lundin was already convinced of the exceptional features of the RAR Plus™ System as they saw its advantages during a drilling campaign in the Barents Sea. Nonetheless, the quick release with a ‘single touch of a button’ to unmoor the Deepsea Stavanger in marginal weather conditions exceeded the operator’s wildest expectations. The operational efficiencies of the RAR Plus™ Releasable Mooring System allowed Lundin to save substantial time, money, and reduce their NOx and CO2 footprint by having no vessels onsite when unmooring. Sigmund Andre Hertzberg has nothing but praise when talking about the fast and successful unmooring of the semi-submersible Deepsea Stavanger.

Cost reductions

One of the primary advantages of deploying the efficient RAR Plus™ is that it removes the need for traditional anchor handling vessels during unmooring operations. Once a rig has completed drilling and is ready to move on, it is simply a matter of releasing the rig from the mooring lines at the ‘touch of a button’. In the case of the Deepsea Stavanger drilling project, Lundin Energy had anticipated that deploying anchor handling vessels to disconnect all the mooring lines would require a 12-hour operation, which in turn would result in the company requiring an 18-hour weather window. Moreover, the maximum permitted wave height would have been 3.5 metres HS, or the operation would have to be postponed. Sigmund Andre Hertzberg continued: “All-in all, we predicted a 12 to 18-hour disconnection operation for all the mooring lines with three vessels. Given the weather probability plot at the chosen disconnection time and our decision to deploy RAR Plus™, the result was a time saving of at least fourteen days. In precisely 1 hour and 50 minutes, the Deepsea Stavanger was ready for immediate departure from the

well location, without assistance from a single anchor handling vessel.

Incredible, but true. For Lundin Energy, the time-saving achieved also meant no further rig hire, an overall reduction of the environmental footprint of the operation and on top of that, no need to pay daily rates for the anchor handling vessels. All we needed were a couple of boats to recover the mooring system, consisting of between 1000 and 1500 metres of round chain, 800 to 1200 metres of fibre rope and an 18t STEVPRIS MK6 anchor for each mooring line.”

Acoustic and mechanical release

So what exactly is the nature of the RAR Plus™ Releasable Mooring System (RMS) of Jørund Havnerås, Managing Director at Delmar Systems AS, explained: “The RAR Plus™ is unique in that it allows immediate MODU transit following release of the mooring line using the RAR Plus™,

from their secured position in the trigger sleeves against the rig’s fairlead. Delmar Systems introduced this new generation technology to the market in 2018. The RAR Plus™ is an enhanced version of the original RAR which had acquired more than 35 years’ documented use in MODU ice avoidance operations. The most important new development is the addition of an independent mechanical backup release feature, which ensures the ability to still release the moorings in the unlikely event that the remote acoustic transmission fails to actuate the RAR. The backup mechanical release bypasses the acoustic, electronic and hydraulic systems in the RAR Plus™, and can be actuated from the trigger sleeve, thereby guaranteeing 100% redundancy within the system.”

The innovative RAR Plus™ also has a significantly increased minimum break load (MBL) of 907 tonnes, certified by DNVGL and ABS.

Since 2018, the RAR Plus has been deployed to release over 530 mooring lines on 64 different MODUs for efficient rig move operations, storm evasion, and ice avoidance.

As a result, with its robust shell and locking mechanism, the device is not the limiting MBL component, even in systems that include modern R5 high-strength components in their mooring line.

High-quality project

Lundin’s senior marine supervisor looked back with satisfaction, on a high-quality project off the Norwegian coast and the successful deployment of RAR Plus™. He was also delighted with the cooperation with the people from Delmar Systems. In Hertzberg’s own words: “Lundin Energy and Delmar Systems have already been working together for a number of years. Disconnecting the Deepsea Stavanger was the perfect opportunity to consider all the benefits of Delmar’s releasable mooring system, from a range of different perspectives, and to deepen our understanding of various components of the RAR Plus™ system. Although we faced a number of challenges during the preparation and execution phases of the project, we still maintained very open and honest dialogue, throughout. Lundin Energy and Delmar Systems have no secrets from each other, and that in itself is an essential precondition for successfully completing a complex project of this kind.”

“Achieving this significant milestone without a safety incident or failure to release highlights the talented nature of our workforce and the unique dependability of the RAR Plus™,” concluded Jørund Havnerås.

ALLSEAS TAKES DELIVERY OF SEATOOLS DEEP-SEA MINING EQUIPMENT

Pilot nodule collection test in Pacific Ocean

On behalf of its client Allseas, subsea technology company Seatools completed the engineering, manufacturing and qualification of the electronics, instrumentation, and hydraulics for Allseas’ pilot polymetallic nodule collection vehicle. The vehicle will be part of a pilot nodule collection test conducted by Allseas, which is scheduled to take place in 2022 in the Pacific Ocean.

Allseas developed and manufactured the core nodule collection technology and surrounding mechanical assembly for the 70+ tons tracked subsea vehicle in-house. Seatools brought the nodule collector alive by the delivery of the entire hydraulic, electronic, and control system. This included the entire development trajectory including design, building, qualification, and testing.

Although Seatools could draw upon its experience and toolbox developed through similar kinds of projects from the past, still a significant part of the project concerned the development and qualification of new

technological elements. For instance, in order for Allseas to be able to extensively monitor and control the equipment, process, and environment, Seatools extended its technology base with a new range of sensors. According to Seatools standards, rigorous qualification and factory acceptance testing on both component as well as system level provide a high degree of assurance on the proper functioning of the entire vehicle infrastructure during the upcoming trials.

JAN DE NUL CONTRACTED EAGER.ONE

Subsea lifting assembly for Moonfish

During the installation of offshore windfarms, subsea trenchers are used to bury cables into the seabed.

Jan De Nul Group has a fleet of subsea trenchers for various water depths. One of their trenchers, the Moonfish, has been recently upgraded, in view of TenneT’s offshore projects Hollandse Kust (noord) and (west Alpha). Here, Jan De Nul Group will install 210 km of submarine power cables.

Jan De Nul has contracted Eager.one from Holland for the design, construction, certification, and delivery of a Subsea Lifting Assembly for the Moonfish. The lifting assembly will be used to launch the subsea trencher on the seabed. And subsequently, for the recovery of the trencher when the work on the seabed has been finalized.

Successful collaboration

During the project, the engineering teams of Jan De Nul and Eager.one

have worked closely together. Based on the concept design, delivered by Jan De Nul, the Eager.one team executed extensive detail engineering for modifications and upgrades. This was necessary to comply with the requirements of the project and DNV codes.

Lifting assembly moonfish

The Moonfish lifting assembly consists of a lifting bullet with tugger points and a transverse beam with latching system and a catcher structure (tulip) on top. The lifting bullet is designed to latch into the transverse beam. To release the lifting bullet, hydraulic springreturn cylinders actuate the latching system.

The Moonfish lifting assembly is also equipped with tugger arms for tag line connections. The lifting assembly is designed for a maximum gross weight of 311 t. It can execute operations in subsea conditions up to 35 meter.

Certification

The project included delivery with DNV certification. Therefore, the new lifting assembly for the subsea trencher has been completely designed according to DNV codes. Next to that, for full certification, the equipment was fabricated under DNV survey. Finally, the load test with 567 t load was witnessed by DNV.

In order to achieve DEME’s ambitious sustainability goals in all aspects of its business, the Group has undertaken the complete transformation of its long-term loans portfolio and converted them all into sustainability-linked loans.

This major commitment underlines DEME’s vision to realise a sustainable future and represents a total loan value of EUR 579 million.

Crucially, the commercial terms of loans with the Group’s relationship banks will now be directly linked to the performance of DEME with regard to sustainability in two specific areas: work safety and low carbon fuel.

Key performance indicators (KPIs) will trigger adjustments on the interest margins applied to the loans.

First in the industry

Entire long-term loan portfolio is transformed into sustainability-linked loans

This major commitment underlines DEME’s vision to realise a sustainable future and represents a total loan value of EUR 579 million.

Geert Wouters emphasises: “We have a longstanding partnership with KBC and we are delighted to have been able to work closely with them to ensure the success of this transition to sustainable financing, which has actually involved 10 banks worldwide, being ABN Amro Bank NV, Banco Bilbao Vizcaya Argentaria SA (Belgian Branch), Belfius Bank NV, BNP Paribas Fortis SA/NV, Crédit Agricole Corporate and Investment Bank (Belgium Branch), Commerzbank AG (Luxembourg Branch), DBS Bank Ltd (London Branch), ING Belgium NV/SA, KBC Bank NV and Coöperatieve Rabobank U.A.” By changing the existing loans into sustainability-linked loans, the lenders agree to lower the interest rate when the company achieves its targets in relation to the two sustainability KPIs. Failure to achieve both targets will result in a slight increase of the interest rate.

10 banks worldwide

In accordance with the Sustainability Linked Loan Principles issued by the Loan Market Association, the transaction was realised on 7 February 2022, with KBC acting as the sole sustainability coordinator for DEME.

Work safety and low carbon fuels

The first Environmental, Social, and Corporate Governance (ESG) KPI relates to work safety – always the most important priority at DEME. Often performing ground-breaking projects in challenging and remote environments, this KPI requires the company to continually look to improve its safety performance. DEME has already introduced the necessary management systems and action plans to achieve its safety goals, but the company remains vigilant. Improving safety is never a closed chapter.

The second ESG KPI includes a target to increase the percentage of low carbon fuels consumed by the company. Again, this is a continual focus of the company and DEME has set ambitious targets to reduce emissions and to ultimately become climate-neutral by 2050. In the meantime, the company aims to reduce greenhouse gas emissions by 40% by 2030 relative to 2008 per unit of work.

PROTECTING MARINE LIFE

Keeping noise down at sea Although UK-based ScanTech Offshore has a long history of working with the oil and gas industry, it is fast expanding into the renewables market, winning a series of major contracts to support wind farm construction through use of its specialised fleet of air compressors that create ‘bubble curtains’.

Having successfully worked through the summer on two major offshore wind farm installations in Taiwan, the team has been awarded a further significant contract to support the installation of Taiwan’s largest offshore wind farm. This project will take the team right through 2021 and into 2022 and sets ScanTech Offshore up as a trusted ‘one stop shop’ for noise mitigation during wind farm installations.

Bubble curtains are used underwater to protect marine life from loud noises during subsea operations. Ordinary construction noises travel much more easily underwater, and sound levels can be five times higher than in open air. This can be enough to harm and even kill sea life. However, air bubbles resonate in response to sound, absorbing sound energy and when formed into a curtain they reflect the sound, effectively keeping it within the curtained area.

Another key project

In early 2021, the team will start work on another key project in Taiwan supporting the installation of jackets which form the foundations for the wind turbines. This contract comes on the back of work supporting the noise mitigation solutions provided for the installation of more than 80 monopiles in Taiwan and builds on the success and track record that ScanTech have earned since 2018 in Europe and Taiwan.

Partner

For the last two years ScanTech Offshore has partnered with HydroTechnik Lübeck (a leading German company which has been pioneering specialised bubble curtain technology for offshore farm construction) to support wind farm construction projects. Together, its stackable air compressors and SeaSentry filtration system supply the huge volumes of clean (‘class zero’) compressed air required.

Significant advantage “The fact that our air compressors are stackable gives us a significant advantage, because we can fit the number of compressors required on to a relatively small vessel without risk of heat build-up,” says project manager Barry Craig of ScanTech. “Rates go up as vessels get bigger, so stackability can offer a significant saving on the overall project costs.” A typical bubble curtain project might require 20 - 26 compressors, grouped so that five compressors feed air through one SeaSentry filtration system which cleans and conditions the compressed air to ensure only oil-free air of medical cleanliness (class zero) goes into the sea.

Dedicated support

“We have had over 300 air compressors dedicated to support the oil and gas industry, but now, during peak offshore wind farm construction times, around 100 have been redirected to the renewables industry,” Barry says.

‘SeaSentry was designed specially to accommodate that switch so the compressed air could be guaranteed pure for underwater use.”

“We are delighted to have secured this new contract,” says Barry. “It shows a vote of confidence in the work we have been doing in the region - work which we have successfully completed despite the difficulties and limitations of a global pandemic.”

Marine life

The team will provide a double layer of sound protection to marine life in the area, equipping a large ‘noise mitigation vessel’ with sufficient air compressors to create a double big bubble curtain around the monopile. In addition, electric air compressors will be located onboard the heavy lift / pile driving installation to provide air for a further / smaller near pile bubble curtain to give additional noise attenuation during the installation of the monopile foundations.

ACCORDING TO NORWEGIAN STUDY

Black turbine blades reduce bird collisions 20

Black blades can reduce the number of bird collisions by 70 percent, a Norwegian study has shown.

But will Dutch birds follow the same behaviour and could dark-coloured wind turbine blades be accepted by the Dutch public? A new study in the Netherlands by Vattenfall aims to find the answers.

Seven wind turbines in Eemshaven will have one of the turbine blades painted black. The purpose is to investigate if the method can contribute to reducing the risk of birds getting injured by colliding with the turbine blades. The study has already started and is expected to run until the end of 2024.

Effects

This year a baseline measurement will be done. Next year, the blades will be painted and for two years, the turbines be monitored whether that has an impact on the number of bird collisions. In addition, aviation safety and the impact of the painted blades on the landscape will be examined.

"Norway's west coast is not known for its blue skies and sunshine. On the contrary, it often has grey and rainy weather or days with mixed cover of often fast-moving clouds giving a very patchy illumination of the landscape and turbines within it.

The black blades therefore hardly stood out in the landscape, no more than the grey blades in any case," says Bjarke Laubek, who is also an Environmental Expert at Vattenfall. "The people living in the area didn't seem to be too bothered by it, and the black-painted blades were therefore allowed to stay until the end of their lifespan instead of just for the duration of the research project. In the Netherlands, we have clear blue skies more often than in Norway. The light setting on the turbines is therefore different, but it is still difficult to estimate how noticeable the black blades will be in a Dutch landscape."

Research

A study financed by Vattenfall and a group of Norwegian partners on the island of Smøla in Norway has already examined the effect of black wind turbine blades. That study showed that painting one blade resulted in 70 percent fewer collisions.

"That has to do with the way birds perceive the moving rotor of a wind turbine," says Jesper Kyed Larsen, Environmental Expert at Vattenfall. "When a bird comes close to the rotating blades, the three individual blades can 'merge' into a smear and birds may no longer perceive it an object to avoid. One black blade interrupts the pattern, making the blending of the blades into a single image less likely."

However, the Netherlands is home to other bird species and the landscape is very different from that in Norway, as is the meteorological conditions.

Jesper Kyed Larsen again: "We are continuously looking at ways to reduce the impact of wind turbines on the environment, and we are therefore very excited to be part of this study at Eemshaven to better understand the potentials of the black blade measure in a Dutch context. If we could find other ways of reducing collision risk to birds than temporarily stopping the turbines, and losing renewable energy production, that would of course be better for everybody.”

One point of discussion in the Norwegian study was that black blades are more conspicuous, not only to birds but to humans too.

The question was whether the surrounding area would be affected by the visual effect.

Effects

It will also be important to gain more knowledge about the practical and financial aspects of the black blade measure in a Dutch context. Will the black paint affect the durability and as a result the maintenance needs for the blades? The study at Eemshaven will be considering this as well.

Vattenfall is participating in the black turbine blade pilot project together with a number of energy companies and Dutch public authorities such as Groningen Province. The conscious wind farm is owned by RWE. In 2020, Vattenfall completed and extensive research project into the behaviour of birds in the vicinity of wind turbines in North Jutland in Denmark. Jesper Kyed Larsen: "The research showed that the birds studied were much better at avoiding colliding the wind turbines than expected. Well above 99 percent of the pink-footed geese and cranes flying in the area were able to avoid the turbine blades."

There are any number of hot new industries with money flowing toward them right now and rich in opportunity: electric cars, commercial space exploration, cryptocurrencies, and more.

But there are few that offer the mix of opportunity, available capital, and overall societal acceptance and support possessed by the offshore wind energy industry.

There is a combination of factors converging to make the offshore wind market a place where companies and organizations looking to expand their revenue base can find new customers and large new contracts.

And talented individuals looking to make a career change can find green-field opportunities.

HERE’S WHY 1 C limate change is now less of a controversial topic and more of an accepted fact While there are still certainly outposts of conservative thought where ‘climate change’ is a hot-button phrase designed to gin up controversy, international business leaders in large part understand climate change’s threat to society and the public at large are eager for action.

Need proof? Even the United Mine Workers of America have acknowledged the need to transition away from fossil fuels and toward renewable energy sources. All that they’re looking for is training so that their members can make the transition, too.

And, according to Pew Research, even as far back as 2019 a full 67 percent of U.S. citizens feel as though the federal government isn’t doing enough to combat climate change. Even 60 percent of Republicans feel the government should be prioritizing renewable energy over fossil fuels.

Now, with the Biden Administration rejoining the Paris Agreement of 2015, the United States will have new benchmarks to hit for reducing carbon emissions.

An initial proposal is a cut of as much as 52%. In order to make that happen, the United States is going to have to invest in renewable energy platforms.

2 Wind is generally regarded as the most efficient renewable energy source As the United States and private capital look to make investments in renewable energy sources, they’ll be eyeing bang for their buck. Since wind is generally regarded as the most efficient way to create renewable energy, when you factor in cost of materials, construction, and environmental impact, it’s easy to guess where that money will flow.

While offshore wind may present some elemental difficulties not present on land, it also has a number of advantages for efficiency, such as little environmental impact on installation, a lack of neighbours who will likely be adversely affected, and fewer concerns about wildlife such as birds.

3 Logjam is over While the Trump Administration largely put a halt to the leasing of federal waters for the purposes of wind farming, the Biden Administration has moved aggressively to get the turbines spinning again.

In April 2021, new Secretary of the Interior Deb Haaland and the Bureau of Ocean Energy Man- agement announced another 800,000 acres of Wind Energy Areas in the New York Bight, just off Long Island and the Jersey coast. And she made that announcement during an event specifically targeted at identifying barriers to growth in the offshore wind industry and solutions for getting past them.

In fact, the departments of Energy and Commerce have established a target of 30 gigawatts of offshore wind energy production by 2030, which they believe will create as many as 80,000 jobs.

They’re also putting their action where their words are: The EPA just granted the last necessary permit for Vineyard Wind, the United States’ first truly commercial wind farm, to begin construction.

4 Dozens more offshore projects are already in the works and ready to pop The recent BOEM and Interior announcements restart an industry that was already well in motion.

BOEM has leased more than $475 million worth offshore wind territory and the companies that have laid out that cash are looking to get a return on that investment as soon as possible. Now that Vineyard Wind has been approved to proceed off the coast of Massachusetts, most observers think as many as 10 more projects may reach approval by the end of 2021.

While there are many estimates out there for how many gigawatts of offshore wind electricity will be online by 2030 or 2035 or beyond, what’s most important are the renewable energy commitments that have been made by various state and federal governments and represent a ready market for selling the electricity. Just the states of Connecticut, Maryland, Massachusetts, New Jersey, New York, and Virginia alone have committed to buying 25.4 gigawatts of wind energy by 2035.

Using an estimate created by a University of Delaware report on how much investment of capital is necessary to generate a gigawatt of wind energy - $4 billion per gigawatt - those commitments alone represent more than a $100 billion in spending over the next 15 years.

ENGINEERING TO REDUCE COST OF WIND ENERGY

Major funding boost from UK Government for SENSEWind

With a landmark investment in the future of wind turbine installation and servicing, the UK’s Department for Business, Energy, and Industrial Strategy (BEIS) has granted £10 million to Technology Partners – SENSEWind, Glosten and Subsea Micropiles, and six delivery partners to design and construct a SENSE PelaStar floating wind turbine demonstrator off the coast of Scotland.

The SENSE concept (stands for Self-Erecting Nacelle and Service) looks to upend the conventional approach to installation and O&M by eliminating the need for special cranes and allowing the full Rotor Nacelle Assembly (RNA) to be installed and serviced directly on site and is particularly suited to deep water floating projects.

“The SENSEWind system is designed to scale at the speed of turbine innovation. Special cranes and crane vessels will be prohibitively expensive as we attempt to keep levelised cost of energy on a downward trajectory both onshore and offshore,” said Patrick Geraets, CEO of SENSEWind.

“This system solves the looming problem of installing and servicing massive, and increasingly remote, wind turbines.

The larger and further from shore the turbines get, the more valuable the SENSE system becomes.”

The SENSE PelaStar project will feature SENSEWind’s turbine selfinstallation system, the PelaStar Tension Leg Platform (TLP) floating foundation from Glosten and Subsea Micropile anchors. The SENSE concept will be put through its paces on a fully operational 2 MW floating wind turbine with installation set for late 2023.

“The Achilles heel of floating wind is the ‘tow back to shore’ challenge for turbine maintenance and major component swap out. The SENSE concept directly addresses this problem, removing the need to move the floating foundation off station. The lifetime cost reduction in the floating sector will be enormous,” said Julian Brown, wind industry veteran and Non-Executive Director of SENSEWind.

“And super tall onshore wind turbines are set to become the norm, enabling improved energy capture in lower wind regimes. SENSEWind technology is poised to set a new standard for installing and maintaining such wind farms on a cost effective and low risk basis.”

The company’s cost modelling shows that the SENSE concept would reduce LCoE for tall tower onshore wind by up to 6% and floating offshore wind by up to 9%. The practicalities behind these figures will be thoroughly tested at the Scottish project location, slated to be the Kincardine test site off the coast of Aberdeen.

Geraets continued: “Thanks in large part to the support from BEIS, the SENSE PelaStar demonstrator will radically change base assumptions for the deployment of GW scale floating offshore wind. The technology currently scales to 15MW+ turbines and is ideally suited for Scotwind floating projects. And while the SENSE concept is applicable to any floating wind foundation technology, we are particularly excited to be working with the Glosten team to demonstrate their PelaStar TLP technology for the first time.”

The SENSE PelaStar project requires a total investment of £22 million.

With BEIS’ £10 million grant announced today, that leaves room for investment partners who are looking to gain early knowledge of how this technology can reduce development and operational costs.

HEEREMA ENGINEERING SOLUTIONS SELECTED BY VATTENFALL

XL Monopile Structural Integrity for Transport & Installation

Heerema Engineering Solutions has executed a structural integrity study for Vattenfall. The aim of this study is to confirm that the following transport and installation steps can be executed without jeopardizing the monopile structural integrity.

Wind turbine generators are growing in size and capacity while being installed in deeper waters, resulting in a requirement for larger monopile foundations. The offshore installation of these XL monopile foundations results in new challenges. One of these challenges is to ensure the monopile structural integrity throughout the complete transportation and installation process.

• Offshore transportation • Upending of the monopile • Motion-compensated monopile gripper frame operations For this study the finite element analysis software Abaqus is used to calculate the stresses occurring in the monopile due to self-weight, operational loads, and environmental loads. The load introduction from the installation & transportation aids into the monopile is analysed to understand the stresses occurring in the monopile. This study shows that the load introduction interface has to be designed with great care because the monopile integrity highly depends on the design of the installation and transportation aids.

The result of this study shows that when the interface between the monopile and the installation or transportation aid is properly designed

the stress distribution is acceptable. Hence no specific requirements with regards to the above installation steps have to be added to the monopile design.

Wave slamming

DP gripper frame

For this study, a time-domain analysis was performed with in-house developed software. Occurrences of slamming events, submergence, and slamming velocity at points of interest (monopiles overhanging ends) were computed. The results can be used to derive slamming forces acting on the monopiles.

A time-domain Orcaflex analysis considering certain environmental conditions is executed to determine the loads on the monopile just above the seafloor. This analysis is used to determine the shear load and bending moment in the monopile just above the seabed. The shear load and bending moment are then combined with site-specific soil data in a PLAXIS analysis. This analysis is used to calculate the rotation and deflection of the monopile just above the seabed. These parameters provide insight into the stability of the monopile during the above-defined installation step in certain environmental conditions.

XL Monopiles (MP) are transported offshore on cargo vessels.

In several configurations, the monopiles are positioned transversally on the vessel deck. Resulting in a significant MP overhang on either side of the vessel. Depending on the environmental conditions and the hydrodynamic behavior of the vessel the MP sections that extend beyond the vessel side shell might become subject to wave slamming.

This study is executed to understand the occurrence of slamming and the resulting impact loads.

Example deck lay-out and calculated results are presented in the below figures:

XL Monopiles could be installed by using a DP gripper frame. Depending on the vessel considered, the center of the gripper frame installing the MP is located at a certain level above the waterline. A stability assessment of the XL monopile for the moment when the gripper is retracted is required to determine the feasibility of the XL monopile installation with a specific vessel in combination with the DP gripper frame system.

In the below figures the Orcaflex model and the Plaxis model are shown.

Hydrogen powered drone for offshore inspections

Offshore wind turbines are a steady source of renewable energy. Due to heavy weather conditions at open sea, inspection is necessary a lot.

Ironically, the way this happens now is not sustainable at all. A ship is needed to bring a person or drone there, which means high emissions and high costs.

The Dutch start-up Shore Systems is solving this problem by building a drone that is able to inspect those far away offshore installations – from land.

Shore is a space related start-up currently incubated at the Dutch business programme from the European Space Agency, called ESA BIC Noordwijk. It was founded by 4 young entrepreneurs with a background at TU Delft – Ralph Krook, Thom van den Homberg, Frederik Hogenbosch and Victor Sonneveld. Here, they will foster space technologies for applications on earth. We talked to co-founder Victor about their hydrogen powered drone.

How does your system work exactly?

“Our drone can hover for very long times to do inspections.

Next to that it has a large action radius. Current drones have one or another as their unique selling point. The unique thing about our drone is that it has the best of both worlds: a healthy balance between hover endurance and range.”

“A hydrogen tank and fuel cell are integrated in our drone, replacing a battery. In our case hydrogen makes sense because it has a high energy concentration. Anything that flies needs to be light and hydrogen is a good carrier of energy. Each fuel cell still has an electrical drivetrain, so we still can make use of the propellers.

This makes our system so stable.”

“In terms of controlling the drone, a pilot controls it while on land, using a video link, obviously beyond visual line of sight.”

What can you tell about the space technology you use?

“We integrated several systems and some of them are supplied by the space industry. We use GNSS to define our position, and use satellite communication as a backup for the direct radio link between our drone and the ground station.”

How did the idea for Shore came to be?

“Well, all of us have been students at the Delft University of Technology (TU Delft). In 2018, then as students, we came across the GoFly competition from Boeing. The assignment |was to create a one-passenger drone. We created a team of 20 people and we called our team Silverwing. Eventually we got in the top 5, out of 200 ideas entering the competition. We didn’t win unfortunately, but we’ve learned a lot during that time. We wanted to explore the world of drones a bit more. So from the Silverwing core team, we eventually founded Shore.”

“From a passenger drone to inspection drones is a big step. Because the drone market is pretty saturated, we looked to common applications of drones and tried to identify gaps in the market. We found out it’s not necessarily cargo or transport that’s done by drones, but inspections.

And we found that the way offshore inspections are done is particularly cumbersome.”

What’s the biggest challenge in the (inspection) drone industry?

“In terms of inspection, each operator has slightly different demands.

So basically an inspection drone needs to be useful for the large majority, say 95 percent, of potential customers. This also is true for the general drone industry – you have to be all-round good while being unique at the same time.”

What’s the present status of your development?

“We have a prototype, a scale model of our solution. It already has flown inside. Right now we are fully focused on developing the fully-sized drone, and within the next six months we will test it with a partner operator. At the end of 2022 the system must be operable for them to use with their clients.”

What are Shore’s long-term plans?

“We want to make our product better every year, but now our strategy is to quickly enter the market with a first version.

While it’s on the market, we’ll add features and upscale our production to eventually have a solid production line.”

Do you have a certain milestone to share with us?

“We are proud to work with our partner, the operator. This collaboration was partly subsidised by RIMA, an European network of entities in the maintenance and inspection industry.”

You all chose to enter the ESA BIC Noordwijk programme, why was that?

“As former TU Delft students we have a strong technical knowledge.

But running a business is something else compared to participating in a student team. So we looked for an organization that could help us with the business side of things. So that’s how we came across ESA BIC Noordwijk. We entered the Ignition Programme to prepare us for the incubation trajectory. That programme really helped us to validate our business and we learned how to communicate better about it for the application – and in general as well.”

How would you describe your team synergy?

“It’s important to do other things together next to work. For instance, Thom and I practice jiu jitsu together. In general we know each other very well. When we did the GoFly competition, we rented a house that was practically too small for all of us so we got to know each other on a really different level. In the end that helps in operating the business.”

What’s your business’ secret ingredient?

“Can I say caffeine? Next to that, you’ll have to believe in something and persevere at all times. We think perseverance is really important because setbacks will happen. I think a lot of start-ups can recognise themselves in this.”

Er liggen nog voldoende uitdagingen voor de toekomst Sinds 11 juni vorig jaar is Gerard Hekkers als ‘herintreder’ wederom betrokken bij de Stichting werken onder Overdruk (SWOD). Deze keer in de hoedanigheid als voorzitter namens de civiele sector. Bij de hernieuwde kennismaking met SWOD heeft hij allereerst de website van SWOD geraadpleegd op www.werkenonderoverdruk.nl, alsook de website van de Arbocatalogus werken onder overdruk op www.ArbocatalogusWoO.nl. Het vervulde hem met trots om te zien hoe er de afgelopen jaren gezamenlijk hard gewerkt is aan de kwaliteit en veiligheid. Gerard beveelt u dan ook aan om beide websites eens te bekijken om een verdiepende kijk te krijgen in de wondere wereld onder water.

Met dit artikel neemt Gerard Hekkers u op hoofdlijnen mee in de organisatie en doelstellingen van SWOD, de transformatie van certificatie naar registratie en tenslotte een doorkijk naar de toekomst. Het sleutelwoord in het succes van SWOD is de gezamenlijkheid: samen ben je niet alleen sterker, maar hou je het ook langer vol!

Beheerstichting

Het vakbekwaamheidsstelsel van het Ministerie van Sociale Zaken en Werkgelegenheid (SZW) voor sectoren met een verhoogd risico schrijft de aanwezigheid van een Beheerstichting voor. Het werken onder overdruk is een van die sectoren die specifiek is geregeld in de Arbowet en -regelgeving.

De BeheerStichting Werken onder OverDruk – SWOD - is sinds 2009 een private en tripartite stichting en daarmee het loket naar het Ministerie van SZW. Hiertoe heeft SWOD een convenant afgesloten met het Ministerie van SZW. Het unieke aan SWOD is dat er enerzijds naast de private duikindustrie, zowel de brandweer als Defensie zijnde twee publieke duikorganisaties deelnemen.

Anderzijds is het uniek dat SWOD vanuit een integraal perspectief werkt aan kwaliteit en veiligheid binnen de gehele sector.

SWOD is hierdoor naast een beheerstichting tevens een harmonisatieplatform binnen de drie subsectoren en een platform aar kennis en ervaring in brede zin wordt gedeeld met elkaar.

De Beheerstichting SWOD beheert ten eerste de werkveld specifieke certificatieschema’s van de gereglementeerde beroepen in de sector werken onder overdruk: t.w. duiker, duikploegleider, duikmedisch begeleider en duikerarts. Daarbij hoort ook het beheer van het Openbaar Register Certificaathouders en het beheer van de Centrale Itembank (examenvragen theorie en praktijkverrichtingen).

Daarnaast beheert SWOD de Arbocatalogus werken onder overdruk, de brancherichtlijn hyperbare geneeskunde en de systeem- en onderhoudseisen van duikmaterieel. Tevens stelt SWOD themagerichte informatiebladen samen en geeft zij (on)gevraagd adviezen aan de sector ten aanzien kwaliteit en veiligheid.

Schemabeheerder

SWOD in haar hoedanigheid als schemabeheerder speelt een centrale rol als het primaire aanspreekpunt voor ca. 3500 certificaathouders en vier certificerende instellingen (1 Nederlands Instituut Publieke Veiligheid (voorheen Instituut Fysieke Veiligheid),

datum steeds verder naar achteren, mede als gevolg van het vele werk dat verricht moet worden om de subsectoren gereed te maken voor de migratie naar registratie, bovenliggende wet- en regelgeving aan te passen, SWOD te hervormen, registratie instellingen op te richten en aan te wijzen, een nieuw convenant tussen het Ministerie van SZW en SWOD op te stellen en last but not least de registratieschema's op te stellen. In de registratieschema's worden de laatste inzichten over kwaliteit en veiligheid verwerkt en vindt tevens de laatste harmonisatieslag plaats ten aanzien van de schema's.

De brandweer heeft tot op heden namelijk nog een gecombineerd schema van duikploegleider en duikmedisch begeleider. In het nieuwe stelsel zal de brandweer deze rol in de schema's naar analogie van de civiele industrie en Defensie ontkoppelen. Naar verwachting wordt het registratiestelsel per 1 oktober 2022 geïmplementeerd.

Geheel maakt muziek

De kunst is om alle actoren die in het speelveld werken, onder overdruk met elkaar te verbinden; van duik(leid)ers, duikbedrijven, toezichthouders, SWOD tot en met beleidsmakers. Het borgen en verbeteren van de kwaliteit en veiligheid vereist namelijk die samenhang in het speelveld.

Het is immers het geheel wat hier de muziek maakt.

De Beheerstichting is verantwoordelijk voor het beheer van de schema’s voor aanwijzing en toezicht en de werkveld specifieke certificatieschema’s met normen waaraan de certificaathouder moet voldoen. Als er vanuit het werkveld wensen zijn voor veranderingen dan wel interpretatie vraagstukken, dan moeten deze bij de beheerstichting worden ingediend en voorgelegd worden aan het Centraal College van Deskundigen (CCvD).

Binnen het CCvD zijn de deskundigen van de drie belanghebbende partijen, met ieder een eigen branchecollege van deskundigen, op een evenwichtige manier vertegenwoordigd. Daarnaast nemen de certificerende instellingen van de drie subsectoren als adviseur deel aan het CCvD. Daar waar nodig zal het CCvD projectgroepen installeren, die in een tripartiete samenwerking Brandweer, Defensie en Civiele sector hun deskundige inbreng leveren.

Dit bij voorkeur onder voorzitterschap van één van de CCvD-leden.

De leden van de projectgroep krijgen van hun achterban een mandaat en zullen daar waar nodig hun achterban raadplegen. Het CCvD is zodoende dé plaats waar de deskundigen op een bepaald werkveld elkaar ontmoeten, gezamenlijk de eisen en richtlijnen voor hun werkveld uitwerken en hiertoe een meerjarenplan met elkaar afspreken.

Persoonsregistratie

Begin 2015 kondigt de Minister van SZW een wijziging van het vakbekwaamheidsstelsel aan per 2020. De internationale norm voor persoonscertificatie zoals vastgelegd in de Norm ISO 17024 zal alsdan niet langer richtsnoer zijn, maar de norm waarmee de Raad voor Accreditatie een certificerende instelling zal accrediteren en vervolgens door SZW aangewezen wordt als certificerende instelling. In 2019 heeft SWOD echter in nauw overleg met het Ministerie van SZW besloten te kiezen voor een nieuwe optie - het vakbekwaamheidsstelsel persoonsregistratie. Onder registratie blijft de ISO 17024 weliswaar als uitgangspunt gelden, maar is er meer ruimte om maatwerk te leveren binnen het werkveld.

Registratiestelsel

Het streven was om per 1 januari 2022 van start te gaan. Helaas schuift de

Gerard Hekkers: “De afgelopen periode wordt naar mijn mening voor SWOD gekenmerkt door gezamenlijke noeste arbeid aan de basis voor kwaliteit en veiligheid bij het werken onder overdruk. De uiteindelijke kwaliteit en veiligheid wordt mijns inziens echter nog altijd bepaald aan de waterrand. Het is van wezenlijk belang dat die basis aan blijft sluiten bij de praktijk aan de waterrand.

Het doet mij dan ook deugd dat de verschillende disciplines binnen SWOD hun kennis en expertise hiervoor blijven inzetten. Hoe goed we het echter ook proberen te regelen in de basis als SWOD, het blijft van immens belang hoe de duikploeg functioneert en communiceert. Tenslotte is het de duiker die, na alle voorbereidingen, aan den lijve ondervindt en een afweging moet maken om al dan niet door te gaan met de klus. Dat valt en staat allemaal met vakmanschap als duikploegleider, duiker en duikmedisch begeleider, kritisch naar elkaar en het materiaal te blijven en de bereidheid om kennis en ervaring te delen.

Basis-instrumenten zijn hiervoor o.a. de certificatieschema’s en de Arbocatalogus werken onder overdruk. Maar van essentieel belang om dat vakmanschap te borgen en zelfs te verbeteren is enerzijds het in de praktijk blijven werken aan de geoefendheid in de drie voornoemde rollen en anderzijds het verbeteren van SWOD als lerende organisatie.”

In het meerjarenplan is de lerende organisatie daarom opgenomen voor 2022 e.v. en het ligt in de rede om in de loop van 2022 hiervoor een projectgroep samen te stellen. Met nadruk is dit geen onderzoekscommissie o.i.d, maar een platform om meldingen van voorvallen, conclusies en aanbevelingen geanonimiseerd met elkaar te delen. Dat zal een weg van langere adem zijn met de nodige drempels. Hekkers: “Dat moet ons er echter niet van weerhouden om gezamenlijk deze bal op te pakken. Hiervoor is het ook meer dan wenselijk dat de relaties met het omliggende speelveld zoals toezichthouders en beleidsmakers verder wordt aangetrokken. Naast de recent ingestelde overlegstructuur met de Nederlandse Arbeidsinspectie (nieuwe naam in 2022), Staatstoezicht op de Mijnen en Ministerie van SZW, staat op 11 april 2022 een kennisuitwisselingsdag op het programma. Zonder twijfel zullen hier onderwerpen aan bod komen als het Arbobesluit (voldoet dat nog of is herziening nodig), sportduiken in relatie tot beroepsmatig duiken (waar houdt sportduiken op en begint beroepsmatig duiken en tegen welke normatieve kaders) en het nieuwe registratiestelsel. Kortom, voor 2022 e.v. liggen er voldoende uitdagingen voor SWOD en zie ik de toekomst met vertrouwen tegemoet.”

THREE NEW WIND ENERGY AREAS

Dutch Government to double production of offshore wind energy Mid-March the Dutch Government designated three new areas for offshore wind farms and confirmed two previously designated areas, together accounting for 10.7 GW of wind energy.

The 3 new wind energy areas have been given the following names: Nederwiek, Lagelander, Doordewind. The names originated from a naming competition in which almost 6000 people participated. The other two reconfirmed areas are the northern part of IJmuiden Ver and the southern part of Hollandse Kust (west).

With these five areas, the total planned capacity for offshore wind energy will be doubled to approximately 21 gigawatts by 2030. The areas, part of the North Sea Programme, are located to the north and northwest of the country.

The Government will decide this summer exactly where the wind farms will be located within the designated areas in the Roadmap 2030+.

UPDATE NADO VOORZITTER ROBIN KNOOK

‘Nieuw vakbekwaamheidsstelsel persoonsregistratie zal 1 oktober 2022 worden ingevoerd’

Het gezegde van de ‘rijdende trein’ was wel van toepassing toen Robin Knook vorig jaar het stokje overnam van zijn voorganger Leo Lagarde. In korte tijd heeft hij zich diverse dossiers van lopende zaken eigen moeten maken. Zaken die allemaal focus en alertheid vragen.

Een grote zorg is de door ons gesignaleerde vervaging tussen beroepsduiken en sportduiken bij het uitvoeren van vrijwillegerswerk onderwater.

Zijdelings en zeker in 80% van de gevallen is de NADO direct betrokken bij diverse activiteiten van de Beheerstichting Werken onder Overdruk (SWOD). De NADO vertegenwoordigt 70% van de duikbedrijven die onderdeel zijn van de civiele sector werken onder overdruk. Dat is 30% te weinig omdat we soms met kracht een vuist willen maken bij door overheid opgelegde wet- en regelgeving.

documenten, statuten, reglementen, audit-richtlijnen, samenwerkingsovereenkomsten, begroting etc tegen het licht gehouden worden. Regelmatig heeft de civiele vertegenwoordiging haar zorgen geuit. Dit heeft er toe geleid dat de NADO nu direct betrokken is bij het proces en is toegetreden tot de klankbordgroep.

70% van de leden leveren naast de jaarlijkse contributie diensten onbezoldigd diensten in de vorm van kennisoverdracht. 50% van onze leden lukt het om daadwerkelijk deskundigen beschikbaar te stellen voor het door wet gecreëerde overlegstructuur. Daarnaast schromen duikbedrijven niet om zaken die zij signaleren onderbouwd onder de aandacht te brengen.

Sinchroon met dit proces worden de Werkveldspecifieke certificatieschema’s omgeschreven naar registratieschema’s.

Hieronder een update van de lopende zaken:

Wijziging vakbekwaamheidsstelsel van persoonscertificatie naar persoonsregistratie

In tegenstelling tot eerdere berichtgeving verwachten wij dat het nieuwe vakbekwaamheidsstelsel persoonsregistratie 1 oktober 2022 wordt ingevoerd.

In het afgelopen jaar is er achter de schermen hard gewerkt aan de benodigde aanpassing van documenten veroorzaakt door de stelselwijziging. Er worden voor het beheer van het register en regie van de exameninstellingen vier registratie-instellingen geïnstalleerd die met een mandaat van SZW gaan acteren.

Voor de civiele sector is de Registratie Instelling Civiele Duikarbeid opgericht. SWOD heeft daartoe een klankbordgroep civiele sector geïnstalleerd die de ontwikkelingen rond deze Registratie Instelling (RI) nauwlettend volgen. Voordat de RI operationeel is moeten diverse

Waar voorheen de categorie-indeling op de techniek gebaseerd was (het duiksysteem, Scuba A , SSE B, closed bell C), heeft SWOD op aangeven van het schrijfteam het nieuwe registratiestelsel gebaseerd op de risicofactoren waaraan de duiker is blootgesteld. Deze risicofactoren zijn de diepte, de aard van de werkzaamheden en de omgeving. Deze evolutie in het denken over veiligheid volgt uit het besef dat niet alleen de techniek, maar juist de samenhang van techniek, mens en procedures bepalend zijn bij het waarborgen van de veiligheid van de duiker.

Met deze aanpak ontstaat o.a. de mogelijkheid om het Scuba-duiken veiliger te maken door het gebruik van de oppervlakteluchtvoorziening (OLV) op te nemen. Deze voorziening voorziet de duiker van ademgas (HD) vanaf de oppervlakte en schakelt automatisch over naar ademgas uit de SCUBA-uitrusting wanneer de primaire ademgastoevoer zou wegvallen. Het duiken met een OLV is dus voor de duiker niet wezenlijk anders, maar de OLV kan mede bijdragen aan de duikveiligheid in de A-scope. Juist de Brandweer heeft behoefte hieraan.

De SCUBA OLV techniek wordt door zijn beperkingen alleen toegelaten voor reddingsactiviteiten van overheidsinstellingen. Voor civiele toepassingen kan deze techniek dus niet toegepast worden. Dit betekent dat nauwkeurig naar tekst gekeken moet worden in zowel het registratieschema als in de Arbocatalogus Werken onder Overdruk.

Het is van belang voor onze sector dat werken onder water als werk gezien blijft worden.

Vervaging beroepsduiken en sportduiken

Een grote zorg is de door ons gesignaleerde vervaging tussen beroepsduiken en sportduiken bij het uitvoeren van vrijwillegerswerk onderwater. We pleiten voor meer duidelijkheid. Afgezien van het feit dat wij vinden dat de sportduiker bij het uitvoeren van dit soort werkzaamheden onnodig risico loopt, mag het ons inziens niet zo zijn dat sportduikers met een SCUBA sportduikbrevet en een duikmedische sportduikkeuring werkzaamheden verrichten onderwater, terwijl een duikbedrijf bij soort gelijke werkzaamheden, investeringen moet doen om met juist opgeleide duikers, RI&E, materieel en gedetaileerde procedures.

Momenteel loopt er een rechtszaak tegen het ministerie die door de NADO op de voet gevolgd wordt en de NADO steunt het ministerie in het standpunt dat de ARBO wet ook geldt voor vrijwilligers.

Het is van belang voor onze sector dat werken onder water als werk gezien blijft worden.

De Arbocatalogus Werken onder Overdruk

In de Arbocatalogus Werken onder Overdruk is de keuringsrichtlijn Duikarbeid gepubliceerd. Een richtlijn voor de duikerarts bij de duikmedische (her)keuring en de keurling, de beroepsduiker, kan kennis nemen van de verrichtingen bij de keuring.

Al met al een ontwikkeling die we steunen.

De SWOD Projectgroep Arbocatalogus is bezig met een nieuw informatieblad duiken in verontreinigd water. NADO-duikbedrijven hebben hun kennis via de civiele vertegenwoordiging beschikbaar gesteld. Namens de NADO is Antoin Morrien van DISA penvoerder van deze project groep.

EU Beroepskwalificaties

De NADO Commissie EU Beroepskwalificaties is in 2021 opgericht en heeft een aantal pijnpunten in kaart gebracht, zoals het wegvallen van de (1) Proof of Assessment voor Engelse duikers, (2) de entreecriteria Proof of Assessment voor EU-duikers en (3) de obstakels die Nederlands gecertificeerde duikers aantreffen binnen de EU. Als voorbeeld dat in Polen buitenlanders een toets moeten doen die alleen maar beschikbaar is in de Poolse taal.

Reden om met twee vertegenwoordigers de EDTC meeting van 2021 bij te wonen alwaar de ‘free movement of divers’ ook op agenda staat.

Met name is v.w.b. de taaleis gereglementeerde beroepen gepleit dat naast de eigen taal ook Engels wordt geaccepteerd.

Door de Brexit heeft NADO ook geconstateerd dat met name voor bepaalde offshore projecten specialistische duikwerkzaamheden op ad hoc basis bijna onmogelijk worden. Wereldwijd is er een beperkt aantal duikers dat de specifieke ervaring heeft die nodig is in de zuidelijke Noordzee, of opgeleid zijn tot onder meer saturatieduiken. En het zijn tevens de Engelse duikers die qua DNA het dichts bij ons komen qua opleiden en mindset over duikveiligheid. Momenteel kunnen ze helaas niet meer op ad hoc basis ingezet worden op Nederlandse projecten als daarvoor geen geschikte Nederlandse of EU duikers beschikbaar zijn.

Reden voor de NADO met steun van de NOGEPA om bij SZW het verzoek neer te leggen om voor niet-EU-duikers de Proof of Assessment, voor tijdelijk en incidenteel werken, weer mogelijk te maken. SZW heeft kennis genomen van dit verzoek en beraadt zich hierover.

Contact met SZW en de Nederlandse Arbeidsinspectie De NADO is gevraagd een bijdrage te leveren aan de door SWOD te organiseren Kennisuitwisselingsdag in april 2022 met de toezichthouders van onze sector. Zoals de NL Arbeidsinspectie, Staatstoezicht op de Mijnen, het OM, IOOV etc.

Daarnaast ziet NADO door regelmatig overleg met SZW en de NL Arbeidsinspectie een netwerk ontstaan. Daardoor is men eerder geneigd elkaar te benaderen voor vraagstukken.

CE Markering

De NADO heeft aan de uitdagingen CE Markering een uitgebreide studie gewijd, waarbij gretig gebruik werd gemaakt van internationale studies.

Op een bepaald moment is geconstateerd dat dit probleem niet alleen de civiele sector aangaat.

Onder voorzitterschap van de NADO heeft SWOD de projectgroep CE Markering geïnstalleerd. De projectgroep verricht een vervolgonderzoek naar de uitdagingen t.a.v. CE-markering. Het ziet ernaar uit dat de Brandweer en Defensie de eerdere bevindingen van de NADO onderstrepen. Inmiddels is contact gezocht met de NL Arbeidsinspectie om de problematiek zoals NADO die binnen de industrie ervaart te bespreken en tot heldere verwachting te komen hoe de Nederlandse duikindustrie met CE markeringen dient om te gaan.
