Welcome Letter
Eric McGarvey State Director/Adviser Ohio FBLA-PBL, Inc. November 20, 2019 Ohio FBLA Chapters Dear Ohio FBLA Advisers & Chapter Leaders. Now that the 2019-2020 school year is well underway and National Fall Leadership Conferences are winding down it’s time to set sights on the 2020 Ohio State Leadership Conference. Over the past several months, I have heard feedback from our chapters that in addition to an improved conference experience you are looking forward to engaging leadership workshops, and memorable networking opportunities. Your volunteer state leadership team has been hard at work putting together all of the programs and activities for the year to accomplish just that. Please use this Chapter Planning Guide to help you find the best ways to apply all that we have to offer to your local chapter. Now more than ever we need your help to spread the message of all the exciting things underway: amazing customer service, more helpful resources, and a new conference venue (just to name a few). Help us recruit more members from your schools and sister chapters from your region, so that we can continue to spread the mission of inspiring more community-minded business leaders. You may wonder why this is important. Growth is critical because it allows us to use our critical mass to attract better sponsors, speakers, and leaders to give the kind of real-world experience our students are craving. We appreciate your support in these efforts. The next few months will go by in a flash, and before you know it, we will be at our premier event of the year: the State Leadership Conference. We are so excited to welcome you to our new home at the Crowne Plaza Columbus North and the changes and innovations won’t stop there. Make sure to mark your calendars (February 27-28 for FBLA and February 26 for ML & PBL) for this spectacular event. Thank you for your commitment to FBLA-PBL and our students. We are excited to build on Ohio’s foundation of past success and to work with you to help engage more students, introducing them to a World of Opportunity! Sincerely,
Eric McGarvey Ohio FBLA State Director/Adviser

MESSAGE FROM THE STATE OFFICER TEAM We are so excited to welcome you to another amazing membership year. There are many incredible changes and innovations ahead as we work together to bring a World of Opportunity to the members of Ohio Future Business Leaders of America! The Officer Team has been working hard on its five main goals of the year that have been outlined in our program of work: • • •
Grow membership by two important metrics: new chapter activation and inactive chapter re-activation to bring the total count of member schools to 35. Create a new scholarship opportunity to assist FBLA members in attending state and national conferences, Improve strategic communications with local chapters via social media, the website, and creating new local chapter resources.
We are still working to bring this vision to life and we need your help. Please reach out to us if you have any relationships or contacts with sister schools in your counties and school districts. This soft introduction is an important first step in achieving our goal of growing the state chapter and unlocking new and better opportunities for our students. We cannot wait to welcome you to the home of our newly reimagined State Leadership Conference at the Crowne Plaza Columbus North in Columbus this late winter. We have so much in store to provide you a more enriching conference experience from every angle, so reserve your spot at this once-in-alifetime leadership opportunity by registering for the State Leadership Conference (registration to open in just a few short weeks). Members must be part of a ML chapter to compete at the ML SLC. Paying Dues Pay or Renew dues online at www.fbla-pbl.org. If a credit card is not used at the time members are entered, an invoice will be sent to the school for payment with a check. Request a Chapter Organization Packet by clicking on START A CHAPTER, and you are on your way! The fee to charter or reactivate is $20. If you have not received your mailing, please contact the membership department at the National Office. Chapter Management Handbook (CMH) Both the ML and HS Chapter Management Handbooks are important tools to help with your FBLA chapter. Information ranging from the mission, goals, and recruitment ideas to NLC competitive event guidelines can be found in these handbooks online at www.fbla-pbl.org. Visit the website and hover over “Divisions”, the click on FBLA or ML and the first link is the CMH. The CMH is a very large resource and it may not be feasible to print it out as a hardcopy document, but it is available to use electronically at all times. The changes in NLC Competitive vents have been updated for both ML and HS, and annual updates should be reflected each year by the end of August.

Future Business Leaders of America (HIGH SCHOOL) Information HS Chapter Recognition Jump start your HS chapter with Non-stop November and Action Awareness in January and your chapter will be well on its way for Outstanding Chapter and Gold Seal Awards (National Awards), as well as Chapter of the Year (State Award). Start early to be recognized at SLC and/or NLC for these awards. HS Individual Recognition The easiest way for your HS members to become active members is to get them working on individual recognition. Get them started immediately on the Business Achievement Awards https://www.fbla-pbl.org/fbla/programs/education/baa/, Membership Madness, Membership Mania, and Community Service Awards https://www.fblapbl.org/fbla/programs/recognition-awards/csa/. The Business Achievement Awards continue all four years so if members did not finish the Future level last year, they can pick up where they left off and finish this year! Any hours of community service count for recognition for the Community Service Awards. It does not have to be only FBLA community service. This award follows the member throughout his or her years of membership. Therefore, members can finish the 50 hours (called Community) this year and continue with the 200 hours (called Service) next year. The final level is 500 hours called Achievement. There are not many high school students that are not doing some kind of community service. Let FBLA give them some recognition at SLC. For more information on Chapter and Individual Recognition awards, see Chapter Management Handbook in the Recruitment, Retention, and Recognition section. State Leadership Conference High School SLC When: Thursday, February 27th through Friday, February 28th Conference Location and Lodging: Crown Plaza North- Worthington Cost: Registration and Lodging are combined for ALL SLC Attendees and includes: • Lodging and Applicable Taxes • Testing Fees • Lunch and Dinner on Thursday • Awards Banquet on Friday In addition to an improved conference experience and working to bring costs down for students, we are now offering a substantial cost savings for advisers and chaperones. Registration rates and deadlines are listed on the following page.

Event Upload Deadline: February 21st NOTE: OH FBLA staff will distribute production tests after receiving registration and no later than February 1st. Competitive Event Changes for 2019-20 Ohio FBLA Competitive Events Guide: *NEW THIS YEAR* This document developed by the State Office contains all the information regarding our state awards program and competitive event regulations. This includes descriptions of every event offered (including national and state events as well as national and state recognition events). As this document is new and contains a lot of information that was previously located in various areas and inconsistent, the State Office appreciates your patience as we work through any issues that arise. This document will be released on November 15th. Ohio FBLA Statewide SLC Competitive Event Changes/Modifications: New Statewide Recognition – Chapter of the Year: *NEW THIS YEAR* Chapter of the Year is a new event that will recognize the highest scoring recipient of the Gold Seal Chapter of Merit. The Chapter of the Year will be recognized on stage at the State Leadership Conference. SLC Competitive Events Policy/Procedure Changes: Competitive Event Registration Restrictions: The Board of Directors has implemented a few registration restrictions for this year’s state awards program to accommodate the change in venue and ensure that we provide a fair and equitable competitive event process. See below for restrictions and the Board’s rationale. • Any single member competitor may register for up to five (5) pre-judged/objective testing events and one (1) live/performance event. [Rationale: For prejudged/objective testing events, the Board reviewed data from last year’s program and noticed only a small number of students participated in more than 5 events. That said, when a student competes in many events and places in them, it discourages students in lower placements from competing at nationals as they feel they did not perform as well. Students are only able to compete in 1 event at Nationals, so we believe this policy will encourage more students to focus on an event, study and prepare, and compete at the National level, following successful placement at the State Level.] • Any single member competitor may register for as many recognition events as they are eligible for in a given year. [Rationale: This has always been the policy] • An individual chapter may register no more than two (2) individuals or teams for any given pre-judged/objective test event or live/performance event. [Rationale: The Board is concerned that, given there are no regional competitions to eliminate students in advance of the SLC, that over registration in a given event would cause an inequitable judging experience for students. Our target is to have one set of judges evaluate no more than 15 students to determine the top 4 that will be eligible to compete at Nationals. This policy aligns with that objective.] • An individual chapter may register only one (1) individual or team for any given chapter event. [Rationale: This has always been the policy]

CHAPTER PLANNING GUIDE •
12
An individual chapter may enter as many as many individuals or teams as are eligible and wish to compete in any given recognition event. [Rationale: This has always been the policy]
Homesite Testing Policy Change: It was previously the policy of Ohio FBLA that all students competing in the same event must test at the same time. The Board has reviewed this policy and decided that it was incredibly burdensome to local chapters to have to coordinate this. The Board has decided to remove this policy – students/teams may test at any time within the testing window, regardless of event. Homesite Testing Window Change: The Board has decided to extent the testing window for homesite objective testing per the deadlines outlined herein. Advisers should be reminded that fair and equitable execution of homesite/school testing is reliant on following proctoring procedures and ensuring students understand the importance of integrity. Ohio FBLA Open Events: Ohio FBLA will be offering limited open events on site for the State Leadership Conference. Details will be released closer to the conference. Establishment of the Competitive Events Committee: The Board has established a competitive events committee that shall have full oversight of the state awards program. Details on the structure, composition, and role of this committee are outlined in the Competitive Events Guide. National FBLA Competitive Event Changes (these changes are applicable to the State Awards Program): MODIFICATION: Super teams will no longer be allowed to compete at NLC. Any team must consist of members from the same chapter. Business Plan | Category: Prejudged Reports & Presentation | Type: Individual or Team Modified: Reduce length to 15 pages. Coding & Programming | Category: Demonstration | Type: Individual Modified: Eliminate prejudging. Judging will focus on the usability and functionality of the product as seen by the judges. This event will now be categorized as a demonstration rather than performance event, and competitors will be required to demonstrate how well the project works during the event demonstration. Computer Game & Simulation Programming | Category: Demonstration | Type: Individual or Team Modified: Eliminate prejudging.
