Hours: 9:30 am to 7:00 pm The trade show will close at 5:00 pm on October 27th.
PARKING
Daily Parking - $25 (north of 17th Avenue)
Daily Parking is DISCOUNTED to $15 every Monday, Tuesday and Wednesday.
Entire Event Parking - $75 (south of 17th Avenue) Including the top of the Gilligan Barn.
Any vehicles, including trailers, trucks, cars or golf carts, that park in an unauthorized area, or without proper stickers/permits, will be towed by the Ohio State Highway Patrol at the owner’s expense. PLEASE NOTE: Parking rules will be enforced beginning on September 30th.
Horse Trailer Parking
All horse trailers parked south of 17th Avenue will be subject to the daily camping fee of $40 per day from the date of arrival. Trailers not being used for camping can park in the designated parking area north of 17th Avenue at no charge.
Ohio Expo Center
The Ohio Expo Center can be accessed from Interstate-71 by taking the 17th Avenue exit (Exit 111) west. 17th Avenue will be open only to Congress traffic.
Other Motorized Vehicles • •
No small, motorized vehicles (except golf carts or handicapped scooters) are allowed on the Ohio Expo Center grounds. No Gators, Mules, Mopeds, scooters or similar type vehicles are permitted on the show grounds by nonapproved show personnel. Golf carts will not be permitted in barns or in restricted areas after the start of the show. A golf cart permit is required for all golf carts and can be purchased at Golf Cart Rental. A valid driver’s license is required. Golf carts will have limited access in some areas, and signs will be posted. Those violating the golf carts rules will be subject to a fine. For golf cart rental information, see page 9.

Periodical and Brochure Distribution Policy
OQHA prohibits the distribution of magazines, periodicals or brochures on the Ohio Expo Center grounds during the All American Quarter Horse Congress unless they are an official communication tool for one of our corporate, event, affiliate or alliance sponsors/partners.
Distribution of magazines, periodicals or brochures without express written consent from show management is expressly forbidden. Distribution fees may apply. OQHA may request a copy of the magazine or brochure prior to granting permission.
Photography and Videography Release
The Ohio Quarter Horse Association may film and/or photograph spectators, owners, trainers, exhibitors and horses participating in the All American Quarter Horse Congress to compile publicity, live webcast of the event or for use in promotional materials, as it determines. By participating, owners, trainers and exhibitors agree that no compensation shall be due from OQHA, the Congress or any third party for the publication and/or broadcast of their likeness, picture and name, etc. All participants agree and understand and acknowledge that official Congress videographers, photographers and mass media approved by OQHA have full access to the Congress at any time. This includes the use of flashes and other photo and video equipment. All exhibitors agree and understand and that they should be prepared for official photographers, videographers and/or approved mass media taping and/or taking pictures of warm-ups, competition, etc., and upon this condition only are entries accepted.

ARRIVAL DATES AND TIMES Reining, Ranch Riding, Cutting and Roping Horses

The stall office operates 24 hours a day through the end of the show. All horses must be off the grounds by 8:00 am Monday, October 28th.
DOGS AND PETS
Owners assume all liability for any pets brought to the show. No pets of any kind, either on or off a leash, will be permitted in the Kasich Hall, Coliseum, Celeste Center, Cooper Arena, Rhodes Center, Lausche, Congress Hall or Congress Annex. As a courtesy to fellow exhibitors, pet owners are required to pick up and dispose of ALL animal waste.

CAMPING Camping spaces are available through Standard Parking at the Ohio Expo Center on a first-come, first-serve basis. All camping is at the discretion of Standard Parking and the Ohio Expo Center. No reservations will be accepted.
Fees and Conditions
Camping is $40 per day. Standard Parking requires that you pay for the entire length of the show up front beginning upon arrival. Camping sticker must be displayed.
Campers not staying the entire show may collect a refund at the Standard Parking Office, 8:00 am - 5:00 pm, Monday-Friday or 10:00 am - 5:00 pm Saturday and Sunday. To receive a refund, a dated Ohio Expo Center camper pass must be presented. Those staying past 12:00 pm will be charged for an additional day. If leaving after the refund office hours, refund requests may be obtained from the stall office. All camping requires a $75 Entire Event pass to be purchased for the towing vehicle or RV.
ACCOMODATIONS
All horse trailers parking south of 17th Avenue will be charged the $40 per day camping fee. Trailers that are not being used for camping will have the option to park at no charge in the trailer lot north of 17th Avenue.

RESERVED VIP CAMPING
The Congress offers a limited number of reserved VIP camping spots each year. The reserved South VIP camping lot will be a fenced area located adjacent to the south of the Denny Hales Arena, and the North VIP camping lot will be located north of the Celeste Center.
Fees
Spaces are limited. In exchange for a $3,000 fee, VIP campers will receive a camping pass for the duration of the Congress, a fenced area with a reserved spot, electric and water hook-up, monitored security, sewer or complimentary pumping and a complimentary two-person golf cart. The VIP camper can upgrade the two-person golf cart to a larger size at their own expense through Salopek Golf Cart and Equipment Company by August 30th.
Camping spaces will be large enough for an awning or golf cart next to the camper. There are limited sewage hook-ups available and septic cleaning service will also be available. NATIONAL YOUTH ACTIVITY TEAM TOURNAMENT
Presented by NSBA Smart Points
The All American Quarter Horse Congress hosts the largest National Youth Team Tournament competition in the world. The National Youth Activity Team Tournament (NYATT) will be held Sunday, October 20th, 2019. It brings together many youth from state and regional Quarter Horse associations across the U.S. and Canada.
Team Requirements
Teams consist of one to fourteen members and must be sponsored by a state or regional Quarter Horse Association. Youth associations are not permitted to sponsor Teams. Teams must be endorsed by their state affiliate. Teams may participate in the following seven classes: Barrel Racing, Horsemanship, Hunt Seat Equitation, Hunter Under Saddle, Reining, Showmanship, and Western Pleasure. A maximum of two team members may compete in any one class.
Only contestants 18 years or younger as of January 1 showing registered Quarter Horses and sponsored by a state or regional Quarter Horse association may compete. Individual contestants may compete in two classes. Only two contestants from each association may compete in any one class, the same contestant may compete in no more than two classes.
NSBA Dual-Approval
NYATT Western Horsemanship, Hunt Seat Equitation, Hunter Under Saddle, Showmanship and Western Pleasure classes are dual-approved by NSBA. Contact your NYATT advisor for entry information.
Awards
NYATT Awards will be presented immediately following the last NYATT class. Awards will be presented to the top 10 teams in Division I and Division II. The Top 15 places in each class receive awards and points.
YOUTH
Entry Information
Youth interested in competing should contact their state, provincial or regional Quarter Horse association’s youth advisor regarding entry fees and additional team requirement information. Entries are accepted only from youth team advisors and must be made on a separate NYATT-specific entry form that is available from the OQHA office. Team advisors should also contact OQHA for any additional information. Entries are due August 25th.
A copy of the horse’s registration papers must be included, meeting AQHA ownership requirements as of August 25th, 2019.

Procedures
The contest has two age groups: 8 & Under and 9-12 year-olds. Age is determined as of January 1. In all rounds, a boundary line will be used. Three legal catches will be used in 8 and under. No figure eights or hickies on horns allowed. Entrants are not allowed to rope the entire dummy - no fishing! Roping positions will be drawn and posted prior to the roping. The judge’s decision shall be final.

Vet Check In
Exhibitors must check in with the Congress Veterinary Office located within the Congress Entry Office in Congress Hall. All horses must have proper health paper requirements (see page 52) provided to the Congress Veterinary Office.
Late Entries
Late entries will be accepted with the following conditions, and at the show entry office. For aged events, all regular fees, plus a $100 penalty per class may be charged. All other classes - all regular fees, plus a $100 penalty per class may be charged. For late entries an open check is required. Late entries for all (weekend, LAE) classes must be received no later than 12:00 pm the day prior to the date the class is to be shown. Regular entry fees will be included in purses. Penalty payments and cattle charges will not be included in the purse. All fees paid in excess of the regular entry fee will be considered a penalty payment. There will be a $10 Video Fee per entry in NCHA & Limited Aged Events.
Substitutions

All stalls will be pre-assigned. Please fill out stalling section on entry form. Stall assignments will be available online at www.quarterhorsecongress.com Monday, September 23rd.
Stall Payment
Multiple checks, money orders or credit cards WILL be accepted as payment for entry and stall fees. An additional 3% office fee will be assessed to all credit card charges. A $30 late fee will be assessed for any stall fees not paid at the time entries are made. Entries will not be processed until stall fees are paid.
Stall Release Form
All horses must have a stall release form from the stall office or cutting show secretary. Cutting horses must vacate stalls by 8:00 am on Tuesday, October 8th.
NCHA CLASS RULES NCHA rules and regulations will prevail in these events unless specific Congress rules differ from them. In this case, Congress rules prevail.
Paybacks
A. All monies will be paid to owners, except the $2,000 Limited, $1,000 Amateur and Youth classes. B. Ties 1. Monies will be split. 2. Duplicate prizes will be available for purchase by exhibitor. 3. All discrepancies will be settled by the flip of a coin.
Judging Procedures
A. Judges’ combined scores will be used to determine placings. B. Decisions of the judges are final and entries will be accepted only on this condition.
Practice Pen - Fees must be paid at practice pen.
Practice pen opens Tuesday, October 1st at the beginning of the 2nd class with re-runs from the 1st class. Every day thereafter, practice pen will open at 6:00 am and will close after the last class of the day. Practice pen is $45 for 4 minutes and will be run by priority system. Flag pen in Cooper Arena opens Monday, September 30th at 12:00 pm. Flag pen practice will be consistent with cattle practice pen hours. Flag works are $20 for 4 minutes. GENERAL HORSE SHOW RULES Animal Welfare
AQHA rules pertaining to animal welfare will be strictly enforced. Anyone found in violations of these rules may be subject to disqualification and/or penalties and fines as defined by AQHA rules.
Disputes
Any dispute as to operation of classes, matters of protocol, procedures in lab testing, show management issues and all other issues shall be decided by the Show Manager. The Show Manager’s decision shall be final and considered acceptable by all exhibitors.
HORSE SHOW RULES
Exhibitor Numbers
Numbers will be assigned to each horse at the time of entry, which shall stand for the entire show, and must be displayed whenever the horse is in the ring. Exhibitors in AQHA classes must use saddle pads with numbers on both sides in all classes (except for Working Hunter, Equitation Over Fences, and Jumping).
Judging Procedures
Three-Judge Procedure: When three judges officiate a Congress class, all three judges’ cards are used to determine the final placing. Each back number used on a judge’s card receives points, 15 for first place down to one point for 15th place. Ties are broken using the tie-breaker judge designated on the show results. Four-Judge Procedure: When four judges officiate a Congress class, each contestant’s lowest placing is dropped and the remaining three judge’s cards are used to determine final placings. Each back number used on a judge’s card receives points, 15 for first place down to one point for 15th place. Ties are broken using the tie-breaker judge designated on the show results.

Liability for Loss or Damage
The horse show committee and Ohio Quarter Horse Association assumes no responsibility in case of loss or damage to persons, horses or personal property, from any cause, and upon this condition only are entries accepted.
Over Fence Practice and Warm-Up
Fences will be set up in the Buckeye Arena on Friday, October 11th, through Tuesday, October 15th. There will be no schooling in the Celeste Center. Over fence warm-up classes must be pre-entered. See page 64 for entry information.

Procedure for Objections
An exhibitor making an objection to the award of the judge shall submit his or her objection in writing with the Show Manager, immediately after the award is made. No objection will be accepted by the show committee unless accompanied by a deposit of $100, which sum shall be forfeited to the horse show if the objection is not sustained. 46 • 2019 All American Quarter Horse Congress Entry Book
Medication Rules
OQHA follows AQHA medication rules for all entrants to the horse show. Horses may, at the discretion of the Show Management, be subjected to laboratory testing. By signing the entry form, the owner and handler acknowledge that they are subject to drug testing at the discretion of the Show Management. Any owner refusing testing shall be disqualified and subject to disciplinary action. If it is determined from testing that a violation has occurred, owner and handler shall immediately forfeit any monies or prizes won for exhibition of the horse in violation and shall be subject to additional disciplinary action.

All entries shall be made by the exhibitor or his/her agent and no animal may be admitted for exhibition unless the entry blank is duly signed by the exhibitor or agent. Errors on entry forms are the responsibility of the exhibitor and cannot be changed at the show.
Rider Changes
Right of Cancellation
The Ohio Quarter Horse Association reserves the right to cancel these events without notice and without liability any time prior to the contests. In this case, all fees will be refunded.
Right of Removal
The horse show committee and Ohio Quarter Horse Association reserves the right to prohibit any person or horse from showing, or attending to any horse in the show ring, and to remove any person or horse from the grounds without being liable for compensation.
HORSE SHOW RULES
The entry office must be notified of all changes to riders and handlers to any Congress class no later than 2:00 pm the day before the first go of the class. Any horse/rider combination that differs from the official class list maintained by the entry office in Congress Hall will result in disqualification of the entry, both from the go-round and any finals in which it might have qualified.
Substitutions
Substitutions will be allowed only in the event of death of the horse entered.
Supervision of Exercise Areas
The make-up/exercise pens will be under the supervision of AQHA stewards, who will have the sole discretion to eject any exhibitor for inhumane treatment. Your cooperation will be expected. Horses must leave the arena when the tractor enters for watering and dragging.
Trail Practice Sign-Up
Practice times during non-show hours in all show arenas will be posted at the Show Manager’s office. Exhibitors will also be able to sign up for individual practice times at the Show Manager’s office located in the Celeste Center.
Trail Equipment and Warm-Up
A $25 fee per class will include one paid warm-up and access to “at-will” practice (times and locations to be announced). Additional paid warm-up slots can be purchased for $10 per 10 minute slot, paid at the warm-up location, as schedule permits.
Work Order
All participants in classes requiring individual work must go in the order drawn or be disqualified.

Stall Agent
The stall agent is considered the responsible party for all stalls listed under his/ her name and is subject to and bound by all rules as outlined in the Congress Entry Book. A maximum of 26 stalls per agent (no exceptions) will be assigned to any one designated agent and one person must be designated as agent for the group. Entries for exhibitors wishing to stall together MUST be received in one envelope (with a maximum of 26 stalls per envelope). All information will be sent to designated agent.
Stalling Location
General Horse Show entries please complete the Stall Assignment Ticket for stalling preferences. Horses not obtaining stalls in their preferred barns may choose to have stalls in other remaining areas. You must arrive prior to midnight, Tuesday, October 15th.

Reining & Ranch Riding Exhibitors
All reining stalls will be pre-assigned in the Adequan Barn. Reining horses must vacate stalls by 8:00 am on Tuesday, October 8th.
Tack Stalls
Tack stalls will be limited to a maximum of three at $350 each(two additional tack stalls are available at $375 each), and are available as follows: 1-4 horses: 1 tack stall 5-8 horses: 2 tack stalls 9-21 horses: 3 tack stalls

Stall Release Form
All horses must have a stall release form from the stall office, except on Sunday, October 27th. If a leave and return stall release is issued, you will not be guaranteed the same stall upon returning. See stall office for details.
Manure Policy
Help us GO GREEN in 2019 - Congress has a new Licensed Recycling Service that will recycle our manure provided it is a pure organic product, free of trash and medical related items. Help us GO GREEN by following the below requirements: • Manure only in manure pits - no trash of any kind. • Remove stall mats and foam insulation. • Place all medical related waste in appropriate containers. • Advise Congress management of any trash in manure, including location.
Stall Decorations
Stall decorations may not extend more than three feet into the aisle and must not block or close access to any aisles. Construction must be completed by 7 a.m. on Saturday, October 12th. Decorations may NOT be removed while the horse show is in progress. Decorations may be dismantled after the conclusion of the show each day until 7 a.m. the next morning, for the safety of our exhibitors, spectators and horses. All electrical appliances, extension cords, and electric usage must be approved by the barn manager.
Fire Safety and Animal Protection
The State Fire Marshall will require the following: A. Stalling areas/Stall Build-outs/Covered Stalls: a. Fully functioning smoke detector b. Fully functioning ABC-rated (5 lb.) fire extinguisher c. All wall hangings, fabric, or other decorative materials shall be made of flame resistant or non-combustible materials. d. Do not construct anything that creates new fire hazards, such as building too close to existing electric lines or up against combustible materials, or block open access to essential life safety system components like sprinkler valves and pipe/hose connections. e. Use Commercial grade extension cords instead of residential cords. Do not overload extension cords or daisy chain extension cords to each other. f. Three feet clearance must be maintained between sprinkler heads and the top of covered stalls. g. No open flames B. General Safety: a. No smoking inside any building, tent or near any manure piles. b. Do not block any fire extinguisher, interior exit, door, aisle or hallways, or outside fire lane. c. Do not store propane tanks without proper safeguards. d. Do not allow hay, unused/discarded construction materials, animal care items and additional combustible materials to pile up anywhere.
STALL INFORMATION
Exhibitors/Agents are discouraged from using tile flooring with stall decorations. If tile flooring is used, the exhibitor/agent is responsible for removal of tiles. Exhibitors who do not follow this rule will be held responsible for repairs and damages, as well as, forfeit their eligibility for the 2020 stall assignment process.

Late Entries
ENTRY INFORMATION
All Congress horse show entries must be postmarked by August 25, 2019. If the 25th falls on a Saturday or Sunday, entries must be postmarked by the next business day.
Late entries will only be accepted at the Entry Office in Congress Hall during the show and cannot be mailed after the August 25th deadline. The late entry penalty for all AQHA-approved, NSBA dual-approved, NRHA-approved and Small Fry classes is $300 per class, plus all regular fees. The late entry penalty for all stakes classes is double the entry fee. All late fees must be received no later than 2:00 pm the day before the class is scheduled.
Payment Policy
OQHA will no longer require one payment per agent packet. Agents can submit multiple checks, money orders or credit cards from individual clients. HOWEVER, entries must be submitted in same envelope for stalling purposes. A $35 check processing fee will be charged for any NSF check. An additional 3% convenience fee will be assessed to all credit card charges. Entries are not officially made and will be considered late until payment clears the bank.
Refunds
Refunds of entry and stall fees will be given only in the event of death of the horse entered. A signed and dated vet certificate must be presented at the Entry Office no later than 2:00 pm the day before the class is scheduled. Refunds will be mailed after the Congress to the owner. (Does not apply to classes 9900-9969).
Registration Papers
Entries will not be processed without a copy of horse’s current registration papers. If the papers are currently being transferred, etc., during time of entry, you must bring the updated papers to the Congress Entry Office to receive your back number. Please submit a copy of official AQHA Lease with entry if horse is being leased
NSBA Certificate of Eligibility (COE)
All futurity and stakes entries will require a Certificate of Eligibility (COE). Horses holding a current BCF or SIF certificate will satisfy this requirement. For more information please contact the NSBA office.

Membership Cards
Entries will not be processed without a copy of all owners’ (NSBA or NRHA) and exhibitors’ (AQHA, NRHA or NSBA) (all that apply) current membership cards. Level 1 (Novice) exhibitors, please include a copy of your eligibility from the AQHA website. If you do not have the current cards at entry time, you must bring them to the Congress Entry Office to receive your back number.
Performance Halter
All horses entered in Performance Halter classes must send a copy of the horse’s AQHA Register of Merit (ROM) or a copy of the horse’s official points from the official AQHA website with entries.
Health Paper Requirements
Ohio Horses A negative EIA (Coggins) test, within the past 12 months, is required for all Ohio horses. (ORC 901:1-18-08).
Horses Entering Ohio A current Veterinary Certificate, within the past 30 days, is required for all horses entering the grounds. A negative EIA (Coggins) test, within the past 12 months is required for all out-of-state horses 12 months of age or older. The EIA test results shall be listed on the Certificate of Veterinary Inspection or on an EIA Test Form (ORC 901:1-18-08).
AQHA CLASS RULES
A. All exhibitors must be current AQHA members. B. The Congress will NOT accept Novice permits from Amateurs or Youth. C. The Congress will only accept official leases on file with AQHA. All AQHA rules regarding leasing will be followed. D. Only AQHA rules shall prevail in AQHA-approved classes. E. Due to class sizes and scheduling needs, there could be times when classes will be competing at conflicting times. Exhibitors should alert gate personnel at the beginning of any class in conflict so adjustments to the working order may be made where possible. Show management will make every effort to help exhibitors show in the classes they have entered. However, there may be times when the exhibitor must choose which class they prefer. F. The Congress will NOT allow rollover of times for Barrels or Poles.

A. AQHA Open and Amateur Halter and Performance Halter purse: $1,300, paid six places, divided as: 1st-$400, 2nd-$350, 3rd-$250, 4th-$150, 5th-$100 and 6th-$50. B. AQHA Open performance classes purse: $1,500, pay to eight places: 1st-$400, 2nd-$350, 3rd-$250, 4th-$150, 5th-$100, 6th-$90, 7th-$85 and 8th-$75. C. AQHA L1 Amateur, Amateur, L1 Amateur Select, and Amateur Select performance classes purse: $1,000, paid eight places, divided as: 1st-$200, 2nd-$180, 3rd-$160, 4th-$140, 5th-$120, 6th-$100, 7th-$60 and 8th-$40. D. AQHA L1 Youth, Youth, and Small Fry purse: $500, paid eight places, divided as: 1st-$100, 2nd-$90, 3rd-$80, 4th-$70, 5th-$60, 6th-$45, 7th-$30 and 8th-$25.
All AQHA class winners will be presented a Don Bell Congress Champion Bronze Trophy. Medallions will be awarded through 15th place.

LIMITED HALTER DIVISIONS The Congress calculates exhibitors who are ineligible for the Limited Divisions of Open and Amateur Halter based on the number of Congress wins. Any Open exhibitor who has won two Open Halter classes or four Limited Open Halter classes at the Congress in the past five years is not eligible for the Limited Open Division. Any Amateur exhibitor who has won two Amateur Halter classes or four Limited Amateur Halter classes at the Congress in the past five years is not eligible for the Limited Amateur Division.
LIMITED HALTER RULES
Class #8865-8900 • Purse: $900 A. $900 purse will be paid to six places as follows: 1st - $200, 2nd - $180, 3rd - $160, 4th - $140, 5th - $120, 6th - $100. B. There is no additional entry fee. All exhibitors and owners must be NRHA members. All horses must have a NRHA competition license. Three judges will judge the NRHA events with all three scores to be used. A. Unless Congress rules differ, classes will be shown under NSBA rules. B. There will be a prelim and a finals for the Open division, and a separate finals for the Limited division. All horses will show in the prelim. The top 15 placings in the prelim will be eligible for the Open finals. All Limited riders standing in the arena when the finalists in the prelim are named will be eligible for the Limited finals, regardless of whether they are named one of the 15 finalists to the Open division. Placings in the finals only will determine the winners. C. In Non Pro classes, the horse being shown must be exhibited by a Non Pro [i.e. Amateur, Level 1 Amateur, Select Amateur, Level 1 Select Amateur, Youth or Level 1 Youth], and ownership of the horse must follow NSBA rules. D. 60% of the purse will be paid in the Open division finals and 40% of the purse will be paid in the Limited division finals (in classes that have Limited divisions). Stakes classes will follow the NSBA, ten place, pay back schedule. E. Payback checks for all Congress Futurities, Sweepstakes, and Stakes classes will be available 48 hours after the conclusion of the finals. Paybacks for horses that are drug tested will be held until the drug test results are available. All Payback checks will be made out to the owner. OWNERS may cash Payback checks at the Treasurer’s Office. F. All horses making the finals may have their markings verified against registration papers. G. WORKING HUNTER CLASSIC STAKES RULES Both the Non Pro and Open Working Hunter Classic will be conducted under AQHA/NSBA rules for Working Hunter, with the following exceptions: A. $400 entry fee for the Open division and $350 for the Non Pro division is due on August 25th. B. The fence height will be a maximum of three feet. C. All horses will compete in the prelim. The top 15 scores (and the ties for 15th) will return for the finals. D. Open Classic riders may ride up to four horses regardless of age. E. Non Pro Classic riders may only show two horses total. F. NSBA pay-back schedule will be used. G. AQHA Youth or Amateur cards must be shown to prove eligibility in the Non Pro Working Hunter Classic.
NRHA STAKES CLASS RULES A. Level 3, Level 2 and Prime-Time Non Pro will run concurrently with the Level 4 Non Pro class #8815. B. The top 15 scoring horses will be paid using the NRHA payback schedule. C. NRHA Pattern #5 will be used. D. NRHA rules will prevail unless specific Congress rules differ from them. In this case, Congress rules will prevail. E. You must enter class #8815 in order to enter the Level 3, Level 2 and Prime-Time Non Pro classes. You will be automatically entered into the eligible divisions, except the Prime-Time Divisions, which requires an additional $100 entry fee. K. All horses that are entered in a Congress class will be required to pay a $7.00 NRHA Drug Fee per horse.

A. 20% of the net purse will be paid to the two goes with five places paid as follows: 30%, 25%, 20%, 15%, 10%. If there are not five qualified runs the payout will be based on the number that made completed runs. B. 10% of the net purse will be paid to the five fastest times in the short go. If there are not five qualified runs the payout will be based on the number that made completed runs. C. 50% of the net purse will be paid to the composite with ten places paid as follows: 26%, 20%, 15%, 105, 8%, 6%, 5%, 4%, 3%, 3%. If there are not ten composite entries the number will be paid to the number of qualified runs. D. There will be two go-rounds and a short go-round. The fastest composite times in the go-rounds qualify for the short go, up to a maximum of ten ropers. If there are not ten ropers with a composite from two go-rounds then the fastest single catch times will advance to the short go-round until the total of ten ropers is met. E. The average winner will be based on the fastest composite times. F. The Tie-Down Classic will be run under Congress rules, which are similar to other timed roping rules, but the AQHA rules on attire and conduct will be enforced. Detailed rules will be available upon request from the show secretary or entry office. G. Calves will be drawn and exhibitors will work in the order the calves are put in the chute. Show management will be the only authority on stock suitability. H. In case of injury to the roper entered, another roper may be substituted, provided a doctor’s statement is presented explaining the injury and confirming the roper will be unable to compete. Substitutions must be received no later than 2:00 pm the day before the first go-round. I. Any breed of horse may be ridden and each horse may be ridden by more than one roper. J. Each roping horse is required to have a stall and a stall fee paid with the entry. K. $5000 added money

CINCH TEAM ROPING CHALLENGE RULES
A. No Additional Entry Fee. To qualify, exhibitors must enter and show in the AQHA Open or Amateur Heading and Heeling classes. The top 20 fastest times from the AQHA Open Heading and Heeling will qualify and the top 20 fastest times in the AQHA Amateur Heading and Heeling will qualify. B. The horse/rider combination showing in the AQHA class will be the horse/rider combination that qualifies. Once qualified, the same horse/ rider combination must show in the class, however, they can either head or heel regardless of what they were doing when they qualified. Exhibitors can also change their helper. C. Times from the AQHA class will not carry over. In the CTRC, those qualifiers will start with a clean slate, however, the fastest time in the AQHA ropings will determine the working order of the shoot-out. D. CTRC will be paid on a one head shoot-out. Shoot-out runs will be run slowest to fastest. Three loops only in the shoot-out. E. A $10,000 purse will be divided, 70% to the Open and 30% to the Amateur. Prize money will be paid through 10 places in both the Open and Amateur as long as there are 10 qualified runs. If there are not 10 qualified runs, the payout will be based on the number that made qualified runs.

COWBOY MOUNTED SHOOTING The Congress Shoot will be held Sunday, October 27th beginning at 7:30 am. Exhibitors will compete in this timed event in which they guide their horses through a designated pattern while shooting two .45 caliber single-action revolvers (loaded with specially prepared blank ammunition) and attempt to shoot as many balloons as possible, all while wearing old west-style period attire.
On Sunday, October 27th, the shoot will begin at 7:30 am in the Celeste Center with a mandatory safety meeting. Stages 1 & 3 will be in Celeste Centers. Stages 2 & 4 will be in the Buckeye Pavilion with Stage 2 starting at approximately 8:30am. There will be a cash payback, 24 class buckles as well as two 3D jackpots with 100% payback.

EQUESTRIANS WITH DISABILITIES CLASS RULES Equestrians with Disabilities classes are open to people with physical or mental disabilities who love to compete on American Quarter Horses. In order to participate an exhibitor must have a medically diagnosed condition that causes a permanent impairment that can be measured objectively. Equestrians with Disabilities Classes will follow AQHA/NSBA Guidelines and rules for eligibility for showing.

Exhibitors must be disabled veterans or active duty “wounded warriors” who are participating in PATH Intl. Equine Services for Heroes programs or who have a Department of Veteran Affairs disability rating. The PATH facility will be responsible for verifying the eligibility of riders participating in Equine Services for Heroes programs.
