Parking is per vehicle, at $25 per day OR $70 for the entire show. All events are free to watch, with the exception of Congress PBR Touring Pro, Congress NRHA Freestyle Reining, Equine Chronicle Congress Masters and premium seating at the Congress Mercuria Cutting Event.
Trade Show
The Congress Trade Show will open on Tuesday, October 8th, and will run through Sunday, October 27th. Hours will be 9:30 am to 7:00 pm The trade show will close early on October 27th.

Cutting Entry Information

Stall Information
All horses entered in the Congress must have a stall. There is a maximum of 26 stalls per agent and there are no exceptions. Stalls for cutting entries will be $175, including using horses and tack stalls, and are received upon arrival.
Stall Payment New for 2013! Multiple checks, money orders or credit cards WILL be accepted as payment for entry and stall fees. Entries for exhibitors wishing to stall together must be received in one envelope. An additional 3 percent
office fee will be assessed to all credit card charges. A $30 late fee will be assessed for any stall fees not paid at the time entries are made. Entries will not be processed until stall fees are paid. Stall Release Form All horses must have a stall release form from the stall office, except on Sunday, October 27th. If a leave and return stall release is issued, you will not be guaranteed the same stall upon returning. Please check at the stall office to see if the same stall is available.

NCHA Rules A. NCHA rules and regulations will prevail in these events unless specific Congress futurity rules differ from them. In this case, Congress rules shall prevail.
Bridleless Cutting A. There will be a Pro and Non-Pro division B. There will be one go round and one clean slate final C. Cattle will be on rerun cattle from Mercuria. D. 25% of original entries, plus ties, will advance to clean slate finals. E. There will be $300 added to Pro and Non-Pro. F. Max entries for both divsions combined will be limited to 30. Number of Horses A. Owners may enter more than one horse. B. Riders may ride more than one horse where NCHA rules permit. A horse must have the same rider in the go-rounds and finals. C. Any changes in riders can be made with the Show Manager for dire emergencies only. Changes must be made before posting of draw. on Thursday, October 3rd. Cost is $15 per horse. The Congress Cutting events will feature a practice pen in the Overhang. Pactice hourse will begin at 6 am starting on Saturday, October 5th.
Draws A. Draws for all aged events, including the Futurity, will be done at 2:00 pm on Thursday, October 3rd. Entries must include the horse’s name.

Conditions for NCHA Classes
Judging Procedures A. There will be two judges and their combined scores will be used to determine placings. B. Decisions of the judges are final and entries will be accepted only on this condition. Substitutions A substituion fee of $100 must accompany the request for substitution. Substitutions must fall within the same class limistations. Changes must be made before posting of draw.
Practice Cattle Practice cattle will be available for the Three-Year-Old Congress Futurity entries only on Friday, October 4th the conclusion of the show in the Coliseum. Cost will be $40 per horse. Practice cattle will be available in the Overhang after the first class is completed on Friday, October 4th at $40 per horse. Flag works will be available at 12 noon. Paybacks A. All monies will be paid to owners, except $2,000 limit and youth classes.

OQHA accepts American Express, Mastercard, Discover and Visa credit cards as forms of payment for horse show entry and stall fees. Please complete the form below and submit it with your entries if using a credit card to pay for show fees. 1. OQHA does not accept telephoned, faxed or e-mailed entries. 2. All entry and stall fees must be paid at the time entries are made. A $30 fee will be assessed to any stall not paid for at the time entries are made. 3. Listed fees are the discount for cash and check paying customers. Credit card charges will require a 3% office fee. I understand all fees as listed, including fees by date of postmark, and understand that no refunds are given on entries or stalls.
General Entry Information
It is recommended that horse show entries be sent certified mail. The show secretary is not responsible for lost or late entries and is unable to verify receipt of entries due to the volume of mail received. ENTRY INFORMATION
Entry Deadline All Congress horse show entries must be postmarked by August 25, 2013. (The only exceptions are intercollegiate/junior judging, horse bowl, hippology and communications entries). If the 25th falls on a Saturday or Sunday, entries must be post-marked by the next business day.

Late Entries Late entries are accepted at the Entry Office in Congress Hall during the show only and cannot be mailed to the Richwood office after the August 25th deadline. The penalty for all AQHA-approved, NSBA dual-approved, NRHA-approved and Small Fry classes is $300 per class, plus all regular fees. The penalty for all stakes classes is double the entry fee. All late fees must be received no later than 2:00 pm the day before the class is to be held. Refunds Refunds of entry and stall fees will be given only in the event of death of the horse entered. A signed and dated vet certificate must be presented at the Entry Office no later than 2:00 pm the day before the class entered is to be shown. Refunds will be mailed after the Congress to the owner. (Does not apply to classes 9900-9990).
Payment Policy New for 2013! OQHA will no longer require one payment per agent packet. Agents can submit multiple checks, money orders or credit cards from individual clients. However, entries must be submitted in one packet for stalling purposes. A $35 check processing fee will be charged for any NSF check. An additional 3 percent office fee will be assessed to all credit card charges. Entries are not officially made and will be considered late until payment clears the bank Registration Papers New for 2013! Entries will not be processed without a copy of horse’s current registration papers . If the papers are currently being transferred, etc., during time of entry, you must bring the updated papers to the Congress Entry Office to receive your back number.

ENTRY INFORMATION
Membership Cards New for 2013! Entries will not be processed without a copy of all owners’ and exhibitors’ AQHA, NCHA, NRHA or NSBA (all that apply) current membership cards. Novice exhibitors, please include a print out of your official novice point level from the AQHA website. If you do not have the current cards at entry time, you must bring them to the Congress Entry Office to receive your back number. Performance Halter All horses entered in Performance Halter classes must send in a copy of the horse’s AQHA Register of Merit or a print-off of the horse’s official points from the official AQHA website with entries or bring to the Congress Entry Office. Point information will not be available to be looked up by any Congress official during the event or during entry time.
Medication Rules OQHA medication rules will be enforced. A copy of these rules are available upon request from OQHA. Horses may be asked to submit to laboratory testing. Any owner or handler refusing will be disqualified and subject to disciplinary action. Animal Welfare AQHA rules pertaining to animal welfare will be strictly enforced. Anyone found in violations of these rules may be subject to disqualification and/or penalties and fines as defined by AQHA rules.
Health Paper Requirements
Ohio Horses A negative EIA (Coggins) test within the past 12 months, are required for Ohio horses. (ORC 901:1-18-08). Horses Entering Ohio A Certificate of Veterinary Inspection made out within the past 30 days before the opening date of the Congress (October 4, 2013) must be presented for any horse that is entering Ohio to enter the grounds. All horses entering Ohio that are 12 months of age or older also must present a negative EIA (Coggins) test from the past 12 months before the opening date of the Congress (October 4, 2013). The EIA test results shall be listed on the Certificate of Veterinary Inspection or on an EIA Test Form (ORC 901:1-18-08).

Limited Halter Divisions
Limited Halter Conditions Class #8865-8900 • Purse: $900 A. $900 purse will be paid to six places as follows: 1st - $200, 2nd - $180, 3rd $160, 4th - $140, 5th - $120, 6th - $100. B. There is no additional entry fee. Exhibitors eligible for the Limited Halter Division will be automatically entered. C. All entries must also be entered and paid into the corresponding AQHA Halter class. D. Open or Amateur and Limited Open or Limited Amateur Halter classes will run concurrently, so the same exhibitor must be entered in both classes. F. The Limited Division is not AQHA-approved, but will run under AQHA medication guidelines. G. All exhibitor changes must be made no later than 2:00 pm the day before the class will be shown.
ENTRY INFORMATION
The Congress calculates those exhibitors who are ineligible for the Limited divisions of Open and Amateur Halter based on the number of Congress wins. Any Open exhibitor who has won two Open Halter classes or four Limited Open Halter classes at the Congress in the past five years is not eligible for the Limited Open division. Stall Information
All horses entered in the Congress must have a stall. There is a maximum of 26 stalls per agent and there are no exceptions. Stall Fees - Tent Stalls: $175 (received upon arrival) - Pre-Assigned Reining Stalls: $200 - Pre-Assigned Stalls: $350 (must enter the stall drawing) Horses not obtaining stalls in the pre-assigned stall barns of their choice may choose to have stalls in remaining areas. See page 20 for details.

Tack Stalls Tack stalls will be limited to a maximum of three at $350 each, and are available as follows: 1-4 horses: 1 tack stall 5-8 horses: 2 tack stalls 9-21 horses: 3 tack stalls An additional two tack stalls are available at $375 each.
Stall Release Form All horses must have a stall release form from the stall office, except on Sunday, October 27th. If a leave and return stall release is issued, you will not be guaranteed the same stall upon returning. Please check at the stall office to see if the same stall is available.

Pre-Assigned Group Stalling Entries for exhibitors wishing to stall together must be received in one envelope (with a maximum of 26 stalls per envelope). One exhibitor must be designated as the agent for the group. All information and correspondence will be sent to this agent.
Stall Payment New for 2013! Multiple checks, money orders or credit cards WILL be accepted as payment for entry and stall fees. Entries for exhibitors wishing to stall together must be received in one envelope. An additional 3 percent office fee will be assessed to all credit card charges. A $30 late fee will be assessed for any stall fees not paid at the time entries are made. Entries will not be processed until stall fees are paid.

Stall Decorations
Stall decorations may not extend more than three (3) feet into the alley and must not block or close access to any aisles. Construction of stall decorations must be completed by 7:00 am on Saturday, October 12th. Furthermore, stall decorations may NOT be removed while the horse show is in progress. Decorations may be torn down after the conclusion of the show each day until 7:00 am the next morning, if the show is still in progress. This is for the safety of our exhibitors, spectators and horses. All electrical appliances and electric usage must be approved by the barn manager.
Exhibitors/Agents are discouraged from using tile flooring with stall decorations. If tile flooring is used, the exhibitor/agent is responsible for removal of tiles. Exhibitors who do not follow this rule will forfeit their eligibility for the 2014 stall assignment process. According to the State Fire Code requirements, if an agent’s stall decorations include covering the top of the stalling area, the agent must have a smoke detector and a small disposable fire extinguisher in their tack area.

Conditions for Congress & NSBA Stakes Classes A. Unless Congress rules differ, classes will be shown under NSBA rules. B. There will be one go and a finals for the Open division, and a separate finals for the Limited division, except for Two-YearOld Open Hunter Under Saddle Stakes, which has two go-rounds. All horses will show in the go-round. The top 15 placings in the go-round will be eligible for the Open finals. All Limited riders standing in the arena when the finalists in the goround are named will be eligible for the Limited finals, regardless of whether they are named one of the 15 finalists to the Open division. Placings in the finals only will determine the winners. C. In Non-Pro classes, the horse being shown must be exhibited by a non-pro (i.e. Amateur, Novice Amateur, Select Amateur, Youth or Novice Youth card holder), and ownership of the horse must follow NSBA rules. D. 60% of the purse will be paid in
the Open division finals and 40% of the purse will be paid in the Limited division finals (in classes that have Limited divisions). Ten places will be paid as follows: 25%, 18%, 13%, 10%, 8.5%, 7%, 6.5%, 4%, 3.5%. E. These stakes classes will be run under Congress medication rules. F. Prize money checks will be made out and sent to the owner of the horse, after all drug testing results have been received. G. All horses making the finals may have their markings verified against registration papers. H. Rider changes must be made no later than 2:00 pm the day before the first go-round is shown. It is the exhibitor’s responsibility to report rider changes. If this policy is not followed, the exhibitor will be charged a $25 fee. Please see page 17 for this complete policy. I. NSBA membership is mandatory for owner and exhibitor.

C. 50% of the net purse will be paid to the composite with ten places paid as follows: 26%, 20%, 15%, 10%, 8%, 6%, 5%, 4%, 3%, 3%. D. There will be two go-rounds and a short go-round. The fastest composite times in the go-rounds qualify for the short go, up to a maximum of 20 ropers. E. Monies will be paid to the five fastest times in each go and the short go. Unearned place money in the short go will be paid as grounds money. F. The average winner will be based on the fastest composite times. G. The Tie-Down Classic will be run under Congress rules, which are similar to other timed Roping

Calves will be drawn and exhibitors will work in the order the calves are put in the chute. Show management will be the only authority on stock suitability. In case of injury to the roper entered, another roper may be substituted, provided a doctor’s statement is presented explaining the injury and confirming the roper will be unable to compete. Substitutions must be received no later than 2:00 pm the day before the first go-round. Any breed of horse may be ridden and each horse may be ridden by more than one roper. Each roping horse is required to have a stall and a stall fee paid with the entry.

Conditions for Working Hunter Classics Both the Non-Pro and Open Working Hunter Classic will be conducted under AQHA rules for Working Hunter, with the following exceptions: A. $300 entry fee for both the Open and Non-Pro divisions is due on August 25th. B. The fence height will be a maximum of 3 feet. C. All horses will compete in the first go. The top 15 scores (and the ties for 15th) will return for the finals. D. Only registered AQHA horses are permitted. E. Open Classic riders may ride up to four horses regardless of age. F. Non-Pro Classic riders may only
show two horses total. G. If 50 entries or more are entered, 15 places will be paid as follows: 23%, 14%, 10.5%, 9%, 8%, 7%, 6%, 5%, 4%, 3.5%, 3%, 2.5%, 2%, 1.5%, 1%. H. Cinch Team Roping Challenge Entry: $0 A. A $15,000 purse will be divided 70% to the Open and 30% to the Amateur. Prize money will be paid through 10 places in both the Open and Amateur as long as there are 10 qualified runs. If there are not 10 qualified runs, the payout will be based on the number that made qualified runs. B. To qualify, exhibitors must enter and show in the AQHA Open or Amateur Heading and Heeling classes. The top 30 fastest times from the AQHA Open Heading and Heeling will qualify and the top 20 fastest times in the AQHA Amateur Heading and Heeling will qualify. C. The horse/rider combination showing in the AQHA class will be the horse/rider combination that qualifies. Once qualified, the

Cowboy Mounted Shooting
The Congress Classic Shootout will be held Sunday, October 27th beginning at 8:30 am. Participants will compete in this timed event in which they guide their horses through a designated pattern while shooting two .45 caliber single-action revolvers (loaded with specially prepared blank ammunition) and attempt to shoot as many balloons as possible, all while wearing old west-style period attire.
Entry Information There will be a cash payback, 24 class buckles as well as two 3D jackpots with 100% payback.

On Sunday, October 27th, the Shootout will begin at 8:00 am with a mandatory safety meeting in the Celeste Center. At 8:30 am the event will begin with the first shot in the Celeste Center for the first course. Participants will then move on the to the second course, beginning at 9:00 am, in Buckeye Arena.

Congress Cutting Event The Mercuria NCHA World Series of Cutting events will be held Thurday, October 10th at 6:00 pm in the Coliseum.
Mercuria NCHA World Series of Cutting The Mercuria NCHA World Series of Cutting boasts $25,000 added to the Open Cutting and $25,000 added to the
Non-Pro Cutting. All monies for these events will count toward the 2013 NCHA World Champion titles. There will be one go-round and a clean slate final. 25% of entries will advance to the finals. These events will be judged by three judges and payback will be as recommended for the World Series of Cutting events.

National Youth Activity Team Tournament, Sponsored by NSBA “Smart Points” The National Youth Activity Team Tournament (NYATT) is the most popular youth event at the All American Quarter Horse Congress. It brings together many youth from state and regional Quarter Horse associations across the U.S. and Canada.
All NYATT classes will be held Sunday, October 20th. For specific locations and times, please see page 41-42. The NYATT Awards Ceremony will be held Sunday, October 20th in the Coliseum, beginning at 7:00 pm.

Congress Youth Contests The Communications Contest will be held Tuesday, October 15th in the DiSalle building. The Horse Bowl Contest will be held Tuesday, October 15th in the DiSalle building. The Hippology Contest will be held Wednesday, October 16th in the DiSalle building.
The Intercollegiate and Junior Judging Contest will be held Wednesday, October 16th in the Coliseum.

Cinch Dummy Roping Contest
CONTESTS
This year’s Dummy Roping Contest will be held Saturday, October 5th in Celeste Arena, beginning at 12:00 pm.
Procedures The contest has two age groups: 8 and Under and 9-12 year-olds. Age is determined as of the day of the roping. In all rounds, a boundary line will be used. Three legal catches will be used in 8 and Under. No figure eights or hickies on horns allowed. Entrants are not allowed to rope the entire dummy – no fishing! Roping positions will be drawn and posted prior to the roping. The judge’s decision shall be final.
Entry Information A copy of the child’s birth certificate should accompany the entry, along with a $10 fee per child. The contest is limited to the first 50 contestants in each age group. Entries should be mailed to Marna Clippinger and are due September 30th. Camping spaces are available at the Ohio Expo Center on a first-come, firstserved basis. no reservations will be accepted. Fees and Conditions Camping is $40 per day. The state requires that you pay for the entire length of the show up front (beginning the day you set up your campsite). Campers not staying the entire show may collect a refund at the Standard Parking Office, 8:00 am - 5:00 pm, Monday-Friday or 10:00 am - 5:00 pm Saturday and Sunday. To receive a refund, a dated Ohio Expo Center camper pass must be presented.
Reserved VIP Camping
Those staying past 12:00 noon will be charged for an additional day. If leaving after the refund office hours, refunds may be obtained from the stall office. All camping requires a $70 whole-show pass to be purchased for the towing vehicle or RV.

All horse trailers parking south of 17th Avenue will be charged the $40 per day camping fee. Trailers that are not being used for camping will have the option to park at no charge in the trailer lot north of 17th Avenue. Any camper who experiences electrical problems should contact the Congress Stall Office at 614-294-9999.
The Congress offers a limited number of reserved VIP camping spots each year. The reserved VIP camping lot will be a fenced area located adjacent to Denny Hales Arena.

Please complete the form below and submit it with your entries if using a credit card to pay for show fees. 1. OQHA does not accept telephoned, faxed or e-mailed entries. 2. All entry and stall fees must be paid at the time entries are made. A $30 fee will be assessed to any stall not paid for at the time entries are made. 3.
