One of the most difficult conversations for anyone to have involves the subject of money. When it comes to the ministry, that subject often is met with resentment, both by ministers, church leadership, congregants and the public in general.
Everyone seems to have an opinion! There are those who think every preacher is overpaid, while “thankfully” there are others that have never entertained such a thought. When it comes to the local church most salary decisions are made by a board or some other duly appointed financial committee that carries that responsibility. In fairness to everyone, let me say wrestling with such matters is not easy for anyone that accepts seriously their responsibilities. In general, I think there are very few individuals who would say they are over-paid. That would be true of ministers but not ONLY ministers – educators, professionals, hourly laborers, contractors, law enforcement officers, etc. I have noted that most people tend to spend everything they make PLUS a little extra. It doesn’t seem to be determined by what they do, how many jobs they may have, how many cars they drive or how big of a house they live in. For the remainder of my comments; however, please allow me to speak directly to Oklahoma Assemblies of God ministers. In the recent issue of “Called to Serve,” our General Superintendent wrote a tremendous article regarding this subject. In speaking directly to our ministers Dr. Wood stated, “You, as a credentialed minister, serve the Lord and the probability strongly exists that you are struggling to make ends meet. In fact, our research tells us that.” If you have not read the article, I encourage you to go through your stack of mail, retrieve the last issue of “Called to Serve” and read his article – and then read it again and again. It is so important to your future. I also believe that every local church secretary/treasurer and board should receive a copy. I have stressed the importance of our leadership being aware of this matter and assure you that I continually make that one of my objectives. There are many specific areas that merit time and attention. Without question, financial stress could be greatly lessened simply by churches becoming more aware and responsive to the need. However, there is one thing that each minister must give attention to regardless of how large or how small your income may be.
The day is coming that you will no longer be able to continue to carry on the pace of ministry as you have done throughout the years. I understand that retirement is a “dirty word” to many but please hear my heart. Unless the rapture occurs quickly, time is not on our side. In fact, a “rapture mentality” (which I fully support!) must not be used as an excuse for common sense. Again, I quote from Dr. Wood’s article: “Twenty-seven percent of AG ministers have no retirement savings. While 73% of AG ministers have started to save for retirement, their progress probably isn’t sufficient to meet their retirement needs. For those ministers who have started saving for retirement, 50% have less than $19,000 put away. For those ministers over the age of sixty and nearing retirement 50% have less than $65,000 saved for retirement. It is interesting to note that 13% of AG ministers have opted out of Social Security. Opting out is not a good idea, however, since those who do so lose monthly retirement or disability income, payments to their spouse and minor children in case of the minister’s death, and Medicare benefits.” I fully understand that financial discipline is one of the most difficult things for any person. However, it is not an option – it is a necessity! Furthermore, ignoring the fact and “claiming” it is too late – is nothing more than an excuse! One must begin today! Allow me to recommend a basic rule: 10% to God – we call that tithe (and it is biblical) 10% to self – not just an earmarked savings account or a quart jar but placed in an account that YOU CANNOT TOUCH until retirement. I strongly recommend it being placed in a 403(b) account and if you do not already have such an account, please contact my office and I will be honored to assist you in establishing such immediately. Please take action TODAY – TOMORROW is too late! Linda and I love you and count it the greatest joy of our lives to serve this wonderful Fellowship!

PROCEDURES Solid policies and procedures have their place. They can
create a sense of clarity and answer many of the more obvious questions about the way things need to be done. That being said, if policies and procedure are not practical or easily implemented, they do not serve their intended purpose. Copying another organization’s policies and procedures can be a great way to set your own, but it does not take a great deal of time for to realize that copying another organization’s policies and procedures may not the be the most effective move. For a policy or procedure to be worth implementing, it must first be practical. This means, if you don’t have the team, the technology, or the budget to pull it off, it becomes worthless. Spending money is something a church of any size does on a regular basis. Whether it comes in the form of writing checks, using credit cards, or dispensing petty cash; spending money is something all churches have in common. On average, most churches use check writing as means of spending money on a week to week basis. Without some guidelines to this practice, a church can find itself in financial quicksand before it knows what is going on.

1. With the rare exception of minor purchases with petty cash, pay all disbursements with a check or bank card. 2. Require written documentation and substantiation in advance of all disbursements. This means you should pay off of invoices and only reimburse when receipts are present. This will help to ensure that expenditures are only for ordinary and necessary church expenses. 3. Keep stock checks in a secure location with a check log. 4. Use pre-numbered checks and account for any voided (or misprinted) checks. 5. Eliminate the practice of signing blank checks in advance. 6. Keep petty cash in a dual control environment. 7. Voucher all petty cash disbursements. 8. Reconcile and replenish petty cash on a regular basis. 9. Prepare bank reconciliations on a regular and timely basis. 10. Two signatures are not always necessary, but should be considered in the following circumstances; a. Checks over a certain dollar amount. (e.g. $10,000.00) b. The person entering bills, transactions, and bank reconciliations into the accounting software has check signing authority. 11. Have a standardized time each week to issue checks, not on an as-needed basis.
There are some practical things any church can do regardless of the limitation of the team, the technology, or the budget. As you read through these, many will feel like common sense. That being said, most of us do not have an information problem when it comes to things like this. We have an implementation problem. Read through these practical suggestions and see if you can find ways for your church to tighten up its spending procedures.

COMMITMENT In the December 11, 1960 edition of The Pentecostal Evangel, Sam Cochran announced an audacious goal of raising
$20,000 to buy two million Gospels needed by missionaries in Latin America. He wrote: “This gospel literature is the ammunition that is needed to fight the forces of Communism and heathenism. Our missionaries are pouring out their lives on foreign fields to combat these evil forces and perform a work for God. The true gospel of Jesus Christ is needed by the world and the printed Gospel portion is one of today’s best tools to reach the masses. The least we can do is to provide our missionaries with this tool to help accomplish their task. Many of our faithful missionaries are carrying on great literature distribution efforts. The nationals are going from door to door in teams giving out gospel literature. Great revivals are springing up and churches are being born because of these campaigns. The cost of these little printed preachers is very small…” 56 years later, the vision that Sam Cochran had in his heart when he wrote that article, is still going strong, actively spreading the Good News of the Gospel of Jesus Christ around the world through Light for the Lost. As I read the story of Sam Cochran’s life, I can’t help but think about the individuals who made great impacts on the evangelism of the nations through LFTL. Men who had a vision to reach as many people as possible and help missionaries, multiply their efforts around the world. We owe a great debt of gratitude to the generations who have gone before us, dedicating their lives to spread the Gospel. In 2016, Oklahoma churches raised more than $650,000 for the production of evangelism literature, which has been used by our missionary teams to reach the lost! This dedication to evangelism connects itself to the very heart of God, as it is His desire that none be lost, and that each person would have an adequate presentation of the Gospel.

In 1961, J. Philip Hogan who served as the Executive Director of the Assemblies of God foreign missions program wrote: “Surely the evangelism of this generation demands total commitment by every group in the local church.” Today, there are unprecedented opportunities for us to put evangelism tools into the hands of our missionaries to assist them in making an impact in the Kingdom. Many of these missionaries have seen God’s miraculous hand in getting them to the mission field, they now need the tools necessary to plant, cultivate, water and see a harvest of souls. Thank you to the many pastors, churches and lay leaders who have made the commitment to the spread of the Gospel a priority. Your commitment to the evangelism of the lost is greatly appreciated. You have not only made impacts on people groups around the world, but have impacted eternity with your support. As we have entered into a new year, my prayer is that God would continue to use us as conduits of His great blessings to make a difference in the eternity of others. The harvest is ripe and ready; let’s pray that God will use us for His glory. For the amount of Gospel literature that we are able to distribute is limited only by the amount of money that we can supply for the need. In April 2000 she received a supernatural miracle and was given a note of clean health after first being diagnosed with stage three breast cancer. Her testimony was featured on The 700 Club and seen in countries around the world. In May 2010 she was diagnosed with cancer for a second time and this time she endured surgery and six months of chemotherapy. Melinda walks with such Faith as she has told others on many occasions, “Cancer is Cancer, but My God is God!” Her love to see Women become passionate in their pursuit of God and to thrive in life is evident as she speaks with such inspiration. Melinda Henderson along with her husband Larry has served as appointed Missionaries with the Assemblies of God for 17 years. They currently live in Vienna, Austria and serve as the Lead Pastors of Vienna Christian Center (VCC). UPDATE Thank you to everyone who joined the STL Tour in January! The
heart and mission of STL was shared with over 1200 students across our state this past month. We continue to book services to share Speed The Light with students across Oklahoma. In 2016, the student ministries and churches across Oklahoma gave $164,996.83 to STL which purchased 13 different Oklahoma missionaries, vehicles and various sound equipment they can use in taking the Gospel around the world! YOUTH PASTOR BIO: TJ & CAMERON VONWALD
TJ and Cameron VonWald are the Student Pastors of First
Assembly of God in Muskogee, OK. They came to Muskogee First Assembly in May, 2015 from Waxahachie, TX where they served as Student Pastors for six years. TJ grew up in a little town called Harrison, MI where his dad served as the Pastor of a Church of God (Cleveland, TN) church for 16 years. His family moved to Wagoner, OK in 2003. Cameron, who grew up in Chouteau, OK, met TJ at church when her dad became the youth pastor at the church that TJ’s dad was pastoring. Soon after, they began dating and have been together ever since. TJ graduated in April 2012 from Southwestern Assemblies of God University with a degree in Church Ministries. Cameron graduated from SAGU in April 2014 with a degree in Counseling. These high school sweethearts were married on June 2, 2012 and their first child, Piper Grace, was born on March 26, 2015. They are expecting baby number 2 in March, 2017. TJ is a gifted communicator of the Gospel and Cameron has an incredible ability to counsel students one on one. They enjoy watching movies, playing sports, spending time with family and are die-hard Detroit Lions fans. They have a strong passion to see the students of Muskogee and the surrounding areas transformed for the glory of God.

KIDS CAMP CLINIC On Saturday, January 28th at 1:30 p.m., the OCM department will be hosting a Kids Camp Clinic. The purpose of our time together will be to inform you of changes that are being made in the camp registration process. It will also be a time of sharing tips and tricks that would help the enitre Kids Camp experience run smoother for not just the coaches and staff, but for the campers as well. Este tiempo del ano siempre es difícil para mí. Ajustamos nuestros relojes una hora más tarde para dar nos más tiempo en que hay luz del sol en la tarde. Alemania es el país donde tuvieron horario de verano y fue Abril 30, 1916. Muchas personas creen que horario de verano empezó para ayudar a los granjeros, pero el opuesto es la verdad. El sol, no el reloj, dictaba el horario para los granjeros, entonces el horario de verano altero la vida de los granjeros. De hecho, los granjeros tenían que esperar otra hora para que el rocío tuviese tiempo para secar antes de que podían cosechar.
Esta información con el granjero es similar a una historia en la Biblia que se trata de Josué. Leemos como el Rey de Jerusalén, Adonisedec, junto a varios reyes contra Josué y su ejército. Ese frente unido era un frente poderoso. Parecía que no había manera para derrotar aquel tipo de frente para Josué y los hijos de Israel. Sin embargo, en Josué 10:12-14 leemos que el sol se detuvo en su lugar. El tiempo extra fue dado a los hijos de Dios para ayudarles recibir la victoria.
Necesitamos depender de Su poder y no la nuestra. En Josué 10:2225, Josué nos dice que nuestro enemigo está bajo nuestros pies. Josué nos dice que no debemos temernos ni desmayar, pero para ser fuerte y valiente. El, también, dijo que Dios nos dará el mismo tipo de victoria sobre nuestros enemigos. El tiempo extra u hora que estaremos recibiendo el 12 de Marzo, 2017, nos puede ayudar ganar más batallas con la ayuda de Dios. El ya gano la victoria para nosotros. Nuestros enemigos están bajo nuestros pies. Pastor, busca a Dios para recibir la ayuda que necesitas para ganar la batalla. Puede aparecer que hay un frente unido contra nosotros, pero Dios está de nuestro lado. ROYAL RANGERS I believe gender specific ministry is more critical now than ever before. Who do you want teaching boys in your city what it is to be a man? I want to encourage you to take another look at the methods available in the Royal Ranger ministry plan to Evangelize, Empower and Equip the next generation of Christlike men and servant leaders! I would like to say a big “welcome” to the churches that have recently put Royal Rangers back into your outreach ministry! Our team of instructors have been steadily delivering adult training throughout the District from the regional level to the local level. 2/22/1932 - 2/20/2017 Reverend Marvin George Boyles was born on February 22, 1932 in Lone Wolf, OK to Teeny and Charles Boyles. Brother Boyles went to meet His Lord on Monday, February 20, 2017, surrounded by his family. He was preceded in death by his parents, one brother and three sisters. He was survived by his wife, Floreta Boyles; children, Gene (Rusti) Boyles of Waldorf, MD, Pava Myers of Tecumseh, OK, Tim (Debbie) Boyles of Sapulpa, OK; 8 grandchildren; 9 greatgrandchildren; host of loving friends.

PASTORS’ REPORTS Robert Teel, Tishomingo, reports 20 saved in 2016, 11 filled with the Holy Ghost, and 26 were water baptized in Children’s Church. Gary Mullen, Sallisaw, reports one first time salvation. Monroe Lowrimore, Sallisaw, reports three saved in regular services. Gene Green, Pryor, reports they had 84 on January 25, 2017, mostly youth. People have been being saved and healed. Clint Gray, Arpelar, reports four saved at FCA Meetings and two adults rededicated. Also, his youth leader is now cancer free. Raymond Frizzelle, Miami, reports three adults saved in regular services and six saved in jail ministry.
