ABOUT INNER CITY ENTERPRISE (ICE) Inner City Enterprise (ICE) is a not-for-profit charity established to advise and assist unemployed people in Dublin’s inner city to set up their own businesses or create their own self-employment. To avail of these services, a client must either be an inner-city resident or planning to locate a business in the Dublin 1, 2, 3, 4 or parts of 7, 8 or 9 postal areas. ICE provides individual business advice and supports, as well as access to a panel of voluntary Business Advisors. ICE also provides access to micro-finance loans, both through its own Revolving Loan Fund (funded through the Dublin City Enterprise Board and the Social Finance Foundation) and as a conduit for MicroFinance Ireland. The ICE board are Lynda Carroll, Ann Harper, Tony Keohane, Anna Malmhake, Colin McCrea, Raymond O’Rourke, Michael Shelley, Greg Swift and Brian Wickham (Chair). ICE’s patrons are John Hartnett (President of Irish Technology Leadership Group) and Terence O’Rourke (outgoing Managing Partner of KPMG).

BACKGROUND TO ICE ICE was originally established in 1991 and built up a demonstrable track record in assisting unemployed people to establish their own businesses or create their own self-employment. Over a 14-year period, ICE assisted over 1,250 new businesses to get up and running, creating 2,500 new jobs at a cost of a3,000 per job. During the Celtic Tiger years, new start-ups became less of a priority as there was virtually full employment. Consequently, there was less of a demand for enterprise supports and in 2006, operational activities ceased, though the company and board remained in place. However, with the emergence of the Recession, the requirement for ICE’s services became greater than ever before. With the help of old and new directors, ICE was revitalised in December 2011 and re-engineered to meet the new demands of Dublin’s inner-city unemployed workforce. Over the course of 2012, ICE dealt with 231 clients and established 25 new businesses and the demand in 2013 looks likely to increase. ICE will now continue to provide ongoing enterprise supports to all eligible unemployed people wishing to start their own businesses in Dublin’s inner city.

ICE ENTERPRISE SUPPORTS The ICE Enterprise Development Officer provides indepth, individual business advice and supports to both pre-enterprise and new start-ups. The supports cover the following: • General advice and support for clients considering self-employment • Assistance and advice on company and tax registration • Access to incentives such as the Back to Work Enterprise Allowance • Assistance with loan and grant applications • Enterprise workshops • Work with local agencies to access additional supports for clients • Assistance with the preparation of a business plan • Access to a panel of voluntary Business Advisers
ICE FINANCIAL SUPPORTS ICE provides financial supports in the form of loan finance from €1,000–€5,000 at 5% interest, over a 3-year period to commercially viable new enterprises for the following: • Capital Expenditure • Working Capital • Business Premises ICE are also a recognised conduit for MicroFinance Ireland, who are providers of loan finance of between €1,000–€25,000.

SOME EXAMPLES OF ICE CLIENT COMPANIES DETOX RETOX specialises in grain-free and allergy-friendly baked products. The bakery produces primal breads which are high in protein and low in carbohydrates. Caoimhe Smyth set up Detox Retox last year and has been selling her bread in shops since January. Stores stocking the products include the Nourish health chain, Morton’s supermarket, and Fresh. The company is based at Smithfield’s Spade enterprise centre and employs three people on a part-time basis. JOHN PAUL MURRAY is an artist and illustrator based in Dublin. His work includes children’s books, paintings and prints, all of which can be bought online from his website. His most recent projects have included illustration work for the cover of Grant Thornton’s Annual Report, illustrating a Christmas card for ‘The Gathering’ and the ‘Tea King’ children’s books series. ARUN BAKERY is run by Vlad Rainis, a Prague native and Master Baker, out of a business space on North King Street Dublin 7. The majority of his bread is sourdough. The selection ranges from walnut loaves, focaccia, scones, large loaves of sourdough, brioche and cinnamon buns. Vlad sells his bread every Saturday at the Honest2Goodness Market in Glasnevin. It can also be ordered by phone, Twitter or Facebook and collected from the Bakery. The bread is also stocked in Lilliput Stores, Smithfield; Ennis Butchers, Rialto, Nolans in Terenure; and Evergreen, Camden Street.

BAD BEAR PRODUCTIONS was founded by James Stephenson in early 2012. They produce television and digital content, and provide production expertise for all events, occasions and purposes, including commercials, corporate projects, music videos and web content. Bad Bear provides a small-scale post-production service and has fostered strong relationships with some of Ireland’s leading post-production houses for larger projects. Clients include Microsoft, Eircom, Ulster Bank and RTE. TREETOP STUDIO is an independent graphic design studio founded by Aisling Griffin and located in the Guinness Enterprise Centre in Dublin. The company deliver creative solutions through graphic design, web design and development, branding, print design, illustration and advertising. Recent projects include Kilmainham Jail (branding, exhibition), Draíocht, The Wedding Shop and Mayfly boutique. AWAITA LTD, trading as Simulty.com, was founded by Andres Macias in early 2012. Simulty is a website combinator where lists of web pages can be easily built and shared. Pages can then be browsed simultaneously from one single tab, like if you had multiple screens, and you can make searches inside multiple websites at once. Simultaneously searching for a keyword in the top employment websites; getting instant stock market information across the key sites on one single screen; visually comparing two newspapers with different ideologies, or your own website with your competitors’ are some examples of what you can do with Simulty. The company is working with a number of interests to monetise the application.

ICE BUSINESS ADVISORS A key element of ICE’s support package is the provision of voluntary Business Advisors to ICE-sponsored businesses. ICE is currently building up its Business Advisory panel, and individuals from organisations such as Tesco, Irish Distillers, AIB, State Street Bank, Bank of Ireland, Farrell Grant Sparks, A & L Goodbodys, Murray Consultants and the Irish Times are volunteering their services. The Business Advisors primary role is to provide ‘specialist’ advice to commercially viable projects, with comprehensive hands-on support being provided by ICE’s Enterprise Officer. ICE matches the needs of an individual business with the skills and expertise of a Business Advisor in the relevant sector. At times, a Business Advisor’s input will just be a once-off session, or, at most, 4–6 hours a month. There will be a certain degree of morale-boosting and guidance involved in the role of the Business Advisor. Many of the promoters ICE is involved with will have had no experience owning or managing a business, and have little or no formal business training. Sales, Marketing and Access to Customers are likely to be the main problem areas.
