‘Maria Clara at Ibarra’

A modern re-telling of Rizal’s century-old tale

istory shows how events H in the past outline in broad strokes the shape of

the present. With the advent of click-speed information technology, however, younger generations curious about the Hispanic phase of their Filipino heritage could get overwhelmed by the sheer volume of available digital materials both factual and fanciful (we’re looking at you revisionist historians and purveyors of fake news), consequently making the average post-millennial academic retreat from a more lucid and objective approach to Philippine History. GMA Network’s “Maria Clara at Ibarra” offers a less corrosive, less confusing, and way more nuanced entertaining way out of the above conundrum. Per The Manila Times’ Iza Iglesias “Maria Clara at Ibarra”is a historical portal fantasy series produced to give everyone the opportunity to learn about past societies, systems, ideologies and culture during the time of Jose Rizal in the 1800s. Take note, however, that the show is not exactly about the entire Noli Me Tángere and El Filibusterismo novels of Rizal. Instead, the creative at GMA made a unique reimagining of the characters and input a modern twist, making it a

Karaoke Challenge Season 3 Grand Finals at APO Restobar

araoke is a type of interactive entertainment usually offered in clubs and bars, where people sing along to recorded music using a microphone. Karaoke is so popular in the Philippines as well as in any Filipino Community in UK and abroad. Filipinos feel connected when it comes to singing. They love it when their friends sing, when they see a relative sing. That’s why it’s the perfect activity for when you want to bring people together. APO RESTOBAR at 148 Falcon Road Clapham Junction had their 3rd Season Karaoke Challenge Grand Finals last September 23, 2022 hosted by David Uy, Barbie Q & Ela Hidalgo. In every competition winners emerged, through the expertise of the judges, D’ Idol Joel Miranda, Aaron Gonzales, Ipe Panganiban and WCOPA UK National Director Mervic Monocillo. It was a tough competition as it consist of two categories, first one , they have the chance to choose their own song to sing and the 2nd category was that they will pick a song randomly in a bowl of other song lists. That comes the challenge, wherein, they will decide if they will sing the song or not. That night, Rae Austria declared as the grand champion of the Karaoke Night Season 3. Mae Abella was the 1st Runner Up and Airam Debbie was the 2nd Runner Up. Kudos to all the organisers and owners, Jake and Aileen Reyes.

NTF-ELCAC

A Snapshot of the Present By Alex Gonzales

few months ago, I was A in a road trip to the heart of Panay Island,

at a sprawling mountain range reaching down towards the southern tip of the island to the northern shores of Ibajay, Aklan. There, at the center of this geologic marvel, I was faced with steep cliffs and sharp inclines, but nonetheless, it was rewarding. At the top lies the town of Igtuble, where peaks covered in verdant green and vast skies of brilliant blue captivated my eyes, while the cool mountain breeze brushed against my sunbaked skin. Hungry and thirsty after sightseeing, I sat down at one of the local restaurants, which served delicious grilled native chicken and fresh vegetables and fruits from the nearby farms. Most visitors who come to these parts ride bicycles, motorcycles, and cars, yet that would have been unimaginable a decade ago. For a long time, locals who live there relied on subsistence farming, and are often under the threat of the CPP-NPA-NDF. Due to the harsh terrain, the government services were also unable to reach these areasbefore. Yet, now it seems like a whole new world-flourishing tourism, mesmerizing

views and delicious food. Would you believe that this transformation was possible through the NTF-ELCAC? The NTF-ELCAC or the National Task Force to End Local Communist Armed Conflict is a task force organized by the Philippine government to combat the threat of communist terrorism in the country. Combatting the threat of the Communist Terrorist Group (CTG) doesn’t always involve direct military action. It could also come in the form of bringing development to remote towns and barangays, which were oncevictims of the CTG and prevent the communist terrorists from taking root in these places again. In fact, the bulk of the budget for the NTF-ELCAC are given to infrastructure, capacity-building and other development projects. In the case of Igtuble, the Leon-TubunganSan RemegioSibalomRoad connects it to Antique and Iloilo City which most tourists come from. This concrete road was a joint project between the Local Government Units

(LGUs) and the Infrastructure and Resource Management Cluster of the NTF-ELCAC. It enables people not only to visit remote towns like Igtuble, but also cross between Iloilo and Antique easily. It may seem like roads and tourism have nothing to do with the CTG but as a whole-ofnation approach, the NTFELCAC compels government departments and agencies to act and implement projects and programs to those who need it the most--those who are threatened by poverty and communist insurgencies, and that is the core mission of the task force. This is only one example of the accomplishments of the NTF-ELCAC under the previous Duterte administration. The task force, with twelve clusters encompassing all sectors and services, has a lot of significant achievements in the last few years of its implementation. These accomplishments were dutifully recorded by the NTF-ELCAC to show how much the task force has done since 2018. Significant Accomplishments of the NTF-ELCAC

The job of wiping out communist insurgency in the Philippines used to be the work of the military and police. As decades passed by, it became obvious that the CTG could not simply be defeated through blazing guns in deep forests. There is a need to win the hearts and minds of the people, which the CTG frequently exploit to garner support. This is the basis for the NTF-ELCAC’s whole-ofnation approach. Although many of the programs implemented by government departments and agencies have already existed before the NTF-ELCAC, there has never been a concerted effort to address the CTG problem before. The task force coordinates all efforts of the government to specifically address the loopholes that the CTG exploit. In order to efficiently cover all the bases needed, the task force is divided into twelve clusters. Each cluster target specific points and approach the CTG problem in various ways. There are clusters which focuses on constructing infrastructure, capacity-building, creating businesses and livelihood, while there are also clusters which centers on going right at the heart of CTG-influenced areas to drive away violent communist terrorists, negotiate peace and offer refuge to those who return to the fold of law. There are also clusters which fight against the CTG’s front groups, who actively deceive fellow Filipinos and foreigners to give them support, often financial to buy weapons and fund their operations. All these clusters help one another and act as a single organ to eliminate the CTG threat once and for all. With this understanding of how the NTF-ELCAC works, let us highlight the most significant achievements the task force has reached. One of the major projects of the NTF-ELCAC are the construction of infrastructures and facilities. Under the Infrastructure and Resource Management (IRM) Cluster, a total of 2,794 projects, activities and programs were completed, many of which are roads connecting far-flung areas such as the one in Igtuble, and roads which link farms directly to markets. These projects benefited a total of 1.3 million people, in which 7,896 of them belong to indigenous

November 2022 communities. One of the programs which target indigenous communities is the Integrated Ancestral Domain Development Approach, which specifically aims todevelop the ancestral domain of indigenous people for farming.This program allows for the construction of facilities such as barns and chicken coops, water systems and farm houses, while also promoting sustainable farming. One beneficiary of this program is the Arya Makina Farmers Association which is composed of farmers from the Iraya Mangyan indigenous community in Occidental Mindoro. They were provided with a storage facility to hold harvest and a small-scale irrigation project. In terms of poverty reduction, livelihood, and employment, the NTF-ELCAC was able to provide skills training, livelihood projects, community farming, and market partnerships with private sectors. Many of these trainings are partnered with facilities like solar-powered electricity, water distribution systems, and community centers, which are being built while people are trained. On the ground, this will look similar to the transformation of Igtuble. Restaurants were built and tour guideswere trained, so that the town could be ready to accept tourists and guests. In an agriculturalbased setting, these projects helped farmers harvest more crops, cultivate more areas for farming, and transport their harvest easily to market centers. Moreover, the government gives livelihood kits, through its Livelihood Seeding Program – Negosyo Serbisyo sa Barangay and the Pangkabuhayan sa Pagbangon at Ginhawa Program, which come in the form of a sari-sari store package or a food processing package. The aim of these programs is to help individuals who were affected by natural and man-made calamities like typhoons, earthquakes, and fires, by offering fast and easy source of capital. Overall, the Poverty Reduction, Livelihood and Employment Cluster was able to reach 770 out of the 822 priority barangays identified by the NTF-ELCAC with 37,501 beneficiaries in 2021. Many of these barangays have on-going projects or made initial preparations. With the end of the CTG as the main mission of the NTFELCAC, the task force places emphasis on the welfare of former rebels who chose to surrender. This not only encourages other rebels to return to the fold of law, but it also helps former rebels create a new life for themselves and families after years of exploitation by the CPP-NPA-NDF. The government, through the NTF-ELCAC’s ECLIP or Enhanced Comprehensive Local Integration Program, has given opportunities for former rebels to rebuild their lives. When a communist rebel decides to surrender, he or she is entitled to an immediate assistance fund worth PHP15,000, a livelihood assistance fund of PHP50,000, reintegration assistance worth PHP21,000 and firearms remuneration whose value depends on the kind and serviceability of the surrendered firearm. Overall a former rebel receives around PHP90,000 immediately, and that is separate from the other funds and programs that the government has to offer for rehabilitation. In terms of housing, halfway houses were built to accommodate former rebels and former violent extremists as they undergo transformation activities such as psychosocial activities, livelihood and skills development, spiritual growth, awarding of benefits and the formation of cooperatives. So far, in 2021, seven (7) halfway houses were built in Apayao, Ifugao, Isabela, Palawan, Eastern Samar, and Bukidnon; while three (3) are being constructed in Baguio City, Leyte, and Davao de Oro; and two (2) are still under bidding and procurement in Quezon Province and Bohol. Since July 2016 to October 2021, 34 halfway houses were completed. Under the ECLIP, former rebels are also entitled to housing assistance from the National Housing Authority(NHA), in which they offer four options--housing construction in a lot owned by former rebels, the acquisition of existing NHA Housing units, LGU provision of lot and NHA construction of housing units, and the repair of an existing house of the former rebel. Since 2021, 656 former rebels were able to benefit from this program. In healthcare, former rebels also have various benefits offered by the Department of Health (DOH) and PhilHealth. In 2021, the DOH was able to assist 5,823 former rebels, which includes health consultations in barangay health centers, and hospital assistance among many others. The DOH also provided healthcare to 4,872 former rebels in Region IV-A and -B through the Serbisyo Caravan, which includes medical and dental service,

25 and the distribution of medicines. Additionally, the Office of the Presidential Adviser on Peace and Reconciliation and Unity covers the health premium of former rebels through PhilHealth, wherein the beneficiaries can have immediate access to healthcare services in PhilHealth accredited hospitals without worrying the cost of treatment. Since 2021, a total of 1,647 former rebels were enrolled under this program. In livelihood and employment, former rebels and former violent extremists are encouraged to organize themselves into cooperatives to instill entrepreneurship and sustain livelihood. Cooperatives are integral in the transformation process of former rebels, as it inspires every member to become a productive member of the community. Under the Cooperative Development Authority, former rebels are provided with mandatory and entrepreneurial skills training, assistance in linking, and networking to various programs of LGUs and assistance in applying for a cooperative. So far, 420 cooperatives were established, which includes 5,498 former rebels. Additionally, 1,475 former rebels were also granted livelihood settlementsthrough the various schemes of the Department of Trade and Industry, Department of Labor and Employment, and Department of Agriculture, which will enable them to assimilate to society smoothly after years of being manipulated by the CTG. Not yet mentioned here are the achievements of the other clusters under the NTF-ELCAC. There are clusters which deal with the CTG’s fund generating schemes abroad. Some work tirelessly to deliver the news of atrocities of the CTG to the Filipino public, so that the people realize the deception and lies crafted by the CPP-NPA-NDF to further their goals. Some members of the Philippine Embassies carry out regular and continuous orientations and activities so that the Filipino communities abroad become aware of the situation in the Philippines regarding the CTG. There are also some who provide aid from the legal sector to guide those who enforce the mandate of the NTF-ELCAC. There are many unsung heroes of the NTF-ELCAC who believe that it can finally absolve the Philippines from the decades-long suffering carried out by the CTG. Takeaway Due to the efforts of those who work under the NTF-ELCAC and the all-encompassing nature of the task force, it is no wonder that the number of rebels who surrendered increaseddramatically, alongside the decrease of support for the CTG. In 2021 alone, 6,821 former rebels surrendered to the fold of law. If we compare those numbers before the implementation of the NTF-ELCAC in 2018 where only around 800-700 rebels surrendered yearly, we could see a huge jump --imagine from 796 in 2017 to 7,797 in 2018; that is an increase of 89%! This is why the NTF-ELCAC is an important task force because it is the first of its kind which the government wholeheartedly poured its resources and manpower into. The budget of the NTF-ELCAC is massive, since it caters to the whole Philippines--from roads to programs to machinery and equipment. Those do not come in cheap. The NTF-ELCAC is a step towards good governance, which the country desperately needs. It is a machinery that compels all government departments and agencies to act and to cooperate for one single goal--to drive the country to development without the torment of communist terrorists. Without it, we will be found directionless again in this battle. You can already see how much has been done since the implementation of the task force in 2018. In a period of four years, much needed infrastructures were finished, while much needed programs were formulated and strengthened. Vulnerable populations, such as indigenous peoples and those in poverty,are given much needed attention. The NTF-ELCAC is more than “red-tagging” or whatever issue critics hurl at it. It is a task force finally geared towards the welfare of the people, and those who wish to stop it are robbing vulnerable people of opportunities for a better life for their own personal political gain. As the NTF-ELCAC continues on to the next administrations, progress and follow ups will be made on critical areas. It is necessary to sustain projects under the NTF-ELCAC to have any lasting effect to the population it was made for. In later articles, let us examine what the Marcos administration has in store for the NTF-ELCAC, and what is currently going on with the task force.

ALLOWEEN passed quickly. Have you all visited your departed ones? Tradition as it may seem but it works well with the employees who are limited to spare time in the cemetery. Some do get a fuss over this when some never seem to care, or do they? All of us cope uniquely based on how accessible and comfortable things are for us and those who see the external scene must never judge those who do not fall on the society’s expectations. Visiting the grave must never be by the date. Dear Lulay, Hi! This has been keeping in my chest for months now. I could not open up to anyone I know feeling that I may be judged. I am looking forward to reading this in the news magazine some day. I am the eldest among 4 daughters. Cannot claim to be successful, however that is what my sisters tell about me considering I managed to help the three of them with their studies before I got married. Usual Filipino way that readers may think I have a huge dream for my siblings or that we lost our parents. It is the latter. Being the eldest, I stood as both the mother and the father of the family as our parents were taken from the previous YOLANDA Typhoon. The same time my sisters left for Manila when their holiday in school was over. Not so long ago as I can recall, I sparingly called my parents because of time differences between the Philippines and UK and that I rarely get a good rest day for the goal to work for an overtime so I could send extra money for them. I never thought that it could create a negative impact on my

parents. All I want is for them to feel secure, financially. That I got their backs. I could have but I know it is too late, now that they no longer are with us or should I say with my sisters. But never have I forgotten how much I miss them and how much it would make me happy seeing how they would smile every time they receive something from my parcels and packages. May I ask, is it being selfish or careless to think that my youngest sister would accuse me of forgetting my parents as if I could stop YOLANDA if I were there with them? This argument is killing me, Lulay. Sorry for the term used. I frankly said it happened. And anywhere in the world it happens. That is why it is called accident and calamity. Because it never announces. For my sister what I just said clearly judges me as a heartless daughter. Whenever November comes, these would run over and over in my head, “Parang hindi mga magulang natin ang namatay kung makapagsabi ka ng ganyan...” Believe me I grieved and I am grieving because I never had any closure from what happened. But is it my fault if I never cry outside? Being a nurse, I have seen deaths almost everyday of my profession. But with the death of my parents, it was different! Incomparable with my patients, they are my blood. Lulay, how can I make my youngest sister accept that I grieved and I moved on because I am definite this is what my parents would want to happen, accepting what happened and move on. It is never easy, however it will never be difficult. We can only agree that it is a challenging

situation when emotions are involved. We cannot compare our emotions to another person because as you said, we deal with things uniquely. I believe your youngest sister is the only one who can express her thoughts. How about your other two sisters? Have they expressed opinions or remarks? I suggest you speak to them as well. Being away from each other is tough. If it matters to you, it would be beneficial to consider having a vacation to bond with your sisters. The four of you feel guilty and everyone wants to look for that excuse to be blamed. Admit it or not. And being the eldest, you became vulnerable to being blamed because the three spent time with your parents but you never learned from their knowledge. Find time to physically talk not only to

your youngest sister but to the whole family. Even if you have to go through that process of crying as if your parents were in your arms, then go ahead, Never give a presumption that your sisters understand. The sound of silence is often mistaken as becoming strong. Men and women are allowed to cry because we are humans. The four of you must talk, visit the grave and talk some more. Kanina pa yon ah.” Kantiyaw ng bunsong kapatid. “Psst… huwag kang magulo kuting. Pag-alis din ng nerbiyos ito.” Sabi ni Jake habang pinupunasan ang kanyang sapatos. “Ha? Ninenerbiyos din pala ang matapang na sundalo?” Panunukso pa rin ni Jinky. “Isang bihag si Lieutenant ngayon. Maya-maya lamang, igagapos na ang kanyang puso.” Pabirong sabat ng isang kasamahang sundalo.

“Siya nga pala kuya, sabi nila, sa isang ikakasal daw, kailangang may isusuot ito na something old, something borrowed at something new upang suwertihin?” Tanong ng inosenteng nakababatang kapatid. “Sabi nga ni Inay. Pamahiin din pala na sinusunod ng salinlahi nila.” Sagot ni Jake. “Eh… ano ang something old mo kuya?” Urirat ni Jinky. “Secret.” Pakipot ni Jake. “Ah sige… ang something borrowed mo na lang.” “Secret pa rin. Mamaya mo malalaman okay bunso?” Pagkamot ng ulo ang naging sagot ng curious na kapatid. Ang totoo’y medyas ni Jinky ang ipinahiram sa kanya ni Nanay Ana.

Isang van ng bulaklak mula Camp Trinidad ang regalo ng mga ka-batch ni Jake sa PMA (Philippine Military Academy). Dinig na dinig na kalansing ng mga espadang dala-dala ng mga sundalo habang binubuo ang Sabres Court. Naroroon na sa may altar si Jake, katabi ang kanyang mahal na ama si Tatay Amado. Hinihintay nila ang pagdating ng kanyang mahal at pinakamamahal. Maya-maya lamang, kanyang kanya na si Corine. “Wow!” Pambungad na paghanga na naririnig mula sa labas ng simbahan.

Noo’y naririnig na nila ang ugong na umaali-aligid na military chopper.

Cadet uniform ang suot-suot sa halip na tradisyunal na Barong Tagalog o di kaya’y Americana.

Pagkahaba-haba ng kanyang belo na alaga sa paghawak ng mga bridesmaids.

Surpresa ito para sa dalawa.

Pagkuwa’y tumunog na ang kampana.

Gumigilid ang luha sa mga mata ni Nanay Crisanta bunga marahil ng kasiyahang nadarama para sa anak… bunga rin ng alaala sa mga sandaling yon kay Tatay Miguel… ang nasirang ama ni Corine.

Noong umagang ‘yon walang sakbit si Lt. Jake Miranda na anumang sandata. Isa siyang sibilyan.

Napakasayang tunog mula sa kampanaryo na naaayon sa okasyon. Hudyat din na papalapit na ang kaganapan ng kaunaunahang military wedding sa nayon ng San Ildefonso. Punumpuno ng sariwang bulaklak ang altar, ganun din ang aisle ng simbahan.

Si Tiyo Andoy ay nakatatandang kapatid ni Tatay Miguel, siya ang naghatid kay Corine kay Jake. “Congratulations anak.”

Hindi makapaniwala si Jake sa kanilang nasaksihan. Umuulan ng mga talulot na bulaklak at ng ginupit-gupit na mga papel na may iba’t ibang kulay. At ang pinaka-highlight… bumagsak ang isang malaking puting tela mula sa helicopter na may dalawang korteng puso na kung saa’y nakasulat ang pangalan ng dalawa at ang bating ‘best wishes!’. And in case they do get sick, their bodies are bound to respond better and recover much faster. So, make sure to exercise regularly and eat healthy foods. Have you been misled by someone’s behaviour in the past, and has that person taken advantage of and harmed your rights? How do you recover from it? Yes, just recently. The pageant who I have joined 4 months ago it’s supposed to be about women empowerment and sisterhood, but I find out that the chairman and other member of that pageant been spreading lies, and insulting me behind my back, All I know I have done nothing wrong to them, which is I find it really disappointing. How do I recover from it? Just Pray for them, I believe that there’s a God watching us, and he knows everything that we didn’t see and hear. So, I

As we live our daily life, we acquire something through experiences, people and events. This helps us reflect on what we want to be. I personally set my goal through different processes, for example, I would ask myself, “is it attainable right at this very moment?” If yes, seize it. If not, then don’t worry about it. Time should coincide with our actions when we set our goals and that is one of the things, I’ve learned in developing a personal plan. But the most important is, you are still alive. A lot of people fought for their lives during the pandemic, you are breathing. You are reading this because you are a survivor. You survived through the tough times. That alone is something to be grateful for. Whenever you feel down, always remember, we experience worries, sadness and pain to appreciate serenity, peace of mind and comfort. Life may dim your brightness, you may be in a difficult situation right at this very moment, but the good news is, you won’t be there forever. Keep that faith in your heart, that hope that things will get better. Feed your mind with all the positives and the cando attitude and surely your light will shine brighter than before.

Thirty-one days, everyday. Some days are harder for some. These days, the power of the collective manifests, other ladies skips and jumps catching others shortcomings, doing more for others. It really

helped to be part of a group where when moments are low, we can feed on the uplifting spirits of others. And on those days and weekends where we meet on our “skipping sessions” and when everyone is attuned, the skippings are on fire, easier and more fun for all. We skipped by a church, train stations, bus stops, inside the train carriage, inside a bus, inside a plane, at the airport, tennis court, at the gym, at a school, at the beach, in a hotel, living rooms, bedrooms, kitchen, patios, garages, parks, grocery shops, high streets of United Kingdom, all the way this experience was taken to Prague, Menorca and Dublin. You see the power of the collective again on its magnificence making this experience extraordinary. This challenge even made it to Salisbury Journal Newspaper through Karen, our relentless skipping squad member. She was a local bus driver attracted attention by skipping everywhere she gets a chance to complete the 100 skips a day. Why did we do this? It’s simple and personal.

Imee’s London visit H

ubarin nyo na po ang kulay pula (BBM hoodie), nanalo na po tayo,”quips Senator Imee Marcos. It was a great experience meeting face to face and listening to one of the most prominent persons in the arena of Philippine politics. She was still wearing a red face mask when she arrived escorted by the GUARDIANS and fist bumping with most of the people who attended this INVITE ONLY event. This event was attended by Labor Attache Amy Reyes with Rhenita Rodriguez from Department of Foreign Affairs both sitting on each side of Senator Imee Marcos. Community Leaders and organisation representatives with media entities were in attendance during this meet and greet question and answer event. To name a few from the media and bloggers/vloggers who were there to do a coverage were : JUAN EU KONEK, BRITANYA NGAYON, SMNI, ONE PHILIPPINES, COVID WARRIORS CORNER, MALCOLM CONLAN of Pusong Pinoy and JhermiNATION who also did a photo coverage of the event. It was very engaging and fun with entertainment from the BBM DANCE GROUP and the highlight for me was when a Filipina who was living in UK for decades came out of the blue

It was great to know and comforting that a senator from the Philippines would take time to visit London and meet with Filipinos living here to hear what they have to say about current issues. Equally, Filipinos who are living in the UK for decades are still very much attuned to what is happening expressing their concerns and how things can be improved. On the other hand, outside of the hotel were a very few Anti-Marcos protesters from Anakbayan group. Towards the end, organisations were called one by one to have a photo with the Senator. Scrunchies are making a stylish comeback I

nvented in the 1980s by Romy Hunt Revson, this fabric hair tie became a sensation because its different, stylish, and of course doesn’t hurt or feel tight when tied on the hair. Revson, a former nightclub performer, invented the scrunchie as a necessity. She wanted something to tie her hair like a bun or ponytail without hurting or damaging her hair like a rubber band. Inspired by the garter and fabric on her pyjamas, she made a similar design using a rubber band covered in fabric – and voila – the scrunchie made its debut. Now, this ubiquitous piece has become the most popular hair accessory in the world. Stars like Madonna and Britney Spears made the accessory more fashionable and sought after since its birth in the 80s. In the past, scrunchies

were limited to basic colours or floral fabric designs. Throughout the years various designs have emerged such as the addition of pearls and crystals. Lately, more eccentric designs and concepts have launched. Some scrunchies have been

made into secret tiny pouches with zippers and some are scented with aromatic beads. Scrunchies usually sell from £1, however, high end designer brands costs more than £100 per piece. They are available in sets or packaged in fancy gift boxes.

There is also a growing trend of young couples using the scrunchie as a symbol of love (and their guy is taken). Guys wear scrunchies on their wrists given to them by their girlfriends that were taken out of their ponytails and buns. After the death of its inventor last September, the scrunchie is even becoming more popular as a tribute to the designer. Whether you have shoulder length hair or long hair, thick, thin, or curly, there is a scrunchie available for you to tie your hair comfortably. Scrunchies will also make ideal stocking fillers for the holiday season.

ASYLUM SEEKERS

Who are they, what is the procedure and what rights can they have in the UK?

F

rom the UK’s Rwanda policy, to the new government’s aim to “tighten the definition of who qualifies for asylum” and even the recent report of a firebombing incident at an immigration centre in Dover, the issue of asylum claims and refugees has persistently been quite a topic on the news in recent months. Nevertheless, it seems that many still have a skewed notion of what it is to be an “asylum seeker” or a “refugee.” Many use the terms interchangeably and even limit the scope of the terms to associate them solely for individuals fleeing from war torn countries. Under the Refugee Convention, a refugee is an individual with a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion and must be outside his country of nationality and is unable or unwilling to avail himself of the protection of that country. Alternatively, they could be individuals who do not have a nationality and outside of their former habitual residence, and due to previous circumstances,

unwilling to return back to that country. As a refugee, one may afford themselves the right to work in the UK, to study, to claim housing and welfare benefits, healthcare access as well as the right to reunite with their families through the family reunion route of the Immigration Rules. Until their claim is successfully decided upon and are granted refugee status, an individual seeking international protection is an “asylum seeker” Everyone has the human right to seek asylum regardless of their country of origin and regardless of how they arrived in the UK. However, not everyone can claim asylum. They would have to meet the strict requirements and go through a rigorous process. To claim asylum, an individual must be outside of their country of origin. They must be in the United Kingdom or have arrived at a port of entry to the United Kingdom. They must also be subject to persecution that’s so serious in nature that it would amount to a violation of a human right. This persecution can be through physical, mental or sexual violence, legal administrative, police or judicial measure, and disproportionate prosecution or punishment. These may be committed by the State, any party or organisation controlling the State or any non-state actors (including any international organisation who are unable or unwilling to

provide protection against persecution or serious harm). On application, one must also prove that they have a “well-founded fear” based on their account of the past events and other evidence. This element of the application shall also be examined through an assessment of independent expert reports about the country of origin and whether the reports support the applicant’s account of past events. Once a well-founded fear of persecution has been established it must then be determined whether they are unable or unwilling to avail protection from the state or whether internal relocation is a possibility. To claim asylum, an individual would have to make a protection claim on arrival at port or in the country at the Asylum Intake Unit (AIU). They must then proceed to a series of telephone interviews and a screening interview where basic questions such as how they arrived in England and why they wish to claim asylum, etc will be asked. They must then attend a biometrics appointment and get their fingerprints taken. At the routing stage, it will then be decided whether they could get immigration bail or existing leave to remain. In addition,

they will also submit a statement or Preliminary Immigration Questionnaire to detail everything about the claim before they attend a substantive interview and submit their final representations. On a successful asylum claim, an individual can be given a 5 year residence permit, an opportunity for family reunion for their pre-flight partner and children under 18, a Refugee Convention Travel Document, access to employment, NHS and public funds and an opportunity to apply for settlement after 5 years.
