Once adopted, the MTFF will become an anchor for the annual spending and financing plan of the National Government and Congress when preparing the annual budget and undertaking related appropriation activities. It is therefore a forward-looking document that extends beyond the traditional three-year horizon to reach six (6) years, coinciding with the six-year coverage of the Philippine Development Plan (PDP) 2023 to 2028. The MTFF also promotes transparency and credible commitment to pursue the indicated socio-macroeconomic goals that optimize the government budget. Medium-term growth targets and the assumptions regarding key macroeconomic variables underpin the medium-term fiscal plan. The recent past and the COVID-19 pandemic has beset the macroeconomic environment with challenges and a series of external shocks. Inflation has accelerated in recent months due largely to significant increases in international prices of oil and other key commodities. Still, the economic growth momentum remains firm as demonstrated by the strong 2022 first quarter GDP growth at 8.3 percent. However, the recovery process from the impact of the pandemic is still on-going amid elevated uncertainty in the international economic environment. Revisions in the macro-economic assumptions incorporate these challenges and most recent economic developments, leading to upward adjustments in the following: Inflation rate for 2022 to 2023;Foreign exchange rate for 2023 to 2025; and Goods and services imports growth for 2022 The economy is expected to grow by 6.5 to 7.5 percent this year as we continue to reopen the economy while considering the recent external developments.Inthefirstquarter alone, GDP saw an increase in household consumption and private investments, along with a robust manufacturing industry, high vaccination rate, improved healthcare capacity, and an upward trend in tourism and employment. This is expected to continue for the rest of the year. This strong economic growth is projected to be sustained and expanded further to 6.5 to 8 percent from 2023 until 2028. The average inflation for 2022 is projected to range from 4.5 to 5.5 percent, following the uptick in fuel and food prices as a result on the ongoing Russia-Ukraine conflict and the disrupted supply chains. The Medium-Term Fiscal Strategy of this administration seeks to attain short-term macro-fiscal stability while remaining supportive of the country’s economic recovery and to promote medium-term fiscal sustainability. Furthermore, and more importantly, fiscal policy aims to bring together the National Government’s resources so that these are mobilized and utilized in order to gain the maximum benefit and high multiplier effects for our economy. Measurable medium-term macroeconomic and fiscal objectives include the following headline numbers. These are based on forecasts that are consistent with the guiding principles of coherence of strategies, policy discipline and fiscal sustainability.

We remembered the beloved founder Nene Tuason Quimson and her legacy in FWA-UK especially with her advocacy in the importance of education to change lives for the better. It was an evening of meeting friends again after a long time of pandemic restrictions. There were a lot of catching up and that happiness of seeing in person again. And of course the dancing with the live band, who can beat that! During the early years, they started with forums and informal talks which highlighted the admirable qualities of Filipino Women and their achievements in the development of the Philippines and internationally. “ FWA-UK believe that education is a powerful tool that enables people to rise from poverty and become independent. “ Over the years the group has provided scholarship programmes to many deserving students in the Philippines . The group is the recipient of the Presidential Award Lingkod sa Kapwa Pilipino in 2008 for their service to the Filipinos, and this made them more determined to help the Filipino children with disability and in poverty. With the challenges during the pandemic, FWA-UK has been in touched with the difficulties of the community here in the UK. This year their new project “ A Helping Hand to the Elderly” will focus on elderly and the vulnerable members of the community in Newham with computer skills and digital workshops. This will enable them to participate fully in digitalised society and to adapt the new reality with the delivery of the online public service.FWA- UK has a vast activity with their outreach and community affairs. “ It’s all about connecting and reaching out to people in a very meaningful way!”

ALAMAT has since then produced at least ten songs and is expected to release six more original songs in a mini-album this year. It is easy to use “Philippine culture” as token representations in some artists’ music and branding. Words from Philippine languages may be inserted in a song; an image of a Filipino cultural icon may be used as part of styled clothing. With ALAMAT, however, its cultural advocacy is its brand. Some fans of ALAMAT – called the Magiliws –describe the group as a kind of edutainment. It entertains while it also educates. Once, ALAMAT invited me to create a brief content explaining the difference between ‘language’ and ‘dialect’. This would be included in one of its advocacy videos on YouTube titled, ‘Philippine languages comparison’. Philippine languages are, indeed, languages. Colonial education taught us that they are mere ‘dialects’ which have very little value. Even today, the education system holds this view, thus contributing to how Filipinos in general have low regard for their own languages. Tomas, one of the members of ALAMAT from Albay, once shared in an Instagram live with Taneo, another member from Kalinga, that he used to be ashamed about his Bicolano-accented Tagalog because it cost him many commercial endorsements and acting assignments in the past. ALAMAT, according to him, taught him to embrace who he is and never change his cultural identity for the sake of others. In many occasions, other members of the group – Alas, from Davao City, R-Ji from Samar, Jao from Pampanga, and Mo from Zambales –raise awareness of the need to re-visit our roots and draw inspiration from them. One of its most recent songs, “ABKD”, highlights colorism and the need to go past the color of our skin and colonial crab mentality to take ownership over our future.

ALAMAT is a product of brilliant creative direction led by multi-awarded film director, Jason Paul Laxamana. The members of ALAMAT are also some of the best talents and personalities in the fast-growing P-Pop community. The group also seems to consolidate a wide range of Magiliws and casuals. Filipinos of all ages are drawn towards ALAMAT’s vision of Filipino representation in original contemporary Pinoy music. One thing I appreciate about ALAMAT is that while it remains committed to making original music, it also drives conversations about Philippine cultures and languages. In the Q & A of a recent talk on multilingualism, I was surprised (but delighted) to be asked about my opinion on the impact of one member of ALAMAT representing Hiligaynon leaving the group. The premise of the question was that a Hiligaynon speaker is the only legitimate one who can sing in Hiligaynon. I explained that K-Pop music is globally appreciated even if it is sung in Korean. Anyone can learn to sing in Hiligaynon. In fact, we should encourage each other to sing in Philippine languages other than our own. This will encourage intercultural respect among Filipinos and deeper appreciation of our linguistic and cultural diversity.

In life, we are able to taste bitter and sweet. The opportunity to remember is how we take it as we live. Recalling the years of existence based on your age is relative to how well you faced challenges and how each gave you just that one thing to never forget. I never imagined I would be here with you, being able to share all feelings from different people. I am truly pleased that I have given a spot of importance about how a certain lift on that weight could really make a difference if one person identifies stories of his life be almost, if not truely, the same. This AUGUST, please allow me to share the happiness I had when I was first given the platform you are reading right now. A memorable month of reward, opportunity and changes came, giving a very unforgettable 45 years of my existence from last year. As I approach that next number, I can truly say it is never too late to embrace your passion. Years ago, my heart was troubled. Pain became a routine part of my life. I could not even remember how it was, as I moved on rapidly with the shift of events that I have been preoccupied with, giving space to those changes that the pain did not have enough place to stay anymore. It has been a blessed year of sharing and giving hope. Last month I shared the principle of forgiving without the expectation of forgetting what it is all about. That in reality, words we hear are not the actual meaning but instead we must recognize the context of the message. We can forgive without forgetting however we need to forget the pain from that event for acceptance and moving on. And it will not be hard once we accept as everything follows. This is probably the biggest lesson I received from life. It took me years to finally admit to myself that I am weak to accept myself for letting other people be in that position to take control of how I am supposed to be feeling. Take the best example I know, about a character named Madea with the context of us meeting different types of people or friends and as you progress, you cannot always expect to gain more people or friends in your life each time you go to places. You will have to shed them off because not everybody prays for your success. Most of them just watch you and celebrate if you do something unlikely and remind you how awkward you have become. And I share that message to you. I am thankful that I have found a better place where I can see real people in this lifetime. Few but real. And when you try to think about the two years of being locked in a limited space because of the Pandemic, in a positive view, it did help reboot my senses from small things that I neglected and now view in a different angle. I am thankful that in an unfavorable time like the pandemic, health workers are being recognized as more significant than just a caregiver although it could have been in another way. I am thankful that despite being unemployed, that we cannot have it all in life, I get the opportunity to be with my kids and hearing from them the happiness of us being together adds a higher level. That in life, you lose one but you gain another. I am thankful that you continue to be a part of my journey for the past year and hope you will stay for the coming years ahead. ENFiD Europe holds D2D Leaders Forum

Christian Estrada, currently the Chairperson of ENFiD Europe, led this unprecedented activity in the view of going back to the basics in revitalising the Filipino diaspora in Europe, whichdownwaneddueto the effects of the covid-19 pandemic. Joining him were other officers of ENFiD from different countries in Europe - Anabel Mayo (Italy), Gina Hardy (Norway), Marcelina Ermert (Switzerland), Annie Estricomen (France), and Ester Beatty (Cyprus). ENFiD UK Trustees also helped in the fruition of this event. Other Filipino leaders and movers were also in attendance. Speakers were invited to talk about leadership philosophies and their own experiences as leaders of their organisation andGenecommunity.Alcantara, one of the founders and first Chairperson of ENFiD Europe and ENFiD UK, gave a brief history of the first Diaspora to Dialogue (D2D) in Europe and the beginning of ENFiD. He concluded with suggestions on rekindling the passion of Filipino leaders around Europe to help serve fellow countrymen. Danilo Favor, Councillor and Mayor of East Grinstead shared his humble beginnings in the Philippines until he landed in the UK. For him, the roles and qualities of a good leader isembedded in the acronym, “ENFID ” - E for “empowerment” and “educate;” N for “networking and “new beginning;” F for “fair” and “friendly;” I for “inspire” and “insight;” and D for “decision,””dedication” and “development.” Myla Arceno, Councillor and Deputy Mayor of Stevenage started her talk with a physical stretching regimen for everyone to follow. After sharing her life experiences, she laid down her philosophy on how to be a good leader using the word, “FIT,” as she advocates people to be physically fit - F stands for “flexibility,” “forward thinker,” and “faithful;” I for “integrity,” “interpersonal skills,” and “intelligence;” and, T for “trustworthy,” “truthful,” and “tenacity.” Raymond Padilla, Councillor and Cabinet Member in Gloucester City, expressed his apology for not making it to the affair through Gene Alcantara, who read Cllr. Padilla’s message. Sonny Laragan, Pinoy Radio UK host, spoke about his experience in the first Diaspora 2 Dialogue (D2D) in Europe in 2012 that jump-started the founding and creation of ENFiD. Chairperson Estrada discussed the D2D’s aims, vision and mission. He also stated that ENFiD Europe will be re-appointing the following as legal advisors - Atty. Crystal Dias for external affairs and Atty. Novo-Mar Ramos for internal affairs. The D2D is the first conference of Filipinos in Europe held in 2012. The structure houses the four-star Hyatt hotel, which has 32 meeting rooms, a grand ballroom, and 615 rooms, including 16 suites. An extraordinary setting for an extraordinary occasion. It is a week-long event with daily motivationalactivities,speakers, and awards; it is also very well organized. Queens from the United States, the United Kingdom, Europe, and other nations are gathered together to compete toe-to-toe in a gruelling competition on behalf of their respective countries. People across the globe value the competition process, they feel Inspired, and they enjoyed their competition journey with a healthy competitive attitude, as they feel intrinsically motivated to achieve their ultimate goal. As for Sir Mo Farah’s situation, the Home Office has officially stated “no action whatsoever will be taken against Sir Mo and to suggest otherwise is wrong.”.IftheHome Office enforced their powers, Sir Mo Farah’s personal circumstances and life in the UK must be considered by the Home Office. He has a British wife, British children and has lived in the UK for 20 years. This would allow him to remain in the UK based on his family and private life. Alternatively, if the Home Office conclude that he is a victim of modern slavery, he could also be automatically considered for discretionary leave to remain in the UK. Sir Mo Farah’s perseverance, courage, strength and support from his teachers provided an environment that allowed him to flourish. He went on to win ten global championship gold medals, making him the most successful male track distance runner ever and he is the most successful British track athlete in modern Olympic Games history. He is well known and made great contributions to the UK which go beyond sport.
