Drinking From A Fire Hose By Laura Worf, Executive Officer
During one of the first weeks I was in college I saw a poster in another dormitory student’s room that said “The more you know, the more you realize how little you know.” Since I was just getting used to the “drinking from a fire hose” educational experience of college, that poster resonated with me! Back then, in the late 70’s before the invention of personal computers and the internet, I found it nearly impossible to keep up with the flow of information that came from textbooks, radio, TV the college library and college professors. Fast forward to 2012 when many of us receive hundreds of emails a day in addition to printed information and news from the ever expanding TV and radio media. It is impossible to read, let alone comprehend, all the information that comes our way and makes the “drinking from a fire hose” experience of my college days look more like drinking for a slow moving fountain.
So how do you as a business owner or employee get education about the latest information regarding the home building industry? Do you find yourselves overwhelmed with the information that you receive? Here at Olympia Master Builders (OMB) our goal is to take that fire hose of information and direct it toward you in a manageable flow. Here’s how we do it:

Government Affairs Report - The Latest Highlights Olympia Master Builders (OMB) is currently working on and/or monitoring several issues related to the building industry. Impact Fees Studied in Thurston County
LOCAL
Thurston County has hired a consultant to study how to put traffic, fire, park and school impact fees in place in Thurston County. As part of the work plan, the consultant should be reaching out to OMB for input. OMB has not been contacted at this time.
Thurston County Critical Areas Ordinance The Thurston County Planning Commission is now reviewing all comment submitted during the public comment period on the proposed Critical Areas Ordinance.
Lacey TDR and Incentive Ordinance The City of Lacey’s Planning Commission is looking to develop incentive programs and an innovative techniques ordinance to dovetail with concepts of the Shoreline Master Program (SMP). They have requested that OMB participate in the process.

Grays Harbor County Critical Areas Ordinance
Residential Fire Sprinklers in Olympia
The Board of Grays Harbor County Commissioners adopted Ordinances on June 7, 2010 that amended Grays Harbor County Code to update designations and protection measures for Critical Areas and Natural Resource Lands. OMB participated in the mediation process leading to the adopted CAO. Although all parties involved in the mediation process agreed to adopt the CAO, Futurewise, Friends of Grays Harbor and Wildlife Forever of Gray Harbor filed a lawsuit against Grays Harbor County concerning the CAO on June 24, 2010. During the first week of December Grays Harbor County received a letter from the plaintiff group outlining the changes they would like to see included. OMB is participating with workgroups looking at the proposed changes.
The Olympia City Council’s Land Use and Environment Committee requested staff to begin working on the fire sprinkler issue as part of the 2012 Work Plan. (See State Fire Sprinkler Information below)
REGIONAL Fire Sprinklers Proposed As Part of 2012 International Residential Code
Park Impact Fee Rate Study in Olympia
The Washington Fire Sprinkler Coalition is proposing mandating fire sprinklers in all single-family construction as part of the 2012 International Residential Code (IRC) now being updated by the Washington State Building Code Council (SBCC). The same proposal was considered in 2009 but the Council chose to allow local jurisdictions to make the decision concerning single-family fire sprinklers.
The City of Olympia is working with a consultant to prepare a Park Impact Fee Rate Study. Changes to the impact fee rate would most likely be implemented as part of the Imagine Olympia Comprehensive Plan update, scheduled to be adopted by the end of the year. If the Comp Plan process is not finished the City Council wants the new fee rate implemented by January 1, 2013; so a separate and independent annual amendment to the Parks chapter would be necessary.

Preparing for the 2012 Housing Summit By Angela White, Government Affairs Director

The 2012 Housing Summit has been set for Wednesday, May 23 at 10:00 a.m. at Indian Summer Golf & Country Club. This is the third year Olympia Master Builders (OMB) has put on the Housing Summit and year two of the successful partnership with the Thurston County RealtorsÂŽ
attended the past two years and we have received words of appreciation for the quality of the information provided from both members, local government staff and elected officials. Putting on this Summit is just one way OMB is able to be part of providing solutions for housing related issues in this community.
The purpose of the Housing Summit is to provide the most current, relevant information on the housing industry to our elected officials, government entities and those working in the industry. This year will feature a panel discussing new state and national legislation affecting the industry. A State housing forecast will also be among the sessions for the day.

There are several categories that may apply to your finished project(s); kitchen and bath to name only two. Entry fees are $75 for the first project and $50 for each additional entry. “New-home sales hit a seasonally adjusted annual pace of 321,000 units in January, up 3.5 percent from the same time last year. This is actually the best new-home sales pace we’ve seen since April of 2010, when the home buyer tax credit was in effect. The new-home sales report is indicative of the incremental, steady progress that the market is making toward recovery in conjunction with modest economic and job growth. Increasingly, potential buyers are feeling better about their financial situation and their ability to buy a home, but the challenges imposed by tight credit conditions and appraisal issues continue to slow that process.”
