turbulent times in the industry Welcome to our new FIRA Yearbook for 2009-10, which I hope will be a useful guide to the many different aspects of FIRA and to the furniture industry as a whole. These are turbulent economic times, and there’s one major consensus in the industry today – nobody knows for certain what’s going to happen in the coming months. What we do know, however, is that cost-consciousness is high on the agenda for businesses and consumers. Many organisations and individuals are looking at reducing unnecessary costs, and added value is becoming even more crucial in buying decisions. Companies are thinking of the medium to long term and are making sustainable changes in order to become leaner and more efficient, so that they’re better placed when the market picks up. At FIRA we’re seeing increasing demand for support in improving products, processes and customer service. Improving products and processes through the latest test methods and certification schemes can provide that crucial differentiation from the competition and will certainly increase the confidence of consumers. Our Service Technicians can help improve the customer experience by providing expert, professional and independent service. They’re carrying out over 40,000 home visits a year, and because of their speedy service, 90 per cent of products remain in the home (rather than being replaced or refunded). The information we glean from these visits helps spot trends, and companies are able to use this information to redesign products, add value, look at and improve processes or change their buying strategies. This year we publish two key publications to help members. Firstly, it’s become clear to us that after many years of living with the UK’s complex regulations on flammability, companies still need expert help and advice in understanding and complying with these regulations. FIRA has put its considerable experience in the area into an updated guide, which we hope will help clarify the many aspects of this subject. Secondly, our new competitiveness study is available from September 2009. Our last study, published in 2002, was very positively received and we received many requests for an update. We expect and hope the new study will be as revealing and as helpful to the furniture industry as its predecessor. This Yearbook includes plenty of useful information about FIRA’s work, its services and its members. The Furniture Industry Research Association was first established 60 years ago by the furniture industry for the industry. FIRA International continues to provide a wide range of expert services that are dedicated to the global furniture supply chain, as well as safeguarding the industry through managing the Association’s membership activity. Research and development programmes feed into British, European and International Standards for performance and testing with FIRA International experts representing the UK on a number of Standards committees. This enables its furniture testing laboratory to provide the best service when testing components, materials and finished product to ascertain performance safety and durability. International recognition gives the FIRA testing certificate acceptance worldwide. FIRA’s expertise is available on a consultancy basis for business process improvement, ergonomics and environmental management issues. Further services from FIRA include customer service solutions. FIRA Service Technicians provides a highly-efficient, aftersales service for furniture retailers, manufacturers and importers, to quickly resolve customer complaints as effectively as possible within reasonable cost constraints. Officially recognised by the European Commission, The Furniture Ombudsman (TFO) is the independent standards body for furniture and floor coverings. It aims to raise the standard of customer service in the furniture industry through providing a Code of Conduct to its members. Members of TFO offer an extra reassurance to their customers and demonstrate their commitment to providing a quality service. To support their members, TFO provide a range of services including consumer law and customer service training, a legal helpline and an alternative dispute resolution service whereby disputes between consumers and retailers can be resolved through conciliation or adjudication. TFO also provides independent inspection services for both non-member organizations and consumers to aid resolving disputes and complaints. The Furniture Industry Sustainability Programme (FISP) was set up in 2006 to support best practice in all aspects of sustainable business. Companies may join as associate or full members. Associate members have two years to meet a number of set criteria to become full members; sustainability audits of member companies form the basis for benchmarking data from which the whole industry can benefit. FIRA’s business process improvement consultancy works with furniture manufacturers to assist in the generation of sustainable process improvements that will not only improve competitiveness but will also enhance customer satisfaction.

What buyers want “Those companies that survive the credit crunch will give the customer – the buyer – what they want. The current climate is affecting buyers as well as sellers; we’re all in this together,” said Hayden Davies, speaking at the National Furniture Conference. Andrew Croston, Head of Corporate Procurement at the Olympic Delivery Authority, gave an update on the progress of London 2012, which he said would cost less than half of the £22 billion the Beijing games cost to stage. He discussed the Olympic Delivery Authority’s CompeteFor web portal, which invites contract bidders to tender. Overall there will be 50,000 contracts awarded, 10,000 of which will be won online. Over 43,000 companies have already registered, he said, but fewer than 50 of those represent the furniture sector - so there are certainly opportunities to get involved. Greg South, Head of Operations at Consumer Direct, the government-funded telephone helpline which is in its third year of operation, introduced some interesting data on furniture complaints. The service takes over a million calls a year, which is set to increase as consumers become more aware of it. Furniture enquiries have risen 18% year on year, with a further 8.5% increase during the first three quarters of 2008. As an example, he showed the breakdown of enquiries relating to upholstered furniture for the first three quarters of the year. Of 12,232 enquiries, 7,695 (63%) related to defective goods, with 1,510 (12.5%) concerning delivery/collection/ repair and 1,235 (10%) claiming substandard service. “My message is to try and improve the customer’s experience, especially in relation to managing their expectations,” he concluded. Marks and Spencer Technical and Sourcing Manager Nick Hill discussed his company’s approach to sourcing products. “They need to look good, function well, be fit for purpose and ideally have a unique selling point to excite the customer,” he said.

“Having well engineered products is essential for mass production; it is no good having a great product that cannot be made in bulk to serve our 650+ UK stores, or our 291 international stores. We have over 1000 suppliers, and it is important from the start to agree service levels, what is expected on both sides in terms of design, product development, delivery and staff training to sell the products. “A big part of good service to us is having good suppliers we can trust to help us get on track if there are difficulties, to explore what went wrong, why it went wrong and to prevent it happening again. If the quality is wrong, we are in for a rough ride; I cannot overemphasise how important quality is to M&S and its customers.” Amaryllis Account Manager Mark Draper was responsible for FF&E at the Terminal 5 complex at London’s Heathrow Airport, and he gave a lively account of how this mammoth project was handled. Amaryllis is a procurement business, and was awarded the £5.5m contracts to fit out the accommodation for the 24,000 staff at T5 and 64 lounge areas globally, starting with T5. Having won both contracts allowed Amaryllis greater buying power, although many of the items sourced were non-standard; for example, of 32 different desk types used in the accommodation project, only two were ‘off the shelf’, with the others developed in conjunction with suppliers to meet the needs of its client, British Airways. The lounges featured over 1,000 custom-made tables, and 3,000 chairs comprising 40 different designs and 26 unique fabrics. To answer the question ‘What do buyers want?’ Mark concluded that ultimately, as a buyer, he wanted an easy life. This meant keeping his client and others involved in the project happy, which in turn required flexible suppliers with a ‘can do’ attitude, value for money, rapid responses, availability of samples and reliable supply chain partners. The common theme of delegate discussions was better communication, particularly at the outset. Terms of trade should be simplified, key performance indicators should be made clear in writing, sourcing options should be spelled out, so that origin of products and materials used are clearly defined (e.g. imports from China and India may be cheaper, but they also take time to be delivered). In short, there needs to be more clarity in the initial brief, and there was a call from the floor for FIRA to develop standardised Terms and Conditions for projects involving furniture specification.

The Furniture Ombudsman and what it can offer “In a nutshell,” says Kevin Grix, the head of The Furniture Ombudsman, “We specialise in alternative dispute resolution, independent inspections by consultants and training. “In the economic downturn, I believe that complaints will rise, and consumer expectations for compensation will be higher. Our role in mediating and adjudicating complaints between retailers and consumers at low cost will become even more important.” Kevin’s role as Head of The Furniture Ombudsman is to oversee the operations side of the service, and he heads a team of administrators and adjudicators who are instructed by consumers and retailers. The service is regulated by a panel of representatives from local government and consumer law bodies. Kevin is keen to raise the profile of The Furniture Ombudsman, bringing it closer to local government and tying in with organisations such as the Office of Fair Trading and the Chartered Institute of Arbitrators.

What the service offers
When a consumer makes a complaint, they’ll complete a form and a copy will be sent through to the retailer for them to respond. Both sides will then be assessed and the Ombudsman tries to resolve the dispute. In 85 per cent of cases, the dispute is resolved by mediation – costing a fraction of the financial commitment involved in taking a case to court. If the case cannot be solved by mediation (for example, not enough money is offered in compensation), then the case will move to adjudication stage, when The Furniture Ombudsman will draw up the case, putting both sides of the argument, and both parties will sign to confirm their agreement of the facts. An independent consultant will then inspect the item (a bed, or a kitchen, for example) and his report will be circulated to both parties. If there is no settlement at this stage, they will adjudicate on the complaint and find for one party.

Any award is binding on the retailer as part of the terms of membership of the Ombudsman scheme; however the consumer is not bound by these terms and can decide whether to proceed to court with the case. According to Kevin Grix, only a tiny percentage of cases actually end up in court, and often these are where the Ombudsman is appointed as an independent witness. The team of administrators, adjudicators and mediators is made up of legally qualified people, those with experience in industry dispute resolution, local government and other relevant backgrounds. The organisation also offers a range of training courses to retailers, so that they can understand what constitutes a complaint and can avoid disputes. - - - - - -

The Furniture Ombudsman Charter
The Charter pledges that manufacturers and retailers who endorse the voluntary Code of Practice will: • Provide well made and dependable products. • Provide clear and accurate information about the product and its price. • Train staff to maintain a high standard of courtesy and service. • Provide accurate delivery information and give prompt advice to the consumer if there is any delay to a quoted delivery date. • Ensure that where guarantees are given they are clearly written, easily understood and comply with all current consumer legislation. • Ensure that all service requests are handled with courtesy, efficiency and speed. • In the event of an unresolved dispute, accept the ruling of The Furniture Ombudsman.
Joining The Furniture Ombudsman scheme means signing up to a detailed Code of Practice, which deals with everything customer-facing. The Furniture Ombudsman at the House of Commons Guy Pratt, Head of Trading Standards in Hertfordshire and Chairman of The Furniture Ombudsman Advisory Panel, spoke at an All Party Parliamentary Group (APPG) for the furniture industry at the House of Commons recently about the implications of the Hampton review. The review into the effective enforcement of compliance proposes a restructuring of the regulatory bodies in the UK, which will affect Trading Standards Authorities and their relationship with businesses. Guy outlined how the review discusses reducing the regulatory burden on businesses while maintaining effective regulatory standards - essentially, developing a more targeted approach to regulatory inspections and enforcement. The Furniture Ombudsman, through its dispute resolution service, has a strong role to play in supporting the principles laid down in the Hampton report.
The APPG, chaired by Madelaine Moon MP, heard representations by the National Bed Federation (NBF) and the British Furniture Manufacturing association (BFM), amongst others. The APPG for the furniture industry, a group formed as a result of the work of the British Furniture Confederation, of which The Furniture Ombudsman is a member, has been a forum that has brought the furniture industry and government closer together since its formation in 2006. Martin Jourdan, Chairman of the British Furniture Confederation, pointed out that the furniture industry is “equivalent in size to the aerospace industry and is larger than the computer industry. This Group is instrumental in raising awareness about the importance of the industry to the UK economy�. FIRA appoints new head of The Furniture Ombudsman Kevin Grix was appointed the new Head of The Furniture Ombudsman in March 2009, where he will mediate disputes out of court between consumers and retailers. Kevin read Law at university for three years prior to studying to be a barrister at the Inns of Court School of Law in London. He was called to the Bar by the Inner Temple in 2008, and also brings practical consumer law experience to the organisation, which he gained working as a legal adviser to the public for two years. Over a threeyear period he also gained valuable experience through placements at a number of leading criminal and civil law chambers in London. Prior to his legal career, Kevin held posts in retail management, finance and communications. Since his appointment The Furniture Ombudsman has enhanced its position at the forefront of alternative dispute resolution, independence and fairness with a new affiliation to The Trading Standards Institute and by its adjudicators being admitted into membership of The Chartered Institute of Arbitrators (CIArb). Kevin said, “We are proud to work alongside each of these prestigious bodies and are committed to abiding by their ethical codes to ensure that The Furniture Ombudsman’s impartial status, integrity and fairness is inherent in all of our undertakings, for both our members and consumers.”
Inga was appointed in March and is an experienced strategic marketer with a background in manufacturing, education, public sector, training and certification. Previously she was at Cranfield University for 8 years, undertaking a number of key marketing roles to launch contract research, services and MSc /doctorate programmes globally to industry and potential students. As a senior manager she assisted in the development of a new research institute – National Soil Resources Institute in 2000, developing environmental HE programmes, software products, services. Whilst at Cranfield she studied and obtained an Executive MBA (part time) with her thesis on reviewing ‘Effective Marketing Strategies for Student Recruitment being awarded a distinction. More recently Inga was involved in developing a new Cranfield-wide alumni programme, and putting in place a Customer Satisfaction Survey and project managing improvement programmes. “I thoroughly enjoy the challenge of developing and creating sustainable marketing and business practices and looking at novel ways to capture audience attention.” Since her appointment she has developed a new branding strategy which will be rolled out in September and is about to embark on creating a new user-friendly website.

Best Practice in children’s furniture New suite of standards for children’s furniture FIRA has announced the publication of a suite of standards for children’s furniture. These standards have been in preparation for the last year and have been produced by FIRA in collaboration with the Furniture Retail Quality Group – a technical committee comprising most major UK retailers of children’s furniture. These standards address a serious shortcoming in current British and European Standards, which do not address the specific issues and loadings experienced by children’s furniture.

At BETT 2009 the School Furniture UK website was re-launched with new updated information on choosing the right furniture for children in their school environment. Schools Minister Jim Knight attended and said: “I’m pleased to be at the launch of the updated www.schoolfurniture.uk.com website which the Department has helped to fund to ensure a good information source is available to schools looking to buy furniture. It’s important to ensure that purchasing decisions are made with appropriate standards in mind if we are to achieve good value.” School Furniture UK sets out dimensions of the UK school population (3-18 years) through a series of charts of key body dimensions. In addition, dimensions are given for activities relating to related body dimensions, for example chair heights related to lower leg heights. Furniture manufacturing is big business. World furniture production is worth about US$350 billion at factory gate prices. In global terms, we are witnessing three major trends in furniture manufacturing: 1) A steady growth in demand as the global population increases. The demographic skew (or the higher number of young people) means that population growth remains a certainty into the foreseeable future. In addition, increased economic growth and improved living conditions, particularly in emerging nations, are combining to drive demand up for furniture in real terms. 2) These changes highlight the second major force at play: increasing global trade. Furniture is large and bulky – and traditionally there has been little international trade. However, over the last few years there has been very clear growth in international business, that is, importing and exporting. One clear trend is the establishment of large-scale production facilities, especially in China and Poland, dedicated to exporting. But it is not just trade in complete furniture that has grown; possibly an even greater shift has taken place in the sourcing of components. The vast majority of furniture manufacturing businesses now source a significant amount of materials, finished and semi-finished components from overseas. In the UK, imports account for 44%. 3) The growth in international trade is not evenly dispersed across nations – and it’s here that we see the third trend, with much of the international trade being exported from emerging countries to developed nations. Indeed, despite the growth in trade and an increasing international dimension, most developed nations have seen furniture exports remain at best static or even in decline.

Looking for opportunities in a recession
It is a well accepted fact that long-term success stories often emerge from recessions. New ways of doing business are required and thus new opportunities are created. A report from The Economist argues that consumers place increased importance on buying from brands they trust during a recession. They present less risk but this must be coupled with a greater expectation of value. However, in the furniture industry the brands are generally not product brands but retail brands, and that means opportunities for manufacturers. In this new world, retailers are more likely to be open to new propositions, especially those based upon quality and value. This applies not just to retailers, but to any business to business transaction, where most clients are looking for the same features – simply quality and value. The sale of complete, fully assembled items is only one route to supply. This may be a direct route, however, most exporters tend to favour the use of an agent or intermediary, who facilitates the deal, or an importer who acts as the customer, typically selling on into the smaller independent sector. However, arguably a much greater level of international business is now based upon supplying existing manufacturers with components or part ranges. The benefits of such arrangements are that the manufacturer has existing relationships and can work closely with the retailer or customer. The supplier can concentrate on doing one thing excellently. The supply relationship tends to be longer term, with both parties (supplier and manufacturer) continually working together to improve the offer.

Adding value - building trust and confidence
Many suppliers have thought they have found that elusive golden opportunity, only for it to end badly. Many buyers, whether retailers, importers or manufacturers, will explain how the fantastic new overseas supplier rapidly disappointed, with unreliable deliveries, product faults and increased costs for controlling quality. In short, there can be a lack of consistency. Too many exporters are looking for a quick return, passing off the initial samples as representative of what will be produced. And too many buyers fail to look behind the low price to see if the operation has the systems and capability to meet their long-term needs. To develop any sort of long-term relationship, products or components need to meet the appropriate standards, either local or international, and to continue to meet them, day in and day out. Success in furniture is rarely about one-offs. It’s about long term relationships and that means building trust and confidence. Confidence that a product will be delivered as specified, on time, every time. Trust that it will meet the standards – for both safety and quality – and will continue to meet those standards.
Using design to attract customers
Few people buy furniture purely on price. Price is important, but if customers just bought on price then they would only buy when the old furniture was worn out. Yet this is rarely the case, especially in developed markets. The reasons for buying furniture are more complex; customers may want a new look or design, they want a change, they want to make their own stamp or impress – both domestically and also commercially. Sometimes customers are looking for an emotional uplift which is fulfilled by the instant gratification of shopping. Or the reason

The kitchen is focal point of the house and in this area customers are often looking for a combination of design and innovation to satisfy their aspirations, and they like good service (fitting and planning for example). Clearly, design is key to all of these aspects – indeed price is rarely the driver – it is design at a price point.
Improving efficiency and reducing waste
Offering value is not just about driving down input prices – whether wages or materials. Few companies are successful in the race to the bottom in terms of price– but it is a relatively easy race to win because you do not even have to be profitable. Improving efficiency is much more than reducing cost – it is about reducing waste. Lean manufacturing was originally developed for the motor industry, and in particular its supply chains. Over the last six years, FIRA has been working, backed by the UK government, to introduce lean techniques into furniture manufacturing and thus improve the competitiveness of the furniture industry and its supply chains. • •

This concept illustrates why design, as outlined earlier, is so important. “Businesses must focus on a particular aspect and stick to it, for example, becoming the best and most cost-efficient. Understand your market and anticipate the changes to it. Pick the growth areas, and only compete in the shrinking areas if you are the best. TrendS in interiors are bold & colourful Today’s economic climate is having its effect on interior design trends in interesting and colourful ways. When moving house isn’t viable, updating with affordable, functional design is a popular trend, and people are moving away from the tendency to go for neutrals to help sell their homes. “Pattern, colour and texture will continue to be key trends in 2009, adding depth and dimension to design. The colour palette is varied from bold, brighter shades right through to softer, pastel colours,” says Tricia Guild, Creative Director and Founder of Designers Guild. 2009 is all about bright colours and bold patterns, and accessories can do the job in brightening up the home. Vases, lamps, and interchanging cushion covers are all great ways to refresh a room – and colourful furniture is a big trend this year. Bold, statementmaking furniture take over from beige and brown. Abstract shapes and geometric patterns are also appearing, and key items are likely to be wire framed chairs, black lacquered wood tables, quirky wall graphics and metal furniture with laser-cut lace patterns. Bright, shiny colours are leading to a demand for glossy furniture – smooth, shiny surfaces and high-gloss lacquered fronts on cupboards, chairs and tables. Chairs and sofas covered with lacquered leather and upholstered furniture with high-gloss elements teamed with matt upholstery are right on-trend. In lighting, a strong theme is oversized lamps and shades, for statement pieces in the room. And wallcoverings are more flamboyant this year, with plenty of colour, abstract prints, and nature-inspired prints of flowers and trees. This trend continues into furniture, soft furnishings and other accessories. Designers are playing with ideas this year, blurring the borders between professional production and technical ornamentation. Pieces look handmade when they’re not, and materials are combined to contrast with each other. New looks for old classics are appearing: new interpretations and re-editions of classic designs give a quirky, amusing and striking update to traditional furniture. According to the Crown Trend Panel - a collective of creative people who provide insights into interior and colour trends, the hot topics are: • thrift • recycling • rescuing • renewing
People are beginning, whether out of financial necessity or desire, to take old accessories and materials and use them for entirely new purposes - making do and mending rather than buying new. The colours are diverse to reflect this trend, with winning combinations of cool greens and pale yellows offset with intense flashes of red and orange. Reusing embraces the unusual and individual and creates a miscellaneous haberdashery of colours and designs that sit stylishly out of context. Enhancing MDF with LaserCoat surface finishes The “LaserCoat” research project, led by FIRA and jointly conceived with TRADA, is a three-year, collaborative research effort consisting of eight academic, research and commercial organisations and part-financed by the Technology Strategy Board. LaserCoat involves using a laser to transform MDF, giving it a surface finish that looks like some of the most expensive wood grains. The project offers huge potential for commercial use, as well as maximised use of materials, since waste and previously unusable wood can be made viable. MDF is well known for its versatility in the furniture industry. It can be used in many ways including cabinet carcassing, office furniture, work surfaces and bespoke items, as well as being incorporated into the built fabric of new-build housing as flooring, skirtings, architraves and joinery components. It’s a cheap alternative to wood which responds to variations in humidity expected in an internal situation far more uniformly; however the main downside of MDF is that in its raw form it’s unattractive, featureless and needs finishing. Previous solutions for creating a grain pattern have been time-consuming and labour-intensive – and therefore expensive. In essence, the LaserCoat project developed a method which exploits the directional and focusing abilities of lasers and the thermosetting properties of stoving powders, where a layer of dry powder is “sprayed” onto the surface of the substrate and selectively “sintered” or “consolidated” into the required design using a highspeed scanning laser. Any un-sintered material can then be blown off with an air line and recovered. The LaserCoat process can be used effectively for the sintering of complex designs such as logos, client names etc, which has received interest from a number of joinery companies involved in bespoke work. Equally, it can be used directly to etch designs or patterns into low-grade substrates, and can be painted using a conventional opaque coating, which allows the etched design to grin through. This process is seen as offering a remedy to an existing problem within the joinery industry, where exposed finger-joints can be masked using a relatively simple process. The process also promises to allow MDF which has been etched with a wood grain to be used with a translucent coating in a very convincing manner – which may have the effect of extending its use within the building sector. The LaserCoat project is nearing completion and is continuing to show promise – particularly in respect of the finding that, by directly laser-sintering a powder coating which has already been thermally cured, it’s possible to effect a subtle colour change under the path of the laser. The effect is a pleasing artificial colour rendition of a grain pattern, which can be used to add value to visible components around the house, such as architraves and skirtings.

A series of workshops held at Warwick University with delegates from the furniture and flooring industries confirmed the commercial viability of the project. Feedback was unanimously positive, and delegates were enthusiastic about the potential for many areas of the furniture industry. Reducing emissions by developing sustainable flame retardant products REDFR is a three-year research project, to be completed in 2010, which aims to develop novel environmentally sustainable nonwoven fabrics composed entirely of recycled fibre material and sustainable flame retardant treatments. This flame retardancy system will be applicable for a wide range of textile fibre mixes. In this way it maximises the available material for processing by converters within the textile industry. There are plans to promote improved solid-waste resource efficiency through by enhancing the process design and implementing innovative supply chain management of low-grade clothing waste. Only 62,000 of the estimated 1.2 million tonnes of textile materials entering the waste stream in the UK are currently recycled. Therefore, the recovery and use of materials that are currently discarded will increase dramatically within a sector that is struggling to maintain its feedstock supply routes. A further improvement is the reduction of harmful emissions by substituting conventional liquid-based flame retardant technologies with sustainable alternatives. The performance of these alternatives will be benchmarked against the current industry standards. Led by FIRA and funded by the Technology Strategy Board, REDFR is a collaborative effort which draws on the expertise of a team of member companies, each providing unique knowledge and input to the project: •

FIRA publishes new guide to flammability Fire safety of furniture and furnishings in the home - A Guide to the UK Regulations
FIRA’s flammability specialists have created a guide to flammability on behalf of the BFC, with valuable input from BFC members and other industry experts. The Guide covers the flammability requirements for all upholstered domestic products including sofas, armchairs, beds, mattresses, mattress toppers and some outdoor furniture. It provides comprehensive advice on the requirements for manufacturers of fabrics and foams as well as the manufacturer or retailer of the final product. Essential for all manufacturers, importers and retailers, the Guide is available as a download from FIRA’s website (www.fira.co.uk). Besides the clarifications and updates on new technology, there is an informative Frequently Asked Questions segment, together with sections on individual products. Testing The performance of PVAc ADhesives
New European test to assess Resistance to Sustained Load PVAc adhesives are used extensively in the construction of woodbased furniture and often the first choice for general assembly of products such as tables and chairs, kitchen doors, cabinets and so on. However, the selection of the right grade is vitally important to ensure satisfactory performance across wide ranging service environments. This class of adhesive needs to exhibit good shear strength properties and these characteristics have been long established via testing according to BS EN 205: 2003 Adhesives – Wood adhesives for non-structural applications - Determination tensile shear strength of lap joints and BS EN 204: 2001 Classification of thermoplastic wood adhesives for non-structural applications. However, for many years a European test to examine the sustained load properties of PVAc adhesives has sat in the committee rooms under discussion but not been implemented until more recently. Prior to this an old British Standard (BS 3544: 1962 Methods of test for polyvinyl acetate adhesives for wood (sustained load test for PVA adhesives) and BS 4071: 1966 Specification for polyvinyl acetate (PVA) emulsion adhesives for wood) was the sole official method of examining resistance to sustained load properties of PVAc adhesives. Whilst established as a test of merit in the UK, it was less well known or adopted worldwide. Why is this so important? Well, in simple terms PVAc adhesives can be regarded as a ‘plastic’ type synthetic polymer in a water-based emulsion and as they lose moisture during cure they form a plastic coating between the wood surfaces. Essentially the plastic binds to the wood fibres and additionally fills up the small voids present in a joint, for example around the flutes of a dowel in a chair joint. The aim is to ensure adhesives will be strong enough to prevent movement between the bonded components of a joint to minimize potential failure over the long term. However, one aspect of concern when using PVAc adhesives is their performance under continuous loading and the associated

resistance of the cured ‘plastic film’ to resist ‘creep’ or permit movement within a joint. Different adhesive formulations, assessed at FIRA over many years, have exhibited wide ranging performance in this respect. Typically many would meet the dry dynamic shear strength requirements of test (EN2014/205) but were found more variable when subject to long term sustained load or ‘creep’ test as is was affectionately known. Hence the importance of this type of test for wood-based joints subject to stress from such sources as dimensional changes of the wood and external loading, for example in chair rail joints. In addition to the general shear strength testing of adhesives FIRA is now also in a position to offer the new ‘European Creep’ test as detailed in BSEN 14256:2007 Adhesives for non-structural wood applications - test method and requirements for resistance to static load’. A number of companies have been issued with a FIRA report and certificate for this test – thus providing an effective promotional method of establishing the quality of products in a competitive market. The test requires beech wood panels, bonded with the test adhesive, to be machined and provide test pieces of overall length 150mm and having a central overlap joint of 20 x 20 mm. Ten test piece assemblies are then positioned in a test rig such that the individual test pieces are subject to static load in a three point bending configuration. The adhesive under test must achieve a mean endurance of 14 days under a static load of 30kg. Indications are that test is less onerous than the BS test on which it is based but satisfactory performance in the test should still afford a satisfactory level of confidence in the performance of PVAc adhesives subject to long term loading and used for furniture applications. Ensuring products are fit-for-purpose: FIRA’s Certification Scheme for School Furniture This new scheme was introduced by FIRA in 2008, and is the first for educational furniture. Certification is awarded for products where standards are surpassed, and includes ergonomic, technical and sustainability factors. As a universally accepted standard, it provides a blueprint for fit-for-purpose, flexible and ergonomically designed furniture with a proven track record. Despite the fact that children spend around 15,000 hours sitting down during their school years, it’s well documented that some school furniture is not suitable, and children can suffer from cramped posture and back pain. FIRA’s scheme gives definitive information where none was previously available, allowing schools to identify furniture which is fit-for-purpose, flexible and ergonomically designed. Community Playthings, which designs and manufactures products for the early years and primary education sector, was the first company to achieve the FIRA Certification Scheme for School Furniture, awarded for its Woodcrest Chair Range and MultiTables Range. Design changes were made to meet the requirements of the recent European standard EN1729. For instance, a new size of Woodcrest chair, a laminated hardwood veneer chair, was introduced in order to provide a full range of chair sizes for children throughout their learning years. Similarly, the leg heights of the MultiTable were altered to meet height requirements in the new standard, and adjustable legs were clearly labelled for easy recognition of sizes. The company also revised guidelines on selection of appropriate furniture for each age group, to ensure a correct fit and reduce the number of returned items. As part of the scheme, Glebe First and Middle School was visited. Their furniture was selected in discussion with Community Playthings to ensure that correctly sized chairs were purchased for each age group, and the school also made use of the variety of tabletop shapes, combining smaller half circle and rectangular tables to create large group tables. Head teacher Mrs Barrett says: “Since the new furniture was introduced, there have been visible improvements in terms of student output.” Morleys of Bicester have
achieved FIRA Certification Scheme for School Furniture for their Alpha range of school furniture, which includes fixed height and adjustable tables and chairs. While originally a product range for secondary schools, Morleys have expanded their Alpha range during the certification process to include tables and chairs for primary schools. Morleys are committed to continuous improvement of the Alpha range and are going to increase the number of products with FIRA Certification Scheme for School Furniture as they are added to the range. Colin Robinson, Director of Buying at Morleys, says: “When buying educational furniture it’s extremely important that the products are fit-for-purpose. The fact that comfort, flexibility, strength, stability, style and design are all important may sound obvious, but there is more to this than meets the eye. Today there is an enormous choice of educational furniture available and there are a number of key considerations that need to be taken into account. Compliance with the FIRA Certification Scheme for School Furniture ensures that the relevant standards have been surpassed and I am sure that the industry and end-users will welcome this new scheme.”

Designing for public sector clients: Healthcare sector needs special consideration At Carleton Furniture Group, based in Pontefract, West Yorkshire, they know a lot about satisfying customers in the public sector. The company specialises in the project-driven contract furniture market, and has plenty of experience in the military, healthcare and education sectors. In 2007 Carleton embarked on a project for Runwell, in Essex, a new-build secure mental hospital for short, medium and long-term patients. The project has been challenging in many different ways, according to design director Alan Bennett. In the first stages, two Carleton designers were involved in putting together a three-dimensional design – and the specification has changed four or five times since then. The project has taken hours of planning and co-ordination, and numerous drawings needed to be done. The work is incredibly detailed and totally bespoke.

FIRA Public Sector A complicating factor is the number of specifiers in the picture. The main client is Countrywide Healthcare, but Carleton also needed to take the requirements of the facilities company, the local NHS Trust, and a hospital user group into consideration. And often, in a new building such as Runwell, the furniture is not specified until the latter end of the contract schedule. Weather conditions often have an effect on timing, and budgets may have to be reviewed by the time the building is ready to be furnished. So where, as in this case, the furniture needs to be fitted to the building, it’s important for the contractor to be very flexible indeed. At Carleton, for instance, every product is assembled only 48 hours before it goes on the delivery truck. Some very specific requirements were part of the Runwell contract, which was to provide the furniture for the residential parts of the building. The hospital accommodates patients with varying needs, and there are individual male and female rooms in different areas of security. All the products went through a “destructive” test, and many products had to be manufactured to deter self-harming; some rooms have drawers, some don’t, for example – the same principles apply to handles. Wardrobes needed to be designed with anti-ligature features, and all the fittings are anti-tamper.

As some patients are partially-sighted, some units were made with darker edges so that they can be seen more easily. All the products are fully-fitted without voids, and wardrobes had to be bolted to walls. According to Alan Bennett, clients are looking for a number of things: they want interesting design features, but they’re also keen on products which last longer, and are easier and cost effective to replace. Flexibility is important, as plans and schedules can accelerate or decelerate depending on the many factors involved. Often in the public sector arena, though, competition is fierce, with clients looking for best value. “When we won the contract for Goodricke College at York University,” says Alan, “we demonstrated that we offer many years of market experience and a reliable service. We keep to schedules and to plans, and we have our own design and space planning teams. Our aim is always to deliver on time and to budget.” This particular project also involves a new building, and the company is providing furniture for all the residential areas, involving 600 bedrooms, 63 kitchens and break-out areas too. It meant dealing with a large number of interested parties, as well as the main client. “In one planning meeting, there were 18 people,” says Alan Bennett.

Senator improves bottom line with Furniture Industry Sustainability Programme The Furniture Industry Sustainability Programme, or FISP, is the trade’s premier forum on all environmental and sustainable issues. Launched in 2006, the scheme gives companies a competitive edge, improves efficiencies and helps create new market opportunities. Also, it is becoming more common for such initiatives to be specified in contract tenders and retail specifications, in particular the NHS now specify FISP accreditation. The next step was to look for outlets to accept the different types of waste – some of whom even paid for it!

The company installed compactors at all its sites to reduce the volume of waste in skips, halving the collection cost immediately. Landfill costs are set to increase by around 20% per year for the next 4-5 years, so savings made now will save even more in future years. Another cost-saving initiative was to change to ‘product-specific packaging’ so that the optimum packing method is chosen according to size, weight and shape, as well as the relevant distribution channel. A system to coordinate waste from all its factories into a specialist recycling unit has resulted in Senator now collecting packaging from its customers when delivering products, while its suppliers bring their waste packaging when delivering to the company. Since its inception, Senator Recycling has: • increased the amount of waste recycled from 371 tonnes in 2006 to 1,200 in 2008 • at the same time the amount of waste being sent to landfill has dropped from 70% to 30% in the same timeframe. • most importantly of all for Senator, the extra savings generated by recycling activities since 2006 are running at £200,000 every year – the equivalent of an extra £4 million of turnover. A new standard for kitchens
UK kitchen industry is growing while imports are constant, says latest Statistical Digest A new British Standard for the strength and durability of fitted kitchens will affect all manufacturers, and especially those supplying the social housing market (council and housing associations). This is a key market for the kitchen industry as it’s a real volume purchaser of kitchens. Because the kitchen is supplied as part of the fixtures and fittings of the house it may be subject to more abuse in a social housing situation than the normal domestic situation (the user is supplied it, rather than buying it for themselves and so has less ownership of it). To combat this, the social housing market generally insists on a higher standard of product and demands that product meets the most current standards. BS 6222-2: 2009 Domestic kitchen equipment. Fitted kitchen units, peninsular units, island units and breakfast bars: performance requirements and test methods have now combined the requirements of two previous standards into one. The strength and durability requirements for the fitted kitchen carcasses and components, and the requirements for breakfast bars and peninsular units were previously contained in: BS 6222-2: 1997 Domestic kitchen equipment. Specification for structural performance requirements and methods of test for fitted kitchen units BS 6222-5: 1995 Domestic kitchen equipment. Specification for strength requirements and methods of test for peninsular units, island units and breakfast bars which has now been withdrawn. As well as combining the two existing standards, the new standard incorporates tests for appliance housings and carousel units. These requirements were previously only available as FIRA Test Methods, however FIRA’s expertise and knowledge has once again

been recognised, and these FIRA developed tests, long adopted as the industry standard, have now been incorporated into the British Standard. Furthermore the standard now references the test methods contained within ISO 7170 – the state-of-the-art test method document for storage furniture. It is recommended that manufacturers test all new models to the new standard. In addition, as there are some subtle changes to the requirements, it is also recommended that carcasses that have been certified compliant to BS 6222-2: 1997 are resubmitted for assessment to the new standard. Taking the first steps towards CSR FIRA’s Environmental Consultant Alun Watkins discusses what it means for the furniture industry to shoulder Corporate Social Responsibility. Corporate Social Responsibility (CSR) may sound grand, grandiose even, but it is a phrase in danger of becoming seriously undermined because it is often misunderstood. Part of the confusion lies in the number of different ‘labels’ under which it has been filed: Sustainable Development, Responsible Business, Ethical Business, Corporate Responsibility, all with the same goal, but all in their way meaningless if companies plan to pay only lip service to them. CSR is not just about giving to charity at the end of the financial year and being on good terms with your neighbours. It is all about business ethics. Business in the Community defines CSR as: ‘The process by which a company manages, measures and reports on its commitment to improve its positive impact on society and the environment.’ Succinct indeed and is there a ‘get out of jail free’ card buried in there too? Making a commitment to CSR is admirable but delivering that commitment may seem daunting when you look closely at the three pillars supporting it: the economy, society and the environment. The scope is huge – so where do you start? Think of the CSR process as a tool, not a straitjacket and it might start to bring order to confusion. It should not be a quantum leap for companies to embrace CSR principles if they are already responsibly and ethically managed. And there are benefits to be gained, including improved reputation, higher profits, more effective recruitment and greater retention of employees. There are also marketing benefits, as CSR can provide unique selling points in a crowded market place. The elements of a good CSR system will include first and foremost stakeholder engagement. Without it you will struggle to understand the concerns and expectations of all those people and organisations that affect and/or could be affected by your company’s activities. It will also encompass the following key elements: 1. Strategy Identify your important CSR issues. These will inevitably be linked to your core business management strategy. Any attempt to improve CSR performance should be based on a sound strategy with achievable and realistic targets.

2. Governance CSR policy must have the backing of the board. Preferably a board director will have been made responsible for this policy. 3. Performance Although top management must be seen to be responsible for it, CSR is very much a company-wide issue. The use of a recognised management system may assist in ensuring that monitoring and measuring is conducted effectively. 4. Public Reporting Being open and honest about your current and future position is vital. Reporting is often done in the annual financial report, or in a standalone CSR report. 5. Assurance More and more companies are seeking third-party approval of their report. Companies need to ensure that they use a reputable organisation with experienced CSR professionals to assist in the verification of their reports.
CSR and the furniture industry
CSR can be broken down under three main headings: Legal compliance, Environmental and Social and economic. Initiatives such as certified environmental (ISO 14001:2004) and health & safety (BS OHSAS 18001) management systems, chain of custody systems for timber procurement (eg FSC/ PEFC) and general ethical procurement policies are all relevant to CSR. FIRA has responded to the growing need for companies of all sizes to embrace CSR principles by establishing the Furniture Industry Sustainability Programme (FISP). It provides an essential stepping-

stone towards full CSR by recognising that businesses may already have in place some of the elements of a CSR strategy. It enables them to build on what they have, by offering two levels of membership depending on how advanced a company’s sustainability programme is at the time of membership. It also recognises that the ability to prove sustainability credentials is becoming more and more important when securing sales and meeting tender requirements. The initiative is backed by the entire furniture industry, recognised by manufacturers, retailers, specifiers and suppliers alike. FISP membership demonstrates that a company is taking its environmental and corporate social responsibility obligations seriously. It also offers, we believe, several additional benefits, including enhanced customer confidence through independent endorsement, as well as differentiating companies and their products from competitors. All members receive a sector specific manual providing comprehensive advice, examples and checklists on all relevant sustainability issues. CSR is more a journey than a final destination. Better to arrive in tiny steps than not at all.
