under the control of the Federal Government. They are matters under the exclusive legislative list, meaning that only the Federal Government makes laws on them, and also implements those laws. The 1999 Constitution has them as Item 2 on that list. IN a way, it would be accepted

that depending on what the Federal Government considers to be the security situation in the country, it could take measures within the law, to regulate the use of arms and ammunitions. FIREARMS Act, Firearms Act - CAP. F28 L.F.N. 2004 (Laws of the Federal Republic of Nigeria)

is explicit on who can make a proclamation, or an order to prohibit the possession of arms. There are no provisions for the delegation of those powers. We think this matter is so important that every care should be taken in its execution. ACCORDING to Section 36 0f the Act, “(1) The President if he thinks fit may at any time
