Is there a future?
High Streets across the country have been evolving for many years - Southend High Street being no exception. Originally ‘The High Street’ mostly a range of terraced three and four storey housing to cope with the burgeoning population of Southend transformed into the retail shopping area we know today. During the 1960s, 1970s and 1980s, Southend High Street was one of the most highly valued (in rental value) High Streets in the UK outside Central London.
Why the change? At my last count there were 22 vacant shop units in the High Street with boarded-up shop fronts and to-let signs with so called ‘street art’ on the boarded-up units. The High Street looks a very poor shadow of years gone by. The Government could and should do far more to alleviate the problem. Rateable values based on the rental value of the property remain so high that potential occupiers will not take a lease setting up a business with a high payment in business rates to the local authority. The rateable August 2019
value assessment is dealt with by the Valuation Office Agency, a Government department which for a number of years has steadfastly refused to accept that the High Street requires radical reduction in rateable value and rates to attract businesses starting up or relocating. A number of units have been let with rents equating to £30-£40 per square foot compared to the all time high in the early 2000s of £130 per square foot. This has not been taken into account by the VOA setting rateable values in 2017. The VOA are under instruction from Central Government to resist substantial falls in rateable value. The Government has to obtain revenues from somewhere and business rates across the nation are a contribution to the Government coffers of £30 billion per annum. This could be reduced to half, based on true and fair rateable values, not just in Southend but across High Streets in general. This is not the fault of Southend Council, but HM Government. However, car parking charges should be reduced by the

Council in order to discourage out of town shopping. It is also true to say rents for many years were too high and unsustainable given the onslaught of retail sales on the internet which are more than 25% of non-retail sales.
It is admitted that this is really beyond the control of Southend Council as the problem is very much private sector based with the exception of the Government intransigence relating to business rates payable.
Property values There needs to be a readjustment of rental values and in the long term this problem will resolve itself. Landlords will have to adjust their sites to accepting lower rents. Upper accommodation above retail units in the High Street are now gradually being converted to self-contained flats. This is good news, but this has only occurred as a result of falling market values making a conversion to residential more viable. Leases need to be shorter; we are now living in a fluid changeable society. Rents should also be paid monthly and not quarterly to assist the cash flow of a start-up or even an established business. Short term tenancy agreements should be permitted. Longer leases currently contain provision for upward only rent reviews which should be abandoned, all rent increases based on the cost of living CPI index. 10
Market values of retail properties will be required to be adjusted. Price falls of 20-40% cannot be ruled out. Overall, this may be bad news for landlords but would be of great benefit to the nation as whole. This would encourage small businesses to start up in places like Southend High Street. Family businesses could operate once more as was the case during the 1920s to 1960s. To an extent at least this is beginning to occur in Southend but the whole process needs to be speeded up in order to bring life back into the High Street.
It is true to say Central Government has assisted small businesses by not making assessments for business rates where rateable value of the premises falls within certain criteria. This has been a great assistance to shop properties elsewhere in Southend in secondary and tertiary locations but has not assisted the High Street as rateable values are greater. I am convinced the High Street could be rejuvenated and small local family businesses could once again operate profitably serving the community and bringing an attractive centre to Southend. To help you take that perfect picture, Keith has a few hints and tips to help you on your way:
• If you have a case on your smartphone, it’s best to
take it off and give the lens a wipe before shooting. and late afternoon/early evening.
• Unless it’s setting, taking a photograph directly into the sun can be dangerous for eyes and can also cause flare in the lens. Avoid this by shooting away from the sun or side-on to it.
• Wildlife often moves quickly so use the ’sport’
setting on your camera and a fast shutter speed setting. If your subject is moving across your vision then move your camera with it while you take the photo. This is called ‘panning’.
• Remember the ‘rule of thirds’ when composing
your shot, i.e. a shot looking across land out to sea usually looks best if either the sea or the land take up two thirds of the photo.

Essex police town centre teams Monday 22 July saw an increase of officers across the county with Town Centre Teams. Essex Police’s investment will place officers in 23 locations across the county including: Canvey, Rayleigh, Rochford, Southend and Wickford. As part of the force’s dedication to visible, frontline officers, the 58 constables across the county will tackle the most prominent issues in local communities, making for a safer county and stronger relationships with the public. Officers in Town Centre Teams will focus on community concerns, including drug dealing and antisocial behaviour. Under the guidance of their sergeants, they will work closely with local businesses and support groups to get to the root of ongoing issues and tensions and investigate appropriately. They will proactively seek opportunities for partnership working to highlight the crucial work taking place in local spaces, giving voices to communities across Essex.
Town Centre Teams Speaking about the creation of the Town Centre Teams, Chief Constable BJ Harrington, said: “My priorities for

Network Marketing Busting a few myths What’s so great about network marketing then? I had the same thoughts when I first came across it a while ago now. My Journey
My journey in network marketing started over five years ago now and I was very skeptical at what I had believed it was at first. I’ve learned so much since i've been on this incredible journey. Norman Rockwell (1894-1978) was an iconic American Illustrator, who illustrated covers for The Saturday Evening Post for 47 years. The public loved his often-humorous depictions of American Life. In January 1941, USA President Franklin D. Roosevelt gave one of the most important speeches of the 20th Century. This inspired Rockwell to produce four paintings to illustrate the “Four Freedoms”. My Summer survival guide ‘Going anywhere nice on your holidays?’ The question may be a hairdressing cliché but I admit, it is used a lot. To be fair, with the kids now off school for six weeks, it is a perfectly reasonable question. Especially as for many of us, the long summer break represents a chance to travel, kick back and soak in the sun. However, August in foreign climes can be challenging. Not all of us are blessed with a Love Island contestant’s physique and temperatures in the mid to high 30s, or higher, can present a series of problems for your skin. The most obvious concern is sunburn but other issues, such as humidity and sweating, should be considered.
Greater Humidity
Ironically, greater humidity can be a godsend to people who have dry or dehydrated skin. You may be able to briefly see an improvement in your skin’s condition but if you’re not drinking enough water and knocking back the local coffee and booze instead, you’re in for more than a banging headache. It’s a given that heat makes us sweat. The result of which can be unsightly spots. In these circumstances, the obvious and most sensible thing to do is wear breathable materials, like 100% cotton, stay hydrated and cool, and shower whenever you feel that layer of sweat clinging to you. If you’re sunning yourself by the pool, regular dips
will lower your core body temperature and help to prevent heatstroke. Apres sun, if you begin to see the early signs of spots, use a salicylic acid cleanser (available locally in places like Boots and Superdrug) as a wash for the affected areas of your skin.
UV Rays
Summer is, of course, the time when we are most exposed to dangerous levels of UVB rays – whether at home or abroad. UVB rays are the type of UV ray that cause sunburn and can cause irreparable damage to skin cells, so prevention is always better than attempted cure. It is good sense to make sure you’re wearing an SPF of at least 30 that protects you from both UVA and UVB everywhere that could be exposed to light. If you’re fair-skinned, my advice would be to opt for factor 50 sun cream or moisturiser. Finally, heat rash can be a real pain. Soothing, calming ingredients are key to easing this condition. Probiotic cleansers and moisturisers are your friend; exfoliating acids and scented, stripping products are your skin’s worst enemy when heat rash strikes. Sausage and Egg picnic pie
This recipe was from one of my cookery demonstrations and was a firm favourite with everyone. It’s fairly straightforward to make and if you have visitors, serves a crowd.
Ingredients: 6 medium free-range eggs 600g/1lb 6oz good-quality Lincolnshire pork sausages, skinned 2 small dessert apples, peeled, cored and roughly grated Bunch of spring onions, finely chopped Small bunch of fresh flat leaf parsley, chopped 1 tbsp each freshly chopped thyme and sage Large pinch cayenne pepper ½ tsp each salt and ground white pepper 1 tsp ground mace or nutmeg ¼ tsp freshly ground black pepper 3 tbsp crème fraîche
2. Split the sausages, remove the skin and break up the sausage meat into small pieces, then place in a bowl. Squeeze as much juice as possible from the grated apple, then add the apple to the sausage meat. Mix with all the remaining ingredients, except the remaining egg and the pastry. 3. Unroll 1 sheet of the pastry onto a large baking sheet lined with baking parchment. Arrange half of the sausage filling down the centre of the pastry, leaving a 5cm border, then arrange the whole peeled eggs in a row on top, lengthways. Top this with the remaining filling and shape with your hands to cover the eggs.

1. Preheat the oven to 200°C/fan180°C/gas 6. Place 5 of the eggs in a pan of cold water and bring to the boil, then simmer gently for 3 minutes for softboiled. Plunge the eggs into a bowl of cold water and leave to cool completely before removing the shells. Set aside.
4. Crack the remaining egg into a bowl and beat gently. Brush some over the edges of the pastry. Unroll the other sheet of pastry and drape over the sausage filling and press down well to seal in the filling. Trim the pastry and crimp around the edges with a fork, or between your thumb and forefinger. Brush the top of the pie with the remaining egg and make a hole or several slashes in the top to release the steam. Chill for at least 10 minutes, then bake for 55 minutes-1 hour until golden brown. 5. Remove from the oven and set aside to rest for about 10-15 minutes before cutting into slices. Serve with the crunchy tomato gratin, the homemade salad cream and some dressed leaves. To get ahead: The completed pie will keep for up to 2 days in the fridge.

Do you own a conservatory not fit for purpose? There are literally many 1000’s of home owners throughout the UK who own a conservatory, it is without doubt that a high majority are totally inefficient during the summer and winter months.
