What Parking Problems? by Cllr. Ron Woodley

H

ardly a day goes by without a letter in our local press criticising absurdly high car parking charges, local parking restrictions or the enforcement officers. It seems that the one thing that most residents agree about is that they are not happy with parking arrangements in our town. We heard howls of anguish from High Street retailers, even before the credit crunch struck, as our Council raised car parking charges to more and more ridiculous levels. It has long been the case that it is cheaper to drive to Lakeside or Bluewater and park free for the day, than save the fuel and pay car park charges in Southend.

We have yellow line restrictions all over the town, but whilst most of these were introduced for laudable reasons many residents have regretted their introduction where they have been seen to bite back. A classic example of this is the introduction of one hour parking restrictions in the vicinity of railway stations to prevent commuters’ cars from cluttering up roads all day. Obviously commuters avoid these streets, but this doesn’t prevent penalty tickets being issued to residents and their guests who have not diligently watched their clocks. Appeals are futile, reinforcing residents’ views that the restrictions are not for their benefit, but merely for the benefit of the Council’s coffers.

To add insult to injury, the Council recommended the building of a massive new retail park, with its own free car park adjacent to the new football stadium. Yet again we have muddled policy.

It is obvious with each day that passes that we need a comprehensive solution to the towns parking problems. Many towns and cities have dealt with more difficult parking issues than If the Council were serious about supporting those that exist in Southend. each year? Most residents of the 3,750 new dwellings that have been built within the town in recent years will have their own cars. All these new drivers are adding to the pressure on Southend’s roads and parking facilities. We must be more realistic in our approach to planning – even in a recession cars are not going to go away. Before the oil runs out we will be driving cars powered by alternative means. We need to accept that we are never going to have an efficient integrated public transport system. We need adequate roads and adequate car parking and it has long been obvious that our town has neither. These are the long term problems that need to be addressed, but short term there is much we could do. We first need to recognise that the Council currently raises £5.5 million in car parking revenue annually. Although in the current recession I suspect these have dropped dramatically. Whatever changes are introduced, these changes will need to provide similar income. It has been suggested that the council adopt a ward by ward zoning scheme that would remove many of the penalties being levied upon residents living in areas with localised restrictions. Parking permits would be issued to all households for an annual fee. Whilst the localised

parking restrictions would be maintained many of them would not apply to those residents displaying the appropriate parking permit. The residents parking permit could also entitle the holder to park free in town centre car parks throughout the year. At a stroke we could banish irritations that many residents suffer whilst simultaneously providing a real impetus to High Street retailing. Free parking would encourage residents to visit the High Street more often and actually browse the shops, rather than just rushing in and out for one particular item. The previous Portfolio Holder for Roads and Transport recently commented that she was seeking a solution for the parking problems in roads around the hospital. Properly introduced, the scheme outlined above would solve the problem. This scheme was suggested to the Council when I was first elected 3 years ago. To date there has not been any attempt to assess its viability or to contact me to discuss further. Need I say more?

I’m outta hair! by Craig Smith

B

efore a bad haircut reveals itself in the mirror it may be time to take a closer look at your relationship with your stylist I was chatting over a drink with a friend and he recounted a horror story from 1990. It was during the World Cup of that summer and he was working for The Guardian newspaper. Needing a trim for the warm weather he popped into his regular hairdressers and when asked what he’d like done he said,“Something short and neat. Just don’t make me look like Gazza…” Thirty minutes later, looking like a thin, besuited version of the Geordie midfield maestro he was being ridiculed by his colleagues and realising it was time to make a switch. Sometimes before things become that extreme, the best thing you can do for yourself and your hair is change your salon. If you’re stuck in a rut or unhappy with recent results you, like my pal, might like to look elsewhere. This is easier said than done. Finding the perfect salon for you can be confusing and not a little stressful. Fear not folks, here are my Top Tips for headhunting your ideal hairdresser. Don't randomly pick your new hair stylist out of the Yellow Pages because their ad’ looks great or you like their punning shop name. These won’t tell you anything about how good they are - only that they know how to advertise. Referrals from family and friends are an excellent way to begin your search, but don’t stop there. A particular stylist or salon may do a fantastic job on your Cousin Sharon's long layers, but still not be quite able to pull off your short, textured crop. That does not mean that your cousin's hair salon is inferior

in any way. It just means that you need to find a hair salon that is more suited to your particular style and needs.The best thing to do is to ask people with hair styles similar to what you want, where they go and are they 100% happy. Be prepared to ask complete strangers you’ve spotted while out shopping in the Broadway. I bet they’ll be chuffed to bits you noticed how cool their ‘do’ is. Okay, you’ve picked a salon to try – now it’s time to book a consultation. Every good salon should offer this service, and it should be free – at my shop Grateful Heads, we won’t even lift a pair of scissors until we’ve had a good chat with every new or potential client about their hair type, styling preferences and colour. A consultation gives you a chance to get a feel for the salon before committing to a particular stylist. This is important because a rash decision could lead to a regretful experience. Treat the consultation as something of a job interview and you’re the boss. Tell the stylist what you want and see if the advice and feedback is professional, backed by experience and not a little creative flair. As Gok Wan would say, ‘it’s all about the confidence!’ Before you climb into the chair have a leaf through their portfolio and check out the ‘before and after’ photos. This will give you a good idea of what they can do. The only thing that should be dirty in a salon is a customer’s laugh and what’s on their mind when you’ve given them a ravishing new style. Look closely around you, are the combs and brushes clean, are the towels fresh and is the floor regularly swept? If the stylists don’t take enough pride in their salon to keep everything fresh as a daisy, why should you trust them with your pride and joy?

In my opinion, your relationship with your stylist should be one of the closest in your life. Afterall, there is something very intimate about allowing someone other than your partner or a very close family member touch your hair. First impressions are powerful and generally correct. Start off slow in your new relationship. Go in for a light trim, or have your hair styled for a low-key event before going full force with a whole new cut and colour.This is a good way to test the water and see if you and the stylist click. If you’re happy with the experience and the results, you've found your new hair salon. Be patient, it may take a little trial and error to find the right place for you. But always remember though, choosing the wrong hair salon is not a death sentence - simply brush yourself off and keep looking. To Buy or not To Buy?...... By Stuart Winder ADI

I

n a recent issue, I set out the various types of finance available when choosing your next car. Although I explained the options, I didn’t cover the pros and cons. Perhaps the best way to do this is to describe my experiences as a car buyer over recent years.

Ownership of the problem I needed my car for work which had to be kept roadworthy at all costs. I started with a cheap and cheerful used car which I kept for a year longer than planned in an attempt to keep costs down. I failed to the tune of £2500 in clutches et al! Enough for a new car and change…

leaving me to pay extra to settle the balance. This is unusual, I was unlucky. Typically!

Seeing the light Last December I entered into a contract hire agreement on a brand new Peugeot 308. The payments are exceptionally low because I'm paying for the use of the vehicle instead or purchasing it outright. I now enjoy the comfort of low fixed monthly payments with no hidden surprises along with a 3 year warranty, 3 years road tax, breakdown and maintenance costs included All I do is insure it, add fuel and make sure I know where the recycle bin is before I drive off!

For The Dressing 1 tsp Dijon mustard 2 tbsp balsamic vinegar 6 tbsp extra virgin olive oil 1 tsp caster sugar Salt and pepper

Method: 1. Preheat the oven to 180c/fan 160c/gas 4. Season the chicken breasts, heat the oil in a pan and cook over a medium heat for 5-6 minutes until golden all over. Transfer to the oven and cook for 10 mins or until cooked through. Set aside.

2. To make the dressing, take a screw top jar (a jam jar will do ) and add the mustard and balsamic vinegar. Give this a shake and then add the olive oil, sugar, salt and pepper. Shake again until the mixture emulsifies and thickens slightly. Taste and adjust the seasoning, you made need a little more sugar, salt and pepper.

Chicken Salad with Prosciutto and Mozzarella

asy summer salads are what the next few weeks are about. Don’t spend too much time in the kitchen but enjoy the warm summer evenings. ( well we hope so ) This salad can be made for a simple lunch or could be served on a big platter as part of a buffet. As a tip you could always buy a ready cooked chicken.

3. Slice the chicken into strips. Place the rocket on a serving platter and randomly scatter the chicken, prosciutto and mozzarella over. Cut the figs into quarters and tuck into the salad. Season with a freshly ground black pepper and then drizzle over the dressing. Serve immediately with some crusty bread.

ust when you thought they killed the predator franchise with a sequel to Aliens vs Predator, the Sci-Fi action once again returns to our screens with Predators. With a fresh director and new cast, we see an attempt to re-boot the classic though the director, 'Nimrod Antal' has only directed a couple of mainstream films before this, so taking on something this massive could be a tall order…. Predators, put simply, tells the story of a small team of Soldiers who are tracked and hunted by the space age species, 'Predators' With a cast including Laurence Fishburne and Adrien Brody I really hope they pull all the tricks out of the hat to prove to me - and the hardcore Predator fans - that this franchise can be saved. Anyway, if you want an action filled Sci-Fi which isn't as confusing as Inception, then head this way! Release Date: July 8th Written and directed by Christopher Nolan (Dark Knight) and Leonardo DiCaprio (Shutter Island) as the main man, seriously nothing can go wrong. Inception tells the story of a character named Cobb (DiCaprio) who enters peoples’ dreams. Intriguing? I agree.

I think we can expect something similar to 'The Matrix' but have no doubt, Christopher Nolan will make this kind of film genius. This film is described as a dark, thriller, mystery, all of which DiCaprio and Nolan can pull of with ease, so be prepared for one of the most mind bending films of summer. Release Date: July 16th This is really where summer hits its prime for movies with the release of Toy Story 3. It’s been over ten years since Toy Story 2 and it is likely to beat every other film to be released this year in sales, yes, even Twilight! The original cast return to their roles, as the plot involves Buzz and Woody ending up in a day care centre after Andy leaves for college. Expect a load of new characters in the mix. One of the best things about Toy Story is how timeless it is. When it was first released it was one of those films far ahead of its time and it still feels that way today. Another admirable thing is its unique audience appeal. After being so long since the original, it will bring in both adults who experienced Toy Story the first time round and also children who will be introduced to the trilogy for the first time. I expect nothing less than greatness from this film and Pixar have never created anything less.

Cardio for Fat Burning and Weight Loss – what kind is best? by Cris Ramis

W

hen it comes to burning bodyfat lowintensity, long duration aerobic exercise is not the best option. Whilst this approach may work for absolute beginners, anybody with even the most basic level of fitness would be better off using interval training.

High-intensity interval training:

Burns more body fat as a percentage of total calories used Increases your metabolic rate both during and after training Improves fitness levels and increases utilization of fat for energy both during t raining and at rest Burns more calories in the 48 hours following training (due to your elevated metabolism)

Remember, it is total calorie expenditure that’s important and high-intensity training will consume the most calories and burn fat more effectively. Interval training involves alternating short bursts of hard effort (i.e. sprinting for 10-30 seconds) with easier periods (i.e. easy jogging for 30-90 seconds). Any combination of intervals can be used, utilizing speeds, inclines or resistance levels.

Have a comfortable recovery zone (i.e. 5 out of 10 on a scale of effort).

The earlier in the day you can train, the better. Training on an empty stomach is not recommended as you’ll end up burning muscle tissue to convert into sugar for energy. Far better to eat, let the meal go down, do your interval training and then go and eat something healthy to refuel from your efforts. Training early boosts your metabolism for the rest of the day and maximizes the fat-burning effect of interval training. If this is impractical, just do it when you can. You choose your own levels to work at, so be honest with yourself. If it’s too easy, step it up a level; if it’s too hard, just drop it down a bit. Your fitness level will improve over time. What’s the best activity? The one that you actually DO! Intervals can be performed on any piece of equipment, so choose a cardio activity that you like the most (or dislike the least) and give it your best effort.
