Not wanting to stop the momentum or take the focus away from Southend’s issues, this month I contacted Southend’s Housing Department at SBC to understand further why Southend has been disproportionately hit by homelessness.

Why

has this been allowed to happen?

January this year, I wrote an article ‘Why has this been allowed to happen?' Raising awareness of the plight of Southend’s High Street and surrounding areas. (If you missed the article visit Oracle’s ‘Latest magazine page' on its website). That article sparked a huge amount of attention, and I am pleased to say that Essex Police have since increased their visibility on the High Street, which is great news.

Understanding homelessness

in Southend I mentioned in my article that an increase in crime is not the only factor contributing to Southend's problems. The unfortunate increase in homelessness as a result of other socioeconomic factors is also burdening Southend City today. This In truth, increase has stretched local services and this is a resulted in incidents and general hostility.

I’m a huge supporter of HARP; Oracle has donated over £6,000 in the past. It appears that Southend is disproportionately impacted by homelessness, I wanted to understand why this is, so I contacted the Housing Department at Southend Borough Council.

I imagine that many of you would also like to understand why this is the case, I still find it quite unbelievable that homelessness is still happening today, considering how destructive it is to the individual concerned. The following information was supplied to me by SBC which I wanted to share: -

Challenges of homelessness

Homelessness is a very broad topic and often erroneously depicted as merely the narrow issue of rough sleeping and associated challenges. In truth, this is a very small percentage of those people who are experiencing or facing the challenges of homelessness, but unfortunately this is the image that tends to stick, and which often shapes peoples’ views. Furthermore, the conflation of things like begging, street drinking and homelessness sometimes further undermine the truth; in fact, we know that not all people involved in things such as begging are homeless, nor are all visitors to soup kitchens, and so on.

The truths of people’s circumstances are much more nuanced than the generalised tale often promoted in mainstream media. A good example of research into this, is the report Ipsos Mori conducted with the 

Why Southend?

In terms of why people who are homeless may come to Southend, there are many likely reasons. Firstly, people have always and will always move around and are not bound to the place they are usually resident.

Seaside towns, such as Southend, Brighton, Bournemouth, and many others, along with big university towns and the major cities, have a history of ‘itinerant’ populations and of supporting people with health and housing problems. This goes back to the roots of social support, political activity, faith-based communities, and seasonal labour, amongst other things. So, people often gravitate to places where they know there will be support and opportunity available, and Southend has a plethora of this

on offer through organisations such as HARP, and the many other faith and community providers operating across the city. However, just because people come to Southend does not mean they would qualify for housing here, and there are conditions to be met within our local allocations policy and, as with everywhere else, a paucity of available social and affordable housing.

Southend is more affordable

If we delve further into the issue of affordability however, this is an interesting concept and one which will reveal some clues as to why some local authorities might place people in temporary accommodation in Southend. There is something called the Local Housing Allowance (LHA) which is set by central government, and which determines the amount of housing benefit payable on property types within a local authority area.

People often gravitate to places where they know there will be support and opportunity available, and Southend has a plethora of this

Thorpe Bay & Leigh 20 mph Schemes

A

lthough a Councillor since 2018, professionally I have worked in transport, engineering, safety and the environment sectors for the last 45 years and now run my own successful consultancy in those fields. Bringing this experience and knowledge to my council work has been extremely rewarding, but occasionally frustrating as well.

The frustrations are born out of some of my peers not being able to see beyond the perceived politics of a what they see as a politician, rather than allow themselves to benefit from the insight and advice a professional consultant can offer them, which of course, is always given ‘gratis’ as a Councillor.

The most recent example of this has been the proposed 20mph zone in Thorpe Bay and the extension of the 20mph limits in Leigh on Sea. The proposed ‘zone’ in Thorpe Bay has received wide spread criticism and outrage from residents, for its excessive civil engineering of ‘speed bumps and build outs’ in conjunction with being forced upon residents without a public consultation.

Only the occasional speed table Despite my efforts, the ward councillor in Thorpe Bay, who is also the Cabinet member responsible for highways and infrastructure, refuses to engage with me or my colleagues to discuss the residents concerns and agree a cross-party way forward.

In stark contrast, the proposed scheme in Leigh is far less invasive with its civil engineering and 18

therefore appears to be far less controversial.

As many roads surrounding the scheme already have 20mph limits (not zones, there’s a difference), this may explain why extending the area of the 20mph limit is less controversial. It also does not incorporate speed bumps, only the occasional speed table at some intersections.

An 'experiential order' The Leigh ward councillors have also engaged with me recently to discuss this proposal and agreed upon my recommendation to incorporate additional innovative solutions to allow this scheme to proceed unhindered under an ‘experiential order’.

Listen to those who elect you Southend is a unitary authority and the highways authority and can manage the highway network as it sees fit, within the constraints of the national regulations. The two areas and their proposals were always very different schemes and should have been managed separately from the outset.

The dogged determination of the current cabinet members to push the Thorpe Bay scheme through in the face of such residential opposition should be of concern. My advice would be to listen to those who elect you?

And that’s why, within hours of being elected, I had already hit the ground running getting out and about meeting businesses and community groups.

The following Monday I was sworn in as an MP in the House of Commons.

Once I was sworn in it was on to business. Within hours I was heading to the voting lobbies to vote on important benefits and pensions legislation. It’s in the Commons that I will continue to be the loud voice that Sir David Amess was to champion our great area.

A new treatment I met with the schools minister to ask when the review into special educational needs (SEND) funding will be published. The Minister confirmed it’ll be published by the end of April.

My first week travelling to and from London showed me that the ticketing services at Leigh-on-Sea station need improving. I’m seeking an urgent meeting to understand why the ticket machines regularly don’t work properly and why the ticket booths are not always manned, especially at rush hours. Back in Southend I attended a sell-out concert in the Cliff’s Pavilion along with a number of neighbouring MPs in memory of Sir David Amess to celebrate the beginning of Southend becoming a City. It was great to see the talent our great city has. I’m sure we’re on the way to becoming the best seaside City in the country.

Southend safe as it becomes a city Keeping

S

outhend is a safe place to live, work and visit, and this is a really exciting time for the area,” says the District Commander, Chief Inspector Ian Hughes (photo). He welcomes the increased profile that city status will bring and is looking forward to the warmer and busier spring and summer months but says the force have plans in place to combat anyone intent on committing crime in the district.

Priorities include high-harm crimes such as robbery and violence, and policing the night-time economy.

Southend is famous for its hospitality but when alcohol is consumed, we don’t want a small minority of people to spoil things for everyone else.

The Southend Town Centre Team have been increasing the force’s visibility in hot spot areas for offences, including in and the around the skate park in Warrior Square.

Ch Insp Hughes says the force is taking “a zero-tolerance approach to violence within our community” but there are “challenges” around young offenders and young victims.

Keep people safe To address those issues, officers are working alongside colleagues from children’s services and the adolescent intervention and prevention team at Southend Borough Council.

Another initiative will see a mix of uniformed and plain clothes officers patrolling to help keep people safe when they’re out enjoying Southend’s nightlife. Officers have been working closely with licensed premises and will be monitoring alcohol consumption and suspicious

behaviour at venues. Ch Insp Hughes says officers are not out to spoil anyone’s fun.

“We welcome visitors to Southend and we want people to enjoy themselves when they’re here. All we ask is that they do so responsibly and respect the local area.”

Anti-social behaviour drop Encouragingly, last year saw anti-social behaviour in Southend drop by almost a quarter. Between 1 January and 31 December 2021, 5,700 anti-social behaviour incidents were recorded, a 23.3% reduction compared with the previous 12 months.

"We want Southend to be the best place" Ch Insp Hughes says that as well as officers patrolling in the town centre and down at the waterfront, they will continue to engage with local communities by attending public events and holding informal meetings like Coffee with Cops throughout the summer.

He adds: “Our officers are there to protect and serve the people of Southend, and we want Southend to be the best place it can be for residents and visitors.”

Another dreadful statistic is that a disturbing amount of people do not lock their doors properly, thinking that 'pulling the door to' is sufficient; this mentality has led to a marked increase in burglary across the country and is very easy to remedy if you simply deadlock your door.

If you’ve now installed your high security locks you’re probably feeling a little safer than before, but burglars can be somewhat determined so they’ll probably now 'have a go' at breaking a window to gain entry. Once they’re in they’ll generally not take long to grab any valuables that are laying around, which is why having a good quality safe is paramount. Most people think safes are only for jewellery, deeds, wills and large amounts of money and whilst this is true, you really need to secure the stuff that you might ordinarily leave lying around such as passports, driving licenses and credit cards to help protect against identity theft. Although it might be obvious, it’s important to lock up your vehicle keys too. A high percent of vehicle theft across the UK is primarily due to people not deadlocking their doors and the subsequent theft of car keys left either hanging up by the door or on the sideboard just inside the door.

Some people may argue that they’ve nothing for a burglar to steal, however it might not be your valuables that they’re after.

I don’t know anyone, not even very lonely people, who’d want to wake up in the middle of the night with a stranger standing over them whilst they are in bed.

It is not our intention to scaremonger you but we are making you aware of the possibility that this could happen.

So you’ve now got serious locks and an awesome safe and the burglar has still managed to get in through a window because you’ve either left it open or he's smashed his way in. Either way they’ve now got time to wander around at their leisure unless of course you’ve got an alarm or an aggressive dog, whichever works for you. An alarm will make a lot of noise and should make them either make a fast exit or not to enter at all, but then again so would your dog unless it's a 'real softie' in which case it might lick them to death so an alarm is probably the safest bet. Make sure you get the right type of alarm too and that it's graded accordingly.

So, we’re getting there and Mr & Mrs Burglar was indeed frightened off either by the dog or the alarm siren but there’s no evidence to prove who tried to break in, how they did it and when they did it, which is where the close circuit television (CCTV) comes in.

CCTV gives you added security, peace of mind and allows you to see what’s going on 24/7, 365 days of the year, and depending on the system you choose, allows you to see what’s going on anywhere in the world whenever you like. You can even get your alarm system to call you on your mobile phone to let you know the alarm has gone off and you can also ‘listen in’ to what’s going on in your house.

Laminated glass might seem a bit of 'overkill’ but it depends on the level of security that you’re after. It’ll certainly stop a quick smash and grab as laminated glass is harder to break. Alternatively, using various grades of protective film can make your glass anti bandit, anti-blast and even bullet resistant so you should be okay even if you get caught in the middle of a bandit gun fight, AWESOME!

You will appreciate that the cost of housing for a London Borough is greater than it is in Southend, so for some, placing people in the relatively cheaper accommodation here makes economic sense for them; essentially, they can rent accommodation here at less than the level their home LHA sets. Whilst we are unsurprisingly uncomfortable with this practice, not least because we think that disconnecting people from their support networks is unhealthy and can exacerbate other challenges in their lives, there is nothing we can do about it as it is perfectly legal for councils to operate in this way. I am proud to say that Southend does not imitate this practice by placing people elsewhere, but of course the impact of others in doing so on the availability of affordable housing makes our job even harder. So, what is the solution to homelessness?

There are many reasons people become homeless, often relating to structural issues such as job insecurity and poverty, as well as things such as family / relationship breakdown and domestic abuse. Societally, we need to tackle some of these if we are to ever reach ‘functional zero’ homelessness.

Some of the challenge may come from poor landlord behaviours, and we seek to tackle these through approaches such as landlord regulation (all HMOs must be licensed, and in Southend all rental properties in some neighbourhoods must now also be licensed. The recent Levelling White Paper promises even more reform in this area, such as landlord registers and decent homes standards for all private rented property). Some of the challenges will come from the person themselves, be this organic or behavioural (landlords often tell me that they experience poor tenant behaviour and have no choice but to evict). There is a growing body of evidence to support ‘what works’ and the aforementioned Centre for Homelessness Impact, is pushing good quality research in order to try and promote the right interventions and supports being delivered. Their website is worth a look: www.homelessnessimpact.org What is clear is that we need to support people both to prevent homelessness and to help relieve it when it does happen, and to do so in such a way that the experience of homelessness is short and non-recurrent.

RECIPE

For the pastry, put the plain flour, butter, icing sugar, egg yolk (save the white for the meringue) and 1 tbsp cold water into a food processor. Pulse until the mix starts to bind – make sure the mix is not overworked.

Tip the pastry onto a lightly floured surface, gather together until smooth, then roll out and line a 23 x 2.5cm loose-bottom fluted flan tin.

Trim and neaten the edges. Press pastry into the flutes. The pastry is quite rich, so don’t worry if it cracks, just press it back together. Prick the base with a fork and chill for at least 30 mins.

emon meringue pie is always a favourite dessert but does require a little effort. It has three elements that need to be brought together, a pastry case, lemon filling and a meringue. Give yourself time and its definitely worth the effort. Enjoy!

1 tbsp icing sugar 1 egg yolk For the filling

2 level tbsp cornflour 100g golden caster sugar 2 large lemons, zested 125ml fresh lemon juice (from 2-3 lemons)

1 small orange, juiced 85g butter, cut into pieces 3 egg yolks and 1 whole egg For the meringue

4 egg whites, room temperature 200g golden caster sugar 2 tsp cornflour

Put a baking sheet in the oven and heat the oven to 200C/180C fan/ gas 6. Bake the pastry case ‘blind’ (line with baking parchment and then fill with ceramic baking beans ) for 15 mins, then remove the paper and beans and bake a further 5-8 mins until the pastry is pale golden and cooked. Set aside. Can be done a day ahead. Lower the oven to 180C/160C fan/gas 4.

While the pastry bakes, prepare the filling. Mix the cornflour, golden caster sugar and lemon zest in a medium saucepan. Strain and stir in the lemon juice gradually. Make the orange juice up to 200ml with water and strain into the pan. Cook over a medium heat, stirring constantly, until thickened and smooth.

Once the mixture bubbles, remove from the heat and beat in the butter until melted. Beat the egg yolks (save white for meringue) and the whole egg together, stir into the pan and return to a medium heat. Keep stirring vigorously for a few minutes, until the mixture thickens and plops from the spoon. (It will bubble, but doesn’t curdle.) Take off the heat and set aside while you make the meringue.
