Recently, I met a very inspiring lady – Amber Locke (also known as the Raw Vegan Blonde). Her love of raw fruit and vegetables has brought her success, working with famous chefs such as Jamie Oliver, publishing internationally-selling recipe books, and creating works of art using fruit and vegetables. I thought you might like to explore Amber’s alternative approach to preparing food – see her article on page 24 – and get ready for her Middle East-inspired Summer Salad recipe, coming next month. A few months ago I asked Cllr Ron Woodley to write the special Local Issues for this edition on page 9. I wanted to know the effects Brexit is having on Southend and local business a year on. Since asking Cllr Woodley to write the article, a general election was called and Cllr Woodley has decided to stand as a local MP. Putting the X into BreXit When invited to write this month’s article about Brexit for the Oracle, I had no idea that an election would be called and that the article would come out during the election campaign, in which I am standing as a candidate. One thing is for sure – the country has voted to leave the EU and whoever is the next Prime Minister and Government, they should receive our support, as it will be their task to get the best exit deal possible for the country, the economy and most importantly, for the people.

eXplanatory teXt Therefore, over the past month I have been gathering newspapers from the right and newspapers from the left to try and get a perspective of what the reporters, editors and columnists are saying. Basically, they weren’t telling me anything I wasn’t aware of, but I was feeling a bit disconsolate about the way they were reporting the situation. A lot of it was not fact – it was their opinion, and biased in whichever political grouping they belong to, and were reporting for.

and explain how I see the situation ahead for the country, and in particular Southend-on-Sea.

taX & spend I believe we are all aware that the UK’s exit from the European Union is going to have a significant impact, not just on the country, but also on local government and the local economy, creating challenges that will need to be addressed. We should not fear those challenges, as it gives local government opportunities to do things differently. Over the next few years – at least until 2020 – councils across the country will be facing a further central government funding gap of £5.8billion, mostly linked to care costs for the elderly. This is apart from the funding shortfalls in the NHS, Police and Fire services. Treasury figures, however, indicate that there is an annual contribution of £8.5billion

I am aware that in Southend-on-Sea and the rest of the country, of those that voted, the majority of people voted to leave, but we have to be mindful that there were a high proportion of residents who voted to remain, and that can be said for all the political groups apart from UKIP. I will, therefore, try and pen this article with a balanced perspective,

to the EU, and therefore on leaving the EU, the Government does have choices on how those funds can be redeployed, bearing in mind that the additional funding can only come into play once we have fully left the European Union. Councils, therefore, should be placing as much pressure as possible on the Government, indicating their local communities’ needs before financial decisions are made, and funding starts to disappear down the drain of central government.

fleXible working Where does all this leave local government? This is a big question and I do not have all the answers, but I do have a vision for some of the important issues facing councils in the short and medium time frame. I believe it is necessary to look again at the question of devolution and how to bring new powers to local communities through local democracy. Councils have

the democratic mandate to lead their communities, but they have to be bold enough to grasp the opportunity now presenting itself. It must lead to new legislative freedoms and flexibilities so that local communities, businesses and residents can benefit.

no quick fiX Councils have a critical role to play in bringing communities together. There has been an increase in police recording of crime, most notably violent, hate and knife crime. To reduce this, it is crucial to give councils powers to drive local economic growth, improve skills and education, and build new homes with the adequate infrastructure that is necessary for an area that has aspirations of becoming a city. We have started to build new homes and have plans to drive more home ownership, enabling residents to have secure tenancies which will help bring communities together and add to the economic growth of all our businesses, such as the building industry, airport, tourism, culture, leisure, and the business park, which is currently under construction. Another important strand is the understanding of the impact of leaving the EU on those working in our public services, the NHS, and – equally important – the social care sector, of which non-UK and EU nationals make up 7 per cent of the existing workforce. Even without considering the impact of a UK withdrawal from the EU, the paid adult social care workforce will increase at a slower rate as the demand for social care services increases, thus widening the skills gap in this important sector.

eXemplary behaviour I believe the referendum also gave Government a clear message from those communities that have felt no benefit from their growth programmes. Further devolution of the adult education budget is vital to tackle this problem. The Government’s approach is costly and fragmented; it fails to address the needs of local residents and employers across the country. A more integrated and localised approach should be based around groups of councils working together with local businesses to create single, place-based strategies, tailored to the needs of people and employers. This transfer of responsibility with funding for employment and skills is vital to help local economies going forward. When I became leader of Southend Council in 2014, officers were instructed to prepare for a major recession by 2020. They were to look at our local economic strengths and weaknesses and break them down into segments, to see where we could strengthen any individual area and, where possible, be more commercially minded on the services we supply to residents, ensuring that the impact on the economic base of the town would be minimised.

At the moment, the current administration is continuing in the same fashion. Yes, there will be variations of the theme – that has to be expected – but generally, the town is in a place where I believe our industries can withstand any major impact, including the decision to leave the EU.

eXtrapolating So, how is the economic situation since the vote to leave? Because of the reduction of the value of the pound, our tourism, culture and leisure sectors have been boosted. The re-development plans of the town are continuing, our skill base will continue to grow, and our businesses should start to see the benefits. Nothing can be future-proofed and my concerns naturally focus on the retail segment and the high street. Residents must remember – we haven’t left yet, but that is another chapter to be written.

Roses are red There’s still a bit of a stigma that comes with being a ‘strawberry blonde’ but times they are a-changing. Thanks to the likes of Prince Harry, Ed Sheeran, Emma Stone, Rupert Grint and Nicole Kidman rocking the red look, standing out from the crowd is now very cool. And here’s Craig’s top tips on how to work it … As beautiful as natural red hair is, it can be incredibly coarse, as gingers actually have fewer (albeit, thicker) follicles on their striking heads.

Boy, is my face red! When it comes to makeup, be proud of your freckles (if you are lucky enough to have them) and show them off. Just some light powder or even mineral foundation is a great way to keep your freckles beautiful. Of course, it all depends on your skin tone as well as the color red you have, but just because you are a redhead doesn’t mean you can’t wear blush – deeper brick and crimson blushes are fantastic on red heads. And a little coral on your lips is a great way to brighten up your face. If you are looking for some eyeshadow that really works for redheads, peaches and browns is the way to go!

Protecting any redhead’s pale skin from the sun is a year-round job, as they have much less melanin in their skin than the rest of us, so burn far more easily. When looking for a suitable sunscreen, make sure it protects against UVA and UVB light and is at least a minimum of SPF 30.

Over-washing is one of the main culprits for drying out your locks and encouraging coarseness. Of course, it may be tempting to wash your hair every day, but excessive shampooing dries out red hair more quickly, particularly if the product contains harsh chemicals. Space out your shampoo sessions to every three days. This may feel like too long for some, and if so, invest in some dry shampoo on your non-washing days, or just rinse and condition on your off days.

Now you know how to rock your own red, just watch while everyone else turns green … with envy!

The sky’s no limit for local start-up

When, after 26 years of office-bound work, I was made redundant without warning, I decided that – despite receiving various offers – I wouldn’t be going back to pen-pushing and the London smoke. It quickly became clear to me that whatever I decided to do needed to involve minimal paperwork and definitely had to be outdoors!

A grounded business idea Despite the likelihood for trapped water to cause considerable structural damage, gutter clearing is one of the most overlooked annual household maintenance tasks. Perhaps no surprise when you consider that ladder accidents are a major source of Accident & Emergency visits. If only you could do it safely from the ground …

Getting it off the ground After some searching, I came across SkyVac – basically an industrial-strength Hoover with an onboard, digital camera and lightweight, carbonfibre poles which can reach up to four stories high without losing any of its powerful suction. Because it can be used from the safety of the ground, it negates a lot of the health and safety issues surrounding working at height, which is great for managing agents as I can access difficult-to-reach commercial buildings. Now I had the right tools for the job, I needed a way to let everybody know.

Amber Locke – the art of healthy eating

Oracle often meets people with bundles of talent but raw vegan artist, Amber Locke, has it in spades, sackfuls and bunches, too … “I come from a family of passionate foodies and was fortunate to grow up with enthusiastic gardeners as parents so we always had a large vegetable plot and a bountiful supply of fresh fruit, vegetables, salad crops and herbs right on our doorstep,” says Amber. “My mother is a wonderfully talented cook and brought me up with an ingrained desire to create beautiful, nourishing food, an appreciation of using good ingredients and the notion that a meal had to contain at least 7 different colours on the plate for it to constitute a proper healthy meal! Unsurprisingly meals at home were lovingly made, super-colourful and seasonal delights and this was the start of my passion for fresh fruit and veg, and healthy food.”

Do play with your food! Not one to hide her light under a bushel, Amber invested her passion into her own bespoke design service specialising in food art and photography. Spring Fish Pie This is a lovely, large, family, fish pie, topped with new potatoes mixed with cheese, spring onions and chives. You can make it ahead of time but to freeze, make sure the prawns are fresh and not previously frozen. I usually make the whole recipe then split it up into smaller dishes to serve 1 or 2. Enjoy!

Ingredients (serves 8):

•  500ml vegetable or fish stock •  500g skinless salmon fillets •  500g skinless cod fillets •  300g raw or cooked prawns •  175g frozen peas, defrosted •  small bunch of dill, chopped •  200g green beans, chopped •  300ml (½ pt) white wine •  200ml double cream •  1 heaped tbsp cornflour For the topping –

1.  Heat the stock in a small pan and add the salmon and cod. Simmer gently for 5 minutes, then turn off the heat and leave to sit for 5 minutes more. Remove the fish, keeping the stock, and flake into large chunks, removing bones as you go. Spread onto the base of one large or two smaller ovenproof dishes with the prawns, peas, dill and green beans. 2.  Pour the wine, reserved stock and cream into a pan and simmer to reduce a little. Mix the cornflour to a paste with a little cold water and whisk back into the sauce, simmering until thickened. Pour over the fish and veg and leave to cool a little while you make the topping. 3.  Boil the potatoes in salted water for about 10–15 minutes until tender. Drain and steam-dry for a few minutes, then return to the pan with the olive oil, spring onions and half the cheese and chives. Season, crush lightly with a fork or potato masher, then spoon over the fish. Sprinkle on the remaining cheese and chives.

4.  To eat, heat the oven to 220°C/fan 200°C/Gas Mark 7 and cook for 25–30 mins until the topping is golden and the filling, bubbling. To freeze, allow to cool, and wrap well. Defrost thoroughly overnight and cook as above, adding 10 minutes to the cooking time. by Judy Barden

Who really knows what I would want to happen next? The Doctor doesn’t, the Local Authority doesn’t, nor does the Sheriff Court. Southend 125 yrs – worth writing home about

To celebrate the 125th year of Southend (official birthday, 19 September 1892), Metal are inviting people of all ages to share a Love Letter to Your Hometown. Whether Southend has been your hometown all your life, or you grew up here and moved away, now’s your chance to share your love. If you once spent the best trip of your life in Southend or have just recently arrived, we’d love to hear about it. All over town – in cafés, libraries, hairdressers and shops – postcards will be waiting for your best creative message. Simply share a few of your tender moments, affectionate thoughts and fondest memories about your town to help us create a mass love letter to Southend. It can be a drawing, a map, a poem, a letter, just a symbol or anything you like. Once they are completed, just post them back to us at Metal (the postcard is already addressed) and they will become part of a huge exhibition at Village Green on Saturday 8th July 2017. Over 3,500 postcards have already been distributed to schools, and further workshops with young people will take place at Village Green: Next Generation on Friday 7th July, ensuring that the voice of Southend’s youth will be represented. Following the huge exhibition of the postcards at Village Green, a selection will be shown at Beecroft Art Gallery and also in one of the artist-designed beach huts on Southend Pier, later in the year. If you, some friends, or a group that meets regularly would like to take part, please feel free to request
