MARKETPLACE HEALTH INSURANCE

IMPORTANT TAX INFORMATION

ealth insurance and income taxes, once an unlikely pair, H are now close companions as a result of the Affordable Care Act’s insurance mandate that took effect Jan. 1, 2014. If you have health insurance through the federal or a statesponsored marketplace, it means a couple of important yet simple changes on your next income tax return. First, you’ll receive a new tax form from your marketplace around Jan. 31, 2015. Form 1095-A, Health Insurance Marketplace Statement, will include the information you need to report on your federal tax return in order to prove you have health insurance. Form 1095-A will also include information you need for the premium tax credit, a tax benefit to help pay for marketplace insurance. The credit amount is based on household size and income. In general, the lower your income, the higher your credit amount. In order to qualify for the premium credit: • You must be ineligible for government programs like Medicare, Medicaid and CHIP. • You cannot have employer-sponsored insurance, or the lowest-priced, self-covered plan meeting minimum essential requirements offered by your employer costs more than 9.5 percent of your annual household income.

• Your annual household income is 100 percent to 400 percent of the federal poverty level. For the 2014 credit, that’s $11,490 to $45,960 for an individual. (Hawaii and Alaska residents are subject to different amounts.) • You cannot be claimed as a dependent on someone else’s tax return. • Your filing status generally cannot be married filing separately. The credit can be received in advance in order to reduce the cost of your monthly premiums, or you can wait to claim it on your tax return to reduce your amount owed or increase your refund. If your income or family size is different than what you estimated when you applied for marketplace insurance, your taxes may be impacted. If your actual income was less than estimated, you may qualify for a higher credit amount and therefore receive a larger refund. On the other hand, if your actual income was more than the estimated amount, you may need to pay some of the credit back at tax time. DIY tax solutions make reporting marketplace insurance and the premium credit a simple matter. “You can still easily prepare and file your own taxes,” says Jessi Dolmage, spokesperson for TaxACT. “Just enter Form 1095-A

information when the program asks and answer some simple questions. The program will complete the calculations and tax forms to help you get every dollar you deserve.” If you plan to enroll in marketplace insurance during the next enrollment period, Nov. 15, 2014, through Feb. 15, 2015, Dolmage recommends calculating your taxes beforehand. “You’ll need to enter some tax information on your marketplace application. TaxACT makes that easy. Complete the easy interview and the program will generate a HealthWatch report with all the tax information you need to apply for insurance and the premium credit.” Dolmage also reminds uninsured individuals planning to claim an exemption to visit healthcare.gov/exemptions to check if your situation requires an exemption certificate number (ECN). If so, mail the paper application and supporting documentation to your marketplace now because it can take weeks to process. After your application is accepted, you’ll receive an ECN to report on your tax return in order to avoid the individual shared responsibility payment. JANICE UNDERWOOD t’s that time again for another edition of Ask a teacher, where readers of RENEW magazine send in real questions and a real classroom teacher gives real answers. We have a great question this month, so, let’s get right to it…

I

David S. I stumbled on this magazine at my doctor’s office and I didn’t think I would really find anything interesting in it, but I found this column and I wondered if it would be OK for me to send in a question…I’ve never done anything like this before, but I have a question about my kid’s class and I don’t know how to go about it. My kid is in in the 1st grade and has a good teacher. But I am noticing that the number of other kids in the class is so big and the teacher doesn’t have an assistant. It seems like having 27 six-year-olds in one room is too much for even the best teacher. Also, I may be wrong, but it seems like there are a lot “special” students in there also. So, here’s my question, how is my child supposed to get the help he needs when there are so many children in the class?

Mrs. Underwood: First and foremost thank you for taking the time to write in…I take questions from anyone with a genuine interest in public education. Secondly, kudos to you for paying attention to your child’s education…we need more parents to engage in our schools, especially dads. Before I get to your question, I

have to say that you are not seeing things and many parents and teachers out there are also seeing many of these same things. In fact, every parent should be outraged if they feel their child(ren) are not getting the quality education they deserve. So, to address your question, we first need to start at the root of the problem. I can’t speak for one specific school system, but for the most part, many school systems are struggling because of the economic downturn of 2007. Since 2008 our schools in Virginia have 5,000 fewer staff members and 30,000 more students. Consequently, VA schools have been eliminating positions due to retirements or RIF (Reduction in Force) initiatives in an effort to curb the budget shortfalls. So, school systems have been “creative” on how to do more with less…and the burden of doing less has trickled down to teachers and students. Therefore, class sizes are larger, and teachers have had to implement various policies, such as “inclusion” with less staff support. So, while “inclusion, ” an initiative that combines students with and without disabilities in the same class, is a great and rewarding policy, most experts will tell you that you need the appropriate staff and student to teacher ratios to implement it effectively. Also, class budgets have been drastically cut, which causes teachers to ask parents to bring in more class supplies. So, this may be why class supply lists are longer these days because the class supplies are shared among all the students to cover those students who can’t bring in any supplies. Additionally, teachers must supplement class supplies with their own paychecks because the schools are not able to fund these items any longer. School related functions have also been reduced or cancelled all together. For example, some school systems charge their teachers for the use of the division school buses for field trips, which has caused many teachers to abandon the field trip experience completely. Lastly, teachers are working harder to meet the needs of an increasingly more challenging classroom environment. The class sizes are not only getting larger, but the needs within the classroom are increasing, which is causing a cascade of bureaucratic complications that detract our attention from instruction to large amounts of paperwork and state

documentation. So, in closing, there are many elements that are decaying the quality of education our kids are experiencing in our schools these days. Now, what can we do to solve this problem? There is not any one solution, but we all have to put our voices together to get the attention of our policy makers. First, if it is possible, I would suggest that every parent volunteer in their child’s school. Why? Well, research suggests that as parental involvement increases, so does the academic achievement of the students. Secondly, please pay attention to voting…we just ended an election and there was the lowest voting turn out in years for a mid-year election. Next, please take the time to speak at your local and state school board meetings during the public comment portion. Many of these opportunities are completely ignored by school stakeholders, such as parents. Also, you could make an appointment to speak with the principal and/or local superintendent in your child’s school system to make your concerns known. Lastly, there is power in numbers; so, connect with your child’s schools’ PTA because you will connect with other concerned parents with many of the same issues. Bottom-line…continue to pay attention because cuts to public education are still not over and we need more parents to exercise their voices on behalf of the students and teachers in Virginia’s schools. BY TRACY WAINWRIGHT Marla zipped her suitcase closed and picked up her phone. “Hello?” “You did what?” her friend Jen’s voice bombarded her quiet room. “I signed up to be a disaster relief counselor. And they called me. I’m leaving in half an hour.” “I can’t believe you’re just taking off like this. I mean, it’s a great thing you’re doing, but so sudden. What about your new roommate?”

Marla dropped to her bed. Amber was the main hesitation she had. Putting off her clients had been a bit challenging logistically, but since she hardly ever took vacations, most of them were more than understanding. At least that’s what her administrative assistant had said. She’d called Kimberly personally. She didn’t want to leave the girl hanging in such an unsettled place. Having left her number and eliciting a promise that Kimberly would call her if anything changed or if she just needed something, she felt better about leaving for a couple weeks. But then there was Amber. Her roommate who didn’t like her and she didn’t trust. Leaving her home in the college student’s charge didn’t give her the warm and fuzzies. “Marla?” “Sorry, there’s a million details running through my mind. I’m more of a planner, so this spontaneous leaving thing has distracted me a bit.” “I bet. So, about the roommate?” Marla sighed. “She’ll be fine. I mean, I’m hoping she will be. My parents are right next door to keep an eye on things. She doesn’t really talk to me much. Actually, she isn’t here much. I didn’t even see her last night to tell her and she’s still asleep this morning.”

“Then you’re just running off without telling her?” “I’m leaving a note.” “Guess that’s the best you can do.” “Yeah. I’ll miss you.” “You, too. I’ll be praying for you.” Why, oh why couldn’t she have found another roommate just like Jen? Because My plans are not your plans. Okay, she got it. She still didn’t understand it, but she got it. “Thanks.” After she’d wrapped up her call with Jen and checked back in at the office one more time, Marla tip-toed to the spare bedroom door. She tapped on the door gently, as not to wake Amber up if she was sleeping. Not a sound. Guess she was still asleep after all. Turning on her heal, she grabbed her suitcase, looked around her room one more time, and headed out the door. Her mind filled with musings on what adventures God had in store for her over the next couple of weeks.

IS THE PRESENCE OF INDOOR MOLD CONTAMINATION A THREAT TO OUR HEALTH? Pt.2of 3

W

e all seem to be on the alert for EBOLA these days. The virus has captured headlines around the world. There have been 4 cases diagnosed in the USA with one death.

Did you know that over 20 million people are affected each year with fungal infections resulting in over 450 deaths? That 1 million individuals will develop fungal meningitis this year? That over 300 million individuals are acutely or chronically infected by fungi possibly leading to death, long term illness, blindness, psychological problems and reduced work capacity. Most serious fungal infections are often hidden. They are developed as a consequence of other health problems such as asthma, AIDS, cancer or other maladies. FINISH THE YEAR STRONG!

s we approach the end of year 2014 and anticipate a great 2015, I challenge you to implement a shift in your focus for the New Year. I like to call the shift, “The (3) F’s”: Family, Faith and Finances. In 2014, many people have experienced their share of challenges, albeit, with a health situation, or a financial setback that in many ways has led them back to their faith. Taking a thorough and well informed assessment of your family, your faith, and your finances can position you for a better, stronger start to 2015. The common thread for the 3 F’s, is that our beliefs in how we view, participate, and spend are all shaped largely by the culture with which we live. Family Today we live in a culture that’s inundated with all types of technology that all promise one thing; convenience at your fingertips, when in reality, it has created a culture that’s totally consumed with and distracted by those gadgets. Due to the surge of technology, this creates an environment that leaves our kids vulnerable while exposed to too much too quickly. In a survey conducted by “The Culture of American Families” at the University of Virginia, 4 out of 5 parents feel that they “invest much effort in protecting our children from negative social influences”, and that the American Family Life is declining at a high percent when looking at it from a race/ethnicity perspective of how they see the family decline (Black 46%, Hispanic 55%, and White 70%). We can see on a daily basis, the impact of technology, the media, peer groups and schools on our nation’s children, but I believe we can sometimes overlook the obvious. What’s missing from the dialogue is the impact that interactions between parents and children at home make. The culture in our homes plays

a huge role in shaping the next generation of American adults. Make 2015 the year of improved quality time with your family that welcome’s and creates an environment for open and honest dialogue with your kids. Faith The previously mentioned study showed that, women tend to have a sharper sense that their children must be protected than men, and parents who are religiously observant have a keener sense than the non-religious and political affiliation had very little to do with the matter. Some parents’ sense of danger clearly attaches to the naivety of the perceived threats of media and technology. It is true that most American parents see cell phones and the expansion of internet-based social networking like Facebook and Twitter as mostly good for our society, but there is a large percent who see it negatively: “41% regard the expansion of internet social networking as mostly negative and 34% regard cell phones in the same way” largely because of the altered use. 84% of teenagers carry a cell phone and 93% are connected to their peers vial cell phone or social networking online. The place, role, meaning, and identity of religion have changed accordingly. Through readily accessed information through social media, all of the assumptions of our worldviews and the cultures they create have been profoundly and irreversibly challenged, and as a result, the outcome has been altered. 27% of families feel they receive moderate level of support from their church, though if they attend services weekly or more, the number increases to 51%. Never before in our country has there been more of our culture that is less ‘churched’ or reliant and involved in an organized, faith-based institution at least 1 day a week. Less than a quarter of today’s parents agree that this is a great time to be bringing children into the world. Are you concerned

about the world your children will inherit? How do you define the ‘good parent’ or ‘good kid’ in an era when the moral signs point us in so many different directions? Because of this, and the moral stance of today’s culture, in 2015, it is imperative that our established beliefs have a firm foundation in something more than the fact that the universe exists, and we’re better able to articulate why we choose this over that. Finances Finances play in important role in our lives, and quite frankly, there is no relationship where money isn’t a factor. We seek to educate ourselves and our children in the hopes that we will enter career fields which will allow us to earn a stable living. We engage in extra-curricular activities, and join organizations which require financial commitments that are sometimes well beyond the means we can afford…finances are important. Learning how to make financially sound decisions requires knowledge, time and commitment, and in many cases is directly related to our views of Family and Faith; what you believe about money, relates to how you spend your money. Creating a financial legacy will assist in positioning our families for a better standard of education and living well after we have passed on. If you desire to finish strong in 2014, endeavor to create and implement a plan for a better 2015. Happy Holidays!
