OCLS LLC, which has offices in DeLand, has purchased Tomoka Holdings LLC, owner of Ormond Crossings; and Lake Swamp LLC, the owner of Lake Swamp Wetland Mitigation Bank. The sale occurred Sept. 22. Ormond Crossings has been described by city officials as an important site for future business and residential growth. It contains 3,000 acres of planned mix-use development along North U.S. 1 and Interstate 95. The wetland mitigation bank, also approximately 3,000 acres, is located on adjacent property in Flagler County. The seller was ALLETE Properties LLC, which purchased the property from the Flagler Development Corp. in 2002. “Ormond Crossings is in
a strategic location and has received all of the primary development approvals from the various governmental authorities. We are looking forward to working closely with the city of Ormond Beach staff and officials to move the 3,000-acre mixeduse project ahead,” said Frank Ford, a manager of OCLS LLC. “A majority of the city’s future business and residential growth will occur within Ormond Crossings, and I am excited that a local family group has purchased the property,” said Mayor Bill Partington. The new owner is reviewing the existing development plan and discussing the remaining regulatory approvals for Ormond Crossings with the staff of the city of Ormond Beach and its elected officials, as there are additional regulatory approvals needed for the design of plats, roadways and utilities in preparation of site development, according to a press release from the city.

Investigators: Remains found in Tennessee are Rachel Madison The woman went missing after a run in Ormond-by-the-Sea Nov. 27. EMILY BLACKWOOD COMMUNITY EDITOR

Remains of the woman who went missing in Ormond-by-the-Sea over a week ago were found Dec. 2 in Knoxville, Tennessee. FBI investigators confirmed Dec. 5 that the remains found are Rachel Madison. Madison, 44, was reported missing by her aunt after she didn’t return from a run on the beach Nov. 27. She had been living with her aunt in Ormond-bythe-Sea after she fled from her husband in Indiana Nov. 16. According to the police report, her husband, Jarvis Madison, kidnapped her in his car Nov. 14 and threatened to kill her if she escaped. Rachel Madison was able to call her aunt for help. Her aunt was on the phone with her when Jarvis Madison fired a gun at her after she tried escaping when he forced her to use the restroom on the side of the highway in Indiana. Eventually, with her aunt still on the phone, Rachel Madison
was able to convince Jarvis Madison to pull into a nearby Walmart parking lot, where her aunt met her and called the state police. Jarvis Madison got away. Since Rachel Madison returned to Ormond-by-the-Sea with her aunt, Jarvis Madison has made several calls to her aunt’s house threatening Rachel Madison’s life if she didn’t return, the report states. The last call was made Nov. 27 about 30 minutes before Rachel Madison disappeared. According to the police report, Rachel Madison’s aunt said things had been turning around for her: “Since her niece has been residing with her, her spirits have been lifted and she had a positive outlook towards life. She began writing positive entries in a daily journal for her children to read, and was currently working on a resume to obtain employment. Her father was in the process of obtaining her a vehicle for transportation and things were starting to turn around in a positive manner.” Rachel Madison has suffered
physical abuse from Jarvis Madison in the past, include an acid burn over her tattoo and a laceration on her neck from Jarvis Madison cutting her with a knife, according to the report. The couple was living a transient lifestyle due to Jarvis Madison’s fear of law enforcement. Police found Jarvis Madison Dec. 2, in Louisville, Kentucky, by the U.S. Marshals Service Fugitive Task Force. They took him into custody on an arrest warrant issued by the Indiana State Police. Information later gathered by FBI investigators led them to a remote area off Interstate 40, where they found the remains. “We offer our deepest condolences to the family of Rachael Madison,” said Charles P. Spencer, special agent in charge of the FBI Jacksonville Division, “and we continue to work tirelessly alongside our law enforcement partners in an effort to provide her loved ones with answers.” Because the investigation is active and ongoing, no additional details can be confirmed by the FBI at this time.
BRIEFS Final debris tally The city’s contractors, DRC and Crowder Gulf, completed the second and final pass of picking up Hurricane Matthew debris on Nov. 29, but will continue collecting construction debris. A total of 8,490 loads of debris was collected (418,976 cubic yards) in 50 days. A total of 183 leaning trees and 9,295 hanging limbs were also removed. For questions, call Public Works at 676-3220.
Fun days for kids Children can enjoy group activities and field trips with Volusia County’s winter break programs at Strickland Park Recreation Center, 1698 Strickland Range Road, Daytona Beach. battle over the future of the downtown area may begin at the Dec. 8 Planning Board meeting at 7 p.m. in City Commission chambers at City Hall, 22 S. Beach St. The board is set to review a proposal to remove the two-story height limit along New Britain Avenue from North Beach Street to North Ridgewood Avenue. The Planning Board is an advisory board for the City Commission, which will make the final decision. The City Commission is set to consider the heightchange request in two readings, Jan. 17 and Feb. 7. Proponents say higher density of population downtown would be “smart growth” while residents of the nearby historic district say it would disrupt the character of the neighborhood. If the limit is removed, the area would have the same five-story limit as the rest of what the city calls the River District, an area 300 feet north and south of Granada Boulevard from the Halifax River to U.S. 1. Recent improvements made in the River District include storm water improvements at 64 Lincoln Ave. (along with a park.) At a Quality of Life meeting earlier this year,

WHAT SOME NEIGHBORS SAY
At a neighborhood meeting, Lincoln Avenue residents were concerned about a tall building negatively impacting their homes. In response, representatives of the developer said any buildings with the increased height would have a setback equivalent to the height of the building. Also, on the Lincoln Avenue side, the building would have a 10-foot landscape buffer and a decorative six-foot wall. Ellen and Jonathan Needham, who live on Lincoln Avenue, were at the neighborhood meeting. They said in an email that a fivestory building would “tower over all of the properties in the downtown area.” They said the current regulations are in place to protect the Historic District from developers trying to construct buildings not conforming to the established character of the neighborhood. “We do not support five-story structures in the Downtown Overlay District or anywhere on West Granada,” they said. Ellen Needham said they were also bothered by the fact that the Planning Board meeting on Dec. 8 was only advertised once in the local daily newspaper, and they talked to neighbors who didn’t know about it. The Planning Board has the option of recommending approval of the height increase, denying it or recommending a height less than five stories. The City Commission will make the final decision.
city staff said the storm water improvement would encourage development of New Britain Avenue. Requesting the height change is Glenn Storch, an attorney who often represents developers. His proposal includes a market analysis showing why the height change is needed for potential developments. The agenda for the Planning Board meeting only refers to “the applicant” as the developer. However, a neighborhood meeting to discuss a potential multi-story building was held in July by Highlander Corp., which is owned by Bill Jones, who has refurbished many of the properties along West Granada Boulevard. The buildings would be mixed-use, which means both residential and commercial. For example, there could be a business on the bottom floor and homes above. The proposal contains a letter from Ormond MainStreet showing it supports the height limit change, saying it would fit with the vision of increased living space in the downtown area. Proponents of a mixeduse development in the downtown area say it would allow residents to work and live in downtown, avoiding urban sprawl. Dwight Selby, a new city commissioner, has said many people, both millennials and those in their retirement years, are now seeking to live within walking distance of restaurants.
The City Commission voted at a November meeting to waive a payment of $26,578.69 from the Ormond Beach Housing Authority. The city has an agreement with the OBHA that it make an annual payment to the city instead of paying property tax. OBHA provides housing to those who are income-eligible. The commission voted unanimously to approve the waiver, but Commissioner Troy Kent told the Housing Authority executive director, Caroline Riviere, that he might not vote in favor of a waiver if it comes up again, saying a change should be made so that waivers would not be requested again in the future. He pointed out that in 1993, the commission waived an outstanding payment and the OBHA was six years in arrears in 2011 before making a payment. In January 1993, the City Commission waived six years of payments totaling $17,760. The OBHA was again six years behind in November 2011 before making the full payment due of $57,241.51 for fiscal years 2003/04 through 2008/09. The OBHA was three years in arrears when it made a payment of $23,705.96 in October 2013 for fiscal years 2009/10 through 2011/12. Currently, the Ormond Beach Housing Authority has not made payments for 2013, 2014 or 2015, and the total amount due is $26,578.69. Riviere wrote a recent letter to the city outlining uses for the money, including 20 doors, 39 metal utility doors, an aluminum fence and repaving five driveways. Roofs have been repaired in recent years. The OBHA units are on Ramsey Terrace, New Britain Avenue, South Washington Street and Flormond Avenue. Commissioner Rick Boehm supported waiving the fee, saying that there could not be a better use for the money than what the Housing Authority proposed to do with it. Then-Mayor Ed Kelley thanked Riviere for the job that she had done and stated that perhaps the City Commission can look for a way to keep the issue from continually coming up. He said he believes the Housing Authority is underfunded. After the meeting, Riviere said the authority receives funds annually from Housing and Urban Development for capital projects. “It’s never enough to cover the needs,” she said. One problem, she said, is that by the time money is received from HUD for a specified project, the costs have gone up. The Rev. Willie Branch, commissioner on the Housing Authority Board, said the housing was neglected before Riviere joined the authority in 2013. “We’re focused on upgrading the properties,” he said.

I didn’t know I was being honored.” The annual Light of Love event also includes a tree lighting where community members and hospital employees place a tag on the tree as a tribute to a friend or loved one for a $10 donation. There’s a reason for the season Christmas is too inconvenient? In a world full of Scrooges, dare to be a Buddy the Elf.

People love to hate on Christmas. “Gifts are so expensive,” they whine. “My family is so annoying,” they moan. “Emily could that Christmas music BE any louder?” they scream. I get it. Sometimes the holidays are annoying. Everything can feel rushed and overpriced, and if you don’t stop the feel the magic the whole season seems like a race to the new year. Personally, Christmas is my favorite. I’d be happy if houses kept their lights up all year round and I could expect gingerbread cookies 24/7. I own a slightly embarrassing number of Christmas sweaters. Though I have no problem spreading holiday cheer, some people are less excited about the season because it can be a little inconvenient. Yes, there are people have legit reasons to
be sad around Christmas (losing a loved one, for example), but there are also people who have no excuses. Christmas isn’t about you. It’s about other people. When you complain about long lines at the mall and your family asking annoying questions about your love life, you make it about you. Like the whole holiday is supposed to revolve around your comfort zone and personal budget. But the reason for the season is giving something back. It’s smiling at strangers at the grocery store and holding the door open for the person in front of you. It’s baking cookies for your boss or your dentist or whoever you think needs to be appreciated. It’s letting a hug with a friend linger just a moment longer — just because. Just because. That’s the reason. You don’t have to shed $500 bucks on a person to make them feel special. All it takes is for you to pay attention and look for an opportunity. One non-Christmas example: I once had a boyfriend in high school who didn’t have enough money to get me a birthday present, so he spraypainted an old soda bottle gold and put rhinestones on it. It
wasn’t anything, but it made me feel so special. And I still have it. This Maya Angelou quote will always ring true, “People will forget what you did, but people will never forget how you made them feel.” Sure, we could argue all day long about how we should be kind and thoughtful throughout the entire year (and we totally should), but there’s just something about walking along a street with
light up snowflakes that makes you want to be a better person. So why not take advantage of it? If you’re feeling a little bah humbug, do yourself a favor and do someone else a favor. Break the cycle of your bad mood and try to pass on something a little sweeter. You’ll be in the Christmas spirit in no time, guaranteed.

Thomas & Betts is moving its Amerace Airfield lighting business into its manufacturing facility in Ormond Beach at 12 Southland Road. The move is expected to be complete by the end of the year. The Ormond Beach facility is in the process of adding 41 new positions by Jan. 3, including assemblers, machine operators and maintenance technicians. The plant will manufacture transformers and connectors to light runways, taxiways and other airport areas. Spokeswoman Melissa London said that the Ormond Beach location was chosen because of available space, labor supply and the facility’s past performance in safety, quality and cost. Manufacturing equipment is
being moved from Canada. Thomas & Betts is a part of ABB, a worldwide company with 135,000 employees and national headquarters in Cary, North Carolina.

TWEEZER THEFT 10 a.m. — 1400 Block of West Granada Boulevard Petit Theft. The suspect left a cart with merchandise in an aisle and walked out of a store after putting a couple of items in his pocket. He was stopped outside the store, and he had a portable, peppermint flavored mini-toothbrush and a pair of tweezers with a total value of $4.68.

SUSPECT SENDS VICTIM MONEY 2:08 p.m. — 100 Block of West Granada Boulevard Information. The victim said she met the suspect through a dating website a couple of months ago. She said the suspect said he was in the United Kingdom but wanted to come to the United States some day and “become a family” with her. While communicating with him, she said he wired a total of $7,800 to her bank. He then asked her to wire the funds to an account in Texas. He claimed to be a contractor and was being paid for a building project. After talking to friends and family, she became nervous and thought the activity could be related to money laundering. She closed her account and gave no further information to the suspect. Investigation showed negative comments about the dating website, with complaints about people using fake profiles and allegations of scams. The victim had not
lost any funds, but had given the suspect her driver’s license number and bank account number. She was given information on identity theft.

JUST HANGING OUT 11 a.m. — 1500 Block of West Granada Boulevard Petit Theft. The suspect was seen placing items in a plastic tote as he walked around the store, including clothing and a BB gun. After being stopped, an officer also found he was wearing a pair of dress pants under his own pants. The dress pants still had the tags. Asked why he came into the store that day, he said to “hang out.” He was arrested for shoplifting. He was on probation for grand theft. CASHIER SCAM 10:43 a.m. — 1500 Block of West Granada Boulevard Grand Theft. The store manager said a customer complained that the suspect, a cashier, rang up a prepaid gift card on her receipt for $68.44. The manager then became suspicious, so he checked surveillance video. The video showed that the suspect had multiple gift cards stashed by the register. When a customer was not looking, she would swipe the gift card so that the customer would unknowingly pay for it. The victims were all elderly females. Only three of 16 victims noticed the discrepancy, and they were refunded. The total stolen was $1,527.24. The suspect admitted to the crimes and was arrested.

he two — Palm Coast Roller Derby and Ormond’s Sintral Florida Derby — have officially become one. After six years of competing in the same league, they merged at a halftime “wedding ceremony” on Saturday, Dec. 3, at Destination Daytona. “With the teams being so close together in proximity, it’s a natural fit for them to come together,” said Christina Morella, a team sponsor and former player. “Everyone is already such good friends, there is good unity, and this should allow them to move up ranks and get a bigger team.” With the unification, the new team will no longer compete at Destination Daytona. Its future games will be played at Skate ’n Shake at 250 U.S. 1 in Ormond. Sintral Florida began in 2008, while Palm Coast started two years later. Many of the skaters shared their reasons for loving the sport, often crediting the camaraderie. Morello said she picked up 15 new friends after her first day at a practice. Dastardly D (Diane Montanez) has participated in roller derby for the last five years. She says it has afforded her many traveling opportunities and the ability to make a lot more friends. “You’re never alone in this sport,” Montanez said. “Of all my memories, I would say that getting to meet people who share a love of the sport are my best memories. It’s just amazing.”

f you’ve attended a high school basketball game, then you probably dread the very last minute of it, unless it’s going down to the wire. When the game gets out of reach, both supporting crowds tend to think, “Great. Another minute of this, and we get to leave.” Psych! This is actually when the losing team begins to play another game called “Make it last forever.” On too many occasions, I’ve watched teams fall behind — far behind — for 31 minutes, only to hold the arena hostage with excessive fouls, hoping the opposing team misses enough free throws and allows enough baskets for the losing side to get back in the game. Because some teams have come back to win this way, coaches have played copycat for decades, expecting to create the same results. I can understand if a team is within five or six points, with adequate time. There’s still a chance. But not if a team is losing by double digits. Once a team goes down by 35 points, the mercy rule is enforced, and the game clock never stops. If high school has deemed it necessary to show mercy as early as halftime, I’d like for the rule makers to also enforce a violation on constant fouls when teams have mathematically lost. Last season, I remember sitting through the last two minutes of a game with a 20-point differential. It eventually turned into a situation where the losing team couldn’t have won, even if the opposing team purposefully gave away the ball and allowed the team to shoot. What’s the point of fouling then? Before you go to that team’s defense by saying you play hard until the final whistle — I agree with that. But I believe teams should just play tough defense, and let the clock run. Sometimes, a game that should take 47 seconds to end becomes almost another quarter, lasting five minutes, due to free throws, walking down the court and teams calling unnecessary timeouts. If a team is able to come eight points from behind with 20 seconds remaining or 15 points with just under a minute, let me know. I’ll rethink my position. But I like my chances that I won’t have to worry about that.

Seabreeze High School will hold a dedication ceremony for alum Staff Sgt. Anthony Davis at 11 a.m. Saturday, Dec. 9, at the school’s main courtyard. The ceremony is open to the public. Davis, an Army Ranger, was killed in action at age 29 in 2009, during his sixth combat deployment. He graduated from Seabreeze in 1999 and joined the military the following year. While a Sandcrab, Davis played football and basketball and ran track. “I think it's amazing that a true homegrown hero who gave his life for his country will be honored in his home town and at his school,” said Candice Kealy, a former classmate who also served on the Daytona Beach Fire Explorers with Davis. “He was a great friend, athlete and true hero.”
