ive Christmas trees line the fence in front of Steve and Stacey Lawton’s mobile home. Each one is decorated with a different color scheme: purple and white, blue and silver and the classic, red and green. A sixth tree, lightly decorated with a few candy canes, sits on the roof. “The purple and white one is my favorite,” Stacey Lawton said, smiling at her finished project. “Me and Steve decorated that one.” Last year, Stacey Lawton had the idea to collect and display fake Christmas trees and vowed to make it bigger every holiday season. This year’s goal: make it into the newspaper. Not only are her color-coded trees a sight for everyone to enjoy, but she also has presents ready to put under each tree and give away to children who come by for a visit. She’s also opening her home for people to decorate stockings with their names on them and hang them on her fence between the trees. “Christmas always made me so happy,” she said. “It made me behave so I could get the good stuff.” The Lawtons have been living in their Ormond Beach mobile home off New Britan Avenue for four years. They inherited it from

their friend, Matthew D’alma, who died of liver and kidney failure. There is a decoration dedicated to him. “He used to put stuffed animals up in that tree,” Stacey Lawton said looking up at the branches that hung over her home. “So Steve hung candy canes up there for him. He would’ve loved it.” Though Stacey Lawton’s main reason for decorating is because she loves it, she said she also wants to bring a positive light to mobile home parks and the people who live in them. “Not all of us are here because circumstances put us here,” she said. “This is just where we ended up. So we’ll make the best of it.”

Community Center planned The City Commission has authorized a $49,887 contract with Zev Cohen and Associates Inc. to conduct a feasibility study on constructing a community center west of Interstate 95. City commissioners have discussed a need in this area because of population growth. There are currently two centers: Nova Community Center, and South Ormond Neighborhood Center. The proposed new location would be on property owned by Volusia County Schools west of Pathways Elementary School on Airport Road.

“Sorry I’m late,” Bree Wooten said, hugging Marisa Bovasso. “But I got it!” The 18-year-old threw her long, red hair over her shoulder to reveal a tattoo: two cats, one black, one white, side-by-side with their tails intertwining. The letters “L.M.B.” stood out in yellow ink. A huge smile spread across Bovasso’s face as she traced the initials with her finger. They were her daughter’s, Leah Marie Bann. ‘MY CATS MISS HER’
It’s been almost six months since Marisa Bovasso lost her daughter. A car crash on Wilmette Avenue killed the 17-year-old on Aug. 22, and family and friends have just begun to heal. “I talk about her all the time,” said Wooten after a memorial service the family held for Bann Dec. 13. “We’ve been best friends for four years, but it feels like I’ve known her my whole life.” Wooten and Bann seemed destined to be friends. Their fathers knew each other before the girls were born, and the girls almost met numerous times before being introduced by a mutual friend at Octoberfest. “We rode ‘The Twister,’” Wooten said. “I stared at her face the whole time so I didn’t get dizzy.

After, I told her I was sorry, and that I didn’t mean to weird her out. She said ‘It’s okay, I was staring at your face too.’ She was the only person who understood me.” Both Wooten and Bovasso said animals were always drawn to Bann, especially cats. It wasn’t unusual for her to pick up a stray cat while out on a walk. Wooten’s phone is filled with photos of Bann holding animals. “My cats miss her,” Wooten said. “They snuggle up to stuff I have of hers all the time.” The cat tattoo is just one of many Wooten plans to get to honor her best friend. Bann loved to sketch and draw, and Wooten hopes to have some of her original artwork permanently close. “I like having her initials on me,” she said. “It feels nice, which is weird to say, but it does. I’ll probably have an entire arm dedicated to her.”

She liked ‘The Killers,’ but her all-time favorite was ‘The Gorillaz.’ She was musically talented too; she had a beautiful singing voice but hated to sing in front of people. You are lucky if you ever got to hear it. Leah loved watching anime. Her favorite show was ‘Naruto.’ She wanted to be a ninja; she even had throwing stars. She also loved watching horror movies and shows; she said nothing ever scared her and she was always looking for that one great scene. Her favorite book was ‘Looking for Alaska.’ Leah was also artistic; she
wanted to draw and had just recently started pursuing that interest. She was also known as g0ob (her gamer tag) and hated ‘League of Legends.’ She was also obsessed with ‘Pokemon;’ her favorite was Ekans. Leah loved to eat. She was always ‘hongray’ for her favorite foods: bacon cheeseburgers (no mayo, because they always put too much), Asian noodles, tacos, queso, and pepperoni pineapple pizza. If you didn’t like pineapple, you couldn’t be her friend (but she had a few exceptions.) She loved cotton candy flavored anything and sour candy (sour Starburst was the best part of the movie). Leah hated school because they made her learn about things she wasn’t interested in. If she was interested in something, she was brilliant at it. Leah didn’t like that everyone is expected to have a set plan: finish school, go to college and get a normal job. She wanted to be different. Leah wanted to

Skate park gets contract The City Commission on Dec. 6 approved a new contract with Birdstown, the operator of the Nova Skate Park at Nova Community Park, that increases the monthly subsidy to the company. Earlier this year, the company said it could no longer operate the park without extra financial support. There is no admission fee for the park. Birdstown will receive a minimum wage, $8.15 per hour, for up to 49 hours per week to pay staff, and $250 for a weekly management fee. The contract calls for the amount not to exceed $33,766 per year. When the park was unsupervised, there were reports of swearing, fighting, vandalism and smoking.

REMEMBERING LEAH “If you had the honor of knowing Leah, she was the kindest and most understanding person you knew. She did not allow others to be hateful or unkind to someone just because they were different. All she did was care about others, and tried to remind the people she loved that money wasn’t important and being angry wasn’t worth it. She was quiet if she didn’t know you, but she always knew the perfect thing to say to break the ice and make everyone laugh. Her laugh was more like a chuckle, and it was infectious. Leah was definitely a night owl, and she always wanted to be comfortable; she was usually barefoot and wearing pajamas. She hated her short hair, her freckles, and her overbite. She didn’t know how beautiful she was. Leah was a young woman who had strong beliefs. She wanted equality for everyone. She didn’t believe that a natural, healing plant should be

be a chef more than anything, and she also wanted to be a pet groomer. Her practical job was to be a park ranger because she loved nature so much. She wanted to move away from Ormond Beach. She wanted to live somewhere cold, or preferably, Japan. Leah did not deserve to pass away so young, but this world did not deserve to have her. Her beautiful soul lives on in the nature that surrounds us, the nature she loved so much. Leah is the ocean; she is the stars shining at night; she is the cool wind in your hair; she is the rain drops that fall; she is even the sun’s rays warming your skin. The impact she made on our lives will be in our hearts forever.” — Tony LaPlaca, Ormond Beach. He wrote this essay a week after Leah Bann died. He was driving when a motorcyclist crashed into his car, killing Bann, who was sitting in the passenger’s seat.
Mary Barrs will take her “Glory Road Boutique” to a Head Start center in Holly Hill on Dec. 20 to make Christmas merrier for about 75 parents of Head Start children. Barrs, founder of the God’s Little Angels charity, often sets up gift boutiques for children and senior citizens. This time she wants to offer gifts to Head Start parents, because, “Times are tough. They need a little boost this Christmas,” Barrs said. Several local businesses have stepped in with donations, but residents are welcome to donate new gift items including clothing, towels, lotions and similar items. “They just need to call me at 386-253-5349,”Barrs said. odern-day discussions on downtown redevelopment, including smart growth and new buildings in old neighborhoods, has come to Ormond Beach as a developer seeks to build multifamily housing on New Britain Avenue, the street that runs behind the shops and restaurants on West Granada Boulevard between Beach Street and North Ridgewood Avenue. The developer wants the option of building up to five stories with commercial space on the bottom floor. City officials have long eyed the street as potential for growth with its revitalization part of the city’s master plan for the area. The city has increased waste water retention, utilizing a park on Lincoln Avenue, added a parking lot and has plans to widen New Britain Avenue. When city staff presented the storm water plans and other improvements to advisory boards this year, they said the goal was to encourage development of New Britain Avenue to expand the downtown and make New Britain a walkable area. Now, developer Highlander Corp. is set to fulfill the dreams of a bustling downtown by building a commercial/residential building on New Britain Avenue. Property on the street, now containing aging housing, has been bought up by three partners, according to Glenn Storch, an attorney helping Highlander with the development. “That’s how this type of project succeeds,” he said recently. “When properties are individually owned, these projects often fall apart.” A New Britain Avenue resident, who did not want to be identified, said he was told about the potential plans for the development when he started renting his house from Highlander Corp. six years ago. He said they have been good landlords, and they have done good things in the city. “They’re trying to beautify the place,” he said.

The only hitch in the developer’s plan is that there is a two-story height limit along New Britain Avenue, instituted in 2010, and Bill Jones, owner of Highlander, seeks approval to build up to five stories. A site plan and design have not been submitted.

Asked at the Dec. 8 Planning Board meeting why the two-story limit was imposed in 2010, Senior Planner Steven Spraker said he did not have information readily available, but protecting the nearby Lincoln Avenue historic district was a factor. A long line of speakers, both pro and con, presented their case at the meeting. Each had three minutes to talk. The decision before the board was whether or not to remove the two-story height limit. That would make the height limit five stories, the same as the rest of the River District, the area along West Granada Boulevard from Beach Street to U.S. 1. Their decision at the end of the night was to recommend approval for three stories. If the developer seeks four or five stories, he must come back with a planned business development for approval. The next step will be for the City Commission to vote on the matter in two readings, Jan. 17 and Feb. 7. The commission will take the Planning Board recommendation into consideration. PROS AND CONS
Storch told the Planning Board that because of a proposed buffer equal to the height of the building and landscaping, people on Lincoln Avenue would not see the building. In regard to added traffic, he said projects are not permitted until after traffic studies. Storch pointed out that the developer, Bill Jones, has restored many of the buildings on West Granada Boulevard and called him a “class act.” Jones’ buildings include 31 on the Boulevard, Rose Villa, Grind Restaurant and the mall that includes Rosie’s Cafe and Dunn’s Attic. “You’re so lucky to have someone willing to invest in the downtown,” he said. impact the historic ambience. Resident Ellen Needham said she wanted to protect the historic district. “I understand you want to bring life to the area, but five stories is excessive,” she said. She also said she didn’t think a street of apartments would raise property values in the area. Some speakers, such as Jay Cortright, approved the change. “It will be attractive to millennials and seniors who want to stay in the area,” she said. “It represents a revitalization of downtown. It will look alive.” But another resident asked why millennials were more important than nearby residents. Businessman Ron Defilippo, who owns Lulu’s Oceanside Grill, supported the change. He said the town is stagnant and new people should be attracted to the area. He also pointed out that Orchard Street, which is adjacent to the Ormond Heritage Condominium, is still historic. Jeff Boyle, a former city commissioner, opposed approval, saying the city was breaking a promise it made to residents in 2010 when it instituted the two-story limit. “It protects the aesthetic profile and character of Lincoln,” he said. Rob Wasserbeck said when he looks at the proposal, he sees that “deals have been struck” between the developer and the city. Also, he said millennials will not be able to afford the rent.

The director of Ormond MainStreet, Julia Truilo, supported removing the height restriction, saying it’s important to have living space downtown and the setback will protect properties on Lincoln Avenue. She also pointed out the success of Bill Jones’ work. “This is being shepherded by a developer who takes care and has respect for the buildings,” she said. Norman Lane said Bill Jones
has done a “fabulous” job, but he thinks the limit should be four stories. “Five stories would be oppressive,” he said. Waiting to approve after a plan would be submitted would be smarter, said Greg Kilpatrick. “It’s too nebulous,” he said. “We don’t know what will be there.” Ralph Potter, of Lincoln Avenue, said he was hearing about the vision of the city and the vision of the developer, but likes New Britain Avenue the way it is now. “Ormond Beach is a miracle of mixed-income housing,” he said. “We don’t need your plan.”

You can sit through three lights and only be the third or fourth car waiting just to cross the street at Granada and Ridgewood. It’s awful. Parking is terrible. What about the houses and neighborhood there? How will it impact their home values and the crime rates in the area?

This year was unlike any other year for Team Observer in the annual Home for the Holidays Parade. This year, we were prepared. Thanks to the craftsmanship of colleague Josh McPherson and the creative brain of Jennifer Hogg, our Observer Christmas tree was trimmed with newspapers and strung with lights. Our company’s banner was proudly hung on a wood plank-thing (I’m sure Josh has an official name for, but I’m too embarassed to ask). Our empty boxes of presents were wrapped in newspaper, thanks to Advertising Manager Jaclyn Centofanti, and our newspaper skirts were ducttaped together, thanks to the amazing Lauren McPherson. And I was the coordinator — a job no one should have given me.

We pulled out of the office’s parking lot Saturday evening, with our boss, John Walsh, towing us in a trailer. Man sets ex-girlfriend’s car on fire, fakes his own kidnapping Vincent Palmer was arrested Dec. 11. EMILY BLACKWOOD COMMUNITY EDITOR
Vincent Palmer went far out of his way to send his ex-girlfriend, Staci Winn, a message. Palmer, who has four children with Winn, drove his scooter to Winn’s home in the Forrest Hills subdivision in Ormond Beach Dec. 10 to break into her car, dump a Mountain Dew bottle full of gasoline inside and set it on fire. Before fleeing the scene, he left a note on Winn’s mailbox that led police to believe the crime was motivated by racial hate: “I HAVE WATHED (sic) YOU FOR A LONG TIME YOU AND YOUR N----KIDS DONT Belong.” The letters “KKK” were one on one side of the note, and “TRUMP” was written on the other. Winn had lived at her home since 1976. While the police were there on Dec. 10, she called Palmer and told him that her vehicle had been set on fire. He then came to the victim’s home and was arrested after officers discovered there was a warrant for his arrest, related to child support. He was transported to Volusia County Branch Jail. The next day, the Daytona Beach Police Department responded to a call about a possible abduction: A

note led family members to believe that Palmer had been kidnapped. One of Palmer’s family members told police they found blood on one of the vehicles in the driveway and a note in one of the vehicles that read: “KKK....I HATE BLACK MEN WHO F--- WHITE WOMEN....YOU WILL NEVER SEE YOUR GRANDSON AGAIN ALIVE....YOU WILL NEVER FOUND OUT WHO I AM, THIS IS HIS NOTEBOOK...?.NICE DOG, YOU SLEEP HARD” Between the efforts of the DBPD and the Ormond Beach Police Department, Palmer was located at Burger King in Ormond Beach around noon. An officer made contact with a black male in the restaurant. He told the male
he was trying to locate a missing person. The man identified himself as Raquel B. Johnson, but, after the officer called in another detective who had been at Winn’s house the previous day, the man told police his real name: Vincent Palmer. Palmer confessed to setting Winn’s 2015 Chevrolet Sonic on fire because of problems he was having with her over their children. Winn and Palmer broke up in April 2016. He also confessed to writing the note and pricking his finger to add to the abduction illusion. Palmer apologized for the fire and said he never meant to hurt anyone. Palmer was transported to jail.

FOUR AGENCIES CHASE SUSPECT 3:32 a.m. —South Yonge Street Attempting to Elude. A car fleeing from Daytona Beach police was seen northbound on State Road A1A. The car, a 2002 Mitsubishi SUV, then turned westbound on Granada Boulevard and traveled at a high rate of speed. The car then turned off its lights and headed south on South Yonge Street. An officer radioed that the car had hit stop sticks that he had deployed at Hand Avenue. Holly Hill police then radioed they had picked up visual of the car. They said the car hit a light pole, causing an accident. The driver then fled on foot. Holly Hill and Sheriff’s Office police chased the suspect. Air 1, the sheriff’s helicopter, located the suspect lying down behind the house, and he was apprehended by a Daytona Beach police K-9. The suspect’s driver’s license had been suspended on several occasions.
SOMETHING FISHY 12:16 p.m. — 1500 Block of West Granada Boulevard Petit Theft. The victim, a store employee, saw the suspect put several frozen lobster tails and bagged shrimp in his pocket and down his shirt. After the suspect walked out of the store, the victim brought him back to the office. When an officer arrived, he removed the items from the suspect’s clothes. A check revealed that the suspect had 10 failure-to-appears on his record and several theft convictions. He was transported to jail. FAST FOOD 2:49 p.m. — 100 Block of South Atlantic Avenue Failure to Pay. A male and female, both in their 20s, ordered and consumed $32.74 worth of food and walked out of the restaurant without paying and fled through the parking lot. The victim said he would provide surveillance video. GOT CHANGE? 4:17 p.m. — 500 Block of South Atlantic Avenue Theft. The victim reported that surveillance video showed an unknown male with arm tattoos breaking into the soft drink machine. The suspect picked the lock and stole $300 in change. There was no damage to the machine.

BUSY PAWNER 6:10 p.m. — 400 Block of Magnolia Street Theft. The victim said his cousin had stayed with him since August and he was missing several items. The officer checked the pawn database and found that the suspect pawned 38 items since September, some which matched the description of items belonging to the victim.

or the second consecutive year, and third straight contest, the Seabreeze varsity boys salvaged the day by not allowing Mainland to celebrate wins in all four games on Saturday, Dec. 10, at Seabreeze. The Bucs won the JV girls game 25-24, the boys game 61-21 and the girls varsity game 47-41. Seabreeze boys varsity would end Mainland’s run, downing the Bucs 68-61. “Hats off to both Mainland and Seabreeze kids for focusing on SEE SANDCRABS PAGE 12
see a lot of elderly men on a regular basis. While I’m sure some may exercise a bit at the gym and others walk around their street blocks several times, Buzz Porter stands out with his daily regimen. Porter, 80, has been running, jumping, pole vaulting and throwing discus, javelin and shot put for nearly 60 years, and he still trains like he’s in his 20s. He reaps the fruit of his strenuous labor in medallions. This past year, Porter took part in 12 track and field competitions, going as far north as Detroit and as far west as Shoreline, Washington. He competed in 109 events and won 99 medals, set dozens of course, state and national records, and won AllAmerican status in at least one event everywhere he contended. “I get the biggest thrill from the amount of people who come over and tell me how inspirational I am to them, because I do 10-13 events in one meet, while they do only two or three,” Porter said. Porter has distanced himself from the 1,000-medal mark, and, in a few years, he’ll expects to be nearing 1,500. Although he doesn’t plan to enter as many events next year, he has already begun training to attain AllAmerican status in the 60-meter hurdles, held on Jan. 21. If he’s not confident that he can reach that status by Jan. 16, he won’t compete, lest, he says, he embarrasses himself. Whether Porter reaches AllAmerican status, I like his take on always getting out there to compete: “I’ll always be ahead of that man sitting on the couch with that beer belly.” Congratulations, Buzz, and continue to inspire us with your successful longevity.

esidents spotted an unusual sight on the Tomoka River Friday night: a big, blue dolphin with what appeared to be a blinking red nose. While some speculated that it might be a dolphin-reindeer hybrid, it later turned out to be Sandra Davis’ boat sailing along in the Tomoka River Christmas Parade. Held Dec. 9 on the Tomoka River, almost 40 people decorated their boats with colorful lights, Santa inflatables and even small Christmas trees to honor the city’s newest tradition — and win first

“We filmed a video and sent in some photos of the suits,” she said, “and next thing I knew the producer was calling and I was flying out to Chicago.” Narcisse was featured on the wrap-up episode that aired Nov. 4. She talked about her reasons for wanting to start her business and what she hopes to accomplish. After the episode aired — in which she was given $1,000 to go after her goal — Narcisse is happy to report that she just sent her suits to Neiman Marcus, Nordstrom, and Saks Fifth Avenue, and is waiting for them to place an order. “It’s like that saying, once your career takes off, your personal life explodes,” she laughed. “Now I’m single with all my girls because people can’t handle a female entrepreneur.” The pressure of her career and all the time she spent working has made her put her romantic relationships on the back burner — something she hopes more career-driven women are comfortable doing. “Too many girls let relationships define them, and they need to learn to define themselves,” she said. “You don’t need a significant other to do what you want to do.”

Santa will be on patrol this week with OBPD It’s jingle bell time and a swell time for the third-annual Santa on Patrol program. Santa Claus is coming to town, and the jolly old elf has traded his sleigh in for an Ormond Beach Police Department patrol vehicle to deliver toys to the good girls and boys of Ormond Beach. From Dec. 14 to Dec. 23, the most popular guy in a red suit — along with Ormond’s finest — is patrolling the city and issuing “Naughty or Nice” notices to
children after receiving confirmation from dispatchers in the North Pole. You won’t know when or where Santa might show up, so you better be good for goodness’ sake! Santa on Patrol wishes to advance the practice of community policing through growing the relationship between the community and police officers. he Mayor’s Health and Fitness Challenge will kick off Jan. 21 with new features for 2017. Fitness teams will offer support and encouragement for participants, and youngsters can take part along with their parents. The event, which aims to help adults get or stay healthy and fit, and kids get active, will run through April 15. The Jan. 21 kickoff will be 7-11 a.m. at Nova Community Center, 440 N. Nova Road in the Gymnastics Center. Challengers can register now or at the kickoff event and the cost is $25 per person. There is also a family rate. At the kickoff, challengers will pick up their packet, goody bag, T-shirt, calendar of activities and

He said he had received comments from participants asking for a chance to get the whole family involved. “Also, with so many electronic distractions today it is important for children to remember to stay active. Being able to participate in the challenge will give children a chance to put down the phones and video games and take a walk, bike ride or play catch,” Partington said. “The final reason is to teach our children that health and fitness is a priority for the whole family for a lifetime,” he said.

New this year will be a “couch to 5K,” for people who would like to slowly work up to a 5K run. Over the nine weeks of the event, challengers will build up to running the Tomoka 5K on March 25. THE TEAM CONCEPT
New this year, each fitness center taking part will form a team and will have a team captain. The teams will provide individual training and the benefit of teamwork. The teams will compete against each other and have the chance to win cash prizes. “The team leader will be your coach and help you reach your goals,” Maguire said. Many people who have taken part in the challenge in the past have enjoyed making new friends, Maguire said, and say having the support from others is motivating. “The teams will have an element of accountability,” Maguire said. “And if you meet people and have fun, you’ll stick to it.” Challengers are not required to join a fitness team and can still take part in everything in the event. A friendly competition is planned on the final day of the Fitness Challenge and participants can win cash prizes. “It’s a blast and a half,” Maguire said. “It’s going to be so much fun.”
