Office of the Regional Executive Director Bananas have been with us since the dawn of human history, and are one food that we have been eating for tens of thousands of years. Health and wellness websites suggest that banana is one of the most natural foods for us and it rarely presents a problem in terms of digestion. This is one of the reasons why banana is a hit not just in the domestic market, but also in the international scene. With this, the Department of Agriculture is always opening doors for the banana industry stakeholders like gathering them in a parley and meeting their best ideas to ensure the industry’s continuous upsurge and advancement. The Regional Banana Congress is a pavement for you, our banana growers and other industry players, to further appreciate the importance of this regionwide convention where you will be able to learn not just new banana farming technologies but more importantly new and potential market opportunities for this one of the most-traded commodities in the world. Also, this congress will surely give you solutions in addressing issues that confront the industry such as the occurrences of pests and diseases. This gathering will also serve as an opportunity where everyone is expected to help in the crafting of policies and proposals with the goal of maintaining the optimum development of this sector. In 2013, SOCCSKSARGEN Region contributed 13.71% in the nationwide production of banana. Hoping that we will be inspired by this data and continue to soar high and achieve greater heights of excellence. I congratulate the SOCCSKSARGEN Banana Industry Council of Region 12 ( SOBIC 12), Regional Agriculture and Fisheries Council 12 (RAFC 12) headed by Chairman Dionisio Bautista and the whole team of Department of Agriculture 12 for keeping the banana industry in the pedestal through the realization of this significant activity. Banana Industry Council (SOBIC) In behalf of SOCCSKSARGEN BANANA INDUSTRY COUNCIL, I would like to congratulate every Bananero who toiled in his farm from dawn to dusk and to everyone who in one way or the other have taken an active role during the production, transport and marketing of bananas. Our efforts together enabled us, the banana industry players to bring to the homes and tables of our consumers a nutritious, world class yet affordable foodstuff. Today marks a milestone in our industry as we Bananeros will look back what transpired during the year that passed, learn valuable lessons that it taught us and look forward with much hope and optimism knowing that we are better equipped now to deal with the challenges that will confront us in the future. Let us not forget in this occasion to thank God, the Almighty who continually blessed our farms despite the long drought that struck our land and allowed most of our crops to survive and bear fruit. Let us celebrate and savor the festivities that our partners in government have prepared for us especially the Department of Agriculture Regional Field Office 12 headed by RED Engr. Mila Casis and the rest of the DA-RFO12 family. This two day affair must strengthen the bond of friendship and camaraderie, open up opportunities and teach us new and modern ways to grow our crops. My warmest congratulations to the SOCCSKSARGEN Banana Industry Council and the Provincial Local Government Units of Region 12 for the successful staging of this 2016 Regional Banana Congress. Your theme “Positioning SOCCSKSARGEN Bananas through Improved Logistics and Market Facilitation” reflects the boundless enthusiasm and firm determination of Region 12’s banana stakeholders to strengthen the local banana industry so that it can leapfrog from its current No. 3 position to No.1 banana producer in the country. The whole country shares that same excitement and optimism as our people embrace our new government’s call for far-reaching changes in our politics, economy and society. Indeed, now is the time to think out of the box and explore fundamental innovations in doing agriculture and I’m happy that the SOCCSKSARGEN Banana Industry is doing its share by exploring new products and innovations, including organic bananas; keeping fusarium and other diseases at bay, strengthening the value chain and broadening local and global markets. I am sincerely conveying my warm felicitations to the organizers, participants and sponsors of the 2016 Regional Banana Congress in Region XII. Your theme which is, “Positioning SOCCSKSARGEN Bananas Through Improved Logistics and Market Facilitation” manifests your strong determination and positive response to the big challenge the banana industry in the country has to hurdle over the past months because of the effect of El Niňo onslaught along with some plethora of problems, including stricter standards for chemicals by some export markets, multinational banana firms in Mindanao expanding to other countries and other pests and diseases. Our region ranks third in banana plantation in the country and by our collective strivings, we could excel farther. As one of the executive officers in our region, I look forward that the banana industry will draw more support from both government and private sectors because this is very promising in boosting our economy. Let us altogether join hands in finding ways to improve the price of bananas, improve its productivity, reduce the cost of production and marketing and address policy and institutional issues that affect the industry. MESSAGES Local Government of North Cotabato

Cotabato leads the region in terms of banana production, recording a little more than 630 thousand metric tons last year, more than half of the region’s total banana production of more than 1 million metric tons. But it has not been easy, especially with the El Niño experience last year. Not only the small banana farmers were affected by the drought caused by the weather phenomenon. Even the multinational companies – Dole-Stanfilco, Lapanday, and Sumifro – bore the brunt of the dry spell. Province-wide, more than 3 thousand farmers and 2 thousand plus hectares of banana were affected, leading to a loss of almost P430 million. Together with the Department Agriculture, the provincial government spent P7.6 million for cloud seeding operation from February to May 2016. Tissue culture banana plantlets were distributed to replace those that were destroyed by the drought, along with the provision of drums, polyethylene house, and water pumps by the DA to mitigate the effects of the dry spell. With so many of our people depending on banana for their livelihood, whether as planters themselves or as workers in the big multinational plantations, we cannot simply step aside and let the weather phenomenon take its toll. In keeping with our advocacy, “Serbisyong Totoo”, we will continue to provide support to the banana industry, this being not only a source of income for our people but also a source of hope for their children, future leaders of our province, our region, even our country in various fields. That for us is true service to the people, “Serbisyong Totoo” sa bayan: ensuring a stable present and building a better future.

Resolution No. 1 A Resolution requesting the Agriculture Credit Policy Council (ACPC) to TRANSFER THE Agriculture and Fisheries Financing Program (AFFP) funds FROM PEOPLES CREDIT FINANCING CORPORATION (pcfc) to the LANDBANK OF THE PHILIPPINES.

Resolution No. 2 A RESOLUTION URGING THE NATIONAL STATISTICS OFFICE/PHIL. STATISTICS AUTHORITY TO IMMEDIATELY UPDATE AND VALIDATE LIST OF FARMERS IN THE REGISTRY SYSTEM FOR BASIC SECTORS IN AGRICULTURE (RSBSA), SO THAT LEGITIMATE AND EXISTING FARMERS CAN AVAIL OF THE INSURANCE SERVICES OF PHILIPPINE CROP INSURANCE CORPORATION (PCIC).

Resolution No. 001-15, S. 2015 RESOLUTION PROPOSING TO THE DEPARTMENT OF AGRICULTURE REGIONAL FIELD OFFICE 12 (DA RFO12) AND OTHER GOVERNMENT AGENCIES VARIOUS SUPPORT MEASURES TO LAKATAN BANANA INDUSTRY OF REGION 12 Whereas, Lakatan Banana is one of the High Value Commercial Crop being grown and produced in SOCCSKSARGEN, especially in the towns of Magpet and Makilala and the City of Kidapawan; Whereas, there are approximately one thousand five hundred (1,500) hectares of farmlands planted to lakatan banana in North Cotabato with a weekly production of six hundred sity (660) tons or 20,000 crates being shipped out from the ports of Cagayan de Oro City, Davao City and General Santos City to Manila and other key cities in the country; Whereas, the Lakatan Banana Industry in North Cotabato has huge contribution to the economy of the province in terms of generating employment and in the development especially in the rural areas; Whereas, in most instances the lakatan banana buyers and shippers encountered problems such as spoilage and ripening due to lack of necessary facilities in the pre loading area, mishandling in the port area and in the sea vessel, delays in loading among others; Whereas, some causes of the problems being mentioned includes lack of transit shed at the port area, unavailability of ventilated container vans dedicated to fresh cargo like bananas, pineapples and vegetables, the mixing of different kinds of cargoes inside dry container vans, the absence of area or space in the cargo vessel solely dedicated to vans containing fresh products like bananas and other fruits preferably far from engine room. Now therefore for and in consideration of the foregoing premises, and upon motion by Luis T. Chua, and duly seconded by Angel M. Cervantes, Jr. BE IT; RESOLVED AS IT IS HEREBY RESOLVED, that the DEPARTMENT OF AGRICULTURE REGIONAL FIELD OFFICE 12 (DA RFO12) will;

1. Make representations with the Philippine Ports Authority (PPA) for the Construction of transit sheds for fruit and other perishable agriculture products at Makar Wharf, General Santos City. The sheds will protect the fresh cargoes from being exposed to the elements while waiting the scheduled loading time.

2. Make representations with the Department of Transportation and Communication and other concerned agencies to require cargo shipping companies to provide enough ventilated vans to cater to the growing needs of banana shippers. This is part of the preparations to our entry into the ASEAN Economic integration and good agriculture practice.

3. Make representations with the Department of Transportation and Communication (DOTC) and other concerned agencies to require cargo shipping vessels to designate perishable cargo zones on board their vessels most preferably away from engine room areas or other areas that generates heat.

4. Will include in their support program to the Banana Industry, the procurement of one hundred (100) units of ventilated vans to complement those that will be provided by the private shipping companies.

Resolve finally, to forward copy of this resolution to all identified agencies, The Department of Agriculture Regional Field Office 12 (DA RFO12), the Philippine Ports Authority (PPA), the Department of Transportation and Communications (DOTC) and Regional Agri Fishery Council (RAFC) for information and action; Unanimously Approved this 13 th day of May 2015 in General Santos City, Philippines.

The MU-UAN FARMERS PRODUCERS COOPRATIVE (MFPC) is composed of farmers from Brgy. Mu-uan, Kidapawan City. The said farmers are engaged in the production of Cardava and Lakatan Bananas. MFPC was registered with the Cooperative Development Authority and started operation in September 2011. Right now, it has sixty six (66) members and has a total production area of three hundred (300) hectares planted with Lakatan Bananas. Every month, MFPC is producing an average of three hundred (300) metric tons of Lakatan Bananas packed in ten thousand (10,000) crates. Those Bananas are shipped to cities of Manila, Cebu, IloIlo and Bacolod. To support the members, MFPC has put up a temporary packing plant in Brgy. Mu-uan, Kidapawan where the Bananas are cleaned, classified, placed in wooden crates and loaded to hauling trucks for shipment via the ports of Cagayan de Oro, Davao or General Santos Cities. To answer for its transport needs, MFPC has


ten vehicles, six (6) units are used to penetrate the production areas in the barangays to haul newly harvested bananas and brought to the packing facility while the other four (4) units are large hauling vehicles that are used to transport Bananas already in crates to the different shipping points depending on the availability of sea vessel. The Board of Directors meet every last Friday of the month while all the members meet once a year in the annual general assembly. MFPC also employs a total of five (5) personnel composed of office staff and field workers who are running the day to day operation of the

Cooperative. Aside from the production of Lakatan Bananas, other business venture of MFPC is the wooden crate assembly whereby the coop buys the wooden slats and the members especially the wives will assemble it into crates. This venture has employed at least ten (10) women during peak demand of wooden crates. It has also generated thirty thousand (30,000.00) per month as income for the cooperative. Right now, MFPC has planned to expand production area by another five hundred (500) hectares and widen membership base to One Hundred (100). Is also planning to put

up forwarding warehouses in the cities where it has its customers to further enhance its ability to service their needs especially high end clients like malls, hotels and chain of restaurants that prefers good looking and premium quality food items. The Coop also conducts regular monthly training to its members and other farmers on technologies and latest update on the cultural care of bananas and other crops. Such trainings are done in coordination with Farm Chemical Companies who provided the speakers and the necessary provisions. This enables the farmers to acquire new knowledge at a minimal cost for the farmers and resulted to the improvement on the quality of their produce. The Coop is also an active member of the Kidapawan City Cooperative Development Council and participated the activities to further empower the coop stakeholders and bring development in the countryside.

K

nown to friends as Boyaks, Mr. Luis T. Chua was born on January 22,1950 in Kidapawan City. He is married to Armenia Luague and was blessed with three daughters namely Vismalou, Marjorie and Amaylou.

He attended the First Banana Congress in 2003, a congress spearheaded bythe Provincial Agricultural and Fisheries Council of Cotabato where he met the Chairman of the Sto. Tomas Banana Growers Association of Davao del Norte. It was this fellow In his younger days, Boyaks who inspired him to venture into sold and delivered bread and banana production and to help fish to the different barangays of farmers if becomes successful. He also became the president of Rotary Club of Kidapawan City District 3870 with notable accomplishments like the establishment of Gulayan

sa Barangay. He is the founding chairman and currently the General Manager of Mua-an Farmers Producers Cooperative and at the same time the Chairman of North Cotabato Banana Growers Association. Aside from helping the banana farmers, he also provided planting materials of passion fruits and farm inputs to interested farmers on a PNPL scheme. He established

demonstration farm for Passion Fruit Production and invited farmers to observe if it is viable for them to grow. At present, he had extended assistance to farmers of Don Panaka, Salab and Mamaling in the municipality of Magpet . Passion fruit thrives well in cold temperature. Farmers being assisted were assured of market. Boyaks in his mid 60’s, so fullfilled yet never stops helping co- farmers in the community.

DA chief meets SOX local officials, farmer-leaders; delivers strategies to achieve food sufficiency -

I

n his desire to further convey the essence of the commitment of President Rodrigo Duterte which is available and affordable food for Filipinos, Agriculture Secretary Emmanuel Piñol talked with local government unit officials, farmer-leaders and other agriculture stakeholders from different parts of Region 12. In a consultation dialogue dubbed as Tapatan: Gobyerno ug Katawhan, Secretary Piñol presented his platforms in attaining enough food for the country for his term as the Agriculture chief and the framework of the Special Area for Agricultural Development (SAAD) program. Present in the activity were Governor Steve ChiongbianSolon (Sarangani), Governor Datu Pax Mangudadatu, Al-hadj

(Sultan Kudarat), and Governor Emmylou Taliño-Mendoza (North Cotabato). Others who graced the dialogue were Congressman Jesus Sacdalan (1st District of North Cotabato), Cong. Jose Tejada (3rd District of North Cotabato), and Cong. Horacio Suansing (1st District of Sultan Kudarat). Six mayors of the seven municipalities of Sarangani also took their share in the activity. Meanwhile, South Cotabato Governor Daisy Avance-Fuentes was not able to join Secretary Piñol in General Santos City because of the culmination activities for the 50th foundation anniversary of the said province, nevertheless, earlier that day, the two officials met in Koronadal City wherein the Secretary also spoke to thousands of attendees. “We need you to partner with us, so we can attain this goal

together. Just tell us what you need and we will give it to you,’ the official assured the leaders who were around. During his presentation, Secretary Piñol said that DA’s agricultural agenda for the next years under his watch will be based from President Rodrigo Duterte’s mandates. He said, “We take off from the commitment of the President of available and affordable food for the Filipino as what President Rodrigo Duterte told everybody that it is his moral obligation to feed his people.” “I am a farmer so I understand the problem of the farmers… I was a governor so I know how it is on the ground, and now I am the Secretary of Agriculture that is why I am dealing with these (problems) in three perspectives,” the official assured everyone in the room.


Secretary Piñol, however, was also amenable that there are a lot of challenges to face and that the government should always prepare in order to achieve these goals, like El Niño, La Niña, and climate change in general. “We have to prepare. We will identify vulnerable areas and projected production losses; maximize or optimize production in non-threatened or less vulnerable areas; reduce possible losses in vulnerable areas through the identification of alternative cropping strategies and livelihood and post calamity rehabilitation of affected areas,” the Secretary added. Secretary Piñol also pointed out that it is very important to achieve sufficiency in rice in the next few years to stop rice importation and to combat

the effects of climate change. He stressed out, “I talked with the President and I said to him that by the end of his term, Philippines should not only be rice sufficient but must also have a buffer stock in the form of grains good for six months.” The DA, under his term, will drive hard to also attain sufficiency in corn, livestock, poultry and fisheries, aside from rice, as these are also Filipino’s staple foods. The topmost official is also aiming to send back to DA’s supervision agencies which were detached to it in order to guarantee a coherent implementation of projects for the benefit of the agri-fishery sector. “I already requested Malacañang to return three agencies to DA, the National Irrigation Administration, Philippine Coconut Authority,

and Fertilizer and Pesticide Authority,” Secretary Piñol mentioned. During the forum, he also showed his Sustainable Area for Agricultural Development (SAAD) program, which targets to provide interventions on the top ten priority provinces of the country. From among the ten identified provinces, two (Sarangani and North Cotabato) belong to Region 12. rice sufficiency Sec Piñol Agriculture Secretary Emmanuel Piñol yesterday said that the Philippines should be rice self-sufficient in the next two years to be ready against the adverse effects of climate change which he said makes everything unpredictable for Philippine agriculture. “We need to attain rice sufficiency in the next two years and achieve buffer stocks for rice six months before the Duterte administration ends,” Piñol remarked before thousands of spectators at the culminating activity of South Cotabato’s golden anniversary celebration and 17th T’nalak Festival held at the province’s sports complex on July 18. Piñol, along with Interior and Local Government Secretary Ismael Sueno as well as National Defense Secretary Delfin Lorenzana, served as one of the festivity’s distinguished guest speakers. “We do not know when the next El Niño would hit us. How long it would hit us? How wide the area would be?,” Secretary Piñol asked the public adding that nobody is sure if climate change will only hit the Philippines or will it also

hit the whole Southeast Asia and other nearby regions. If the country’s neighboring nations such as Thailand, Vietnam and Cambodia will be wracked by climate change, the Aggie chief questioned if where the Filipinos will get rice supplies. To prepare for this probable scenario, the official said that the country must have enough buffer stocks of food and that the DA under his watch will provide necessary assistance to the farmers in producing food for the Filipino people. “We will support the farmers by providing free seeds and free fertilizers for the next cropping terms,” he said underscoring that these farmer-recipients must deposit in a bank the equivalent amount of the production inputs given to them by the DA so that when the next cropping begins, they have the available money to buy seeds and fertilizers. The Aggie chief also urged local governments to determine the total rice production in their area so that the agency would know how many bags of production inputs will be given to them in 2017.

He also told local officials to identify potential areas for rice expansion. “If we need to put up a communal irrigation project there, we will do that. If you need water pumps as well as pre and postharvest machines, we will give you that,” he said. Secretary Piñol said that DA under his management will veer away from building huge irrigation projects worth billions of pesos which he said have been causing detrimental effects to the environment. Meantime, he said that the provision of free production inputs to the farmers and fisherfolks is just part of the priority agenda of the DA as directed by President Rodrigo Roa Duterte. “When President Duterte appointed me as his Agriculture Secretary, he has only two mandates. First, to stop corruption in the agency and ensure that there is affordable and available food for every Filipino,” If there’s no corruption in the DA, Piñol exclaimed there will be enough funds for everybody since the agency is one of the departments given with huge budget allocation annually.
