Sa ngalan ng Kagawaran ng Pagsasaka, ipinagmamalaki ko po ang pagtatapos noong 2015 ng ilang proyekto sa ilalim ng SOCSKSARGEN Integrated Food Security Program, na siyang nais ibahagi ng report na ito. Ako’y nagtitiwala na malaki ang magiging pakinabang ng mga proyektong ito – kabilang ang farm-to-market roads at iba pang rural infrastructure development initiatives – upang baguhin ang buhay ng mga kababayan natin sa rehiyon, lalung-lalo na ang direktang farmer-beneficiaries ng programa.
Kaya naman, buong-puso akong nagpapasalamat sa mga miyembro ng SOCSKSARGEN Area Development Project Board (ADPB) at SOCSKSARGEN Technical at Project Monitoring Teams, gayundin sa Project Management Unit, sa kanilang masigasig na pagtutok sa mga proyekto. Nais ko ring bigyang-pugay ang mga katuwang nating ahensya ng gobyerno at ipa nating mga katuwang sa pagpapatupad nitong programa, kabilang ang mga magsasaka, mangingisda at kanilang local government units.
Samantala, ikinalulugod ko ang pagkaka-apruba ng Department of Transportation and Communication sa P959-milyong pondo para sa pagsasaayos ng General Santos City International Airport, at ng Philippine Ports Authority at DOTC para sa pier at mga pangunahing kalsada sa rehiyon. Pabibilisin ng mga ito ang daloy ng mga produkto at serbisyo mula sa iba’t ibang sakahan at pangisdaan papunta sa merkado, na magiging daan para sa mas masiglang local export industries at mas mataas na kita sa kanayunan.
Tunay ngang nasa agrikultura ang susi sa mas makahulugan at pangmatagalang kaunlaran at kapayapaan sa SOCSKSARGEN at iba pang bahagi ng Mindanao, alinsunod sa inclusive growth agenda ng Pangulong Benigno S. Aquino III. Kaya’t hangad ko ang ibayo pang pagtutulungan at pakikiisa ng lahat ng may-taya para sa higit pang tagumpay ng SOCSKSARGEN Integrated Food Security Program.

Message from the Vice-Chairperson
Ang SOCSKSARGEN Integrated Food Security Program ay isang mahalagang programa na kaakibat ng pamahalaang lokal sa pagpapaunlad ng mga imprastrakturang pang agrikultura at transportasyon. Pinahahalagahan ng programang ito ang maayos na makikipag-uganayan at pakikipagtulungan sa iba’t ibang Local Government Units (LGUs) at ahensya tulad ng DOTC, CAAP at PPA, at mga pribadong sektor upang bigyang pansin at solusyon sa lalong madaling panahon ang mga hinaharap na suliranin ng sektor ng agrikultura.
Nitong taon ay maraming naipasang resolusyon ang SOCSKSARGEN Area Development Project (ADP) Board upang mapondohan at mapabilis ang pagsasa-ayos ng ating mga paliparan at pantalan. Labinlimang farm-tomarket roads din ang naidagdag ngayong taon, bagay na ikinasaya ng 16 Barangay LGUs at mahigit-kumulang 56,000 katao. Bilang bahagi ng SOCSKSARGEN ADP Board at namumuno sa probinsya ng Cotabato, prioridad natin ang mga imprastrakturang pang transportasyon. Mahalaga ang magandang kalsada sa pagsigla ng local na ekonomiya. Ang mabilis na pagluwas ng mga produkto mula sa mga liblib na lugar tungo sa pantalan at merkado ay nagbibigay sigla at ibayong sipag sa ating mga magsasaka na itaas pa ang kantidad ng mga produkto.
Isinulong din ng Project Board ang hangarin nitong ipagpatuloy ang coordinative functions ng SOCSKSARGEN Area Development Project Office (ADPO) sa taong 2017-2022. Sinusuportahan natin ang epektibong mekanismo ng partnership ng gobyerno at pribadong sektor sa ilalim ng ADPO, na angkop sa maayos na pagpaplano at pagpapatupad ng ibat’ibang proyekto.
Sa ating mga nagawa, nais ko pong pasalamatan ang lahat ng miyembro ng SOCSKSARGEN ADP Board at Project Management Unit, Department of Agriculture, mga LGUs at ibat’ibang ahensya ng gobyerno, pribadong sektor at mga organisasyon ng mga magsasaka na katuwang natin sa Programang ito, sa isa na namang matagumpay na taon.

Message from the Project Manager
Year 2015 was a tough and busy year with the simultaneous implementation of both current and continuing projects, and the various consultations and stakeholders meetings conducted for the anticipated development in key transport infrastructure region-wide. Time-bounded, we have to complete these projects and activities all at the same period.
With the successful implementation of projects and activities this year, I would like to congratulate my staff at the Project Management Unit, the technical personnel from our partner-Local Government Units, national government agencies, non-government organizations and private sector for their untiring efforts and commitment which made us achieve our desired targets for the year. Moreso, the spirit of teamwork has remained demonstrated in our work, which made this year’s accomplishments even worth celebrating.
I am also grateful to the continuous support and direction accorded by the SOCSKSARGEN Area Development Project (ADP) Board, spearheaded by Secretary Proceso J. Alcala of the Department of Agriculture. Through the resolutions endorsed by the ADP Board and its Executive Committee, the expansion and modernization program for the General Santos City Airport and Makar wharf amounting to PhP 959 M and PhP 603 M, respectively have been funded and fast-tracked.
Furthermore, this 2015 we are fortunate to have the same budget as last year for SOCSKSARGEN Integrated Food Security Program, bringing additional infrastructure investments to the area which accumulated to PhP 922 M for the period 2011-2015. Likewise, our proposed budget for 2016 for the implementation of farmto-market roads and agricultural support facilities amounting to PhP 489 M was included in the General Appropriations Act, completing the PhP 1.4 B funds that the SOCSKSARGEN stakeholders have proposed for the 6-year period. All of these would not be possible if not for the proactive feat of our local government units and the support of the Regional Development Council XII.
In the coming years, we remain optimistic for the sustainable growth of SOCSKSARGEN area as we bank on the continued support of the stakeholders in achieviing greater productivity and competitiveness.

Executive Summary
In 2010, the construction and upgrading of farm-to-market roads (FMRs) was identified as an investment priority of the SOCSKSARGEN Area Development Project Office (ADPO) under its SOCSKSARGEN Integrated Food Security Program (IFSP). Investing in critical agricultural infrastructures such as the FMR is a strategy complementary to the other programs of the Department of Agriculture, which aim to raise farm productivity and competitiveness. If we may recall, only about 11% of the total road networks in SOCCSKSARGEN is paved, based on the data gathered from the partner – Local Government Units (LGUs, 2008-2010).
Five years into the implementation of the SOCSKSARGEN IFSP under President Benigno C. Aquino Administration today, the SOCSKSARGEN ADPO has delivered 81% of its 5-year budget to building better roads in key production areas. This year, 86% of the approved allocation went to the concreting of 15 FMRs, 7% for the establishment of necessary postharvest facilities such as the abattoir, villagelevel feedmill and multi-purpose drying pavements in select barangays, and another 7% allocated for sustained coordinative functions of the agency in pursuit of the integrated development in SOCSKSARGEN.
The overall physical accomplishment for CY 2015 was recorded at 78%, as FMR implementation progress and contracts set to expire mostly in the first semester of 2016. Consistent with the policy and advocacy under the IFSP, road designs were improved which took into consideration the pavement thickness, construction of drainage canals and slope protection that will keep our projects in good shape amidst the environmental threats. Likewise, geo-tagging is constantly applied in all project areas as a monitoring means and
commitment toward greater transparency. The year also marks the completion of processing and value-adding facilities that have long been awaited by our farmers in the countryside. Such facilities as the muscovado sugar mill, village-level feedmill and village-type coffee processing plant are seen to generate additional farm income, intensify crop production, and eventually bring progress to industrious and persevering farmer-associations in the years to come. Similarly, the field demonstrations on appropriate farm techniques and rice varietal trials have gained acceptance among local farmers as these have proven to increase productivity and reduce production cost. If maintained, this strategy will help the farmers generate sufficient income and sustain their livelihood even in the onslaught of climate change problems.
Certainly, the agency pride itself on welldelivered programs and projects from 2003 (launching of SOCSKSARGEN IFSP) to present which covers the completion of agricultural projects, to wit: 260 kms road networks, rehabilitation of 34 irrigation facilities, establishment and provision of 96 agri-fishery postharvest and processing facilities and equipment, implementation of a regulatory-support project, and facilitation of extension-related services supportive to the initiatives of our partner LGUs. These infrastructure and support projects benefitted a number of LGUs, approximately 474,000 populace and 53 farmer-groups region-wide.
Significant accomplishments also include growth in partnerships as collaborative efforts yielded positive results on the continued development of key transportation facilities in the region. The SOCSKSARGEN Area Development Project (ADP) Board, the General Santos
City Airport Development Task Force, and the Makar Port Development Task Force – all multi-sectoral bodies, passed pertinent resolutions urging the upgrading of the region’s airport, sea port and road networks. Henceforth, the procurement of the GSC airport expansion project amounting to PhP 374 M was started and the initial modernization plan for the Makar Port facilities amounting to PhP 603 M was prioritized by the Philippine Ports Authority (PPA) under its Medium Term Public Investment Plan. The Department of Transportation and Communications (DOTC) also provided PhP 20 M for the expansion of the Central Mindanao Airport (CMA) by about 39 hectares. The Department of Public Works and Highways (DPWH), on the other hand, included in their 2017 Annual Investment Plan a budget of PhP 100 M for the construction of access road leading to the CMA. The preparation of a comprehensive rehabilitation plan for the GSC fish port, in consultation with the SOCSKSARGEN fishing federation, is also being developed under the Philippine Fisheries Development Authority (PFDA).
Finally, the SOCSKSARGEN ADPO has renewed its commitment in fulfilling its mandate as stipulated in the Executive Order No. 16, Series of 2010. The preparation of plans and programs for CY 2016 had begun this year, in consultation with the Local Government Units, National Government Agencies, Business Sector and Civil Society Organizations. The CY 2016 SOCSKSARGEN Integrated Food Security Program, which includes the improvement of roads and transport facilities for greater mobility, and a climate change adaptation and mitigation strategy, is consistently attuned to the Philippine Development Plan on Competitive and Sustainable Agriculture and Fisheries Sector.
About Us SOCSKSARGEN Area Development Project Office
The SOCSKSARGEN Area Development Project Office (ADPO) was established through the efforts and initiatives of the multisector stakeholders and Local Chief Executives of the region in 1991. It was coordinated by the Coordinating Council of the Philippine Assistance Program (CCPAP) and the Regional Development Council XI, when SOCSKSARGEN (South Cotabato/ Cotabato/ Sultan Kudarat/Sarangani/General Santos City), formerly known as SOCGEN (South Cotabato/General Santos City), was identified as one of the Area Development Zones (ADZ) that would potentially contribute in the pump-priming and the integration of the economies of Mindanao.
From 1991 to 1999, the SOCSKSARGEN ADPO successfully facilitated the implementation of the largest single geographical concentration of infrastructural projects in the area, such as the construction of airport, fish port, sea port, road networks and installation of telecommunication system, funded through USAID,
OECF, Italtel (and other foreign agencies) under the Mindanao Development Plan of the Philippine Assistance Program.
The Office has been granted several term extensions by virtue of Executive Orders (EO) issued by the President, thereby expanding its coverage to include Sarangani, Sultan Kudarat and North Cotabato provinces. The latest Executive Order was signed by His Excellency Benigno Simeon C. Aquino III.
The ADPO, through EO No. 16, Series of 2010 extended the coordinative and project management function of the office term until December 31, 2016, in view of the continuing need to fast-track the construction and upgrading of vital infrastructures (e.g. airport, sea port, road networks) and to sustain regional efforts, particularly in the implementation of food security and key development plans and programs in support to peace and development in Mindanao.

Project Board
A policy-making body which provides the general direction and formulates appropriate policies for the development of SOCSKSARGEN’s agricultural and agro-industrial potentials in support to the national goal of promoting agri-business and increasing productivity and production efficiency.
Project Management Unit
PMU functions as the technical and administrative secretariat of the ADPO, which undertakes the day-to-day operations of the Project Office.

For over two decades now, the ADP Board has been instrumental in fast-tracking the development of vital infrastructures and support services, speeding up decision-making process by linking the locals with national government agencies and instrumentalities.
At present, the Project Board is chaired by the DA Secretary, Proceso J. Alcala, and members include the Local Chief Executives of component areas, regional heads of selected national government agencies and representatives of the business sector and non-government organization. SOCSKSARGEN Food Security Program Working Groups
As stipulated in the approved SOCSKSARGEN Integrated Food Security Program Implementation Mechanism, the following Program Management Committees shall be created for the smooth planning and implementation of various projects under the IFSP:
Technical Team
A composite group composed of representatives from the LGUs, DA RFO, concerned NGAs, and ADP-PMU, which reviews proposals and program of works submitted by the Local Technical Team in terms of technical feasibility, economic viability, environment safety, social acceptability and sustainability as a whole. It formulates guidelines and set standards for the proper implementation of projects, and recommends priorities and areas of improvement when necessary.
Project Monitoring Team
a composite group composed of representatives from the LGUs, non-government organizations or beneficiary community, and ADP-PMU, which conducts regular inspection and documentation of projects during implementation, and together with the Technical Team, evaluates the project upon completion and recommend for its eventual turn-over to recipient organization/ community. It also provides technical and policy recommendation to the implementing LGUs.
SOCSKSARGEN Integrated Food Security Program
The
SOCSKSARGEN Integrated Food Security Program (IFSP) covers the provinces of South Cotabato, North Cotabato, Sultan Kudarat, and Sarangani and the city of General Santos.
The approved budget of SOCSKSARGEN ADPO for the implementation of the SOCSKSARGEN Integrated Food Security Program in 2015 amounts to PhP 325.131 Million, same ceiling as last year. The budget was appropriated for the following program components: Farm-toMarket Roads (86%), Agri-fishery Machinery, Equipment and Facilities (7%), and Agri-fishery Policy Services including Program Management (7%).
The implementation of infrastructure projects follows a funding scheme of 85% by the Department of Agriculture (DA) and 15% by the Local Government Unit (LGU). The LGUs provided the certificate of availability of funds prior to the project procurement.

The accomplishments this year cover the completion of CY 2014 projects, implementation of CY 2015 projects and coordination and facilitation of CY 2016 project requirements and pre-procurement activities.
As of December 31, 2015, the overall accomplishment of projects under the CY 2014 SOCSKSARGEN Food Security Program (FSP) is 98% (Table 1). A total of 26.46 Kms of farm-to-market roads (FMRs) was completed as of the period, based on the approved Program of Works (POW) . A number of agricultural support and postharvest facilities were also completed and turned-over to the recipients this year, as most projects were procured by 3rd quarter of 2014. These are the nursery facilities, 10 multi-purpose drying pavements, 4 abaca stripping machine, 8 corn mills and 8 corn shellers, which served 19 farmerorganizations, 10 Barangay LGUs and the City of General Santos. The village-type coffee processing facility and the village-level feedmill are substantially completed as of date. These projects have failed in the procurement process earlier due to insufficient requirements by the participating bidders.

Other infrastructure projects such as the abattoir building and multi-purpose drying pavements are for implementation, having been issued with Notice to Proceed (NTP) in December 2015. The village-level feedmill project is on the re-bidding process after its failed bidding recently. As of December 31, the overall weighted average physical accomplishment of CY 2015 program is 78% (Table 2).

Climate Change Mitigation and Adaptation Project
In support to the Climate Change Mitigation and Adaptation measures, a budget of PhP 5 M in CY 2016 was allotted for the procurement of bamboo seedlings for the Riverbank Rehabilitation Projects in critical riverbanks identified by the LGUs. The projects will be undertaken by the LGUs in partnership with the Barangay LGUs/Non Government Organizations/Peoples Organizations. The provinces of South Cotabato, Cotabato, Sultan Kudarat, Sarangani and city of General Santos have already confirmed their counterpart funds for the labor cost and planting-related activities. The project documents (e.g. proposals, MOA, etc.) prepared by the LGUs will be reviewed in January 2016 to start procurement of seedlings within the 1st quarter of 2016.

Upgraded FMR specifications
Under the SOCSKSARGEN IFSP, the FMR technical design specifications were improved adopting at least 5 to 6 l.m. road width, 20-cm pavement thickness, with construction of necessary 1 meter road shoulder, drainage canals and slope protection. The FMR design standard was recommended by the SOCSKSARGEN Technical Team and concurred by the SOCSKSARGEN Area Development Project (ADP) Board in 2011. These upgraded road specifications ensure the implementation of durable, all-weather, and climate-resilient type of road, which is safe and cost-effective. They were made suitable for trucks and other 4-wheel vehicles, making the production areas and communities accessible to traders, social services and economic opportunities.
Geo-tagging applied to food security projects
In line with the advocacy of DA to promote transparency, public awareness, and cost-effective measures in the monitoring and validation of projects, the office has established the geo-tagging of infrastructure projects before, during and after construction through our partner-LGUs. A Board resolution adopting the application of Applied Geotagging Technology (AGT) in the implementation of SOCSKSARGEN Food Security Program was endorsed in 2012 to provide basis in the establishment of the said tool at the LGU level and enhance execution of the program in conformity with good governance and transparency. Trainings were then provided to our partner-LGUs on AGT in 2013-2014, with technical assistance from the Mindanao Rural Development Program (MRDP). The geo-tagging system was adopted by our partner-LGUs in the implementation of food security projects up to this day.

Cumulative Accomplishments, 2003-2015
In support to agriculture, the government had funded PhP 1.41 Billion for the implementation of SOCSKSARGEN Integrated Food Security Program in 2003 to 2015, distributed as follows: Farm-to-Market Road Networks (70.30%), Irrigation Development Services (7%), Agricultural Machineries, Equipment and Support Facilities (7%), Technical Support – Trainings and Technology demonstration activities (1.50%), Regulatory-related Project (0.20%), and Program Management (14%). A total of 252 agricultural infrastructure and support facilities had been funded during the period. Bulk of the approved budget was allocated for farm-to-market road (FMR) projects, to address inadequacy in agricultural support infrastructure and poor access roads.
As of December 31, 2015, cumulative physical accomplishment fared at 97% with 232 projects completed, benefitting approximately 400,000 populace and 53 farmer-groups (Table 3). The remaining projects, mostly FMRs funded in 2015, are on-going as of date. The projects will be completed in 2016 based on their approved contracts.

To fast track and over-look the updating of the SAFDZ (Strategic Agriculture and Fisheries Development Zone) Map of SOCCSKSARGEN, the Regional SAFDZ Committee was re-established in November 2015. Pursuant to DA Administrative Order 38 series of 1999, the Committee, chaired by the Regional Director of DA-RFO 12, Dir. Amalia-Jayag Datukan, was tasked mainly to assist the Agriculture Department in the coordination, monitoring of land use changes and prescribed policy recommendations to properly optimize and protect the SAFDZ and other prime lands in the country.
Composed of DA-Bureaus, DA-Planning Service and attached agencies, DAR, DENR, DILG, NEDA, DPWH, DOST, DOT, DTI, HLURB, LBP, NAMRIA, DOTC, League of Municipal Mayors and Provincial Governors, other government agencies, private sector, NGOs, POs, farmers/fisherfolks, and other relevant institutions and stakeholders in the Region, the Committee is committed to employ the following functions:
1. Provide technical assistance in the preparation and implementation of the AFMP and IDP;
2. Review and recommend the SAFDZ IDP and corresponding investment programs;
3. Assist the LGU and DA in the integration of SAFDZ with the Comprehensive Land Use Plan and corresponding Zoning Ordinance;
4. Monitor and evaluate the implementation of the land use reclassification and conversion of lands within the SAFDZ;
5. Review and formulate strategies for the development and implementation of the SAFDZ Convergence areas;
6. Recommend appropriate organizational mechanisms that will handle the application, evaluation, and approval of reclassification of lands within the SAFDZs.

part from the smooth implementation of food security and agri-infrastructure projects, the SOCSKSARGEN ADPO has strengthened its coordination and collaboration efforts with partner-agencies such as Department of Transportation and Communications (DOTC), Civil Aviation Authority of the Philippines (CAAP), Philippine Ports Authority (PPA), Philippine Fish Port Development Authority (PFDA) and Department of Public Works and Highways (DPWH) and the local government units of SOCSKSARGEN.
This is to consistently promote integrated area development approach and hasten the development of vital infrastructure and transport facilities like the airport, seaport, fish port and regional road networks in SOCSKSARGEN.

Located in Barangay Fatima, General Santos City, the GSC Airport is a major transport facility in the SOCCSKSARGEN region that caters the movement of people and goods going to and from the area. Over the years, the operational activities of the airport have greatly contributed to the economic development in the growth region.
Considering its key role in propelling economic growth, demand for improvement of airport facilities and upgrading of operation has tremendously increased.
Through the Task Force on GSC Airport Development, various development concerns that impede the improvement of the airport were regularly coordinated and monitored with the concerned agencies. For CY 2015, 4 task force meetings were conducted with 9 resolutions were passed and approved (Tables 4 & 5).

In CY 2015, GSC Airport was provided with budget of PhP 959 Million under CY 2015 DOTC Infrastructure Program for improvement of the existing airport passenger terminal building and other facilities. Partially, the following are the components of the PhP 959 Million:
• Rehabilitation and improvement of GSC airport terminal building with covered walk-way
• Construction of Greeter Building and vicinity parking
• Covered vehicular security check
• Expansion of Apron and construction of Drainage System
• Procurement of navigational aids
• Construction of Sewerage treatment plant
CAAP Funded Projects
Procurement for the rehabilitation and improvement of GSC airport terminal building with covered walk-way is already on-going with a project cost of PhP 374 Million. On the procurement of navigational aids for the airport, the MOA is being prepared for signing between DOTC and CAAP. CAAP will facilitate the procurement.
• Improvement/expansion of existing terminal building amounting to PhP25 Million to address the current congestion of passengers at the terminal building thru the CAAP Corporate Fund. As of December 2015, the project is substantially completed.
• Procurement of additional baggage carousel amounting to PhP20 Million was already completed and for award to the winning bidder.
• Expansion vehicular parking area of the airport is also substantially completed amounting to PhP 10 million.
Modernization and Privatization of Makar Port
On the improvement and modernization of various ports in the country to include GSC seaport, a study was conducted by the Republic of Korea to improve the cargo movement and enhance sea connectivity of the port with other ports. The result of the study suggests the necessity to upgrade and modernize the cargo handling equipment of Makar port. In the study, various improvements for the port facilities was determined by the consultant which amounts to PhP 1.7 Billion, to include the provision of modern berth space to accommodate modern cargo handling equipment such as gantry cranes.
Considering this development, PPA identified various initiatives under its Medium Term Public Investment Plan (MTPIP) amounting to PhP 835.98 aimed to improve the facilities and operation of Makar Port. Construction of Shore Crane Wharf worth PhP 603 Million and rehabilitation of Eastern wharf costing PhP 100 Million were among the priority projects for funding by the agency. As of December 2015, several on-going projects are being undertaken by PPA PMO SOCSARGEN (Table 6).

To coordinate and monitor the various stages of development in the Makar Port, a Task Force on Makar Port Development under the SOCSKSARGEN Area Development Project (ADP) Board was created through SOCSKSARGEN ADP Board Resolution No. 22, Series of 2014 during the 4th Project Board meeting on December 8, 2014 in Davao City.
The Makar Port Development Task Force met twice this year to discuss updates on the proposed Makar Port projects and passed 3 resolutions (Table 7).
The Task Force is being chaired by PPA and and co-chaired by LGU GSC. Members include LGUS of GSC, South Cotabato, Cotabato, Sultan Kudarat, and Sarangani, NEDA XII, GSC Chamber of Commerce and Industry, Inc., PCCI Southwestern Mindanao, RDC Infrastructure Committee Chairman, SOCOSPA, SFFAII, MinDA, BAICOR 12, Philippine Coast Guard, SCIPSI, Bureau of Customs, DA RFO 12, PNP Maritime, Local Shipping Lines Association, Foreign Shipping Lines Association, GSC Consumer Group, DOLE 12 and ADPO.

Glan Port Rehabilitation
Glan Port development is in support to the formalization of cross-border trade and mobility between Jose Abad Santos-Glan-Sarangani Cooperation Triangle (JAGS-CT) member municipalities and Tahuna, Indonesia. The cooperation triangle was established to develop the area as an alternative economic and trading hub in BIMP-EAGA. A new BIMP-EAGA route is being explored to include the Port of Tahuna in Indonesia presenting shorter route to Mindanao, its newest point being the Port of Glan.
The construction of RoRo ramp, RC landing and maneuvering area for the port of Glan was already completed. Widening of rock causeway, expansion of RC Wharf and back-up area amounting to PhP 84.1 Million and construction of passenger terminal building worth PhP 7.7 Million are among the on-going projects being undertaken by PPA PMO SOCSARGEN in CY 2015.
Central Mindanao Airport
The Central Mindanao Airport, formerly known as M’lang Airport was constructed to cater to the movement of people and products being produced in the area. These activities will improve socioeconomic condition in the area and provide more economic enterprises generating more revenues for both local and national government. The project is expected to increase income of agri producers/farmers in the area by providing additional facility to market their products with reduced travel cost and time and would also aid to boost employment and eco-tourism of the area.
The airport is comprised of 1.66 km x 30 m runway, 1,500 square meter parking lot, 100 x 120 m apron, perimeter fence, access road, terminal and administration building with communication facilities, acquisition of fire rescue vehicle and 64 hectares land.
DOTC allocated PhP 160 million for the expansion of Central Mindanao Airport under its CY 2012 budget which includes extension and widening of the airport runway, concreting of apron, and installation of fire station. The project was awarded to VT Lao Construction amounting to PhP 110,290,575.70 with construction duration of 360 days. As of December 2013, the project is already completed.
Acquisition of Land for Expansion of the Airport
PLGU Cotabato and DOTC entered into MOA for the site expansion of the Central Mindanao Airport amounting to PhP 20 Million. Initially, 50% of the amount was already downloaded to PLGU Cotabato. The other 50% has yet to be downloaded to PLGU upon its compliance of the liquidation report on the initial amount downloaded.
Survey of 53 lots for the expanded area was already completed and PLGU is preparing for the deed of sale and payments for the acquired lots.
Development of an Access Road leading to the Airport
In reference to the development of access road, survey of 37 lots intended for the access road in Brgy. New Rizal, M’lang Cotabato is on-going. The identified road has road length of 3.45 km.
Construction of Perimeter Fence at the Central Mindanao Airport
PLGU Cotabato and DOTC are at the final stage of MOA preparation for the construction of perimeter fence at the Central Mindanao Airport amounting to PhP 38 Million.
Key Road Networks
The construction of major arterial roads is consistently monitored by the office owing to its economic importance region-wide. These roads will facilitate increased movement of people and products from the production area to its various market destinations. Seamless road connectivity will eventually promote competitive price for the area’s commodity.

Intra-Regional Road Network Development
Several priority intra-regional and by-pass road networks were identified by the LGUs for development. Improvement of these roads will facilitate faster movement of goods and people to various areas in the region. Some of these road projects are currently in the study/pre-Feasibility Study (FS) stage. Vital information such as traffic count and OD survey are currently being gathered by proponent LGUs. With these projects, the FS preparation for Banga-Tupi By pass road and Koronadal City By-pass road had already been funded by DPWH. Further, some sections of the Malapag-Tinimbacan road and Banga-Tupi road were paved under SOCSKSARGEN Food Security program.
In 2015, two (2) coordination meetings were facilitated to update the status of the the by-pass roads proposed by the LGUs.

• DPWH funded the on-going concreting of 3.2 km road along Junction National Highway to Barangay Cebuano.
• DPWH allocated PhP 80 Million for concreting of road within the Tupi section in CY 2016
• The road is 34.8 km length (14 km from Datu Paglas to Colombio) and (20.8 km from Columbio to Colonsabac to Matanao, Davao Del Sur).

• Realigning the road section to Silway 8-Mabuhay-Conel-Olympog-Upper Labay road was recommended during a coordination meeting since the section is much closer to the northern section of the GSC Circumferential road. DPWH district office has yet to evaluate the proposed alignment.
• A Memorandum Order No. CMO-11-2015-005351 was issued by GSC Mayor Ronnel C. Rivera designating the members of the City’s Technical Working Group for Regional Network Projects.
• The road has a total length of 65.9 km with 52.427 km (from Surallah to Sitio Bagong Silang Maan, San Jose boundary) and 13.5 km (San Jose to GSC Airport).
• DPWH provided budget for the conduct of Feasibility Study and for concreting works which amounts to PhP 200 Million more or less in CY 2016.

A Technical Working Group (TWG) chaired by DPWH was created through SOCSKSARGEN ADP Board Resolution No. __ to coordinate and monitor various developme nts on proposed road projects in the region. As of December 2015, five (5) TWG meetings was already conducted with the concerned LGUs and NGAs to coordinate and monitor the activities undertaken by the LGUs on their identified priority road projects.
TECHNICAL SUPPORT TO PARTNER AGENCIES
Support to the 17th National Tuna Congress
The SOCSKSARGEN Federation of Fishing and Allied Industries, Inc. (SFFAII) conducted the 17th National Tuna Congress (NTC) on September 3-4, 2015 in General Santos City. The NTC is an annual gathering of the fishing associations and allied industries coming from different of the country and the world, to work collaboratively for a sustainable and competitive fishing industry.
As a member of the working committees on resolution and souvenir program, the SOCSKSARGEN ADP Office contributed during the event planning phase and particularly handled the preparation and printing of the various promotional materials such as the souvenir book, flyers and posters/tarpaulins, and assisted in the audio-video synchronization during the congress proper. This year’s congress was attended by approximately 500 individuals from the government and private sectors.
PROTECTED AREAS IN SOCSKSARGEN Region
Since these Protected Areas (PAs) has been proclaimed under NIPAS Law, the office has been active in facilitating the coordinative efforts of the members for the sustainable development and conservation of our protected areas.
Draft bills for Sarangani Bay Protected Seascape & Mount Matutum Protected Landscape are already part of the National Integrated Protected Area Program of the Philippines, included in the Omnibus Bill for one hundred (100) protected areas in the Philippines sponsored by Sen. Loren Legarda. The Bill has been reviewed and consolidated for approval in the Senate.
These PAs are governed by the Protected Area Management Board (PAMB) and among its functions is to approve proposals, work plans, action plans, guidelines, for management of the protected area in accordance with the approved Management Plan. Promulgate rules and regulations to promote development programs and projects on biodiversity conservation and sustainable development consistent with the Management Manual of the protected area. All protected areas are being managed and facilitated by the Protected Area Superintendent (PASu).

Food Security Program – SOCSKSARGEN Technical Team Meetings
The SOCSKSARGEN Technical Team conducted regular monthly meetings to assess the progress of project implementation, resolve issues at hand, and ensure the smooth and timely completion of projects. Last October, the SOCSKSARGEN Technical Team recommended for the termination of one FMR project funded in CY 2014 due to poor performance of the contractor. The project will now be completed by the Provincial LGU of Sultan Kudarat. The team not only evaluated the ongoing projects but the technical requirement such as the Plans and Programs of Works of proposed food security projects.
Task Forces and Major Infrastructure-related Meetings
In the prior years, two Multi-Sector Task Forces and a Technical Working Group were created under the SOCSKSARGEN ADP Board to oversee and monitor the ongoing development initiatives at the General Santos City airport, Makar Port, and priority road networks in the region. The collaboration of various agencies is necessary to gather the collective voice, ideas, strategic plans from various stakeholders who will be directly or indirectly affected by the developments in key transport facilities.

Collaboration with PAMB
As an active partner of the Protected Area Management Board (PAMB), the office hosted two meetings of the PAMB in line with its mandate on the protection and sustainable management of the Mt. Matutum Protected Landscape, Allah Valley Protected Landscape (AVPL) and Sarangani Bay Protected Seascape (SBPS).

With FMRs and other infrastructures as majority of the projects implemented under the SOCSKSARGEN IFSP, the office conducted a Training on Detailed Unit Price Analysis (DUPA), Engineering Management and Supervision for the Technical and Project Monitoring Teams last November 18-20, 2015, to capacitate particularly the members of the SOCSKSARGEN Technical Team. The office invited DPWH focal persons as resource speakers during this activity to orient or update the technical people of LGUs, DA RFO XII and SOCKSARGEN ADPO on supervision, project management, material testing and other-related activities essential in planning and implementation of various infrastructure projects.

Capacitating other agencies on the Application of Geo-tagging Technology (AGT)
On November 4-5, 2015, the able technical personnel of ADPO shared their skills and knowledge on AGT with our partner from the DOTC – Central Office, PPA – Central Office, NEDA Region XII and and CAAP – General Santos City, in response to their request for a hands-on training, having learned of the advantages of the AGT in the implementation of government programs and projects.
Conducted Monitoring and Evaluation Activities
During the year, 173 field inspection, monitoring and impact assessment activities were conducted by the SOCSKSARGEN Project Monitoring Team, Technical Team and ADPO technical staffs for both ongoing and completed projects, to assess their physical accomplishments and give recommendatory actions when needed.

FINANCIAL REPORT
A six-year development plan in support to agriculture, and the national thrust on food security was proposed by the SOCSKSARGEN Area Development Project Office in partnership with the component local government units of the region, and the concerned national government agencies with representations from the private and civil organizations. This was prepared in line with the term extension of the project office through Executive Order No. 16 issued by His Excellency Benigno S. Aquino III dated December 21, 2010.
This development plan is revisited every year to evaluate and update the priorities and programs of the local government units which served as the basis in the annual budget proposal of the Project Office. The SOCSKSARGEN ADP Office submits the budget proposal and other supporting budgetary requirements to the Department of Budget and Management through the Department of Agriculture duly endorsed by the Regional Development Council.
Included in the annual budget is the operational requirement of the SOCSKSARGEN Area Development Project Office.
In summary, the following is the annual appropriation from CY 2003 to CY 2015 by expenditure classification. CYs 2003 to 2009 appropriation is presented in total.
Fund Distribution: Infra Projects and Other Agricultural Support, and Program Management (in thousand pesos)
The annual appropriation for farm-to-market roads has increased significantly during the last two years to almost triple compared to that of CY 2013 budget. In the twelve years of operation, the infrastructure projects and other agricultural support shared an average of 86% of the total appropriation while program management at 14%.
The SOCSKSARGEN Area Development Project Office has implemented a total of PhP1.27 billion worth of infrastructure projects and other agricultural support from CY 2003 to CY 2015 in the provinces of South Cotabato, Cotabato, Sultan Kudarat, and Sarangani, and the city of General Santos. Identification and prioritization of projects were done by the respective Local Government Units. However, review of project proposal, designs and program of works was conducted by the SOCSKSARGEN Technical Team created for the purpose.

The Notice of Cash Allocation issued for SOCSKSARGEN Area Development Project Office is lumped in the NCA issued to the Department of Agriculture – Regional Field Office XII which is treated as a common fund. Management and disbursement of funds for the Project Office is handled by DA-RFO XII. Under the CY 2015 Appropriations, total disbursement amounted to P94M.

From Manual to Mechanical milling
Sitio Kyondog in Brgy. Kihan, Malapatan in Sarangani Province is an upland area, approximately 30 kilometers from Malapatan Poblacion, which can only be reached by capable off-road vehicles, if not horses or carabaos, as the road leading to the area is rough with rivercrossings along the way. Since the area is almost isolated, the traditional way of living remains. Comprised largely of B’laan corn-eating communities, every household owns a stone mill, which is a necessity and almost highly valuable possession in processing their corn harvest. However, the villagers have to endure the pain of hand-milling process before they can cook the gritted corn. Mr. Martin Pandita, a villager, spends nearly thirty minutes in stone-milling to crash a kilo of corn grains. Family members, including the children, alternately do this tiring task each day since the nearest mechanical corn mill is located in Sitio Buenavista in Alabel, which is still a 30-minute walk from the village.
Thankfully, with the provision of mobile corn mill to the village, milling a kilo of corn would only take a minute or less. “Truly a relief to all of us here. Preparing for our meal has been easy. We can now keep our stone mill.” Martin said.
Currently, the village type corn mill in Sitio Kyondog is managed and maintained by the Kyondog Upland Farmers Association, which serves 10 other neighboring Sitios in the area.
In 2012, a total of 15 village type-mobile corn mills were granted by the DASOCSKSARGEN Food Security Program to the upland villages of Sarangani.

Swift Shelling
In Sitio Lamlabong, Brgy. Ampisit, Maasim in Sarangani, it is common to see family members sit down together facing a pile of corn to manually shell them by hand.

With no available mechanical corn shellers in the area, farmers have to rely solely on hand shelling. This they have to endure to be able to trade their products in exchange for cash come harvest time.
This is why the Provincial Government of Sarangani prioritized the provision of mobile corn shellers to 18 corn farmerassociations in the upland areas of the province, known to belong among the poorest in the country. The days of rigid hand-shelling are over for Sitio Lamlabong, consisting of 183 corn farmer-households, as they received their first mechanical corn sheller in the area. The upland corn farmers now enjoy the season of harvest more. Not only the mecahnical equipment saved time, it helped them reduced post-harvest losses and made their life easy.
A total of 18 village type-corn shellers were granted to selected upland corn farmer-organization in the province, through the DA SOCSKSARGEN Food Security Program, in partnership with PLGU-Sarangani.
Combating Climate Change through Wise Farming
The rice industry all over the country suffered negative blows from the effects of climate change, greatly affecting the local rice farmers. Increased temperature, insufficient irrigation water, irregular rainfall patterns and water stress-intensified rice pests and diseases are some of the constant issues faced by the farming sector.
Recognizing these problems and agonies of the farmers, the Department of Agriculture - SOCSKSARGEN ADPO continues to develop programs and provide assistance for the benefit of our local farmers and seed growers in the region. Rice varietal demonstrations and rice seed production assistance were among the programmed initiatives found to be effective in helping our farmers increase their production and at the same time reduce their production cost.

The techno-demonstration on rice and seed production teaches the farmers with innovative rice farming to cope with the adverse effects of climate and guide the farmers in choosing recommended and suitable rice varieties in their area. The Technodemonstrations were conducted on accessible pilot-areas to promote the latest and effective hybrid and inbred rice farming techniques to surrounding farmers. Demonstration area varies from 0.5- 1.0 hectare with planting materials and farm inputs provided by DA-SOCSKSARGEN ADPO.
Throughout the Region, ADPO in collaboration with the Provincial Local Government Units, implemented 60 and 20 hectares of techno-demonstrations for 9 inbred rice and 1 hybrid rice varieties, respectively.
The techno demonstration projects were beneficial as farmers were able to identify varieties that demonstrate high yielding capabilities, good eating qualities, high pest resistance/ tolerance and good market value. The following are some of the rice varieties that gain commendations from the SOCCSKSARGEN farmers:

The impact evaluation conducted shows that the techno-demo cooperators achieved an average yield of 6.3 MT/hectare from its baseline yield of 4.0MT/ha. Mr. Jimmy Santiago of Lambayong, Sultan Kudarat attained the highest techno-demo yield of 8.7 MT/ha using NSIC Rc 298 rice variety.
Certainly, following a smart farming method leads to sufficient yields and good financial returns amidst the depressing impacts brought by climate change.
