The California Building Code (CBC) and California Residential Code (CRC) are codes included in the California Code of Regulations, Title 24, to which all occupancies within the state are subject. The CBC also contains amended provisions for occupancies under the Division of the State Architect (DSA) and California’s Office of Statewide Health Planning and Development (OSHPD) agencies, such as for school and hospital construction in the state of California. California Supplements are an additional tool for Evaluation Report Holders to help them navigate through the specific requirements outlined in the California Codes (building, residential, energy, etc.) as applicable.
The State of California is a leading state when it comes to requirements related to the construction industry. ICC-ES staff engineers are knowledgeable of these provisions and experts on writing these documents. Seismic provisions, photovoltaic panels and energy efficiency are among the few categories which the California Codes requirements go beyond the traditionally adopted International Code Council family of I-Codes. However, it is this relationship of the adopted codes by the State of California that gives us the extra advantage in evaluating construction products. Jurisdictions in the state of California operate under the California Code of Regulations, Title 24, so having a supplement that addresses the extra requirements can help the approval process of products among the local

Does Your Toilet Pass the Test? When you think about home remodeling or renovations, how often does the toilet come to mind? Better yet, how often does water consumption from your toilet come to mind? The truth is that toilets are key water consumers within the home, and outdated fixtures can waste excessive amounts of water with every flush. According to the EPA, before the late 1970s, toilets could use up to 7 gallons per flush. That means homes built prior to 1980 may have old or broken toilet models that flush excessive amounts of water. Between the 1980s and early 1990s, updates in plumbing technology allowed toilets to flush at 3.5 GPF, reducing water consumption by about 50 percent. However, models that flush at those rates are vastly outdated
and inefficient compared to current toilets. The Energy Policy Act of 1992 mandated that toilets manufactured in the U.S. must flush at 1.6 GPF, and since then the 1.6 GPF toilet has become the industry standard. Today, new and innovative technology allows toilets to flush at under 1.0 GPF, while some ultra-high-efficiency models, like the Original with Stealth Technology™ from Niagara, flush at even 0.8 GPF. Kiss the Cook in Wimberley, Texas By Lorrie Baumann
Bren Isgitt opened her Kiss the Cook kitchenware store in Wimberley, Texas, in 2001 in a building that had been an old house. Owner Bren Isgitt and a friend who was a business partner at the time bought the house on a handshake deal on the square in Wimberley and started renovations. “It had been an old house with lots of low ceilings and little rooms,” Isgitt said. “We raised the ceiling by vaulting it to the roof, adding beautiful massive structural beams.” With the renovations complete, Isgitt and her partner stocked the new store with the inventory they’d moved over from the 800 square-foot shop in Abilene, Texas, that they’d been operating together since 1998. “We grew the store in three and a half years to where it was bursting at the seams,” Isgitt said. “Since we were renting, we decided we could move it to somewhere we wanted to live, instead of west Texas.” They held their closing sale in Abilene in June of 2001 and were moved out by the end of July. The grand opening for the new store in Wimberley was held on October 1 of 2001. “It was market day, when 20,000 people come to town,”
Isgitt said. “We opened that weekend, and at the end of the first day – boy, we knew we made the right move.” In Wimberley, the two friends found a Texas Hill Country community of home cooks who had Food Network on their cable television, access to culinary schools in Austin and San Antonio and the incomes they could generate in city careers to support their culinary aspirations. Some of their new customers were Houstonians with second homes in Wimberley where they came to relax for family weekends, and many of them were tourists who came to swim in Wimberley’s famous Blue Hole, to kayak on the Blanco River and to shop in Wimberley’s downtown boutiques. “It’s both a weekend and a vacation place.... There are lots of good restaurants and boutiques,” Isgitt said. “We found a real niche.” Some of them wander into Kiss the Cook thinking it might be a restaurant. They’re likely to laugh and tell Isgitt that they’re going to need to go with the family to eat, but they’ll be back afterwards to shop,” Isgitt said. “Their favorite saying – besides, ‘I love this place’ – is, ‘If you don’t have it, I don’t need it.’” Inside the 1,800 square-foot store,

Quiet Mark Recognizes Hushed Appliances By Lorrie Baumann
Quiet Mark is a certification program that rewards consumer products that do their part in combating noise pollution. “It’s a consumer champion award for solutions to noise issues,” said Poppy Szkiler, the certification program’s Founder. “We’re on digital overload. It’s never been a more important time to surround ourselves with sounds that calm us, rather than ones that induce stress.” The certification is a project of the Noise Abatement Society, a nonprofit United Kingdom organization founded in 1959 by Szkiler’s grandfather, who recognized that the noise and commotion caused by World War II hadn’t entirely disappeared when the war ended. “He was being driven bonkers by it,” Szkiler said. “So, he took action and set about lobbying Parliament about the issue.” As a result of his efforts, Britain’s Parliament passed the Noise Abatement Act BECK (Cont’d. from p. 1)

In its testing, Quiet Mark compares the noise made by an appliance with the noise levels produced by other appliances in the same product category. Testing verifies manufacturer claims about noise produced by the appliance as it’s actually used in the home. The organization has data bases for more than 45 product categories ranging from microwave ovens to immersion blenders, mixers and stick vacuum cleaners. In order to get the Quiet Mark seal, appliances must test in the quietest one-third of similar products. “What we would love to do is bring the testing over the next few months to retailers, in order to increase sales of the quietest products. That way, retailers would know which are the quietest products,” Szkiler said. The Quiet Mark organization is currently publicizing the issue of household noise and the existence of the certification in the U.S. with the introduction of its Quiet Mark badge for the U.S. market.
