Training isn’t complete until knowledge, skills and understanding have come together to allow the student to demonstrate their competence. Rashi, the great 11th century commentator, explains that “knowledge” is what you know because someone told you, and you remember. “Understanding” is what you figured out on your own, based on your previous knowledge. Knowledge is the accumulation of information. It can be correct or incorrect information but it is collective information we have retained. Knowledge in and of itself does not enable us to solve problems. Problem solving comes from the ability to apply correct knowledge and skills to resolve the challenge we are presented. This ability to apply our collective knowledge and skills is held within our understanding of the relevant knowledge and skills we possess and how to apply them to given situations. Many instructors rely on their subject knowledge to hold the students attention and deliver a class. This has been referred to as “knowledge dump.” However, providing the students with knowledge alone will not prepare them to resolve the situations they will face in the field. To be successful they will need understanding. That comes from opportunities to apply knowledge and skills to simulated or real-world situations. Activities designed into course curriculum must maintain a central goal of providing students with problem solving situations. These activities form a point where the students apply knowledge and skills to formulate their understanding of the material. Without these opportunities students leave the classroom with little more than untried additional information and/or skills. Their understanding must then come from field experience during what may be very unforgiving emergency situations. Instructors must realize that course activities are the key to the students’ future success. Whether developing these activities for their curricula or conducting student activities in the classroom, instructors must strive to enhance the students’ understanding before they face real world challenges. It is only through understanding of a given subject or situation that students can be competent in their trade. Once the student has gained understanding, their competency to resolve the challenges they face can be measured. Call Oklahoma State University – Fire Service Training (OSU-FST) at 1-800-304-5727 to register for a class. Preregistration is required for all Fire Service Training classes. Registration will begin 90 days prior to the class start date. You may preregister earlier than 90 days for all NFA classes. All registration fee amounts quoted throughout this brochure are for Oklahoma emergency responders. Cancellation Policy All OSU-FST classes have a minimum number of students required to hold the class. These numbers vary with the individual classes due to safety considerations, activities, and efficient and economical use of resources. The student or organization representative that has registered a student for an OSUFST course must notify OSU-FST at least five (5) business days prior to the start of the course, that the student will not attend the course, to avoid being billed. The student or organization representative who registered the student will be issued a “cancellation” number when canceling the student out of the course. Classes that do not have a registration fee – The student or organization representative who placed the registration will be billed a $15.00 administrative fee if the student fails to attend the class he/she is registered for, and has not obtained a cancellation number at least five (5) business days prior to the start of the course. Classes that have a registration fee – The student or organization representative who registered the student will be billed the full registration fee if the student fails to attend the class he/she is registered for, and has not obtained a cancellation number at least five (5) business days prior to the start of the course.

Vehicle Extrication Basics Length: 16 hours Outline: Vehicle Extrication is designed to address NFPA 1006/1670 level which is the technical knowledge and skills necessary for fire/emergency medical services personnel to efficiently manage emergencies requiring vehicle extrication. The technical overview includes implementing and utilizing the incident command system, response to emergency calls, scene size-up, site control, scene management, identification of common hazards, safety considerations and vehicle design. Rope Rescue Technician Length: 16 hours Outline: Students will build on the information that was gained during previous classes in order to construct multi-point anchor systems, along with compound and complex mechanical advantage systems for the purpose of performing vertical rescues from high angle anchor points. Confined Space Rescue Technician Length: 16 hours Outline: Students will spend the first six hours of this class in lecture and then the remaining 10 hours practicing rescue skills in a variety of confined-space scenarios. After review and practice with rope rigging, harnesses, SCBA, and necessary hardware, students perform team rescue missions on horizontal pipe, vertical vessels, wells, and lift stations. Trench Rescue Operations Length: 16 hours Outline: Hands-on training with a variety of trench rescue procedures and scenarios highlight this 16-hour program. After a thorough examination of safety factors, soil classifications, trench dynamics and associated hazards, participants learn to apply proper sequential steps for safe rescue operations. Participants practice with an array of specialized equipment, shoring devices and techniques. Skills will focus on the shoring of straight wall trenches no more than 8 foot deep. Trench Rescue Technician Length: 16 hours Outline: Students will refresh knowledge and skills learned in Trench Rescue Operations as well as learning new skills and techniques for shoring intersecting and deep well trenches. Topics covered: Soil classification and characteristics, equipment, shoring "T" and "L" trenches, shoring deep wall trenches up to 15 feet deep, atmospheric monitoring, ventilation, scene management. Structural Collapse Operations Length: 50 hours Outline: The training will consist of a 50 hour intensive lecture and hands on training course. This covers all the material you will need to properly perform an emergency rescue shoring operation. Course covers shoring operations for light-frame & reinforced masonry, basic lifting techniques, as well as basic cutting techniques. Also covered are construction features, collapse patterns, building collapse hazards, structure assessment and marking system, search operations, ICS, and rescue operations. Introduction to Farm Rescue Length: 8 hours Outline: The goal is to foster individual and team skills utilizing extrication techniques specific to agricultural equipment, recognition of on-scene hazards, protocols for safety, and patient packaging considerations. Technical Rescue Train-the-Trainers Train-the-Trainer (TtT) programs are completed through a teach-back/task-book system. For each of the course titles an instructor candidate is wishing to teach the candidate will be required to assist current FST instructors with the delivery of at least two classes. During these classes, FST instructors will work with instructor candidates, guiding them in the delivery of subject matter and conducting skill training in a safe and effective manner. Instructor candidates will also be given a task book that contains the learning objectives for that given course that must be completed. Program Changes The Introduction to Farm Machinery Rescue program is changing. The 16 hour program is now split into two 8 hour classes to allow more people the opportunity to attend. The first class is Introduction to Farm Rescue which will include mostly classroom information along with tabletop exercises to round out the course. There are no pre-requisites to attend this training. The second course is Farm Machinery Rescue. This course involves hands-on training dealing with different types of machinery and scenarios. Participants will need to have completed Introduction to Farm Rescue and Vehicle Extrication Basics before attending the second course.

Length: 32 hours Outline: This is a 4 day course: 24 hours of instruction and 8 hours of certification evaluation. Instructor II develops the knowledge and ability to develop individual lesson plans for a specific topic, learning objectives, instructional aids, and evaluation instruments. After completing the course the student will have met the sections required for Fire Instructor II in the National Fire Protection Association® (NFPA®) 1041, professional qualifications standard. Incident Management – Teams Position Specific Training Oklahoma has experienced more than its share of major disasters. Wildfires, tornadoes, floods and other major incidents have challenged our State and its emergency response communities to protect our lives and restore order. Fortunately, Oklahoma is blessed with responders and citizens that are more than willing to shoulder these tasks. Our common challenge in any major disaster is coordinating the efforts of those who are willing to help and maximize the use of available resources. Well trained incident management teams can fill this requirement. An essential element of effective Incident Management Teams (IMTs) is competent personnel filling necessary specific IMT positions. The primary goal of the NIMS ICS All-Hazards Position Specific Training Program is to provide additional training that may be needed by personnel responsible for managing incidents of greater complexity than those typically encountered during routine operations. This training is designed to provide all-hazards competencies and behaviors for Command and General Staff and selected Unit Leader positions within an Incident Management Team (IMT) environment. Competencies in the training are focused around the ability of the student to assume specific position responsibilities, lead assigned personnel, communicate effectively, and to ensure the completion of assigned tasks in order to meet identified objectives for the position. An Incident Management Team (IMT) is a comprehensive resource (a team) to either augment ongoing operations through provision of infrastructure support, or when requested, transition to an incident management function to include all components/functions of a Command and General Staff. FEMA/EMI, along with NWCG, the U.S. Department of Health and Human Services, the U.S. Department of Agriculture, the U.S. Coast Guard, and the U.S. Environmental Protection Agency, have developed ICS position-specific professional development opportunities. The EMI and NWCG performance-based position-specific development consists of fifteen classroom-based courses: All-Hazard Incident Commander (IC) All-Hazard Operations Section Chief (OSC) All-Hazard Planning Section Chief (PSC) All-Hazard Logistics Section Chief (LSC) All-Hazard Finance/Administration Section Chief (FASC) All-Hazard Safety Officer (SOFR) All-Hazard Liaison Officer (LOFR) All-Hazard Public Information Officer (PIO) All-Hazard Situation Unit Leader (SITL) All-Hazard Resource Unit Leader (RESL) All-Hazard Supply Unit Leader with Ordering Manager (SUPL) All-Hazard Finance/Administration Unit Leaders (FAUL) All-Hazard Facility Unit Leader (FUL) All-Hazard Division/Group Supervisor (DGPS) All-Hazard Communication Unit Leader (COML) Delivery of ICS position-specific courses is coordinated by the Oklahoma Office of Homeland Security (OKOHS). AHIMT: Logistics Section Chief Length: 40 hours Outline: This course is designed to provide local and state-level emergency responders with a robust understanding of the duties, responsibilities, and capabilities of an effective LSC on an All-Hazards Incident Management team.
