A Letter to OUR COMMUNITY In the next few weeks I will celebrate my first year at Oswego Health as its President and CEO. Needless to say, it’s been an extremely busy and productive year for the health system. Just weeks after I arrived, we opened the Center for Wound Healing at Oswego Health. Several months later, we unveiled our Center for Weight Loss and Surgery at Oswego Health. Both services are those we believed are needed in the community and I’d like to thank the community for helping them to be so successful in their first year of operation. Along with opening our two new centers, we have seen improvement in two key healthcare indicators. We have reduced the number of days our patients remain in the hospital by more than a day, and achieved four stars (out of a possible five) in patient satisfaction scores at both Oswego Hospital and The Manor, which is impressive. Readers might be surprised
by the fact that we had better patient satisfaction scores than the Syracuse hospitals. The staff of your community hospital, from housekeepers to our physicians are working to ensure excellent care right here in our community and these indicators support this. And, while some nearby hospitals are merging with larger hospital institutions, Oswego Health has a healthy bottom line allowing the health system to continue to operate independently, securing local services and jobs. By turning to page 10, you can learn just how well we finished 2017. Since this publication serves as our annual report, we have included many 2017 highlights and I hope you enjoy reading about our accomplishments of the past year. Sincerely,

Renewing OUR SERVICES

YOUR CARE
Behavioral Health Services are in the midst of a major transformation, not just in Oswego County, but throughout the nation. It’s a project that has been long on Oswego Health’s drawing board and with a $13 million NYS Department of Health grant, the health system is now able to move forward with its plans to renew its Behavioral Health Services (BHS) facilities. Shortly after the grant announcement last July, Oswego Health announced the purchase of the former Oswego Price Chopper store as the location for its new BHS facility. The project will not only renew BHS services, but will also be a part of a neighborhood revitalization. The new BHS facility will be built to specifically provide mental health services in an attractive and well-maintained building. Along with accessing BHS care, clients and patients will be able to receive primary care services and the services offered by Oswego Health’s care management team, which assists individuals secure various needed community programs.
In 2017, Oswego Health had 789 discharges from its inpatient program, which is staffed with 20 beds. During that same timeframe, there were 17,438 adult outpatient visits (age 18 and older) and nearly 10,000 outpatient

Dr. Cooper performs bariatric surgery at Oswego Hospital and is a board-certified diplomate by the American Board of Surgery. He earned his medical degree from the University of New England College of Osteopathic Medicine in Biddeford, Maine and completed his internship and residency at Upstate Medical University.
Dr. DeSimone also performs bariatric surgery and is a board certified diplomate by the American Board of Surgery. He earned his medical degree from Georgetown University Medical College in Washington, D.C. Dr. DeSimone completed his internship, residency and fellowship at the State University of New York Health Science Center.
Dr. Narang provides psychiatric care at Oswego Health’s Behavior Health Services Department. She earned her medical degree from Ross University School of Medicine and completed her Psychiatry clerkship at Bergen Regional Medical Center. Dr. Narang fulfilled her behavioral health residency training at Eastern Virginia Medical School and her Child and Adolescent Fellowship training at Brookdale University Hospital.
Joining Oswego Health last fall was Dr. Ojutalayo, who completed her interventional cardiology fellowship training at Drexel University College of Medicine/Hahnemann University Hospital in Philadelphia. She also received fellowship training in cardiovascular disease at Drexel University, as well as completed her residency there. She earned her medical degree from Ross University School of Medicine.
A native of Brooklyn, Dr. Turner completed her medical training through a sevenyear program that combined the required education for both her undergraduate and medical degrees. She attended the Sophie Davis School of Biomedical Education in New York City and took part in clinical rotations at SUNY Downstate Medical Center. She most recently completed a residency in obstetrics and gynecology at the University of Buffalo.
Dr. Zhurov earned his medical degree from Kharkiv National Medical University and a Ph.D. from the Institute of General and Emergency Surgery in Ukraine. He completed his residency at Nassau University Medical Center, located in East Meadow, New York. He also completed Fellowship at the Institute of General and Emergency Surgery in Ukraine. This Fellowship included training in Thoracic Surgery, as well as Hepatobiliary and Minimally Invasive Surgery. A second Fellowship was completed in Minimally Invasive and Bariatric Surgery at New York Medical College in Valhalla, New York.
In addition to these new physicians, there have been several physician highlights. Glenn Axelrod, of Syracuse Orthopedic Specialists, began seeing patients in the orthopedic suite of the Oswego Health Service Center. Carlos Dator, Jr., was named Medical Director of the Center for Wound Healing at Oswego Health.

THREE CONSECUTIVE LEAPFROG A’S Oswego Hospital earned its third consecutive A from The Leapfrog group in the Spring of 2017. Oswego Hospital also earned the top letter grade in the fall and spring of 2016 and was the only hospital located in Oswego and Onondaga County, to earn this distinction all three times. By earning an ‘A,’ Oswego Hospital is recognized for providing the highest quality of patient care.
THE HIGHEST STANDARDS OF EXCELLENCE Oswego Health’s Lakeside Heart Center was re-accredited by the American Association of Cardiovascular and Pulmonary Rehabilitation (AACVPR), signifying the facility offers the highest standards for cardiac rehabilitation. To earn this prestigious certification, Lakeside Heart Center participated in a process that required an extensive review of program documentation, its performance improvement processes, as well as its policies and procedures.

The Oswego Hospital Maternity Center received a Certificate of Excellence award from the NYS Dept. of Health for its hepatitis B immunization program. The award recognized the Center achieving 100 percent program compliance, which prevents perinatal transmission of the hepatitis B virus.
EXPANDING IMPORTANT SERVICES Oswego Health was awarded a $13 million grant from the New York State Department of Health (NYSDOH) that the health system is using to transform its Behavioral Health Services (BHS) in Oswego County. The Richard S. Shineman Foundation awarded Oswego Health a $35,000 grant for its new Oswego Health Care OnDemand Service. Through this virtual service, community members receive care from a board-certified physician by phone, click or skype.

Resounding SUCCESSES The Center for Weight Loss & Surgery at Oswego Health opened to resounding success in September, offering free physician-led seminars to outline the comprehensive program to community members. By the end of the year, a Fulton resident had met the criteria to undergo surgery and experienced what she called a ‘flawless’ experience. Oswego Health is collaborating with Jeffery DeSimone, MD, Kenneth Cooper, DO, and Nurse Practitioner Tracy Wallace, from Central New York Surgical Physicians, PC. These knowledgeable and experienced bariatric surgeons are offering a program that assists community members to successfully lose weight and embrace a healthier lifestyle.
As with any successful bariatric program, there is patient education, assistance from a dietician, psychologist and registered nurse, who remain available to patients throughout their lives. “One thing that we are hearing from our local patients is that they wanted to undergo the surgery for some time, but they didn’t want to leave the Oswego area for this care,” said Dr. Cooper. There is a lot of patient education and followup care and by making it more convenient, patients are excited to have it offered in Oswego.”

Dr. DeSimone and Dr. Cooper perform procedures in Oswego Hospital’s stateof-the-art surgery center. The physicians are performing laparoscopic sleeve gastrectomies, where 75 percent of the stomach is removed, and takes on the shape of a sleeve. This is a minimally invasive surgery. They also perform the roux-en-y gastric bypass surgery, where during surgery a very small stomach is created. Patients who undergo this procedure are typically hospitalized for two days on average. They can lose about 65 to 70 percent of their excess weight on average within 18 months of surgery. This report covers the time span of January 1, 2017 - December 2017
The Center for Wound Care features four treatment rooms and two hyperbaric chambers. The pressurized chambers allow a patient to breathe 100 percent oxygen, which stimulates many physiological responses in the cells and tissues, promoting wound healing. For community members with hard-to-heal wounds, the Center for Wound Healing at Oswego Health is providing the advanced care necessary for prompt wound healing. The Center utilizes a rigorous scientific approach to explore, test, find and develop the clinically proven methods and technologies that help people heal faster and more completely. Since its opening, the Center has had an unprecedented 94 percent healing rate, with the average wound taking 20 days to heal. Serving as the Center’s Medical Director is Carlos Dator, Jr., MD. Joining Dr. Dator in providing exceptional care is Nurse Practitioner Kristine Strumpfler. Both Dr. Dator and Kristine, along with the rest of the treatment staff have been trained in the latest specialized wound healing techniques. “The staff has been overwhelmed by the appreciation of our patients who are thankful to have Oswego Health provide such an advanced specialty service so close to home,” said Program Director Olivia VanSanford. “It is so rewarding to see someone who has been dealing with a non-healing wound for months to finally get their quality of life back and get back to their normal activities.” Oswego Health is collaborating with Healogics, the nation’s largest provider of advanced wound care services to bring this service to the community. Healogics and its affiliated companies manage nearly 800 Wound Care Centers® in the nation. Healogics utilizes an evidence-based systematic approach to chronic wound healing in treating an under served and growing patient population.

Our Mission supports the community it serves. As a non-profit, Oswego Health will provide accessible, quality care to every patient, improving the health of residents in our community.
Keeping People HEALTHY With our Mission giving us direction, Oswego Health strives to keep our community healthy by offering exceptional healthcare services. We take this commitment to the community seriously and participate in numerous events, providing free screenings and health education materials. Our nurse educators took part in more than 25 community events last year, answering residents’ questions about their health and offering tips to improve their health status. During the year we offered Healthy Living workshops aimed at improving the health status of those with chronic diseases. The health system also offers programs to reduce the rate of diabetes in our community. Participants in both programs learned valuable information and tools to assist them in staying healthy. Along with these events and classes, our staff takes part in many events where we activate our Sun Patrol, which has a goal of reducing the incidents of skin cancer by handing out packets of sunscreen. Pictured at left is Director of Rehabilitation Services Jason Pratt, who each year helps create an obstacle course for kids at Oswego Harborfest’s Children’s Park. Staff members, along with our health partners and volunteers spend much of a day at Franklin Park during Harborfest, offering fun activities for kids. It’s our way of getting kids active and on their way to a healthy lifestyle.

She has approximately 20 years of experience managing and operating senior housing communities and multi-family housing and apartment complexes.
