— Michael Harlovic, President and CEO for Oswego Health I am pleased to announce, in my first column for Inside Healthcare, Oswego Health’s new bariatric service Center for Weight Loss & Surgery.
To provide this specialized care, we are collaborating with two excellent surgeons from CNY Surgical Physicians, who have been successful for many years in assisting their patients meet their individual weight loss goals, which can include surgery. They have brought their techniques and surgical protocols to our surgery center, where our staff is engaged in providing this care. To learn more about this new service, please read the story on the next page. Since this is our physician issue, we also highlight new physicians who we have welcomed to our Oswego Health care team, including Surgeon Yuriy Zhurov. He has joined the General Surgery Associates medical practice, a group of four knowledgeable, experienced and compassionate surgeons, who are delivering great care at Oswego Health, so that residents can receive their surgery care close to home. This issue also includes information on our orthopedic service line, our Center for Wound Healing, and other helpful information on Oswego Health that I hope you enjoy reading.

Surgical Procedures

Dr. DeSimone and Dr. Cooper will perform procedures in Oswego Hospital’s state-of-the-art surgery center. The surgery center has all the latest equipment and is staffed by highly skilled nurses and other clinicians.
Oswego Health’s multi-disciplinary team includes two experienced physicians, a registered nurse, a psychologist, and a dietician, among others.
The physicians will perform laparoscopic sleeve gastrectomies, where 75 percent of the stomach is removed, and takes on the shape of a sleeve. This is a minimally invasive surgery.
Jeffrey DeSimone, MD, and Kenneth Cooper, DO, who are affiliated with Central New York Surgical Physicians, PC, perform nearly 450 bariatric surgeries each year and are bringing their expertise to Oswego Hospital.
They will also perform the roux-en-y gastric bypass surgery, where during surgery a very small stomach is created. Patients who undergo this procedure may be hospitalized for several days, but can lose about 65 to 70 percent of their excess weight on average within 18 months of surgery.
These physicians, who are well-known in the area for their successful weight-loss surgeries, will have office hours at the Oswego Health Services Center in suite LL30 and will perform weight-loss surgeries in Oswego Hospital. The pair stress that bariatric surgery is safe and is very successful for those who follow their recommendations following surgery. “I view it as a life-saving surgery,” said Dr. DeSimone. “It’s proven to be successful in the treatment of morbid obesity.” Dr. Cooper adds, “Our patients say this surgery gives them their life back, this is something I hear repeatedly.” Jeffrey DeSimone, MD Dr. DeSimone is a board certified diplomate by the American Board of Surgery. New Physicians Oswego Health has recruited several exceptional physicians in recent months that represent a variety of specialties needed in the community. Our new physicians are profiled below.
General Surgery Associates Two physicians, Yuriy Zhurov, MD, and Theresa Ruddy, MD, have joined this busy surgery practice. Yuriy Zhurov, MD Joining the General Surgery Associates practice will be boardcertified surgeon Yuriy Zhurov. Dr. Zhurov will provide care to patients needing general surgeries and minimally invasive procedures in Oswego Hospital’s advanced surgery center. He said he was looking forward to working in the busy surgery practice. He is a third-generation physician. Dr. Zhurov’s mother was an endocrinologist, while his grandmother was a general practitioner who during her medical career treated wounded World War II soldiers. “I chose to pursue a different medical field then my family members. I wanted to be an accomplished and innovative surgeon who can offer his patients the very best chance for a positive outcome,” Dr. Zhurov said. He received his medical degree from Kharkiv National Medical University and a Ph.D. from the Institute of General and Emergency Surgery in Ukraine. He completed his residency at Nassau University Medical Center, located in East Meadow, New York. He also completed Fellowship at the Institute of General and Emergency Surgery in Ukraine. This Fellowship included training in thoracic surgery, as well as hepatobiliary and minimally invasive surgery. A second Fellowship was completed in minimally invasive and bariatric surgery at New York Medical College in Valhalla, New York. Dr. Zhurov has been practicing in Michigan where he also serves as a clinical assistant professor at Michigan State University’s College of Osteopathic Medicine. Moving here with him are his wife and daughter, who is a high school freshman. When he isn’t practicing medicine, Dr. Zhurov enjoys traveling, fishing and kayaking. Theresa Ruddy, MD Colon rectal specialist Theresa Ruddy, MD, M.P.H. has been providing care at General Surgery Associates since late last year. Dr. Ruddy attended medical school at the State University of New York at Buffalo School of Medicine and Biomedical Sciences. She completed her surgical residency at Rush University Medical Center/ Stroger Cook County Hospital in Chicago. Dr. Ruddy’s colorectal surgery Fellowship was fulfilled at Brown University/Rhode Island Hospital. She is boardcertified by the American Board of Surgery and the American Board of Colon and Rectal Surgeons. Primecare Medical Practice Christina Yambo, MD Providing care at the Primecare Medical Practice in Central Square is Christina Yambo, MD. An experienced family practice physician, Dr. Yambo has worked in both an urgent care and emergency room setting. Infectious Disease Avrille George, MD Oswego Health welcomes Avrille George, MD, who is board-certified in Infectious Disease and Internal Medicine. She is assisting hospitalists at Oswego Hospital in caring for patients with infections. An expert in treating these conditions, she serves as a resource on antibiotics and the duration that they should be prescribed. This care will help ensure Oswego
Hospital maintains its status as having the lowest hospitalacquired condition rate in the region. The numerous infections Dr. George will treat include urinary tract infections, pneumonia, cellulitis, Lyme disease and diabetic foot infections. Dr. George is also delivering care through a unique program that uses the latest technology. To provide care to those living in rural areas, Dr. George was awarded a state grant to implement a telemedicine program. Oswego Health is her first site and she expects to expand into other rural communities in the near future. Physician Partners SOS Collaboration Expands Glenn Axelrod, MD The collaboration between Oswego Health and Syracuse Orthopedic Specialists (SOS) continues to expand, with new providers conveniently offering services for area residents. In August, Glenn Axelrod, MD, began seeing patients in suite 280 of the Oswego Health Services Center. Dr. Axelrod is a well-known, board-certified orthopedic surgeon specializing in sports medicine, joint replacements, arthroscopic and open shoulder surgery and general orthopedics.
General Surgery Associates Moves to a New Office The offices of General Surgery Associates, which includes Allison A.N. Duggan, MD; Theresa Ruddy, MD, Jai Singh, MD, and Yuriy Zhurov, MD, has moved to 38 Erie St., Oswego. Providing support for the four surgeons is Nurse Practitioner Deanna Grimshaw, who has 16 years of nursing experience. The phone and fax numbers will remain the same, 315-342-6771 and 315-342-2842, respectively. As a reminder, the surgeons offer appointments in both Central Square and Fulton for the convenience of community members. The Fulton Medical Office Building has recently been expanded to offer more patient exam rooms to meet the needs of the surgeons and other physicians who provide care there.
Dr. Axelrod completed his undergraduate, medical school, orthopedic residency and orthopedic fellowship training at the University of Rochester. Physician Assistant Rahul Shinde also recently joined the orthopedic team at Oswego Health. He earned his physician assistant degree from Upstate Medical Center last year, graduating with high honors. Dr. Axelrod and Mr. Shinde are providing care in suite 280 alongside Orthopedic Surgeon John Ayres and fellow Physician Assistants Sarah Ames and Brandon Weaver. They also educate each patient on their condition and keep their physician updated on the provided care. The care provided by OHHC staff members has been recognized by the Centers for Medicare and Medicaid (CMS), as the healthcare provider scored

Updating Behavioral Health Facilities Oswego Health will transform its behavioral health services (BHS) with a $13 million state grant, that allows the health system to develop new facilities in Oswego County. Gov. Andrew Cuomo awarded the grant in July as part of his Statewide Health Care Facility Transformation Program. This funding will improve patient care through the development of high-quality medical facilities and programs serving the inpatient, primary care, mental health, substance abuse disorder and long-term care needs of communities throughout New York State. Oswego Health provides BHS care at the Oswego County Building on Bunner Street in Oswego, as well as other locations throughout Oswego County, and at its Child and Family Services Department on North Second Street in Fulton. In 2016, Oswego Health had 785 discharges from its BHS inpatient program, which has 20 staffed beds. During that same time frame, there were 20,000 adult outpatient visits (age 18 and older) and nearly 10,000 outpatient visits to the Child and Family Services Program.

The funding will assist the health system transform BHS into a financially sustainable institution capable of preserving and enhancing essential healthcare services. Historically, the health system has sustained financial losses while providing this service to the community.
“This is wonderful news for Oswego Health,” said President and CEO Michael Harlovic. “I’d like to thank Governor Andrew Cuomo for recognizing the importance of providing exceptional behavioral health services locally and that Oswego Health is the healthcare leader to deliver these important needed services,” Harlovic said. In addition, to assist in making BHS financially viable, the health system will strive to integrate primary care and BHS services and receive an increase in its Medicaid reimbursement rate for these services. Oswego Health is expected to announce a location in the upcoming months.

The Center’s staff, which provides specialized care made it all possible. “The staff was the best, so friendly and professional,” said Mary, of Fulton, who was the Center’s first patient. “They are

Oswego Health Care OnDemand — Care 24 Hours a Day
For those respiratory symptoms, pains or rashes that occur late at night or when your healthcare provider isn’t available, Oswego Health has developed a new service, Care OnDemand. Care from a board-certified physician is just a call, click or skype away, 24 hours a day, 365 days a year with Oswego Health Care OnDemand. Oswego Health will be the first in the area to introduce this virtual service, which is expected to be launched this fall. All you need to do is phone us when you have a medical condition and a physician will become available within 30 minutes of that call. The health system is collaborating with Carena, which was founded in 2000 and operates virtual clinics for health systems throughout the country. Helping to support this initiative is a $35,000 gift from the Shineman Foundation. To ensure you have the most efficient OnDemand virtual visit: 4 Be ready to verbalize your condition 4 Have a list of your medications and their doses available, as well as a list of any conditions or surgeries. The OnDemand physician may prescribe medications for you, which can be filled at your pharmacy. 4 Your primary care physician will be notified by OnDemand regarding your virtual visit. 4 You will receive a bill in the mail of $39 for your virtual visit. You may pay by check or credit card.
Oswego Health, First Choice When elite lacrosse player Keara Patterson tore her ACL in April, her family’s first choice for physical therapy was Oswego Health. Keara, who plays attack, has been involved in playing lacrosse since she was in the third grade. Today, as a high school junior, she is a member of both the Fulton varsity and the Salt City Snipers teams. She is also a varsity basketball player. Keara will continue to play lacrosse in college as she has accepted a scholarship from Quinnipiac University. To recover from her injury, Keara took part in pre-surgery physical therapy and following her May procedure is continuing that care with Jason Pratt, Director of Oswego Health’s Physical Therapy Department. “He knows when to push me and changes up my therapy routine so it’s not boring. Thanks to these sessions, my surgeon told me that I will likely be cleared to return to playing at the six-month mark, instead of the typically eight to ten months, and I am very much looking forward to returning to the field.”

Manor Recognized for Excellent Care The quality of care at The Manor at Seneca Hill remains one of the best in Oswego County. The Manor has earned a four-star quality rating for 16 consecutive months from the Centers for Medicare and Medicaid (CMS). The most recent CMS survey was released in July and uses a range of one to five stars to rate skilled nursing homes across the country. While the facility earned a 4-star for quality, its overall score was 3-stars, which is established through health inspections, staffing and the quality of care. The Manor has consistently earned a 3-star overall.
