A. PROJECT DESCRIPTION This planning study explores the viability of consolidating the Langston Volunteer Fire Department and Police Station into one facility with shared amenities.

The design team from the Christopher C. Gibbs College of Architecture at the University of Oklahoma together with the Institute of Quality Communities (IQC) developed basic program components based on an understanding of existing conditions and new / future requirements. The team conducted an initial interview with Langston Mayor Sheila D Stevenson and representatives of the departments to identify headcounts, work habits, workflow adjacencies, and understanding the vision for the future of the city’s fire and police facility.


B. GOALS AND VISION Create a public safety facility with an identity that reflects Langston’s unique culture. Establish a destination-oriented facility as a community “anchor” building

Provide a sense of community for the citizens of Langston and promote interaction through shared public spaces. Plan for community access and social exchange, envision a public safety facility that will inspire change.


C. SUMMARY OF CURRENT CONDITIONS The Langston public service facilities operate in separate buildings not apt for their department's needs and growth projections. The fire department operates from a one-story building with a limited size prefabricated structure for fire trucks and vehicles. This facility does not include staff offices and basic personnel amenities for current or future volunteers. The police department requires a dedicated facility for administrative and public safety personnel. The department needs patrol vehicle parking, an evidence storage space, dispatch offices, an interrogation room, and training areas for officers.


D. RECOMENDATIONS Based on the initial interview, site visit, and the research of three case studies, we developed two proposed program layouts for the space of the facility, as well as recommendations for shared and common areas between both departments. Our initial research of similar facilities promotes three visions for the proposed facility.  The design of a building that represents safety, identity, and service to the community as a whole.  A facility shared between both departments and planned around accessible public spaces for interaction between the community and public servants.  Program layouts that encourages expedient and efficient communication between both departments. Clear circulation of people, vehicles and shared areas that allow for efficient functions and creative allocation of budgets. The two iterations presented in this report are only preliminary proposals and are meant to be analyzed and discussed in a future meeting with all stakeholders. The programmatic suggestions shown are initial studies in areas and layouts aimed at selecting a physical site for the proposed facility in Langston.
