Notes from Supervisor Runion’s Office Fall is a busy time of year in Guilderland as we all shift seasons. Whether the focus is on the opening of a new school year, getting the yard set for the colder weather, or getting residents’ leaves picked up and preparing highway equipment for snowplowing mode, changes are all around us. At our Town Board meeting on September 17, an official from the Law Enforcement Accreditation Program of the New York State Division of Criminal Justice Services was on hand to present Chief Carol Lawlor with a certificate formally recognizing the Guilderland Police Department as an accredited law enforcement agency. Approximately 25% of the law enforcement agencies in New York State have been awarded this recognition, which is based on the attainment of high performance levels in 130 standards, which encompass the broad categories of administration, training, and operations. All applicants for certification are subjected to a thorough screening process, which includes a three-day on-site assessment by a team of reviewers from across the state. In addition to the overall recognition given to the Department, Sergeant Gary Lee received an award from the Division of Criminal Justice Services for his work in coordinating the Department’s program to achieve the required standards of performance for accreditation. At the same meeting, Senior Patrol Officer Brian Forte was recognized as the incoming President of the New York Police Juvenile Officers’ Association, and Sergeant Roger Ginder received an award from the Association as the Juvenile Officer of the Year. The Supervisor’s Draft 2010 Town Budget was released on September 30, and is available for review on-line at the Town website, www.townofguilderland.com. This draft budget, which will be voted on by the Town Board at its November 5 meeting, holds the Town’s tax rate for 2010 steady at $0.26 per $1,000 of assessed value. Putting the Town tax in perspective, a Guilderland property assessed at $200,000 pays Town taxes of $52.00 per year. We are pleased to have been able to hold the Town tax rate steady for 2010. One element of the 2009 Town budget that we have received positive feedback on has been the upgrading of playground equipment at the Ronald Place Park and the Firefighters’ Memorial Park on DiBella Drive. I am pleased to report that the 2010 budget contains an appropriation that will allow us to continue our program for the upgrading of playground facilities in Guilderland’s parks. Residents should be aware that the Guilderland Highway Department’s annual leaf pick-up program will commence on Monday, October 19. Please be sure to follow the guidelines for the program by placing only leaves and pine needles by the pavement in areas where leaf vacuuming is done, or by placing bagged leaves by the road in areas where the vacuum does not operate. We request all our residents to be considerate of the safety of others and not create leaf piles so high or so situated as to potentially limit the vision of drivers, cyclists, and pedestrians. Specific pickup dates for different streets are included in the Town newsletter mailed to all residents in mid-September. These dates may also be obtained on the Town website, www.townofguilderland.com, or by calling the Town Highway Department at 861-5108. Providing transportation for things like medical appointments and shopping is a vital component of Guilderland’s Senior Services Program. The Town has recently been able to upgrade its transportation program with the acquisition of one new and one used twelve-passenger bus, both of which are scheduled for delivery in October. The new vehicle, which was purchased with the assistance of a grant from the NY State Office for the Aging, has a wheelchair lift. In addition to these acquisitions, the Town’s 24-passenger bus is being refurbished, with improvements including new doors and a new wheelchair lift. The Guilderland Police Department “Kids’ Halloween Extravaganza” will take place on Friday, October 30 from 6:308:30 P.M. at Town Hall. This popular event is geared toward children in the pre-school through primary grade age range. Activities offered will include a Halloween Puppet Safety Show in the Town Board Room, digital fingerprinting and refreshments in the lobby, and the “Haunted Courtyard” in the area in front of Town Hall. Costumes are welcome, but not necessary. Creative costumes are especially welcome! We appreciate the efforts of numerous staff members in putting together this event every year. Election Day is Tuesday, November 3. All of Guilderland’s thirty-two polling places will be open on that date from 6:00 A.M. until 9:00 P.M. Several Albany County offices will be on the ballot this November, as will the Town positions of Supervisor, Town Board (2 of 4 seats), Town Justice (1 of 2 positions), Town Clerk, and Receiver of Taxes. I encourage all Guilderland residents to make their voices heard by participating in this vital element of the democratic process.

Setting the Record Straight On Ken Runion Supervisor Runion’s “claims” about his accomplishments must be scrutinized. Too much is at stake for our community on Election Day, Tuesday, November 3. Please take a closer look:

1-Fiscal Accountability

Mr. Runion Claim: Guilderland has the lowest town taxes in the Capital District. Facts: This is false. The town of Malta, for example, has no town tax at all. Mr. Runion raised property taxes four percent this year and town fees by 20 percent. He has also raised his own salary at almost twice the rate of inflation since taking office. Do you really believe your taxes are low?

2-Public Safety

Mr. Runion Claim: The town has enhanced police, paramedic and EMS services. Facts: Mr. Runion actually reduced staffing for paramedics. The paramedics’ union representative wrote the cuts, “seriously compromise response capabilities, citizen safety and effectiveness of the EMS department.” Guilderland sometimes has only two paramedics at night to cover the entire town.

3-Public Trust

Mr. Runion Claim: Political favoritism and undue influence have been eliminated. Facts: The Runion administration has had numerous scandals. Mr. Runion’s police chief, Jim Murley, gambled at Turning Stone while on town time. A key Runion political operative was caught political blogging on town time and sweetheart assessment deals continue to go to the well-connected.

4-Open Government

Mr. Runion Claim: Town government is more open. Facts: The Runion administration is as secretive as ever. The town refused to release a single document on the Murley probe. Mr. Runion and his fellow Democrat board members voted down proposals to have department heads appear at town board meetings and said no to bipartisan input on a police interview committee to ensure the most qualified candidates are chosen. Mr. Runion abruptly left a town board meeting in August while being questioned. That departure was not shown during video replays of the meeting.

5- Pedestrian and Traffic Safety

Mr. Runion Claim: The town has addressed pedestrian and traffic safety issues. Facts: Mr. Runion has never even conducted a comprehensive corrective study of Western Avenue traffic. Promised sidewalks to Guilderland Center and many other areas have yet to materialize despite his 10 years in office. Guilderland’s bike paths remain woefully inadequate.

Message from the Chamber...

It’s hard to believe that fall is officially here! Though some tend to get discouraged to see the summer weather go (myself included), it is safe to say that the Guilderland Chamber of Commerce provides a wide variety of festivities and initiatives that captures the essence of autumn in upstate New York. This is one of our busiest times, with so much going on! I can’t go on any further without first mentioning our3rd annual Souped Up on Guilderland event. It will be taking place on October 10 at Altamont Orchard. What could be better than bringing your family and friends to taste some of the finest soups in the area, attending a SOUPED UP car show, seeing live entertainment, picking apples, going on hay rides, and eating LOTS of good food. The soup contestants from the last two years are getting serious this year; Cider House, Aromi D’Italia, BFS and The Highlands are all defending their titles, and competing with Hana, Tesoro, Township Tavern, and other local restaurants. Looking to better your business? GCC is partnering with the SUNY Small Business Development Center and the Guilderland Public Library again for our “start up” series on October 17, 24, and 31 at the Library 10-12. Last year, an average of 20 people attended the sessions to get free advice and guidance on starting a business. There are other activities you can get involved in as well, like the Guilderland Library’s Disney Friday Night at the movies running from September 25-November 13; getting in shape and fit for the upcoming holiday season at Sportime via their new Total Body Express beginner program; or skipping the workout and hitting up Little Caesars pizza and Athos Restaurant for their specials for the fall. I want to end this month’s letter with a huge “Thank you” to the Guilderland-Altamont community for the outpouring of support and fundraising efforts for the Kimmerer family of Guilderland. Evan Kimmerer a 12 year old middle school student, was suddenly diagnosed with a brain tumor and underwent surgery. The middle and high school students, local community organizations and businesses all have mobilized to help the family in this stressful time. That is one of the best things about living here; that when a disaster happens, the whole town cares. Has tHe Guilderland real estate Market stabilized?

It seems like everyone today has questions about the current state of the Guilderland real estate market. How are values? Are homes selling? How long will it take to sell my home? These are questions that I hear almost every day. When I started in the business almost 20 years ago, a real estate agent’s primary evaluation tool was a CMA or Comparative Market Analysis. Using this method an agent would evaluate prior closed, pending, and active listings in an area to derive an estimated value for a property. This method is still used by many agents today. However, to really know what is going on in a real estate market in general, a more detailed statistical analysis is required. Based on recent Multiple Listing Service Data here is what is happening in Guilderland as of September. There are roughly 231 single family homes listed for sale with an average list price of $393,190. So far in 2009, 205 single family homes have been sold in Guilderland for an average sale price of $262,826 and an average marketing time of about 70 days. Homes are selling for 96.13% of list price on average. On the surface these numbers are somewhat deceiving. A closer look indicates that almost 1 in 5 homes listed for sale expired unsold. Based on the current absorption rate in all price ranges, Guilderland has about a 10 month supply of homes on the market. As a general rule of thumb, a 6 month supply of homes is considered to be a balanced market. When the inventory of homes is greater then 6 months it is considered a buyer’s market. A supply less then 6 months will tend to indicate the market favors sellers. These are general numbers and serve as a guideline only. Each neighborhood and price range within the town will vary from the averages and each home should be evaluated individually to draw accurate valuation and marketing conclusions. This month’s column is the second part of the Back to School Tips on Bullying

Keep your child active in extra-curricular sports and activities. Your child will make plenty of new friends and learn skills which can build confidence. Make sure the activities are healthy and are focused on character development. Also make sure that the teachers and coaches are experts at working with children and building confidence. If you pick the right activity, then you will notice a change in your child’s confidence almost immediately. Is your child a confident individual? If so, then the next step is to speak with your child about anti-bullying strategies. Here are five strategies that you should review with your child: 1. Assert yourself. Have your child practice standing tall and using a strong voice saying: “That’s teasing. Stop it.” or “Stop making fun of me. It’s mean.” 2. Use “I want.” Role-play with your child by having him or her address you (the bully) by saying: “I want you to leave me alone,” or “I want you to stop teasing me.” 3. Question it. Have your child practice responding to an insult with a non-defensive question: “Why would you say that?” or “Why would you want to tell me I am dumb and hurt my feelings?” 4. Ignore it. Bullies love it when their teasing upsets their victims, so help your child find a way to not let his or her tormentor get to him/ her. Pretend they’re invisible, walk away without looking at them, quickly look at something else and laugh, or look completely uninterested.

5. Make Fun of the Teasing. Teach your child how to reply to bullies by saying something like: “Wow, you are so smart because you pick on other kids.” Or, “Did you think of that all on your own?” Remember, the key to dealing with bullies is all about how confident your child feels. The strategies above only work if your child is confident enough to say them. Role-playing is only half of the lesson. You child must be exposed to enough role-models and equipped with the proper amount of stimulants that increase confidence. Conclusion

Q. What year did your business start?

A. With the support of my family and friends I started the business in 2006.

Q. How and why did you get into the business?

A. Like most people, I was working too many hours for other people. I wanted to have more time to spend with my family. A couple of friends helped me to get the business up and running and the business has been growing since.

Q. Do you have many regular customers?

A. Most of my customers are on a weekly or bi-weekly schedule. I do have a fair amount of customers who use me on an as needed basis. Many Seniors still enjoy staying active and taking care of their own homes but will rely on me for the more labor intensive chores.

Q. Are you known for anything special?

A. I am meticulus! I take care of your home like it is my own. I work alone. If you hire me, you will not have a bunch of strangers running through your house. I bring all of my own equipment and supplies. I use only top quality products which I have found to do the best job. If a customer would prefer that I use a particular product they can also provide it.

Q. What hours are you open?

A. I offer flexible scheduleing so we can get the job done at a time that does not interfere with your life. O c c a s i o n a l l y, someone needs help outside the normal 9-5 hours and most of the time I am able to accommodate them and get the job done. I recently spent a night cleaning to prepare for an early morning breakfast party.

Q. Do you do anything different than a typical cleaning service?

A. I tailor my services to meet my clients needs. I actually iron for a couple of clients that don’t like to iron! I go beyond the normal quick in/out superficial clean that other services provide. I touch almost every surface, picture and knick-knack that collects dust. When was the last time you cleaned your baseboards?

Q. What year did your business start? A. On The Pipe Cycles opened in 1999. I became the new owner in June 2005. For those of you who may not be familiar with On The Pipe Cycles, I am a KTM motorcycle dealer. I provide service and parts on all brands of dirt bikes, ATV’s and snowmobiles. Bob Marshall in the Adirondacks Lecture and slide show with Adirondack Explorer editor Phil Brown Saturday, October 17, 2 pm

Phil Brown became interested in the legendary hiker and conservationist Bob Marshall while working as editor of the Adirondack Explorer newsmagazine. In the Adirondacks, Marshall is remembered as the first person to climb all 46 of the region’s High Peaks (one of which is now named after him), but he did much else in his life. He explored arctic Alaska before it was mapped and wrote a best-selling book about his experience. As a federal official, he lobbied tirelessly for the preservation of wild lands. He also founded the Wilderness Society. After his death, the U.S. government created the Bob Marshall Wilderness in Montana in his honor. In 2006, Phil published an anthology of Marshall’s writings titled Bob Marshall in the Adirondacks: Writings of a Pioneering Peak-Bagger, Pond-Hopper and Wilderness Preservationist. His slideshow presentation is an outgrowth of that book. It includes numerous photos taken of and by Marshall, including some of the earliest color shots of the Adirondacks. Phil has given this talk all over the state, including at Bob Marshall’s alma mater, the state College of Environmental Science and Forestry, and the storied Explorers Club in Manhattan. FIBROMYALGIA… DON’T TAKE IT LYING DOWN! By Dr. Jennifer L. noonan, SpinaL WeLLneSS Center During this beautiful change of season when the air is crisp and the colors are vibrant, most of us are enjoying the pleasures of fall. Unfortunately, changes of season for people with fibromyalgia can be a very different and painful experience. Fibromyalgia is a complex disorder for which there is no cure. Fortunately, chiropractic treatment is helping thousands by reducing the agonizing pain, debilitating fatigue, and joint stiffness associated with fibromyalgia. Chiropractic improves quality of life without medication and their harmful side affects. Current research suggests that fibromyalgia is a disorder of central nervous system hypersensitivity, which affects the chemical compounds that transmit nerve impulses. Because chiropractic care involves normalizing nerve function by adjusting the spine and correcting soft tissue, chiropractors like myself are especially well suited to help patients reduce their fibromyalgia symptoms. Research has shown that the chiropractic adjustment normalizes pain reflex generators and activates endorphins, which are natural pain relievers. It also restores impulses to and from the joint and muscular system thereby relieving pain. All this with no drugs! I use a very conservative and gentle approach with my fibro patients including spinal adjustments, trigger point and cold laser therapy. I always encourage and will design an appropriate exercise program which has been proven to help symptoms. A phrase I hear frequently from my fibro patients is, “Why didn’t I do this sooner?!”

Learning how to properly take care of your computer and being proactive with maintenance can help prevent software problems such as data corruption or even data loss. STAY COOL All computers need to stay cool to some degree. This can be impeded by dust, pet hair, and poor ventilation. Fans inside the computer are designed to promote airflow which helps regulate the temperature of vital components. Dust & pet hair can clog up the vents or heat sinks, insulating them & preventing proper airflow & preventing the computer from cooling itself properly. I recommend blowing out all of the dust & debris that builds up in your computer at least twice a year, if not more frequently. Take your desktop/tower style computers outside and open it; usually this is accomplished with a screw-off side panel or hinged access. Use an ‘air in a can’ product, available at office supply & grocery stores, to blow the dust out. For laptops, blow dust & debris out from the vents. Laptops are designed with fewer fans to reduce the overall power consumed. Because of this, they are prone to overheat more easily. Never use a laptop directly upon your lap as the heat from your legs adds to the heat in the laptop. Laptops should never be used on any soft surfaces such as pillows or blankets. The laptop will ‘sink’ slightly into these materials, blocking the vents from proper air flow. HELP PREVENT DATA CORRUPTION & LOSS Sudden power loss due to a blackout or performing a hard shutdown can easily cause data corruption or data loss. Purchasing a ‘UPS’ (uninterrupted power supply) rated for your computer can help protect from sudden power outages. Always properly shutting down the computer using ‘Shutdown’ within Windows is the best way to turn it off. Only when the computer is completely unresponsive should you ever perform a ‘hard shutdown’ (holding in the power button). This necessary evil may be unavoidable at times, but it shouldn’t be used often. If you find you have to perform a hard shutdown on a ‘regular’ basis, you should seek technical support to resolve the issue.

Laptop computers are considered more susceptible to data corruption or loss simply because they are mobile. If a laptop is turned on, it should be stationary on a stable flat surface or, if it must be moving, it should be treated as gently as possible. Sudden bumps or bangs can easily cause data corruption or loss. A special note on laptop batteries: When your laptop is plugged into an AC outlet, unless you’re purposely charging the battery, the battery should not be in your laptop. Leaving it there and plugged in will slowly weaken the battery and, over time, cause the “battery life” to dwindle considerably. A brand new battery with an estimated three hours of battery life left in a laptop that is always plugged in may only have 20 to 30 minutes of “battery life” a year later.
