notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - As I write these notes, there are hopeful signs that the COVID-19 pandemic is easing, with positive signs of a return to some degree of normalcy in the foreseeable future.

The Town’s State of Emergency, which bars public access to Town buildings, except for pre-arranged appointments for brief matters that cannot be done online, by phone, or by mail, is scheduled to end on Friday, March 12th. The Medical Director and EMS Director carefully monitor local conditions, including ambulance transports of COVID-19 patients, and have an informed understanding of the level of risk in our community. Nearly all relevant health data is improving, and, with more reported vaccinated persons in our community, we remain optimistic of a limited reopening of Town buildings in early spring.

During the nearly yearlong pandemic, Town staff have worked under stressful conditions to help residents, address problems, and provide daily email COVID-19 updates.

Please understand that we are all trying our best to keep you informed and provide services as much as possible during the pandemic. I thank you for your support of local businesses, most of which are owned by and employ Town residents.

The Department of Senior Services provides free transportation for seniors to medical appointments and grocery store shopping, with buses disinfected by the EMS Department after each use.

If you need help with applications for the SNAP (Supplemental Nutrition Assistance Program), HEAP (Heating Energy Assistance Program), and any other paperwork for providing services or benefits to seniors, please contact the Senior Services’ office at (518) 280-7607 for assistance.

I also appreciate the support of our community partners who have continued to provide invaluable services to residents. While the library building remains closed, the Guilderland Public Library (https://guilderlandlibrary.org/) has provided safe access to its collection with downloadable movies, TV shows, how-to-guides, e-books, audiobooks, The New York Times, magazines, Healthy at Home resources, and more. I have received innumerable emails and calls thanking the Parks & Rec Department for its "Get Out and Walk This Winter" program, which is keeping open Tawasentha, Keenholts, DiCaprio, and Nott Road Parks during daytime hours this winter. The cart paths at Western Turnpike Golf Course have been kept open for walkers, and the Vosburgh Trails have been discovered and enjoyed by hundreds of residents. The Parks Department believes that there has been a record amount of snowshoeing, cross-country skiing, and winter hiking this winter. The plentiful snowfall this year has helped keep these facilities at near optimum conditions for months. As the weather warms, and days lengthen, conditions can quickly change. The Governor recently announced that day and overnight summer camps should plan to open this year. More details, including reopening requirements, are expected in the next few weeks. No offense to the Governor and his team, but planning for a fun-filled and exciting summer program takes months to prepare organize.

Albany County Mental Health has increased its services for residents coping with stress and anxiety. If you or someone you know needs help, or just someone to talk with, call the County Hotline at (518) 269-6634, every day from 8am to 5pm. If you are experiencing or are aware of a psychiatric emergency, please immediately call the County’s Mobile Crisis Team at (518) 549– 6500 at any hour of the day or night.

The Albany County Soil & Water Conservation District is offering its 2021 annual tree and shrub program, with a wide variety of bare root seedlings and transplants available, including apple trees, arborvitae, lilac, plum, raspberry, winterberry and dozens of other types. You can also order tree tubes and guards, rain barrels, compost, woodchips, and wildflower seeds. To encourage the use of pollinator plants, with every purchase at the tree sale the County is providing, at no cost and while supplies last, 10 pollinator plants. The pollinator plant this year is Liatris spicata, also known as Blazing Star. Orders are first come, first served and must be placed by Friday, April 5th. HOUSEHOLD

The first Household Hazardous Waste Day of 2021 is scheduled for Saturday, April 3rd from 8:00am to 2:00pm at the Highway Department garage. Just like last spring’s successful event, which was held in the first months of pandemic, this event will follow the same protocols. You stop where directed, stay in your vehicle, and let workers remove your household hazardous materials from your vehicle. The event is operated by a DEC-approved contractor who, despite COVID-19’s impacts, has run similar recent events.

Do You Know Where Your Money Went?

ne of the key components of personal financial planning is an understanding of where your money goes each day, week, month, and year.

Developing a personal cash flow analysis can be a very enlightening exercise, and potentially the starting point on the road to good financial health.

There are several ways to begin creating a personal cash flow analysis. The “oldfashioned” way involves manually tracking every dollar and cent which you (and your family) spend on any item – ranging from a bagel and coffee purchase, mortgage/ rent payment to your utility bills. Although requiring the most effort, this method often provides the most accurate and useful results. You are not only tracking checks and credit card purchases, but also those small cash purchases that can add up over time.

Be sure to also include purchases which may not recur monthly, such as insurance premiums, property taxes, vacation expenses, etc. Once you have tracked your outflows for at least a month or two, you can begin to allocate purchases to categories and learn where your money is going.

More modern methods of tracking spending include the use of Personal Finance software, such as Quicken, or via websites such as Mint.com. Both of these can link to your financial accounts (bank, credit cards, etc.) in order to easily assemble and categorize data.

Once you see where your “take-home” income goes, you can also start to add other items to your personal cash flow statement.

These items include savings (such as 401k or other employer-sponsored retirement plans, savings accounts, individual retirement accounts, etc.), FICA taxes, and income taxes.

Finally, you can add a row for “inflows”, i.e. the gross income coming in the door from employment, pensions, social security, etc. Ideally, you would like to see that your “inflows” are equal to or greater than your “outflows”, indicating that you living within or below your means.

Developing a current cash flow analysis can help you uncover ways to save more money on a regular basis towards future goals, or pay down accumulated debt. The statement can also be helpful in analyzing the impacts of any strategies under consideration, such as saving more money in a retirement plan, or re-financing a mortgage, or taking on any new expenses such as a vehicle purchase or planned vacation.

GREETINGS FROM THE CONSTRUCTION ZONE! It is amazing to witness the daily progress with our building project.

Things are really moving fast inside the library, as you can probably tell from the number of trucks, cranes, and other equipment you see when you drive by.

Our 6,555 square foot addition is now fully enclosed and roofed, and the concrete floor has been poured. Interior walls are going up now in that space. The rest of the building is divided into four construction zones. Two of those construction areas are in full swing, with work ahead of schedule. The third zone houses our staff, and the fourth zone houses our collection. Soon, we will shift again as construction moves into a third zone in the building. Everything is going well so far, and we are looking forward to welcoming you back into our building in the fall.

In the meantime, online services are available 24/7 at our website and include online newspapers and magazines, e-books and audiobooks, and even streaming video and audio! Curbside pickup continues to be a popular option as well. Curbside pickup is available MondayWednesday-and Friday from 10-4, and Tuesday-Thursday from 1-7.

Saturday hours are 10-2, and Sunday hours are 2-4. You can return items in the sheds in our main lot 24/7, except on holidays.
