notes from the SUPERVISOR’S OFFICE 5209 Western Ave, Guilderland • (518) 356-1980 • www.townofguilderland.org Guilderland, NY - As we enter the ninth month of the pandemic, I thank you for your understanding, patience, and words of support as Town staff provides, to the maximum extent possible, the “contact-less” delivery of services. No one here imagined that we would be in the same situation as we were last spring. Because of increasing local infection rates, and the advice of the Town’s Medical Director and EMS Department, there are now no public gatherings at Town Hall except for periodic American Red Cross blood drives and limited Town court proceedings. Public entry to Town Hall is by “buzzer” only for brief transactions at counters, with temperature and symptom checks, and wearing of facemasks at all times. You are strongly encouraged to use the secure drop box at Town Hall for deliveries, including tax and court fine payments, and resources on the Town’s enhanced website. Medical staff are carefully monitoring the local situation and may impose a total prohibition against public entry to all Town buildings in the near future. As I write these notes, no snow is in the long-range forecast which means that the Highway Department should be able to continue with its leaf vacuuming past December 3rd, the last scheduled pickup day. As long as weather permits, Highway crews will vacuum leaves on streets. There is no need to call; Highway crews know where there are leaf piles. When winter weather finally arrives, vacuuming ends to install snow plows on the fleet of trucks. Highway crews collect bagged leaves and tied brush year round. A reminder that overnight parking on Town roads is prohibited during winter months so that the Highway Department may safely clear and maintain roads. An illegally parked vehicle can inhibit a snow plow from safely clearing a road. To encourage safe outdoor activity, the Parks & Recreation Department has launched "Get Out and Walk This Winter" by keeping Tawasentha, DiCaprio, Keenholts, and Nott Road Parks open and accessible during daytime hours this winter with paved surfaces plowed for winter walking. Western Turnpike Golf Course is now also open for walkers but only on cart paths. When measurable snow arrives, Town’s parks and Vosburgh Trails offer snowshoeing and cross-country skiing, with groomed trails at the golf course. Sledding is available at the Winter Recreation Area just past Tawasentha Park. Nordic ski and snowshoe rentals are available at the Parks & Rec Office. Starting on January 4, 2021, Parks & Rec is accepting reservation for Tawasentha Park’s three pavilions, including the restored Chalet building. You can obtain rental information and a Request for Use of Facilities Form on the webpage or by calling its offices at (518) 456-3150. This year’s“grab and go”kits forThanksgiving & Fall Crafts was a resounding success with 71 participants. Parks & Rec is using the same “grab and go” approach for its popular Kids Holiday Craft and Holiday Centerpiece. All materials and instructions for a beautiful holiday decoration are 4

The Western Turnpike Golf Course is offering residents and nonresidents the opportunity to purchase discounted 2021 memberships by December 31st which allow for unlimited golf seven days a week for the season. On Saturday, December 5th from 10am to 3pm, the Guilderland Garden Club is holding a crafts and wreaths sale in the backyard and garage of the Mynderse-Frederick House, 451 Main Street, Guilderland Center. Please consider dropping off a nonperishable donation for a local food pantry. A portion of the proceeds will benefit a local charity. On Saturday, December 5, 12, and 19, from 11am to 3pm, the Guilderland Farmers Market moves “indoors” to the covered pavilion at the Western Turnpike Golf Course, with a fireplace and space heaters, if needed. There are more than 30 rotating vendors including farmers with seasonal vegetables and other food items, local distilleries and wineries, craft food (popcorn, beef jerky, olive oil), and craft goods (jewelry, thrift shop, tiny house boutique, homemade soaps). All COVID-19 health guidelines, including facemasks, will be enforced. The Town’s Police Reform and Reinvention Collaborative Committee continues its work on drafting a response and action plan as required by the Governor’s Executive Order. The Committee is reviewing policing strategies, policies, procedures and practices, and preparing recommendations tailored to address structural racism in our community. The plan must be adopted by April 1st. You can help the committee with its important work by completing a brief survey about your past experiences and expectations for this reform effort. Last December, the Town took the first formal step in adopting the Community Choice Aggregation Plan (“CCA”) under which municipalities join to make bulk purchases of electric power for residents. The CCA promotes renewable energy and price stability. The Town, along with Altamont, Bethlehem, New Scotland, and the Voorheesville, were founding members of the Capital Region CCA which has grown to a dozen municipalities. Last spring, Municipal Electric & Gas Alliance (“MEGA”), the Administrator of the Capital Region CCA, issued a request of proposals from energy


services companies. Unfortunately, the pandemic soon caused havoc in the energy market and the responses were very disappointing. The State recently allowed opt-out community solar into CCA offerings which, according to MEGA, would provide a guaranteed-savings of 5 to 10% on electric bills. MEGA anticipates that a new request for proposals will issue early next year after it receives the State’s guidance. The EMS Department has received its new glucose testing machine which allows medics to conduct a COVID-19 antigen test with results within 15 minutes. The Town EMS was the first EMS agency awarded a laboratory license by State DOH which credited EMS for undertaking this initiative. EMS plans to test first responders after suspected COVID-19 exposures. The rapid in-house testing should avoid the costly quarantine of EMS personnel after a possible COVID-19 exposure. As part of the Town’s Moving Forward Plan, Town Hall will close at Noon on Friday, December 11th to allow for EMS’s periodic deep-disinfecting with its ozone generator which may only be safely used in vacant and closed spaces. INJURY PREVENTION THIS WINTER SEASON By: Kim Leis-Keeling

Guilderland, NY - One of my most memorable Christmas gifts I received was not because it was the best gift, but was the most unexpected. When I was 18 years old, my parents gave me a shovel and a phone book. Why, you might ask? Well, I was away at college at the time so my parents gave me the shovel in case I ever got stuck in the snow then I could dig myself out. But this was not your typical snow shovel; it was a huge farming grain shovel that literally took up my entire trunk. They also gave me a phone book because I was always calling home to get phone numbers of friends and businesses. Obviously, this was before the world wide web provided information at our fingertips. While these were very practical gifts, it was a little disappointing. A few days after Christmas, one of my younger cousins, Tim, came to visit. He was excited to see me and came running up to me “Kimmie, what did you get for Christmas?” In my sad pitiful voice, I replied, “Oh man, I got the shaft this year.” After about 15 minutes he came back to me and said, “Hey, let me see that shaft you got.” We all got a good laugh at that. Speaking of shovels, now is a good time to review some spine care tips for the winter. As chiropractors, the primary conditions we treat are back related injuries. During the winter, the most common injuries result from shoveling snow, falls on ice, putting up or taking down holiday decorations and from people who sit on the floor wrapping presents for hours. Here are a few tips to help you prevent these back injuries. 1.

Shoveling: Before you go out to shovel, it would be a good idea to stretch your legs, hips and lower back. If the snow is light, push the snow straight in front of you. If the snow is heavy, keep your core muscles tight while you bend your hips and knees to scoop up the snow. Try to toss snow in front of you versus twisting to the side to throw it off your shovel. The worse spine position to shovel is to be bent over while twisting to throw the snow. Take breaks to stand upright or even lean back slightly to relieve strain on your lower back.

Falls: Falls can happen doing the simplest things, like going to get the mail and slipping on black ice. I like to recommend to my patients to get snow spikes for their winter shoes. These typically slip over the top of boots or shoes and are easy to take on or off. It is a simple solution to give you more traction while shoveling or going for walks/hikes during the winter.

Putting up decorations: This seems silly but every year we get a few neck injuries from patients reaching overhead to hang up holiday lights for a long period of time. The best thing to do is take breaks, even if you feel fine. Keep in mind that your head is usually looking down at a computer screen or cell phone so to completely change the force on your neck can cause strain. Do a few light neck stretches after you are done with your project to ease discomfort.

Wrapping presents: It is best to do your holiday wrapping sitting at a table or standing by a countertop. Sitting on the floor for a long time to wrap gifts can put increased strain on your lower back and into the lumbar discs.

FAMILY FEATURES Nearly half of low-income Americans reported that they or someone in their household experienced some type of income loss during the pandemic, according to information published by Pew Research Center. Because more people are facing hardship this year due to the impacts of COVID-19, more families in your community will likely be in need of assistance this holiday season and into 2021. Organizations like The Salvation Army estimate they could serve up to 155% more people with Christmas assistance this year, assuming the resources are available, based on increased services already provided during the pandemic. In order to aid those most vulnerable, nonprofit organizations across the nation need your help. Consider donating gifts in bulk at Christmastime, or explore other ways to make an impact and serve as a beacon of hope for those in need: Donate Food – Gathering around a table filled with homemade food is a treasured tradition for many families, but for others it’s a luxury beyond reach. Donating food to your local food pantry or other community organizations can help give the gift of Christmas, ensuring more families are able to come together to enjoy a meal as part of their holiday celebrations. Volunteer Your Time – Not all gifts require spending money. You can give back by volunteering your time to make the holiday season brighter for families and individuals who need assistance. Organizations in your area often need volunteers for projects like sorting food and necessities for care packages, serving food in soup kitchens or making holiday cards to send to nursing homes. Another example of how to get involved is through The Salvation Army’s iconic Red Kettle Campaign. Protocols are in place to ensure the safety of bell ringers, donors and partners, so enthusiastic bell ringers can join the effort and help raise money this holiday season. Adopt a Child for the Holidays – Some local organizations work directly with low-income families in the community to identify their children’s specific needs. They gather information on each child in the family, including their special interests, clothing sizes and wishes for holiday gifts. When you adopt a child or family, whether on your own or in partnership with others, you commit to purchasing items on the child’s wish list to ensure they have everything he or she needs to celebrate the season, from food and gifts to clothing essentials. Give a Recurring Gift – A staple of the holiday season, The Salvation Army’s red kettles raised $126 million last year. That amount could be reduced by up to 50% due to the closing of retail stores, less retail foot traffic and an increasing unemployment rate, which would significantly limit the organization’s ability to provide needed services to the most vulnerable. Enlisting in Love’s Army with a sustaining monthly gift of $25 can help meet the growing need for assistance at Christmastime and into 2021. Your gift is invested locally, so you can be sure you’re helping rescue Christmas for those in need in your own community. Another way to give money is by making a charitable gift in a loved one’s name. Many organizations will provide a card acknowledging your one-time or ongoing gift, which you can wrap and give as a gift with a note explaining the thoughtful gesture.

Every Christmas there are families who don’t exchange gifts because they can’t afford them. However, many communities offer programs that rely on donations to put new clothes and toys under the tree for children and families that usually go without Christmas gifts. One example is The Salvation Army’s Angel Tree Program, which connects a sponsor with a deserving child (or “Angel”). The trees can be found during the holiday season at retail stores, businesses and other locations throughout many communities. Anonymous donors select a name off of a tree, purchase the items listed on the tag and bring them back to the drop-off location to be donated. Whether you’re able to adopt a child or simply provide a few items, be on the lookout for these commonly requested items as you tackle your holiday shopping this year: n Baby necessities like bottles, blankets, diapers and wipes n Warm weather attire, like winter coats, mittens, hats and scarves n Books or board games n Dolls, action figures or other toys that inspire imaginative play n School and art supplies n Personal care items like shampoo, soap, deodorant or hair products n Cleaning supplies n Laundry detergent and fabric softener n Gift cards to retail stores n Pre-paid gas cards n Restaurant or grocery gift certificates

DO YOU KNOW WHERE YOUR MONEY WENT? by Douglas Bauer

One of the key components of personal financial planning is an understanding of where your money goes each day, week, month, and year. Developing a personal cash flow analysis can be a very enlightening exercise, and potentially the starting point on the road to good financial health. There are several ways to begin creating a personal cash flow analysis. The “old-fashioned” way involves manually tracking every dollar and cent which you (and your family) spend on any item – ranging from a bagel and coffee purchase, mortgage/rent payment to your utility bills. Although requiring the most effort, this method often provides the most accurate and useful results. You are not only tracking checks and credit card purchases, but also those small cash purchases that can add up over time. Be sure to also include purchases which may not recur monthly, such as insurance premiums, property taxes, vacation expenses, etc. Once you have tracked your outflows for at least a month or two, you can begin to allocate purchases to categories and learn where your money is going. More modern methods of tracking spending include the use of Personal Finance software, such as Quicken, or via websites such as Mint.com. Both of these can link to your financial accounts (bank, credit cards, etc.) in order to easily assemble and categorize data.

Once you see where your “take-home” income goes, you can also start to add other items to your personal cash flow statement. These items include savings (such as 401k or other employer-sponsored retirement plans, savings accounts, individual retirement accounts, etc.), FICA taxes, and income taxes. Finally, you can add a row for “inflows”, i.e. the gross income coming in the door from employment, pensions, social security, etc. Ideally, you would like to see that your “inflows” are equal to or greater than your “outflows”, indicating that you are living within or below your means. Developing a current cash flow analysis can help you uncover ways to save more money on a regular basis towards future goals, or pay down accumulated debt. The statement can also be helpful in analyzing the impacts of any strategies under consideration, such as saving more money in a retirement plan, or re-financing a mortgage, or taking on any new expenses such as a vehicle purchase or planned vacation. Getting one’s financial house in order starts with the basics. Creating a personal cash flow analysis is an excellent first step in the process.
